DISCUSSION TOOK PLACE ON .WHAT .ACTION TO .TAKE ON THE RECREATION
COORDINATOR. IT WAS DECIDED THAT THE .COMMITTEE WAIT AND.SEE IF
THE FUNDING FOR A FULL TIME RECREATION COORDINATOR ON THE 86-87
BUDGET IS APPROVED.
MOTION BY HOWARD CARSWELL, SECONDED BY EUGENE DOTY, TO HOLD OFF
ACTION ON HIRING A RECREATION COORDINATOR UNTIL BUDGET APPROVAL.

EUGENE DOTY .SAID .THAT .THE MEN'S SOFTBALL .LEAGUE HAD STARTED AND
THERE ARE EIGHT TEAMS PLAYING TUESDAYS AND .THURSDAYS FROM. 6:30

UNTIL 10:30 P.M.. HE SAID TWO TEAMS HAD TO BE TURNED AWAY
BECAUSE THERE IS ONLY ONE FIELD. HE SAID THAT OF 12,500 TEAMS IN
THE NATION FOLEYS IS RANKED 4TH AND IF THERE WAS ANOTHER FIELD
THE CITY MAY BE ABLE TO DRAW 60-70 TEAMS FOR TOURNAMENTS.
WHEN ASKED BY GEORGE SCHUM HOW MUCH MONEY WOULD BE NEEDED FOR A
NEW FIELD, GENE DOTY TOLD HIM THAT AT LEAST $25000.00 WAS
NEEDED.
LINDA KINCHEN ADVISED GENE DOTY TO GET THE TEAM MANAGERS TOGETHER
TO WORK TOWARD THE NEW FIELD.
DAVID UNDERILL QUESTIONED WHY THE CITY HAS HAD THE PLAN AND THE
FUNDS FOR THE FITNESS TRAIL AND HAS NOT STARTED IT. HE STATED
THAT A DEADLINE SHOULD BE PUT ON THE TRAIL OR THE FUNDS RETURNED.
LINDA KINCHEN SAID SHE HAD A MESSAGE FROM HECTOR FRANCO, CITY
ENGINEER, THAT IF THE COMMITTEE AGREED TO SHORTEN THE TRAIL TO 1/2
MILE TO LESSEN THE TURNS THE CITY WOULD START ON IT RIGHT AFTER
THE 4TH OF JULY.
MOTION BY HOWARD CARSWELL, SECONDED BY DAVID UNDERILL, TO SEND
LETTERS TO PUBLIC WORKS DIRECTOR, AL PELTIER; CITY ENGINEER,
HECTOR FRANCO; AND MAYOR HARRIS ADVISING THAT THE COMMITTEE HAS
AGREED TO REDUCE THE FITNESS TRAIL TO 1/2 MILE AND ASKING WHEN
THE CITY WILL TAKE ACTION.

LONNIE POWELL SAID HE'D SPOKEN TO LITTLE LEAGUE ABOUT THE SODDING
OF THE MAIN STREET FIELD AND THEY WERE READY TO START STRIPPING
THE FIELD NOW. HE REQUESTED THAT THE BUDGET BE CHECKED TO SEE IF
FUNDS ARE AVAILABLE.
WHEN QUESTIONED BY GEORGE SCHUM AS TO THE CAUSE OF THE PROBLEM
WITH THE RAMP AT THE YACHT CLUB, LINDA KINCHEN TOLD HIM IT WAS
CAUSED BY EROSION AND WOULD BE REPAIRED AFTER THE 4TH OF JULY.
HOWARD CARSWELL SAID HE HAD BEEN TOLD BY DON MARKS THAT THE
BENCHES HAD BEEN TORN UP AND THE LIGHTS SHOT OUT AT THE END OF
THE MAIN STREET PIER.
THE SECRETARY WAS ASKED TO SEND A LETTER TO THE PUBLIC WORKS
DIRECTOR STATING THE DAMAGE AND REQUESTING A REPAIR.
HOWARD CARSWELL STATED THAT THE FENCE AROUND THE FLAGPOLE AT
RIVERVIEW PARK IS A DISGRACE TO LOOK AT AND SERVES NO PURPOSE.
HE QUESTIONED WHETHER THE COMMITTEE COULD HAVE IT REMOVED.

LETTER TO MAYOR HARRIS RECOMMENDING THE REMOVAL OF THE FENCE

APPEARANCE~ AND IF THIS IS APPROVED TO MOVE THE CLEAT UP OUT OF
REACH~ BEFORE THE 4TH OF JULY.
GEORGE SCHUM SUGGESTED THAT THE COMMITTEE VOTE AFTER THEY HAVE
ALL SEEN THE CONDITION OF THE FENCE.
FURTHER DISCUSSION TOOK PLACE ON THE CONDITION OF THE FENCE.

DIRECTOR~ CAROL CARSWELL THAT THERE WAS $6600.00 AVAILABLE TO
INDIAN RIVER COUNTY FROM THE COMMUNITY SERVICES TRUST FUND. SHE
WENT ON TO SAY THAT SOMEONE HAD CONTACTED HER INTERESTED IN
TEACHING TENNIS AT THE SCHUMANN COURT AND THE MONEY COULD BE USED
FOR THIS.

FINANCIAL DIRECTOR, CAROL CARSWELL~ TO SEEK FUNDS FROM COMMUNITY
SERVICES TRUST FUND FOR TENNIS INSTRUCTOR.
HOWARD CARSWELL STATED THAT HE THOUGHT THERE MIGHT BE ILL
FEELINGS WITH RECEIVING THE FUNDS FOR A NEW VENTURE. HE SAID THE
MONEY SHOULD BE APPLIED TO THE NEW BALLFIELD OR SOMETHING THAT IS
ALREADY IN EFECT.

STATING: THE. CITY. ORDINANCE. PROHIBiTING. ALCOHOLIC BEVERAGES.,. AND
PETS. FROM. PUBLIC. PARKS..
LINDA KINCHEN STATED THAT COUNCIL HAS REQUESTED THAT PARKS AND
RECREATION ESTABLISH OPEN HOURS FOR CITY PARKS.
HOWARD CARSWELL EXPLAINED THE REASON THE ESTABLISHMENT WAS
REQUESTED. HE SAID THAT AGROUP HADREQUESTED FROM COUNCIL
PERMISSION FOR A RELIGIOUS CONCERT AT RIVERVIEW PARK UNTIL 10:00
P.M. AND BECAUSE. OF THE EXISTING, CLOSING HOUR BEING ONE HALF HOUR
AFTER SUNSET THE GROUP WAS ALLOWED TO HAVE THE CONCERT BUT HAD TO
END AT THE REGULAR TIME. HE. SAID ONE PROBLEM THAT EXISTED WAS
THAT SCHUMANN PARK WAS OPEN LATE AND THIS WAS INCONSISTENT WITH
THE. ORDINANCE. THE. BARBER STREET BALLFIELD WAS ALSO OPEN LATE
FOR SCHEDULED SOFTBALL GAMES BUT THERE SEEMED TO BE NO PROBLEM
WITH SCHEDULED ACTIVITIES.
MOTION BY LONNIE POWELL, SECONDED BY GEORGE SCHUMt TO RECOMMEND
THE. AMENDMENT OF CHAPTER 18~ SECTION 18-1 OF THE CITY CODES TO
EXTEND CITY PARK OPEN HOURS TO 10:00 P.M. WITH ANY FURTHER
EXTENSION BY CITY COUNCIL APPROVAL.
