CHAIRMAN RINCHEN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PLEDGE OF ALLEGIANCE WAS RECITED.

I MOVE WE APPROVE THE JULY 28, 1987, PARRS AND RECREATION
COMMITTEE MEETING MINUTES.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.

CLIFF HOOSE SAID THE NORTH COUNTY REC IS STILL WILLING TO GIVE
$2000 TOWARD THE CONSTRUCTION OF RACQUETBALL COURTS. HE THEN
SAID THAT NCR WOULD STILL LIKE TO CONSTRUCT HORSESHOE AND
ARCHERY COURTS AT THE LITTLE LEAGUE FIELD. CHAIRWOMAN KINCHEN
SAID HE SHOULD INSTRUCT THEM TO PLACE THE REQUEST ON THE COUNCIL
WORKSHOP AGENDA AGAIN. THE SECRETARY SAID THE ITEM HAD BEEN
REFERRED BACK TO THE NCR FOR BETTER RULES AND REGULATIONS AT A
PREVIOUS COUNCIL MEETING. MR. HOOSE SAID READ RULES THAT ARE
POSTED AT THE ARCHERY COURTS IN FELLSMERE.
MR. HOOSE SAID IT IS POSSIBLE THAT NCR MAY BE TAKING THE
BLEACHERS FROM BARBER STREET BALLFIELD AND PLACING THEM AT
SCHUMANN FIELD FOR USE AT PANTHER GAMES.
GENE DOTY READ A REPORT INTO THE RECORD. (SEE ATTACHED) HE
REQUESTED THAT PARKS AND REC PURCHASE FOUR 20' POLES FOR THE NEW
SCOREBOARD DONATED BY LITTLE LEAGUE. HE THANKED CLIFF HOOSE FOR
GETTING A 'NEW MIKE FOR THE BARBER STREET FIELD AT COST. ( $25)
CHAIRWOMAN KINCHEN SAID THE REQUEST FROM PARKS AND REC TO THE
!oft� CITY COUNCIL TO LOOK INTO CONDITIONS OF CITY PARKS HAD BEEN
REFERRED TO PUBLIC WORKS, AND THE REQUEST TO BID ON CONSTRUCTION
OF RACQUETBALL COURTS HAD BEEN REFERRED BACK TO PARKS AND REC FOR
A COST AND FEASIBILITY STUDY. CLIFF HOOSE SAID RANDY HINES WOULD
GIVE HIM A COST ESTIMATE. CHAIRWOMAN KINCHEN ALSO SAID THE
COUNCIL HAD LEFT THE PARKS AND REC MEMBERS AT SEVEN AND ONE UNTIL
SUCH TIME AS THE NUMBER IS REDUCED TO FIVE AND ONE WHERE IT WILL
REMAIN.
IRENE TRAFICANTE SAID SHE DID NOT APPRECIATE REMARKS BY
COUNCILMAN MCCARTHY INSINUATING THAT PARKS AND RECREATION IS
ALWAYS CHANGING THE AMOUNT OF MEMBERS.
CLIFF HOOSE QUESTIONED WHETHER THE 10K RUN SHOULD HAVE BEEN ON
THE AGENDA UNDER OLD BUSINESS. CHAIRWOMAN KINCHEN SAID SHE WOULD
LIKE TO CONTINUE TO PURSUE THE 10K RUN IF SHE CAN TRACK DOWN THE
WOMAN REQUESTED BY DR. UNDERILL TO RUN IT.

PROPOSED PURCHASE OF NEW BLEACHERS FOR THE BARBER STREET
BALLFIELD.

I MOVE THAT A'FOLLOWUP FROM THE SEPTEMBER 86 PARKS AND REC
MINUTES REGARDING PERMIT FEES AND CONCESSION STAND FEES AT
SCHUMANN FIELD BE MADE AN AGENDA ITEM UNDER NEW BUSINESS.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
PUBLIC MATTERS
IRENE TRAFICANTE SAID FOR THE RECORD THAT NATE MCCOLLUM, GEORGE
SCHUM AND SHE ATTENDED THE AUGUST 5, 1987, COUNCIL WORKSHOP, AND
THE ITEMS FROM PARKS AND RECREATION WERE NEVER ADDRESSED BECAUSE
TIME RAN OUT.

CLIFF HOOSE SUGGESTED THAT THE COMMITTEE RECOMMEND TO CITY
COUNCIL THE PURCHASE OF FOUR SETS OF BLEACHERS AT APPROXIMATELY
$1000 EACH FOR THE BARBER STREET BALLFIELD SINCE THE NORTH COUNTY
RECREATION COMMITTEE IS CONSIDERING TAKING THE BLEACHERS THAT ARE
THERE TO SCHUMANN FIELD FOR USE DURING THE SEBASTIAN PANTHERS
SEASON.
eoft\ CHAIRWOMAN KINCHEN SAID SHE WOULD LOOK AT CATALOGUES SHE HAD FOR
COSTS FOR FOUR OR FIVE TIER BLEACHERS.
CONCESSION FEES AND FIELD USE PERMITS FOR SCHUMANN FIELD
IRENE TRAFICANTE SAID THAT AT THE SEPTEMBER 86 PARKS AND
RECREATION MEETING, THE COMMITTEE HAD WAIVED CONCESSION FEES
UNTIL THE END OF THE PANTHER'S SEASON IN DECEMBER 86 AND TO HER
KNOWLEDGE NO FEES HAD BEEN COLLECTED SINCE.
DISCUSSION OF PERMIT FEE FOR FIELD USE TOOK PLACE. GENE DOTY
SAID A PERMIT IS NEEDED ONLY IF YOU NEED THE FIELD AND SOMEONE
ELSE MAY BE USING IT. HE SAID THE PERMITTEE CAN REQUIRE ANYONE
ELSE USING THE FIELD TO LEAVE.
NATE MCCOLLUM ARRIVED AT THE MEETING AT 7:40 P.M.
CHAIRWOMAN KINCHEN SAID A LETTER SHOULD BE SENT TO THE PANTHERS
STATING THAT THE 12% CONCESSION FEE THAT THEY AGREED TO SHOULD BE
NOW BE COLLECTED BACK TO THE BEGINNING OF THEIR NEW SEASON (JULY)
AND THAT THEY SHOULD COME TO THE NEXT PARKS AND RECREATION
MEETING WITH THE AMOUNT DUE TO THE CITY.
AFTER SOME DISCUSSION CHAIRWOMAN KINCHEN TOLD GENE DOTY TO PLACE
AN AD IN THE PAPER FOR A YOUTH USSSA SOFTBALL LEAGUE FOR FRIDAYS
AND SATURDAYS.

IRENE TRAFICANTE REQUESTED "RESUME FOR PARRS AND RECREATION
COMMITTEE" BE PLACED ON THE NEXT AGENDA.
DISCUSSION TOOK PLACE ON TRACTS OF LAND AVAILABLE FOR THE LITTLE
LEAGUE OR'ADULT SOFTBALL. CHAIRWOMAN KINCHEN SAID THERE WAS A
TRACT AVAILABLE ON BARBER AND SKYLINE AND CLIFF HOOSE SAID HE
WOULD TALK TO RANDY SNYDER TO SEE IF HE MIGHT BE INTERESTED IN
IT. CHAIRWOMAN SAID THE TRACT WAS OVER THREE ACRES AND IF MR.
SNYDER WOULD CALL HER SHE WOULD GIVE HIM MORE INFO.
