PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON

MINUTES
APRIL 10, 1986
THE MEETING WAS CALLED TO ORDER BY COUNCILMAN ROBERT McCARTHY WHO IS
SERVING AS LIASON TO THE PARK & RECREATION COMMITTEE.
PRESENT:
ROBERT McCARTHY
GEORGE SCHUM
GENE DOTY
HOWARD CARSWELL
LINDA KINCHEN
MARY DE CHAINE
LONNIE POWELL
DAVID UNDERILL
ABSENT:
KATHLEEN MCCARTHY
DAN PRUESS
CLIFF HOOSE (ABSENT)
ALSO PRESENT: TROY COX
PLEDGE OF ALLEGIANCE
COMMITTEE MATTERS:
HOWARD CARSWELL ADDRESSED TROY COX AND ASKED IF THE SCOREKEEPER WAS A
CITY EMPLOYEE AND WHETHER OR NOT HE WAS INSURED. TROY TOLD HIM THAT HE
WAS NOT A CITY EMPLOYEE BUT WAS HIRED BY TROY AND CARRIED NO INSURANCE
PROVIDED BY TROY.
ROBERT McCARTHY REMINDED THE COMMITTEE THAT THIS MEETING WAS CALLED TO
ELECT A CHAIRPERSON AND VICE CHAIRPERSON AND THAT THIS DISCUSSION SHOULD
TAKE PLACE AT NEXT MEETING.
LONNIE POWELL QUESTIONED WHY THERE WAS ANY DISCUSSION AT ALL NOT RELATED
TO THE ELECTION. ROBERT McCARTHY SAID THAT THE AGENDA MUST BE FOLLOWED,
BUT THAT INDEPTH DISCUSSION WAS NOT NECESSARY.

CHAIRMAN'S MATTERS:
ROBERT McCARTHY TOLD THE COMMITTEE THAT UNDER NEW BUSINESS, HE WOULD
OPEN NOMINATIONS FOR CHAIRPERSON, THEN COMMITTEE WOULD MOTION TO CLOSE;
OPEN NOMINATIONS FOR VICE CHAIRPERSON, THEN COMMITTEE WOULD MOTION TO
CLOSE. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON WOULD THEN TAKE
PLACE.
PUBLIC MATTERS:
CHIEF OF POLICE GERALD NAPPI COMMENTED THAT HE HAD NEVER SEEN THE NEW
FIELD USE PERMIT. HE FELT THAT THE POLICE DEPARTMENT WOULD HAVE NO
PROBLEM WITH MONITORING THE LIGHTS AT THE FIELD BUT THAT HE EXPECTED THE
COURTESY OF BEING INFORMED.
ROBERT McCARTHY TOLD THE COMMITTEE THAT AT THE COUNCIL MEETING THE
PREVIOUS NIGHT THE NEW FIELD USE PERMIT WAS DISCUSSED AS AN AGENDA
ITEM THAT HE PERSONALLY HAD HAD PUT ON. AT THE COUNCIL MEETING A
MOTION WAS PASSED TO DISCONTINUE USE OF THE NEW FIELD USE PERMIT UNTIL
IT CAN BE DISCUSSED FURTHER AND BROUGHT BACK TO COUNCIL FOR APPROVAL.
HE SAID THAT TO THAT EFFECT, TROY COX WILL BE REQUIRED TO FULFILL HIS
CONTRACT, WHICH REQUIRES THAT HE BE ON CALL SEVEN DAYS A WEEK AND BE AT
THE FIELD TO TURN ON AND OFF THE LIGHTS.
MOTION BY LONNIE POWELL, SECOND BY GEORGE SCHUM TO SUBMIT THIS NEW
FIELD USE PERMIT TO CITY COUNCIL FOR APPROVAL.
MARY DE CHAINE FELT THAT IN LIGHT OF TROY'S CONTRACT THE PARKS AND REC
COMMITTEE COULD NOT CHANGE POLICY ON FIELD USE UNTIL HIS CONTRACT IS
AMENDED. SHE RECOMMENDED THAT THE MOTION BE TABLED UNTIL SUCH TIME AS
IT IS AMENDED.
TROY COX TOLD THE COMMITTEE THAT HE WOULD MEET WITH THE MAYOR AND COUNCIL-
MAN McCARTHY TO ESTABLISH EXACTLY WHAT HIS DUTIES ARE.
ROBERT McCARTHY DECIDED THAT THE OLD FIELD USE PERMIT SHOULD BE USED UNTIL
SOMETHING IS DECIDED.
MOTION WITHDRAWN BY LONNIE POWELL, SECOND WITHDRAWN BY GEORGE SCHUM.
NEW BUSINESS
ROBERT McCARTHY OPENED NOMINATIONS FOR CHAIRPERSON. GEORGE SCHUM NOMINATED
LINDA KINCHEN. NO OTHER NOMINATIONS WERE MADE AND MOTION WAS MADE BY
GEORGE SCHUM, SECONDED BY HOWARD CARSWELL TO CLOSE NOMINATIONS.
ALL AYES. MOTION CARRIED.

ROBERT McCARTHY ANNOUNCED THAT LINDA KINCHEN IS CHAIRPERSON AND HOWARD
CARSWELL IS VICE CHAIRPERSON OF THE PARK AND RECREATION COMMITTEE. HE
THEN TURNED OVER THE CHAIR TO LINDA KINCHEN.
LINDA ASKED IF THERE WAS ANY FURTHER DISCUSSION. THERE WAS NONE.
MOTION BY EUGENE DOTY, SECOND BY MARY DE CHAINE TO ADJOURN.
