Status of Hurricane Debris Staging Area
Dear Mr. Hill:
In accordance with Consolidated Emergency Final Order OGC No. 04-1659, which was executed
on November 24, 2004 the Department may issue field authorizations for staging areas to be used for
temporary storage and chipping, grinding or burning of Hurricane -generated debris. The Order also gives
the Department authority to specify specific conditions in the field authorizations for the operation and
closure of the staging areas, and may include a required closure date, which extends beyond the
expiration of the Order.
The Department has received and evaluated your request for a staging area at the following
location:
Airport (299 E. Airport Dr.)
The use of this staging area is approved subject to the following conditions:
1. Access to the staging area must be controlled to prevent unauthorized dumping;
2. Staging area must have spotters to correctly identify and segregate types of wastes for
appropriate management;
3. All other applicable requirements contained in the Order must be followed;
4. All new, unprocessed debris as of January 15, 2005, must be taken to a DEP permitted
facility (for example, yard trash processing facility, C&D Disposal facility, or Class III landfill).
5. All debris must be processed as of December 31, 2004
6. All debris must be removed as of February 1. 2005
7. Site must be returned to grade by February 1, 2005
8. Any fires (except intentional burning of the debris) at the site must be reported to the
Department by phone (407-893-3328) or e-mail within 24 hours. E-mail notification should be
sent to both of the addressees below. A written report explaining the cause, remedial action,
and measures taken to prevent a reoccurrence must be submitted within five days. The
report should be submitted to Randall Cunningham.
