Roll Call: the following members were present: Cory Richter - Sebastian Soccer Association, Inc Virginia Nichols - Friendly Tennis Group Marjorie Schaub - Sebastian River Art Club Nancy Diamond - Indian River County Parks and Recreation Liaison Carol McConnell - Citizen-at-large Clifford Moss, Sebastian Old Boys Manta Rabom - Sebastian Panthers, Inc. Robert Bates - Craft Club of Sebastian David Nisbet, Alternate - absent Larry Vickers, Alternate - excused Staff members present were Chris McCarthy, Parks Supervisor and Linda Kinchen, Recording Secretary. Approval of Minutes March 23, 1998 - Motion to approve as written by Ms Diamond second Mrs. Schuab passed unanimously. Old Business: A) Tennis Discussion ~ Ruth Sullivan 1215 Indian River Drive spoke to the board regarding the County proposal. John Danise spoke to the board on his proposal. Michael Hughes who represented Jerry Berkheimer spoke to the board about his proposal. Some board members were still hesitant to make a recommendation because they felt they still didn't have an (apples to apples) proposal. A recommendation by the recording secretary was made to the board and resulted in the following motion: A motion to allow the County Recreation Department to mn the programs at the tennis courts and that the Council consider allowing Mr. Danise and or Mr. Berkheimer to give an occasional private lesson if this is permitted legally by reserving a court from the County the same as anyone else would do. Motion made by Mr. Bates second 'by Mrs. McConnel passed 6-2 with Mrs. Rabom and Ms. Diamond voting no. Don Scott of the Friendly Tennis Club asked the board if the private contractors will be limited. Chris McCarthy stated that he felt one person should be chosen. Michael Hayes spoke again and stated that he felt the motion was fair to all parties concerned. New Business: Skateboard Park Discussion - Chris states that the information in the packet is not to be considered as a recommendation for approval but was supplied to the committee for informational purposes only. Mrs. Sullivan spoke to the committee and stated that a Gentlemen in Veto Beach was also interested in giving the City a proposal. A motion to request staff try to locate three City owned properties which could be used for possible sites and bring them back to the committee was made by Mrs. Rabom, second Ms. Diamond passed unanimously. Page 2 of 2 Minutes Recreation Meeting June 22, 1998 at 7:00 PM Public input - None Members comments - Mr. Moss asked about the basketball court at the tennis courts says with only one hoop there is usually a group waiting to play. He stated he observed 15 kids waiting the other evening he stated that a Sebastian Police Officer there at the time asked him to see if we could increase the size of the court and add another hoop. Chris McCarthy stated he would look into additional hoops for this area. Chairman Richter inquired about the Grant for the Green Building. Mr. McCarthy stated he had to go to a meeting the end of July to discuss what the money could be used for. He hoped that basketball courts and fixing up the green building could be two of the main things done. Mr. Danise asked to speak and stated he felt no new courts should be added to the tennis court park since the kids using the courts now are using foul language and additional courts would only make the matter worse. Staff Comments - None f0111� A motion to adjourn was made by Ms. Diamond second Mrs. Schaub passed unanimously. Meeting adjourned at 8 PM. Approved unanimously at the July 20, 1998 meeting.
