ROLL CALL: PRESENT: NATE MCCOLLUM IRENE TRAFICANTE HOWARD CARSWELL, VICE CHAIRMAN GEORGE SCHUM CLIFF HOOSE LONNIE POWELL DAVID UNDERILL LINDA KiNCHEN, CHAIRPERSON ABSENT: KATHLEEN MCCARTHY (EXCUSED) DAN PREUSS MARY DE CHAINE (EXCUSED) ROBERT MCCARTHY, LiASION EUGENE DOTY (EXCUSED) PLEDGE OF ALLEGIANCE. GEORGE SCHUM STATED THAT ON PAGE 3, PARAGRAPH 3 "AND STATED THAT A MEMORIAL PLAQUE COULD NOT BE SEEN BECAUSE FENCE. UNDER THOSE CIRCUMSTANCES GEORGE SCHUM AGREED · SHALL BE TAKEN NOW", SHOULD BE INCLUDED. IT WAS OF THE A VOTE GEORGE SCHUM THEN SAID THAT ON PAGE 4, LAST PARAGRAPH, "UPON GEORGE SCHUM'S REQUEST THE MOTION WAS AMENDED TO INCLUDE THE PRESS JOURNAL AND THE TODAY PAPER TO RUN A PUBLIC SERVICE ARTICLE STATING THE CITY ORDINANCE PROHIBITTING ALCOHOL BEVERAGES AND PETS FROM PUBLIC PARKS", SHOULD BE INCLUDED. MOTION BY LONNIE POWELL, MINUTES AS AMENDED. SECONDED BY CLIFF HOOSE, TO APPROVE ALL AYES: GEORGE SCHUM CALLED ATTENTION TO LETTER FROM CITY CLERK TO MR. TARBELL AND STATED THAT STATEMENT "COPY SENT TO LINDA KINCHEN'S SECRETARY" SHOULD READ "COPY SENT TO CHAIRPERSON'S SECRETARY". PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 2 CHAIRPERSON LINDA KINCHEN ASKED IF INFORMATION ON BOAT TRAILER STICKERS. ANYONE HAD ANY FURTHER MOTION BY GEORGE SCHUM, SECONDED BY LONNIE POWELL, TO TABLE THE MATTER OF PARKING STICKERS ON THE TRAILERS UNTIL SUCH TIME AS THE CITY OBTAINS ENOUGH PARKING SPACE TO HANDLE THE PARKING SITUATION. HOWARD CARSWELL STATED THAT THE COMMITTEE HAS ALREADY WAITED TOO LONG WITH THIS MATTER AND WHETHER OR NOT THE CITY PURCHASES LAND THERE IS AN EXISTING PROBLEM THAT MUST BE SOLVED. HE SAID THAT OVER THE PAST WEEKEND THE POLICE DEPT. HAD TO TICKET CARS FOR ILLEGAL PARKING IN THAT AREA. LONNIE POWELL QUESTIONED HOW THE STICKERS WOULD STOP PARKING. ILLEGAL HOWARD CARSWELL SAID THAT IF A PERSON GETS A COUPLE OF TICKETS THEY'LL GET THE IDEA THAT THEY'RE NOT SUPPOSED TO PARK THERE. DAVID UNDERILL SAID THAT THE IDEA OF THE STICKERS IS TO KEEP PEOPLE WHO DON'T LIVE IN THE COMMUNITY AWAY. GEORGE SCHUM SAID THAT IF YOU SELL 100 PARKING STICKERS, THERE ARE NOT 100 PARKING SPACES; THERE ARE ACTUALLY 8 LEGAL SPACES. HE SAID HE UNDERSTOOD THE CITY WAS TRYING TO PURCHASE DR. FISCHER'S LAND AND SAID HE STILL FELT THAT THE COMMITTEE SHOULD WAIT UNTIL THE LAND IS OBTAINED BEFORE STICKERS ARE USED. HE SAID iT MAKES NO SENSE TO SELL A PARKING STICKER TO A PERSON AND HAVE HIM THINK THAT HE'LL HAVE A PLACE TO PARK BECAUSE THERE WON'T BE A PLACE. DISCUSSION TOOK PLACE ON THE PARKING BEHIND COMMERCE AND HOW MANY TRAILERS IT WOULD HOLD. THE CHAMBER OF CHAIRPERSON LINDA KINCHEN STATED THAT TRAILER STICKERS ARE NOT FOR PARKING DESIGNATION BUT FOR KEEPING NON-RESIDENTS OUT OF THE PARKING AREAS. LONNIE POWELL