Called to order by the Chairnaan:

Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
Superintendent, Terrcnce Moore, City Manager, Burr Jones, Engineering Department
Mr. Ingui goes over the minutes and requests that all c-mail addresses be given to tho
secretary. A motion to approve the minutes was made by Mrs. Barczyk second by Mr.
Roguski approved unanimously.
The City Manager speaks rel'crence their direction and responsibility, which is to assist
the staff with ideas and concerns of the citizens with regards to development of parks
within the city.
Mr. Moore gives the conamittee an update on thc meeting held for a county wide
recreation program. City will suggest interlocal agreements .[br recreation and not giving
up any park lands. Asked county for $28,500 some time ago for thc sports complex ttp
keep but it was never granted.
Mr. Inqui goes over old business and explains all tine material in thc packets. Would like
to have a budget lesson for '1 hour. Mrs. Barczyk suggests Claris -- Claris suggest Mr.
Mason would be the person to explain the budget process.
A motion to schedule a workshop with Mr. McCarthy, Mr. Hill and Mr. Mason regarding
reading legal documents, grants, etc by Mr. Inqui addcdum by Mrs. Barczyk that the
workshop only be concerned with items regarding the parks board - Mr. Inqui bas no
object. Mrs. Barczyk seconded the motion passed unanimously.
Burt Jones of the Engineering Department speaks relative to the design of parks 'for grant
funding. Mr. Jones then gives a brief overview o'f the planned il'nprovements to Filbert
Street Park.

Sal Neglia from the audience wants to know if impact fees can be used for the
development of this park. Burr says no he doesn't belicvc so.
Ms. Jessup states that Heather McCarthy of 110 Bryant Court called her regarding the
park on her streetl Stated there were tons of kids in the area and would like it cleared and
grubbed. Mr. lnqui asks to gct back to her and get a letter from the neighborhood. Chris
states the letter should be addressed to Terry Hill.
Mrs. Barrett gave an update of the County Parks meeting and stated that the north county
pool is on schedule.
Mrs. Barczyk states she appeared on TV and spoke about the committee and their
functions.
The next meeting will be on March 25th at 5:30 PM.
There being no other business, the Chairman adjourncd the meeting at 7:05 PM.
Approved Unanimously on March 25, 2002.
