Recreation Advisory Committee
May 18, 1998 7:00 PM Minutes
Meeting was called to order by Chairman Richter.
Roll Call: the following members were present:
Maura Rabom - Sebastian Panthers Inc
Cory Richter - Sebastian Soccer Association, Inc.
Virginia Nichols - Friendly Tennis Group
Nancy Diamond - Indian River County Parks and Recreation Liaison
Marge Schaub - Sebastian River Art Club, Excused Absence
Larry Vickers, Alternate ~ sitting in for Mr. Moss
Carol McConnell - Citizens at Large, excused
David Nisbet Alternate - Absent, excused
Robert Bates - Craft Club of Sebastian, Absent
Clifford Moss - Sebastian Old Boys, Excused
Randy Snyder - Sebastian River Area Little League, Inc Absent
Staff members present were Pat Brennan, Public Works Director, Chris McCarthy, Parks Supervisor, and Linda
Kinchen, Recording Secretary.
Approval of Minutes April 20, 1998 ~ Motion to approve as written by Ms. Diamond, second by Mrs. Schuab,
passed unanimously
Old Business; Tennis Discussion - Mr. Brennan started the discussion and explained County Point of View and asks
what the committee wants. Mr. Berkheimer of Berkheimer Tennis makes some comments to the committee. Don
Scott of the Friendly tennis Club makes some comments. Donna Roup Director of Tennis at the Moorings spoke
that as a parent she would like to see something for the kids as soon as possible since they will be out of school
shortly.
Ms. Diamond made a motion to bring in private contractor allowing free play time and the City getting a percentage
of fees with the contractor being responsible for opening and closing the courts each day per City requirements.
Motion died for a lack of second.
Mrs. Rabom made a motion to direct City staff to draft an RFP for County and Private contractors with free time
included and bring back to committee for next meeting for their recommendation to Council. Second Ms. Diamond
Mr. Vickers, Mrs. Nichols and Mr. Richter ~ opposed. Mrs. Raborn, Ms Diamond and Mrs. Schaub in favor.
Motion dies due to 3-3 tie.
Mr. Vickers made a motion that the committee recommend Indian River County Recreation to staff the tennis
facility, take responsibility for tennis lessons and free time as proposed by City of Sebastian. Second Mrs. Nichols.
Mrs. Nichols, Mr. Vickers, and Mr. Richter in favor, Ms. Diamond, Mrs. Schaub and Mrs. Raborn, opposed.
Motion dies due to 3-3 tie.
There is some further discussion regarding this matter.
Mr. Vickers restates his motion and Mrs. Nichols her second, failed again 3-3.
Don Scott agreed on behalf of the Friendly Tennis Group to lock the courts up each night as long as the City
provides the locks.

Mrs. Schaub made a motion that the Friendly Tennis Club take care of the Courts and offers lessons until we get
proposals back from the county and private contractors, second by Mrs. Rabom. Motion passed 5-1 with Mr.
Vickers opposed.
Mr. Berkheimer stated someone is charging for lessons at the courts now and wanted to know if this was allowed so
he could do the same. Mr. Brerman stated that that could not be done without a contract from the City.
Item B Old Business - Bocci Discussion
Chairman Richter stated according to information in the packet only 5 couples are interested and felt that this
limited interest did not warrant spending the money required to install the court and suggests that this item be put on
hold. The committee concurred.
Mr. Richter asked about the practice field at BSSC South installation status. Mr. Brennan states the City will put the
money in the budget - Chris McCarthy stated that the Parks Department has moved some buses and telephone poles
and there was room to practice there now.
New Business: None
Input from Public - Mrs. Roup asked about any plans for a swimming pool. Chairman Richter stated this is a County
project and she would need to ask them regarding the time table but at this point he stated they were still looking for
funding and land.
Members Matters - Mr. Vickers had some items to discuss with Chris McCarthy. Mr. Vickers asked Chris about the
four dead trees at the Tennis Courts and if there is a maintenance program and why did the City allow landscape
under wires. Chris stated that the Tree Advisory Board felt the trees would be fine under the wire so they allowed
them.
Mr. Vickers also asked about the Multi Purpose Field irrigation system and stated now would be a good time to
install. Chris stated they are working on it and people will need to stay off the fields limits once they start.
Mr. Vickers wanted to know if there was a maintenance agreement for the grant for the trees in Hardee Park he
stated there are dead trees out there that could become a hazard since they are close to the walking trail and could
fall over on someone. Chris stated that the first two years the City was required to replace any dead trees out there
but he thought that agreement was over.
Mr. Vickers wants information provided by the City to be given to all committee members regarding where all the
park parcels are what is available in them, city buildings where programs are offered and what is offered. Mr.
Brennan stated a short list can be put together.
No other members matters.
Staff Comments - Mr. Brennan says good-bye and that it was nice working with the committee.
Motion to Adjourn at 8:30 PM was made by Mrs. Rabom second Ms. Diamond passed unanimously.