AGREED WITH GEORGE SCHUM THAT IT MAKES NO SENSE TO SELL 50 STICKERS IF THERE ARE ONLY 8 PARKING SPACES AVAILABLE. CHAIRPERSON LINDA KINCHEN SAID THAT THERE IS NO GUARANTEE THAT THE CITY WILL PURCHASE DR. FISCHER'S LAND AND IF THEY DO IT COUL~ BE YEARS. IRENE TRAFICANTE SUGGESTED THAT AVAILABLE PARKING SPACES BE RESERVED FOR SEBASTIAN RESIDENTS AND DUPLICATE STICKERS ISSUED TO 2 PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 3 THEM FOR OUT OF TOWN GUESTS. ~HE QUESTIONED WHETHER OR NOT THERE WOULD BE AN I.D. CARD ISSUED AND HOWARD CARSWELL SAID THAT THE STICKER WOULD BE DATED AND HAVE TO. BE RENEWED. GEORGE SCHUM STATED THAT HE THOUGHT THE STICKER SHOULD GO ON THE TRAILER AND NOT THE CAR SINCE A PERSON MIGHT OWN MORE THAN ONE CAR THAT THEY USE TO PULL THEIR BOAT. HE SAID PERHAPS THE COLOR BUT NOT THE PRICE OF SEBASTIAN RESIDENT'S STICKERS SHOULD BE DIFFERENT THAN OTHERS IN INDIAN RIVER COUNTY, ANYONE IS PERMITTED TO LAUNCH A BOAT BUT THE 'PARKING MUST BE CONTROLLED AND DESIGNATED FOR SEBASTIAN RESIDENTS. HOWARD CARSWELL SAID THAT ALL INDIAN RIVER COUNTY RESIDENTS HAVE TO BE TREATED EQUALLY. GEORGE SCHUM AGREED WITH MR. CARSWELL BUT SAID THE CITY COULD POSSIBLY CUBBYHOLE PARKING SPACES FOR CITY RESIDENTS SINCE THE CITY RESIDENTS PAID FOR THE PARKING AREA AND SAW NO REASON WHY COLOR CODING COULD NOT BE DONE. HE EXPRESSED CONCERN FOR PEOPLE PARKING IN DR. FISCHER'S LOT SINCE THERE HAS NEVER BEEN FORMAL APPROVAL FOR PARKING AND SAID HE HOPED THAT NO ONE EVER CAUSES TROUBLE OR THAT WILL BE THE END OF PARKING THERE. CHAIRPERSON LINDA KINCHEN STATED THAT THE MOTION WAS TO TABLE THIS REQUEST UNTIL THE CITY PURCHASES PROPERTY AND ASKED IF THERE WAS ANY MORE DISCUSSION. TO CHARGE $5.00 FOR COUNTY RESIDENTS AND $25 FOR NON-RESIDENTS OF THE COUNTY FOR ONE YEAR FOR TRAILER STICKERS, FOR PARKING OF TRAILERS AND LAUNCHING OF BOATS. NATE MCCOLLUM QUESTIONED WHETHER THE PARKING CAN BE CONTROLLED FOR CITY RESIDENTS. GEORGE SCHUM SAID THE PARKING LOT AT THE YACHT CLUB IS OWNED BY THE CITY AND THE RAMP IS COUNTY CONTROLLED. HE ASKED HOWARD CARSWELL HOW HE CAME UP WITH THOSE PRICES AND MR. CARSWELL SAID A COUNTY HE HAD LIVED IN BEFORE HAD CHARGED THOSE PRICES FOR LAUNCHING AND PARKING. LONNIE POWELL SAiD PEOPLE CANNOT BE STOPPED FROM LAUNCHING THEIR BOATS SINCE FEDERAL SHARING MONEY PAID FOR THE RAMP. WHEN TOLD BY MR. CARSWELL THAT OTHER COUNTIES ARE DOING IT LONNIE POWELL ASKED FOR PUBLICATION TO PROVE IT. WHEN ASKED BY GEORGE SCHUM IF IT wOULD KEEP NON COUNTY RESIDENTS OUT OF THE 8 SPACES AT THE YACHT CLUB, HOWARD CARSWELL SAID IT WOULD NOT BECAUSE OF THE REVENUE SHARING MONEY THAT WAS USED AT THE YACHT CLUB. GEORGE SCHUM SAID THAT IF THIS COULD NOT BE DONE, SOLVE ANY OF THE PARKING PROBLEMS. HE 'ALSO IDENTIFICATION BE CHECKED