CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Vice Chairman Cliff Hoose called the meeting to order at 7:05 P.M. 2. The Pledge of Allegiance was led by Gene Doty. 3. ROLL CALL: Present: Cliff Hoose George Schum Lonnie Powell Eugene Doty Irene Traficante Absent: Howard Carswell City Manager Robb McClary 4. APPROVAL OF MINUTES: George Schum stated an addition should be made to Page 4 under Committee Matters, 4th paragraph, changing it to read: "A bicycle rack for the Hardee Park Playground and bicycle path along the Indian River Drive t©=th9=Great1ve=L1aygreaad was(cor-5/23 Minute.- suggested inute:suggested by Mr. Schum. A bicycle path for the Creative Playground was also suggested by Lonnie Powell." Irene Traficante requested an addition to Paragraph 5, Page 4, Committee Matters, to include explanation of the Sunshine Law as explained by City Manager, for future reference; that being that if more than one member attends any other meeting, he both must notify City Hall. 1 Sunshine Law explanation as stated by Mr. McClary: (1) Public Notice has to be given to the City Clerk's office at a reasonable time of at least 48 hours; (2) The meeting has to be open to the public, free of charge. Mr. McClary further explained that if the subject matter is something that is likely to be discussed by this Committee for further decision and recommendation by the City Council, it falls under the Sunshine Law; and it is the law. For further reference, attached to these Minutes is an explanation of the Sunshine Law as explained by our City Attorney in a memorandum sent to City Council and all Board and Committee members on March 6, 1989, from the City Clerk. MOTION by Schum/Hoose I move we approve the March 28, 1989, Minutes as amended. All in favor; motion carries. Vice Chairman Hoose instructed Gene Doty to hold up on increasing fees until approval is obtained by the City Council. 5. OLD BUSINESS: a) Election of Officers MOTION by Schum/Doty to nominate Irene Traficante as Chairman of the Parks and Recreation Committee. Irene Traficante accepted the nomination. Schum/Hoose motioned that the nominations be closed and Irene Traficante be elected Chairman of the Parks and Recreation Committee. Vote taken: Cliff Hoose Aye George Schum Aye Lonnie Powell Aye Eugene Doty Aye Irene Traficante Aye All in favor; motion carries. At this point, Vice Chairman turned the meeting and gavel over to the newly elected chairman, Irene Traficante. b) Barber Street Sports Complex Gene Geo -r -g-& Doty suggested the Committee hold off on Barber Street discussion until Robb McClary is at the meeting. Irene Traficante tabled this topic to Item 10, City Manager's Matters, in case Mr. McClary were to arrive later. 2 c) Creative Playground /a%," (1) George Schum reported the completion of the playground was at approximately 6:00 p.m. on Sunday night as scheduled. MOTION by Hoose/Doty Write a letter of thanks to the Exchange Club and all their people for igniting the Creative Playground and seeing it through. All in favor; motion carries. MOTION AMENDED by Schum/Hoose at Irene Traficante's suggestion. Letter of thanks to Exchange Club to be signed with individual signatures of members of this committee. All in favor; motion carries. (2) Lonnie Powell reported sod being put around playground and fence to be installed. (3) It was brought to Lonnie Powell's attention that the women's bathroom has a dead bolt lock and is a concern regarding children getting locked in there. Suggestions by committee members included a latch located higher, a hook and eye, a double -keyed lock by sliding the latch and locking it on the outside. (4) George Schum, as Chairman of the Handicapped Committee, expressed his delight in watching handicapped children being able to participate in playground activities, rather than just to watch others play. Irene Traficante agreed with Lonnie Powell that the playground is always in use by many. SUB -COMMITTEE REPORTS: a) COUNTY REPRESENTATIVE REPORT - George Schum (1) Water at Golden Sands now connected in the restrooms. (2) We are reviewing all the Indian River Parks. b) NORTH COUNTY REPRESENTATIVE REPORT - Cliff Hoose NONE. Not at last meeting due to his operation. C) RECREATION COORDINATOR'S REPORT - Gene Doty Women's and Men's Softball are starting and trying to get a program started for children. He stated that Little League finishes at the end of the school year, with All Star in July. Chairman Traficante emphasized the need for children's facilities in Sebastian. Mr. Powell stated in order what we are 3 working on is (1) little League, (2) Senior League, and (3) Men's Softball field; and stated the need for a grass field for tournaments. Mr. Doty suggested a grass field; then moving bases eo*\ as necessary, making this a universal field. Discussion of a Recreation Department followed, with Chairman Traficante suggesting a motion to be put in the budget for the 4th time in a row. Irene Traficante directed this be an agenda item for next month, giving the committee time to coordinate our ideas on this subject. 7. CHAIRMAN'S MATTERS - Irene Traficante (a) Questioned disposition of Space Shuttle ride for Candy Cane Park. Cliff Hoose stated it never was ordered. 8. COMMITTEE MATTERS (a) Lonnie Powell expressed that his feelings had been deeply hurt with the omission of him not being nominated for Chairman of this committee at the last meeting, when in fact he had been on the committee for many years and that everyone other than he had been asked. (b) Mr. Hoose reported large holes at Barber Street. Gene Doty stated there had been a problem with the sprinklers but were expected to be taken care. (c) Mr. Hoose also reported a public phone at the Barber Street ballfield. Irene Traficante to check on who ordered the phone and also whose budget it is coming out of. (d) George Schum stated his interest in having tennis courts installed at Hardee Park; then there would be tennis courts on the north and the south part of the city. Chairman Traficante directed that tennis courts on Hardee Park be placed on next month's agenda. (e) Other interests from the committee voiced were basketball program and volleyball. (f) Following a discussion regarding the supervision of children at the Creative Playground, the following motion was approved: MOTION by Doty/Schum A sign be installed at Creative Playground asking parents to supervise their children while playing at the playground and that the City is not responsible for children being left alone unsupervised. All in favor; motion carried. Chairman Traficante stated this has to go before City Council for approval, unless this is considered minor whereby Mr. McClary may make a decision; and directed the secretary to send a memo to Mr. McClary regarding 4 this motion. 9. PUBLIC MATTERS !AWN Councilman Robert Mccollum requested a letter of thank you also be sent to the Air Force and Indian River Correctional who worked extremely hard. Chairman Traficante stated she would get a list from Jo Kelley of those who had a major part in the Creative Playground, people who are not within the city limits. Mrs. Traficante directed the Thank You's for Creative Playground be placed on next month's agenda. George Schum reported that the Sebastian Fire Department gave free rides on the fire engine Sunday and should also be sent a letter of thanks. Irene Traficante stated she will write a letter to the Exchange Club and will have a complete list next month for our committee. Chairman Traficante directed Air Force's letter be put under Old Business next month. 10. CITY MANAGER'S MATTERS - None Irene Traficante tabled 5-B, Barber Street Sports Complex, under Old Business to be placed under City Manager's Matters for next month's agenda. 11. NEW BUSINESS Lonnie Powell stated the Just Say No Walk is slated for Saturday, May 13, 1989, to end at Riverview Park. Sebastian Elementary School is having their affair with no drug at the school afterwards. It was agreed by the committee to change next month's meeting to Tuesday, May 23, due to the regular date falling on a holiday weekend. This change is contingent on there being no conflict with other meetings scheduled for the city. MOTION by Powell/Schum to adjourn.
