HomeMy WebLinkAbout09301986 PRPARKS AND RECREATION COMMITTEE AGENDA SEPTEMBER 30, 1986 CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE APPROVE MINUTES OF - AUGUST 26, 1986 QLD BUSINESS: DISCUSSION AND POSSIBLE ACTION ON RECREATION COORDINATOR DISCUSSION ON PROPOSED ATV, ATC, GO CART TRACK SUBCOMMITTEE_REPQRTS COUNTY REPRESENTATIVES REPORT NORTH COUNTY REPRESENTATIVES REPORT RECREATION COORDINATORS REPORT CHAIRMAN'S MATTERS CQMMITTEE_MATTERS PUBLIC MATTERS NEW BUSINESS ACCEPT RESIGNATION OF DANIEL PREUSS RON SUMNER - USE OF COMMUNITY CENTER - ANTIQUES SHOW CHRISTMAS PARADE ADJOURN NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE ?ON'S TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. 1 f�1 PARKS & RECREATION COMMITTEE MEETING SEPTEMBER 30, 1986 PG. 2 COUNTY REPRESENTATIVES REPORT GEORGE SCRUM BROUGHT IN BLUEPRINTS FOR THE DALE WIMBROW PARK RESTROOMS FOR THE COMMITTEE'S REVIEW. NORTH COUNTY REPRESENTATIVE'S REPQRT LINDA KINCHEN ANNOUNCED THAT THERE STILL WAS NO ONE TO FILL THE POSITION AND INQUIRED IF ANYONE WANTED THE POSITION. THERE WAS NO RESPONSE. RECREATIQN CQQRDZNATOR GENE DOTY STATED THAT A NEARLY $2000.00 PROFIT WAS REALIZED FROM THE PAST SOFTBALL SEASON. HE SAID THE NEW WOMEN'S SEASON WOULD BEGIN OCTOBER 6 AND THE MEN'S OCTOBER 13. HE SAID A NEW HORSESHOE LEAGUE WAS BEING STARTED AND THAT TWENTY FIVE TEAMS WERE INTERESTED IN SIGNING UP. MR. DOTY SAID THAT HE WAS STARTING TO TAKE ADS FOR THE FENCE AT BARBER STREET FIELD AND THAT REVENUES COULD BE UP TO $6000.00. MR. DOTY ADVISED THE CHAIRPERSON THAT THERE WAS A PROBLEM WITH LIGHTS AT THE BALLFIELD AND HE WOULD CHECK THEM OUT. LINDA �►, KINCHEN ASKED THAT HE ADVISE HER ON THE LIGHTS. CHAIRMAN'S MATTERS LINDA KINCHEN SAID THAT PRICES BEING ASKED FOR LOTS ADJACENT TO BARBER STREET WERE VERY HIGH. SHE SAID THE FOURTH OF JULY COMMITTEE WAS PURCHASING PLAYGROUND EQUIPMENT FOR BARBER STREET FIELD. GENE DOTY SAID THEY HAD ALSO PURCHASED THE HORSESHOE EQUIPMENT. MOTION BY CLIFF HOOSE, SECONDED BY IRENE TRAFICANTE, TO PUT DISCUSSION OF SIGNS AT BARBER STREET FIELD ON THIS AGENDA. ALL AYES: MQTIQN CARRIED CLIFF HOOSE QUESTIONED WHETHER THE SIGN PRICES WERE THE SAME AS WHEN PASSED PREVIOUSLY. LINDA KINCHEN SAID THE PRICES WERE THE SAME. COMMITTEE MATTERS MOTION BY NATE MCCOLLUM, SECONDED BY IRENE TRAFICANTE, TO REQUEST OF LIAISON COUNCILMAN MCCARTHY, THAT HE ATTEND PARKS AND RECREATION MEETINGS. LINDA KINCHEN SAID HE HAD ASKED TO BE EXCUSED FROM THIS MEETING. ROLL CALL VOTE: ALL AYES: PUBLIC MATTERS MQTIQN CARRIED ROBERT LEMLEY AND JOHN ROBERTS, REPRESENTATIVES OF THE SEBASTIAN PANTHERS, REQUESTED A WAIVER OF THE 12% CONCESSION STAND GROSS FOR -TH .