TO BE SURE THAT PEOPLE BONAFIDE RESIDENTS OF THE COUNTY. IT WOULD NOT STRESSED THAT APPLYING ARE HOWARD CARSWELL STATED THAT THE STICKER SHOULD BE PLACED ON THE CAR SINCE A CAR REGISTRATION REQUIRES MORE IDENTIFICATION. GEORGE SCHUM DISAGREED WITH MR. CARSWELL AND SAID THAT A TRAILER HAS JUST AS MUCH IDENTIFICATION AND THAT AN OWNER OF MORE THAN ONE CAR WOULD HAVE TO PURCHASE MORE THAN ONE STICKER IF THE STICKERS WERE REQUIRED TO BE ON CARS. NATE MCCOLLUM STATED THAT HE THOUGHT THE STICKERS SHOULD BE ONLY FOR PARKING AND NOT THE LAUNCHING OF A BOAT. IRENE TRAFICANTE RATE · QUESTIONED IF THERE WOULD BE AN OUT OF STATE 4 PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 5 CHAIRPERSON LINDA KINCHEN SAID IF THEY CAN PROVE RESIDENCE AT SOME TIME DURING THE YEAR THEY WOULD PAY A RESIDENT'S FEE. HOWARD CARSWELL SAID HE HADCONTACTED THE COUNTY AND CITY ATTORNEYS AND COULD NOT GET A DEFINITION OF WHAT A RESIDENT OF THE CITY, COUNTY AND STATE OF FLORIDA IS. DISCUSSION TOOK PLACE ON WHAT DEFINES A RESIDENT. SOME iDEAS BROUGHT UP'WERE, VOTER'S REGISTRATION, HOMESTEAD EXEMPTION, UTILITY BILLS, DRIVER'S LICENSE. HOWARD CARSWELL AMENDED HIS MOTION TO INCLUDE "REQUESTING CITY ATTORNEY TO DEFINE A COUNTY AND STATE RESIDENT". NATE MCCOLLUM AMENDED HIS SECOND. DAVID UNDERILL QUESTIONED WHY HOWARD CARSWELL FELT IT NECESSARY TO INCLUDE THE LAUNCHING OF A BOAT. cHAIRPERSON LINDA KINCHEN STATED THAT SHE ALSO FELT THAT THE FEE SHOULD BE FOR PARKING ONLY. GEORGE SCHUM ASKED THE SECRETARY TO READ THE MOTION. SHE SAID THAT THE MOTION WAS TO CHARGE $5.00 FOR COUNTY RESIDENTS AND $25.00 FOR PEOPLE OUTSIDE THE COUNTY FOR STICKER FEES FOR PARKING TRAILERS AND LAUNCHING BOATS AT THE CITY RAMPS; AND TO ASK THE CITY ATTORNEY TO DEFINE RESIDENT OF THE COUNTY AND OF THE STATE. DAVID UNDERILL SAID HE WOULD HAVE TO VOTE AGAINST THE MOTION IF LAUNCHING OF BOATS IS INCLUDED. MOTION WAS BOATS". PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 6 GEORGE SCHUM REPORTED ON THE RESTROOMS AT DALE WIMBROW PARK. HE SAID HE HAD CHECKED THE BLUEPRINTS AND THEY HAD BEEN PASSED, THE HEALTH PERMIT HAD BEEN OBTAINED AND CONSTRUCTION SHOULD BEGIN IN APPROXIMATELY ONE MONTH. CHAIRPERSON LINDA KINCHEN ANNOUNCED THAT KATHLEEN MCCARTHY WILL BE NOTIFYING THE COMMITTEE BY LETTER THAT SHE IS RESIGNING FROM THE COMMITTEE. MS. KINCHEN SAID SHE WILL BE NEEDING A VOLUNTEER FOR NORTH COUNTY REPRESENTATIVE. THERE WAS NO RESPONSE TO HER REQUEST SO THE MATTER WAS POSTPONED UNTIL THE NEXT MEETING. CHAIRPERSON KINCHEN ANNOUNCED THAT EUGENE DOTY WAS ON VACATION, BUT HAD TOLD HER THAT THE LEAGUES ARE MOVING ALONG FINE AND HE HAD APPOINTED SOMEONE TO TAKE HIS PLACE IN HIS ABSENCE. GEORGE SCHUM STATED THAT AT ONE TiME SPRAYING WAS DONE TO KILL HYACINTHS IN COLLIER CREEK TO