MOTION to approve Joe Kelly as charge of Christmas activities was
made by George Schum, seconded by Gene Doty. City of Sebastian to
act as sponsor. All in favor; motion carries.
b) Scoreboard at Barber Street Ballfield: Gene Doty was told we
could purchase a scoreboard for $1200 and will get more
information when address is received. Pepsi doesn't give any
more scoreboards, but Coke still does and will put us on the
list.
c) Swimming Lessons in City: No swimming lessons have been
offered by the County. In the past, Howard Carswell has allowed
his pool to be used for swimming lessons but did receive flack
from the Die Shop on US 1 who was also giving lessons. Mr.
McClary to check with the Building Department with regard to
legality of charging for these lessons. Irene Traficante stated
that the Mariner charged, (after reviewing the tape of the
October 25th Minutes, the work "charged" was actually used) to
cover for chemicals and liability. Red Cross was in charge of
lessons. It was decided to discuss this further at the January
meeting.
SUB -COMMITTEE REPORTS:
COUNTY REPRESENTATIVE REPORTS:
George Schum reported that Golden Sands is building a parking lot
which will hold about 100 cars.
The North County complex is also being worked on, approximately
4,515 feet of space. It was suggested that we be represented at
one of their meetings held the third Monday of every month at
Hobart Park in Wabasso at 7:00 P.M.
NORTH COUNTY REPRESENTATIVE REPORTS:
None.
RECREATION COORDINATOR'S REPORTS:
Gene Doty reported that the men's season is underway and has a
good turnout. Season should be over November 11, 1988. Women's
Recreation is December 2, 3, 4; and Men's Pitch Tournament will
be starting at $100/team. This is all city -sponsored.

Nate McCollum reported that there was a Special Meeting held on
Monday. Mr. Nolan has sent the specs which we will send to Council to
decide the best way to go.
Holiday Schedule: Members agreed to omit the December Parks and
Recreation Meeting. November 29th and January 31st meetings will
be held as scheduled.
COMMITTEE MATTERS:
George Schum reported observing contractors spraying. Nate
McCollum stated that Gerry Thomas had arranged spraying to be
done on a regular basis.
George Schum wished to note special appreciation for Irene
Traficante's perfect attendance on the Committee for the past 2-
1/2 years, her terrific record-keeping, and participation in
outside activities. He expressed that a certificate of
appreciation would be appropriate and that he was proud to have
been the person to recommend her to the Committee. Irene noted
this to be her 33rd executive meeting.
Irene Traficante reported that there were not enough children
t1oft) signing up for the Indian River Soccer team so the team had to be
cancelled. (Verbatum, Irene actually said per tape: "Indian River
Soccer League .... They couldn't make up two teams with the kids so
they cancelled it."

Robb McClary stated that the City does oversee softball in regard
to the Complex and we are presently working on Barber Street and
an Engineer. He further stated that the $21,000 will cover only
Engineering and side features. George Schum said he would like
to have County match the $21,000. Gene Doty stated that the
men's softball teams had to play on other area's ballfields
rather than their own. He also was displeased with the contract,
stating it not to be the original one they had agreed upon. He
would like to see the field used more by different groups
throughout the year so as to get more use of the field.
PUBLIC MATTERS:
None.
CITY MANAGER'S MATTERS: Robb McClary
Proposed Playground at Schumann Drive: Mr. McClary requested we
approach North County Rec to share cost 50/50 of dollars for a
public park. More projects could be enjoyed both by City and
County.
Mr. McClary stated that he had filed a grant application with a

National Fitness Campaign, headquartered out of San Francisco and
presently funded privately by MacDonald's Hamburgers, for a
Fitness Trail. This Fitness Court would include approximately 20
exercise stations and all sorts of aerobics. This was turned over
to Bruce Cooper. Their suggestion to him was to have the exercise
stations be placed in one area. Of the $8600 total, they would
fund $4,000 and suggested we look to local sources for the other
$4,600. Mr. McClary requested the Committee's approval.
MOTION by George Schum, seconded by Gene Doty, to endorse the
Hardee Park Fitness Court exercise project; recommend to North
County Recreation for their funding; and approach North County
Recreation with a request to share the Schumann improvement costs
on a 50/50 basis(approximately $10,000). All in favor; motion
carries.
Robb McClary, Cliff Hoose, and Nate McCollum agreed to attend the
November 21st North County meeting. Mr. McClary stated he would
circulate a written report for funding from North County
Recreation and send it to them to be put on their next agenda.

MEETING
TUESDAY, OCTOBER 25, 1988 - 7:00 P.M.
CITY COUNCIL CHAMBERS

Chairman McCollum called the meeting to order at 7:00 P.M.
The Pledge of Allegiance was recited by all in attendance.
ROLL CALL:

Also Present: Robert McClary, City Manager
Absent: Lonnie Powell
Eunice Mercier was formally introduced to the Committee as the
new Parks & Recreation Secretary.
APPROVE MINUTES OF SEPTEMBER 27, 1988:
Chairman McCollum stated that the Minutes will be officially
transcribed as soon as possible and distributed to the Committee
members. He then requested approval of the Minutes as presented
by him.
MOTION made by George Schum, seconded by Irene Traficante, to
accept the Minutes as presented. All in favor.
OLD BUSINESS:
a) Christmas Activities: Special meeting held last Monday
afternoon. Teddy Hulse of the Jr. Women's Club has not responded
