Recreation Advisory Committee
March 23, 1998 7:00 PM Minutes
Chairman Richter called the meeting to Order.
Roll Call:
the following members were present:
Randy Snyder, Sebastian Area Little League
Cory Richter ~ Sebastian Soccer Association, inc
Virginia Nichols - Friendly Tennis Group
Marjorie Schaub ~ Sebastian River Art Club
Nancy Diamond - Indian River County Parks and Recreation Liaison
Carol McConnell - Citizen-at-large
Clifford Moss, Sebastian Old Boys
David, Nisbet, Alternate - sitting in for Mrs. Raborn
Larry Vickers, Alternate - sitting in for Mr. Bates
Robert Bates - Craft Club of Sebastian, absent
Maura Raborn - Sebastian Panthers, Inc. - absent excused
Staff members present were Patrick Brennan, Public Works Director, Chris McCarthy, Parks Supervisor
and Linda Kinchen, Recording Secretary.
Approval of Minutes February 23, 1998 - Motion to approve as written by Mr. Snyder, second Mrs.
Schuab passed unanimously.
Old Business: A) Add a soccer field at Barber Street- Chairman asks Mr. Brerman to speak. Mr. Brennan
stated that there is room for an additional field and it will require some land clearing, irrigation and
parking. Mr. Richter and Mr. Snyder stated they were in favor of proceeding with a cost estimate to try to
get it in the next budget procedure. Mrs. McConnell made a motion to have staff prepare a cost estimate
and look into the funding second by Mrs. Diamond, passed unanimously.
B) Discount for Seniors at the golf course - Mr. Bates who is absent had asked staff to look into this. Mr.
Brennan states no additional discounts are available other then listed on the brochures being handed out by
the secretary.
Mrs. McConnell asks where the proposal for the Tennis Pro for Schumann Drive stands. Mr. Brennan
stated it was on the Wednesday evening City Council Agenda for approval. Mr. Richter asks if the staff had
any bocci court estimates yet. Mr. Brennan stated no but Chris McCarthy was working with someone l¥om
another City who recently installed some for cost estimates.
New Business - None
Public Input - Jeannie Doyle of 110 Landover spoke on the proposed Filbert Street softball fields. She
stated that there would be a meeting at the library on March 31 st at 7PM for questions and answers. She
requested the commission to send a representative to speak about the necessity of four fields or other
recreational facilities being more important. She felt the City should have more input because the land is
located within the City. She felt the City should ask for use of the land and look at picnic pavilions,
playgrounds, volleyball, basketball, etc She stated that she felt the neighbors would volunteer to help build
this type of ihcility.

M'r. Snyder stated his grandaughter played for the league in question and he felt that four fields were
unwarranted since they would not be used all the time and there are only 24 girls in the league. Mrs.
Diamond volunteers to go the meeting and voice an opinion regarding recreation facilities.
Member Comments: Mrs. McConnell asked why they would need four fields for only 24 girls and Mr.
Snyder stated they need four when they hold tournaments.
Chairman Richter stated that there would be an Easter egg hunt at Riverview Park on Easter Sunday.
Mr. Richter asked staff about the feasibility of a shuttle service to the theaters for kids He stated perhaps
the Council on Aging could provide this and that he thought they had grant money for this.
Staff Comments: Secretary announces next meeting will be the third Monday in April.
A motion to adjourn was made by Mr. Snyder second Mrs. Diamond passed unanimously.
Meeting adjourned at 7:45 PM