CLEAR THE WATERWAY AND TO HIS KNOWLEDGE THE SPRAYING HAS BEEN STOPPED. MOTION BY GEORGE SCHUM, SECONDED BY HOWARD CARSWELL, TO BEGIN THE SPRAYING OF COLLIER CREEK AGAIN. CHAIRPERSON LINDA KINCHEN INFORMED GEORGE SCHUM THAT THE CITY WAS STILL UNDER CONTRACT WITH FLORIDA AQUATIC FOR THE SPRAYING OF COLLIER CREEK BUT AT THIS TIME THEY ARE BUSY SPRAYING ALL THE DITCHES IN THE CITY AND WILL RESUME SPRAYING COLLIER CREEK WHEN THEY ARE FINISHED. GEORGE SCHUM WITHDREW HIS MOTION. HOWARD CARSWELL QUESTIONED HOW THE FITNESS 'TRAIL GOT MOVED FROM THE SWIM LAKE TO HARDEE PARK. CHAIRPERSON LINDA KINCHEN TOLD HIM THAT AS FAR AS SHE KNEW IT WAS A JOINT DECISION OF THE MAYOR AND THE CIVIC ASSOCIATION BECAUSE THE CITY ENGINEER AND THE PUBLIC WORKS DIRECTOR SAID THE SWIM LAKE AREA WAS TOO SMALL FOR A ONE MILE TRAIL. HOWARD CARSWELL STATED THAT PARKS AND REC MEMBERS HAVE IN THEIR POSSESSION A LETTER STATING THAT IF THE COMMITTEE APPROVES OF THE CHANGE TO ONE HALF MILE THEY WILL BEGIN WORK AFTER JULY 4TH AND AFTER THE COMMITTEE AGREED THE CONSTRUCTION WAS BEGUN AT HARDEE PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 7 PARK WITHOUT THEIR KNOWLEDGE. HE SAID HE WOULD LIKE TO GO ON RECORD AS SAYING HE WONDERED WHAT THE PARKS AND RECREATION COMMITTEE IS GOOD FOR. DAVID UNDERILL AGREED WITH HIS STATEMENT. CHAIRPERSON LINDA KINCHEN SAID THAT THE COMMITEE WAS ALSO NOT INFORMED OF THE RENOVATIONS OF THE FOOTBALL FIELD EITHER BUT THEY HAVE BEEN STARTED. IRENE TRAFICANTE QUESTIONED WHY LITTLE LEAGUE WAS TAKING MONEY FROM THE PARKS AND RECREATION BUDGET, SINCE SHE WAS UNDER THE IMPRESSION THAT THE CONTRACT BETWEEN LITTLE LEAGUE AND THE CITY STATED THAT LITTLE LEAGUE WAS GOING TO DO 100% OF THE MAINTENANCE OF THE FIELD. SHE SAID THE LITTLE LEAGUE HAS BEEN UNABLE TO USE THE FIELD AND HAVE HAD TO USE FIELDS OUT OF TOWN FOR A 1 1/2 YEARS. MS. TRAFICANTE SAID SHE HAS BEEN BATTLING FOR A PLACE IN TOWN FOR THE LITTLE LEAGUE AND THIS WAS ONE OF THE REASONS SHE JOINED THIS COMMITTEE. SHE STATED THAT SCHUMANN FIELD SEEMS TO HAVE BEEN TAKEN OVER BY A BREVARD LEAGUE AND BARBER FIELD IS USED BY MEN'S AND WOMEN'S LEAGUES. SHE RECOMMENDED THAT INSTEAD OF BUILDING TWO BASEBALL FIELDS ON BARBER STREET THE CITY SHOULD BUILD ONE BASEBALL FIELD AND ONE FOOTBALL FIELD ON BARBER STREET AND FENCE IN SCHUMANN DRIVE FIELD AND CONVERT IT TO A BASEBALL, SOCCER, SOFTBALL FIELD. SHE THEN QUESTIONED WHY THE CITY DOES NOT GET A PERCENTAGE OF THE CONCESSION FROM THE SCHUMANN FIELD AND IS 'USED BY A BREVARD LEAGUE. LONNIE POWELL SAID IT IS A BREVARD FOOTBALL ASSOCIATION BUT IT IS THE SEBASTIAN PANTHERS WHO USE SCHUMANN FIELD. HE SAID HE HAD BEEN ASSOCIATED WITH THE LITTLE LEAGUE FOR ABOUT TEN YEARS AND HAD NEVER KNOWN THE 'CITY TO GIVE MUCH TO THEM. HE SAID BY RIGHTS