MOTION BY SCHUM/MCCOLLUM
I MOVE WE APPROVE THE JUNE 301 1987, PARRS AND RECREATION
COMMITTEE MEETING MINUTES AS PRESENTED.
AT THE REQUEST OF IRENE TRAFICANTE THE MOTION WAS AMENDED THAT ON
PAGE FIVE UNDER CHILDREN'S GAMES EM AM QE JULY IT BE NOTED THAT
THE ITEM WAS TABLED BECAUSE WAYNE RROEGEL WAS NOT AT THE MEETING
AS REQUESTED.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. (CLIFF HOOSE HAD
NOT YET ARRIVED FOR THE VOTE)
CHAIRWOMAN RINCHEN SAID THE WOMAN DAVID UNDERILL REQUESTED TO
?00� TARE OVER THE RUN COULD NOT BE IN ATTENDANCE AT THE MEETING.

THE COMMITTEE WAS TOLD BY THE SECRETARY THAT MS. DECHAINE
RECEIVED HER CERTIFIED RETURN RECEIPT REQUEST LETTER.
IRENE TRAFICANTE SAID SHE WAS TOLD MS. DECHAINE WAS RESIGNING TO
RETURN TO SCHOOL.
MOTION BY SCHUM/TRAFICANTE
I MOVE WE ACCEPT THE VERBAL RESIGNATION OF MARY DECHAINE FROM
THE PARKS AND RECREATION COMMITTEE WITH REGRET.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
GEORGE SCHUM SAID HE HAD REQUESTED A 1:12 SLOPE ON A DUNE
WALKOVER AT GOLD SANDS PARK TO ACCOMODATE WHEELCHAIRS, (HE READ
HIS LETTER INTO THE RECORD) BY THE COUNTY AND HIS REQUEST HAD
BEEN TAKEN CARE OF (HE READ THE LETTER OF RESPONSE FROM JIM
DAVIS, INDIAN RIVER COUNTY PUBLIC WORKS, INTO THE RECORD).
GEORGE SCHUM ALSO SAID THAT IN HIS LETTER OF REQUEST HE ASKED
THAT -THE BUILDING OF THE DALE WIMBROW RESTROOMS BE EXPEDITED.
CLIFF HOOSE SAID HE HAD REQUESTED THE $2000 FROM NORTH COUNTY
RECREATION TO BUILD THE RACQUETBALL COURT AT HARDEE PARK AND THAT
THEY WERE RECEPTIVE BUT WOULD REQUIRE THREE BIDS. HE SAID HE HAD
CONTACTED RANDY HINES WHO SAID THE COST TO BUILD THE COURT WOULD
BE APPROXIMATELY $7000 TO $8000.
MOTION BY MCCOLLUM/SCHUM
I MOVE WE REQUEST COUNCIL TO GO TO BID ON CONTRACTORS TO
CONSTRUCT A FOUR WALL RACQUETBALL COURT AT HARDEE PARK AND
RECONSTRUCT THE COURT AT SCHUMANN PARK TO FOUR WALL.
MOTION WAS AMENDED TO SEPARATE THE BIDS FOR THE TWO PARKS.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
CLIFF HOOSE SAID AS INDICATED IN THE JUNE 30, 1987, MINUTES THAT
THE QUESTION OF SAFETY AT PROPOSED ARCHERY COURTS NEVER WAS
MENTIONED AT THE NORTH COUNTY RECREATION MEETING.
LONNIE POWELL SAID COUNCIL HAD DISCUSSED IT WITH LEROY HIERS.
CHAIRWOMAN KINCHEN SUGGESTED THAT KAREN ECONOMU ATTEND THE AUGUST
5, 1987, COUNCIL WORKSHOP.

CLIFF HOOSE SAID THE LITTLE LEAGUE HAD GIVEN THEIR OLD SCOREBOARD
FOR USE AT THE BARBER STREET BALLFIELD.
MOTION BY HOOSE/MCCOLLUM
I MOVE WE SEND A LETTER OF THANKS TO THE LITTLE LEAGUE FOR
THE DONATION OF THE SCOREBOARD.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
RECREATION COORDINATOR'S REPORT

GEORGE SCHUM QUESTIONED THE OVERGROWTH OF COLLIER CREEK.
CHAIRWOMAN KINCHEN SAID IT WAS SPRAYED LAST WEER.
LONNIE POWELL QUESTIONED THE INSTALLATION OF THE RACQUETBALL
NETS. CHAIRWOMAN KINCHEN SAID THEY HAVE NOT BEEN PUT UP YET.

THIS AGENDA UNDER NEW BUSINESS.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
LOUISE BOVA DISCUSSED DETERIORATING CONDITIONS AT SWIM LAKE AND
RUTS IN THE COURSE AT HARDEE PARK.
MOTION BY SCHUM/TRAFICANTE
I MOVE WE RECOMMEND THAT CITY COUNCIL TAKE A SERIOUS LOOK AT
CONDITIONS AT SWIM LAKE, I.E., WEED GROWTH, REPAIRT OF PAVILIONS,
LACK OF PAINT ON BUILDINGS, RUBBAGE, ETC.; AND TO TAKE WHATEVER
ACTION NECESSARY TO RECONDITION RUTS AND HOLES IN THE FITNESS
TRAIL AT HARDEE PARK.
ROLL CALL ON THE MOTION CARRIED UNANIMOUSLY.
RANDY SNYDER SAID CONDITIONS AT SCHUMANN PARK ARE A DISGRACE.
LONNIE POWELL SAID THE COMMITTEE REQUESTED TWO ADDITIONAL
EMPLOYEES FOR PUBLIC WORKS TO MAINTAIN PARKS IN THE BUDGET
PROPOSAL AND COUNCIL THREW IT OUT.
IRENE TRAFICANTE SAID TO ADD BARBER STREET TO THE LIST OF PARKS
WITH DETERIORATING CONDITIONS.

GEORGE SCHUM SUGGESTED SENDING A STRONG LETTER TO COUNCIL
DEMANDING THAT CITY PARKS BE REPAIRED AND MAINTAINED FOR THE
SAFETY OF THE CITIZENS OF SEBASTIAN. HE THEN SUGGESTED THAT THIS
COMMITTEE GET TOGETHER AND SURVEY CITY PARKS AND REPORT AT THE
NEXT MEETING.
CHAIRWOMAN KINCHEN SUGGESTED COMMITTEE MEMBERS ATTEND THE AUGUST
5, 19871 WORKSHOP.

MOTION BY TRAFICANTE/SCHUM
I MOVE WE RECOMMEND TO CITY COUNCIL THE REDUCTION OF THE
PARKS AND RECREATION COMMITTEE TO SEVEN REGULAR AND ONE ALTERNATE
MEMBER TO KEEP AN UNEVEN NUMBER OF MEMBERS AND TO COORDINATE WITH
OTHER CITY COMMITTEES.
ROLL CALL ON THE MOTION CARRIED UNANIMOUSLY.
LONNIE POWELL REQUESTED THAT THE RECREATION COORDINATOR SEND A
REPORT TO THE MEETINGS HE CANNOT ATTEND.
CHAIRWOMAN KINCHEN INSTRUCTED THE SECRETARY TO CONTACT MR. DOTY
AND REQUEST A REPORT.
CHAIRWOMAN KINCHEN ADJOURNED THE MEETING AT 8:05 P.M.