-- CH 1�MANN FIELD -CONCESSION, -SO THAT THEY COULD MEET THEIR 0MR: LEMLEY EQUIPMENT AND SAID THE ORGANIZATION DOES MAINTENANCE WORK AND SPENDS MONEY ON THE FIELD. MOTION BY GEORGE SCHUM, SECONDED BY CLIFF HOOSE, TO RECOMMEND TO CITY COUNCIL TO WAIVE THE COLLECTION OF 12% OF CONCESSION STAND GROSS UNTIL DECEMBER 1, 19861 AT WHICH TIME THE PANTHERS ORGANIZATION MAY RENEGOTIATE WITH THE CITY. 2 PARKS & RECREATION COMMITTEE MEETING SEPTEMBER 301 1986 PG. 3 NATE MCCOLLUM SAID THAT ALL CONCESSIONS SHOULD BE WAIVED UNTIL DECEMBER 1, 1986, IF IT IS DONE SO FOR THE PANTHERS. DISCUSSION TOOK PLACE ON THE WORK THE PANTHERS HAVE DONE ON SCHUMANN FIELD. ROLL CALL VOTE: AYES: DAVID UNDERILL GEORGE SCHUM CLIFF HOOSE GENE DOTY LINDA KINCHEN NAYS: NATE MCCOLLUM IRENE TRAFICANTE MOTION CARRIED MOTION BY NATE MCCOLLUM TO WAIVE THE COLLECTION OF 12% OF ALL CONCESSION STAND REVENUES UNTIL DECEMBER 11 1986. GENE DOTY SAID THE SEBASTIAN OFFICIALS HAVE A CONTRACT WITH THE CITY AND WOULD STAND BY IT. MOTION DIED FOR LACK OF A SECOND. NEW BUSINESS ACCEPT RESIGNATIQN QF DANIEL PREUSS MOTION BY GEORGE SCHUM, SECONDED BY CLIFF HOOSE, TO ACCEPT THE RESIGNATION OF DANIEL PREUSS FROM THE PARKS AND RECREATION COMMITTEE WITH REGRET AND THANKS. ALL AYES: MQTION CARRIED RQN_ S_UMNER = UiE OF COMMUNITK CENTER = ANTIQUEU 5-HQW RON SUMNER REQUESTED A PARKS AND RECREATION SPONSORED ANTIQUES SHOW AT THE COMMUNITY CENTER FOR A WEEKEND IN DECEMBER WITH DEALERS TABLE FEES AND ADMISSION CHARGE GOING TO THE COMMITTEE. MOTION BY DAVID UNDERILL, SECONDED BY GEORGE SCHUM, TO SPONSOR . THE ANTIQUES SHOW ON CONDITION THAT TWO WEEKS ADVANCE NOTICE IS GIVEN AS TO WHETHER OR NOT COSTS CAN BE MET. ROLL CALL VOTE: ALL AYES: MOTION CARRIED CLIFF HOOSE VOLUNTEERED TO ACT AS LIAISON FOR THE COMMITTEE. DISCUSSION FOLLOWED ON SECURITY AT THE COMMUNITY CENTER AND PARKS AND RECREATION'S RESPONSIBILTY FOR INSURANCE AS PERMITTEE. LINDA KINCHEN REQUESTED THAT EACH DEALER SIGN A RELEASE FOR STOLEN GOODS, EXEMPTING THE CITY FROM RESPONSIBILITY. CHRISTMAS PARADE GENE DO -TY NOMINATED --NATE MCCOLLUM AS CHAIRMAN OF THE CHRISTMAS PARADE. NATE MCCOLLUM DECLINED MOTION BY GENE DOTY, SECONDED BY NATE MCCOLLUM, TO APPOINT HOWARD CARSWELL AS CHAIRMAN OF THE CHRISTMAS PARADE. ROLL CALL VOTE: ALL AYES: 3 MOTION CARRIED _ /olk� PARRS & RECREATION COMMITTEE MEETING SEPTEMBER 30, 1986 PG. 4 INTERVIEWS FOR RECREATION CQQRDINATQR THE COMMITTEE INTERVIEWED FIRST GENE DOTY AND THEN CLIFF HOOSE. AFTER HIS INTERVIEW, CLIFF HOOSE WITHDREW HIS APPLICATION SINCE HE COULD NOT GUARANTEE HIS TIME TO THE POSITION ON SATURDAYS BECAUSE OF HIS JOB. MOTION BY GEORGE SCRUM, SECONDED BY DAVID UNDERILL, TO RECOMMEND TO COUNCIL THE APPOINTMENT OF GENE DOTY AS RECREATION COORDINATOR. ROLL CALL VOTE: ALL AYES: MQTIQN CARRIED CLIFF HOOSE SAID THAT ALTHOUGH HE HAD WITHDRAWN HIS APPLICATION HE WOULD HELP GENE DOTY AS BEST HE COULD. IRENE TRAFICANTE STATED THAT IN HER THREE MONTHS ON THE PARKS AND RECREATION COMMITTEE SHE HAD NEVER ENJOYED ANYTHING AS MUCH AND FELT SHE HAD ACCOMPLISHED SOMETHING. SHE THEN THANKED THE COMMITTEE. MOTION BY GEORGE SCRUM, SECONDED BY IRENE TRAFICANTE, TO ADJOURN THE MEETING. ALL AYES: MQTIQN CARRIED LINDA KINCHEN ADJOURNED THE MEETING AT 9:30 P.M. 4
