Though Barber Street is included in the 2020 Transportation Plan for 4 laning, bridge improvements are planned by the City for FY98/99 due to the City's overall bridge rehabilitation program. Therefore, it is desired that the capacity improvements be accomplished at this time. It is requested that you program $50,000 in engineering for FY98/99 and $500,000 in construction costs for the earliest possible funding availability. These are worse case estimates, as we do not have an engineers cost estimate for the construction improvements. When proposals and estimates are received, the budget may be adjusted. City Engineerca-S . fx i SUBJECT: Interlocal Agreement - Barber Street Bridge The City of Sebastian wishes to enter into an interlocal agreement with Indian River County to provide Transportation Impact Fee funding for the construction of Barber Street Bridge. It is requested that your office draft such an agreement for our review. The agreement should have the following stipulations: 1. The City agrees to design and construct widening and safety improvements for Barber Street Bridge over Elkcam waterway. 2. The County agrees to provide impact fee funding for design and construction. 3. The City will provide proposals and bids prior to subcontracting for design and construction. 4. The City agrees to provide County designs for County review prior to construction. 5. The County agrees to provide $35,000 for design. 6. The County agrees to provide $100,000 for construction. 7. These values may be amended with mutual agreement. Thank you for helping with this matter. I'm sure Mr. Davis, IRC Public Works Director will have input into this agreement, therefore, please feel free to get his comments. If you have any questions or concerns, please let me know. We would like to have this agreement for Council sometime in September 1998. Cc: T. Frame INTERLOCAL AGREEMENT between INDIAN RIVER COUNTY, FLORIDA and CITY OF SEBASTIAN, FLORIDA This Interlocal Agreement, entered into this day , 1998, by ZUG and between INDIAN RIVER COUNTY, FLORIDA, a political subdivision -of the state of Florida, hereinafter referred to as COUNTY, and the CITY OF SEBASTIAN, FLORIDA, a municipal corporation of the State of Florida, hereinafter referred to as CITY, for the purpose of road improvements. WITNESSETH: WHEREAS, the COUNTY and CITY agree that widening and safety improvements to the Barber Street Bridge are in the public interest; and WI -AREAS, the use of impact fees would facilitate this needed improvement; and WHIF-REAS, an undertaking of this nature is in keeping with the "Florida Interlocal Cooperation Act of 1969" as set forth in Chapter 163, F.S. NOW, THEREFORE, in consideration of the mutual terms, conditions, promises, covenants and premises hereinafter set forth and pursuant to the statutory authority contained in Chapter 163, F.S., the COUNTY and CITY agree as follows: 1. The CITY agrees to design and construct widening and safety improvements for Barber Street Bridge over Elkcam waterway. 2. The COUNTY agrees to provide impact fee funding for design and construction. 3. The CITY will provide proposals and bids prior to subcontracting for design and construction. 4. The CITY agrees to provide COUNTY designs for COUNTY review prior to construction. 5. The COUNTY agrees to provide $135,000 for design and construction. These values may be amended with mutual agreement. 6. The resulting bridge widening will provide at least two additional through traffic lanes and/or one additional left tum lane that effectively provides left turn storage/transition for connecting roadways so that additional roadway capacity is provided. 7. The bridge after widening will have an effective design life of at least twenty years after completion. 8. The bridge shall meet current DOT safety, loading, and geometric standards after widening and rehabilitation is complete. 9. The resulting bridge will contain pedestrian facilities. IN WITNESS WHEREOF, the parties hereto have caused this interlocal agreement to be executed by their duly authorized officials on the day and year first written above. The project is now ready for bid. There have been two reviews by the County and believe the enclosed drawings reflect all of the comments made. During the review process, the scope of the project was more fully defined, providing for three 11' lanes, an 8' shoulder and 6' sidewalk that meet an ultimate 5 lane design width. The construction estimate at the 100% design complete stage is $274,415. Therefore, the interlocal agreement will need to be modified to reflect the current project cost estimates. It is assumed that the funding from this transportation impact fee area would be available for an anticipated Spring/Summer 2000 construction. As we are anxious to proceed with the project, bids will be solicited, however, not awarded until a modified agreement is executed. Then, it would be possible to have actual contractor bid figures to insert into the interlocal agreement. It is hoped that this procedure is acceptable. Campbell to James Davis dated Nov. 12, 1999 Dear Martha: As we discussed in our meeting with Terrence Moore, City Manager, yesterday, there are not sufficient funds in the District 3 Traffic Impact Fee fund for allocating $274,415 to the Barber Street bridge widening and also proceeding with Phase 3 of the CR512 Widening between Roseland Road and CR510 (approximately $2.5 million). We discussed jointly preparing a recommended 5 -year or 10 -year plan to address both the CR512 project and Barber Street project. I stand ready to assist. It was suggested that $2 million/mile would be a good preliminary budget for Barber Street, assuming that the existing right of way is sufficient.