THE CITY SHOULD GIVE MONEY TO THE LITTLE LEAGUE. CHAIRPERSON LINDA KINCHEN SAiD THE CITY DOES NOT GIVE MONEY BECAUSE THE LITTLE LEAGUE SIGNED A TEN YEAR LEASE SAYING THEY DID NOT WANT MONEY FROM THE CITY. LONNIE POWELL SAID THAT IF SOMEONE WENT BACK TO OLD RECORDS THEY WOULD FIND THAT THE LITTLE LEAGUE WOULD NOT NEED A LEASE FROM THE CITY SINCE THE FIELD WAS GIVEN TO LITTLE LEAGUE BY THE INDIAN RIVER COUNTY SCHOOL BOARD. CLIFF HOOSE SAID HE WASN'T AWARE OF ANY BOYS LEAGUES BEING FORMED. IRENE TRAFICANTE SAID THE BOYS'GOT TIRED OF HAVING TO TRAVEL TO OTHER TOWNS. CLIFF HOOSE SAiD THAT THE ANSWER TO 90% OF IRENE TRAFICANTE'S QUESTIONS WAS LACK OF MONEY. HE SAID EVERY YEAR THE PROPOSED PARKS AND RECREATION BUDGET WAS KNOCKED DOWN. 7 PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 8 NATE MCCOLLUM QUESTIONED WHY THE CITY DOESN'T GET A PERCENTAGE OF THE CONCESSION AT SCHUMANN FIELD. MOTION BY NATE MCCOLLUM, SECONDED BY IRENE TRAFICANTE, THAT THE CITY REQUIRE THE SAME PERCENTAGE OF FUNDS FROM THE SCHUMANN FIELD CONCESSION THAT THEY REQUIRE AT THE BARBER STREET CONCESSION. HOWARD CARSWELL STATED THAT HE BELIEVES THE REQUIREMENT FOR FUNDS WAS WAIVED BY CITY COUNCIL FOR A POSSIBLE LOCKER ROOM. CHAIRPERSON LINDA KINCHEN SAID AS FAR AS SHE KNOWS THEIR PLANS FOR A LOCKER ROOM HAVE FALLEN THROUGH BECAUSE THEY DON'T WANT TO GO TO THE EXPENSE OF SITE PLAN THROUGH PLANNING AND ZONING, BUT THEY HAVE SOMEHOW BEEN ABLE TO GET RENOVATIONS DONE THROUGH THE MAYOR'S OFFICE WITHOUT COMING BEFORE PARKS AND RECREATION. LONNIE POWELL SAID THE PANTHERS WERE WAITING UNTIL THEY HAD THE SUFFICIENT FUNDS TO PUT UP THE LOCKER ROOM. CLIFF HOOSE SAID IF A PERCENTAGE IS TAKEN FROM SCHUMANN FIELD THEN SHOULDN'T iT ALSO BE TAKEN FROM MAIN STREET FIELD. LONNIE POWELL STATED THAT EVERY BIT OF LITTLE LEAGUES CONCESSION MONEY GOES BACK TO LITTLE LEAGUE. CHAIRPERSON KINCHEN SAID SHE WOULD HAVE PUBLIC WORKS LOOK iNTO IT BUT THAT IT iS VANDALS WHO ARE DOING IT. LONNIE POWELL QUESTIONED A LETTER FROM EARL MASTELLER REGARDING THE ODOR OF THE RESTROOMS AT RIVERVIEW PARK. CHAIRPERSON KINCHEN SAID THAT THE CONTRACTORS ARE COMING DOWN TO INSPECT THEM AND STATED THAT THERE SHOULD BE NO ODOR IF PROPER DAILY MAINTENANCE IS USED. SHE ALSO SAID THEY HAVE INSTALLED LARGER FANS TO ALLEVIATE SOME OF THE PROBLEM. WHEN QUESTIONED ABOUT THE WATER SYSTEM, SHE SAID THAT A PROPOSAL HAD COME BACK WELL OVER $50,000. AND THE SUBJECT WAS DROPPED UNTIL FURTHER INFO ON THE NORTH COUNTY SEWER SYSTEM. PARKS AND RECREATION COMMITTEE MINUTES - JULY 29, 1986 - PAGE 9 WHEN ASKED BY DAVID UNDERILL ABOUT THE COST OF THE RESTROOMS AT DALE WIMBROW PARK, GEORGE SCHUM SAID THAT IF DONE IN HOUSE THE COST WOULD RUN $12,000.; IF NOT DONE IN HOUSE THE COST WOULD RUN APPROXIMATELY $25,000.
