RIVERFRONT COMMITTEE
REGULAR MEETING MINUTES
JANUARY 10, 1991
CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MR. BRODIE, ALTERNATE,MR. JONES, MR. COLLINS,
MRS. TRIPP, MRS. FOSTER, MR. CALVIN, MR. DILL, MR. CHAPIN
MR. KRULIKOWSKI.
ABSENT: NONE
ALSO PRESENT: LINDA KINCHEN, SECRETARY,
ANNOUNCEMENTS: PETER JONES INTRODUCES ATTORNEY DRISCOLL.
APPROVAL OF MINUTES 12-8-90 - A MOTION TO APPROVE THE MINUTES
AS PRESENTED FOR BOTH MEETINGS 12-8-90 AND 12-10-90 WAS MADE
BY MR. COLLINS, SECOND MR. DILL PASSED UNANIMOUSLY.

NEW BUSINESS; SUNSHINE RULE DISCUSSION BY THE ATTORNEY
ATTORNEY DRISCOLL STATES HE IS NOT PREPARED TO DISCUSS THIS
MATTER, HE WAS UNDER THE IMPRESSION HE WAS HERE TO ANSWER
QUESTIONS ON THE RIVERFRONT.
AFTER SOME DISCUSSION A MOTION TO HAVE PETER JONES ASK MR.
MCCLARY IF THE CITY ATTORNEY CAN REVIEW THE REGULATIONS OF
THE SUNSHINE LAW AS THEY APPLY TO THE BOARD AND CONSIDER SOME
OF THE FACTORS DISCUSSED TONIGHT FOR ANSWER WAS MADE BY MR.
DILL SECOND MRS. TRIPP, PASSED UNANIMOUSLY.

FORMAL GOALS AND OBJECTIVES: PETER GIVES A PRESENTATION OF
EXCEPTS FROM THE CITY OF SEBASTIAN COMPREHENSIVE PLAN AND THE
MEMBERS ASK IF THEY CAN GET COPIES OF HIS PRESENTATION FOR
DISCUSSION AT THE NEXT MEETING.
ALLISON TRIPP GIVES A PRESENTATION ON LAND USE MIX FOR THE
COMMISSION ALTHOUGH SHE FEELS IT IS TOO SOON TO DISCUSS THIS
MATTER.
ROBERT BRODIE DISCUSSES THE TRANSPORTATION ISSUE BUT FOCUSES
ON CR 512 AND THE RAILROAD TRACKS TWIN PAIRS DISCUSSION.
MR. DILL DISCUSSES OPEN SPACE AND WALKWAYS OUT OVER THE WATER
AS WELL AS LINEAR PARKS FOR THE RIVERFRONT. HE STATES THAT
BIKE PATHS AND PEDESTRIAN WALKWAYS SHOULD BE 8 FOOT IF
TOGETHER AND THE COUNTY WOULD HESITATE TO APPROVE THIS
WITHOUT CURB AND GUTTER. ALSO AVAILABLE IS TO STRIPE 4 FEET

OF THE ROADWAY IF THE RIGHT OF WAY IS AVAILABLE TO ALLOW BIKE
TRAFFIC ON THAT. LIGHTING COULD BE DONE BY LAMPPOST.
RECESS CALLED AT 9:05 P.M. BACK AT 9;15 P.M. ALL PRESENT
AT THIS POINT THE CHAIRMAN BECAUSE OF ALL THE SCHEDULING
PROBLEMS IN THE PAST SETS UP THE NEXT MEETING DATES WHICH
ARE JANUARY 24, JANUARY 31, FEBRUARY 14, AND FEBRUARY 28
RENE VANDEVOORDE SPEAKS AS A MEMBER OF THE PUBLIC AND STATES
THAT THE COMMISSION HAS MADE A LOT OF PROGRESS AT TONIGHTS
MEETING AND IT WAS ENCOURAGING TO SEE THIS. HE SEES THE
POLICE STATION SITE AS A FOCAL POINT AND POSSIBLY MAKING
INDIAN RIVER DRIVE ONE WAY WITH A LOOP SYSTEM AND HE
ENCOURAGES THE MEMBERS TO VISIT ST AUGUSTINE IF THEY HAVE NOT
SEEN IT.

MR. COLLINS TALKS ON FUNDING AND STATES THAT A LOBBYIST
SHOULD BE CONSIDERED FOR MEANS OF OBTAINING GRANT MONEY
MR. COLLINS SUPPLIES THE COMMISSION WITH A LETTER ON THIS
MATTER. MR. COLLINS STATES THAT THE ASSESSED VALUES OF
PROPERTYS, PROPERTYS FOR SALE AND LOCATION OF THE R.O.W.S AND
UTILITY EASEMENTS ARE NECESSARY INFORMATION IN ORDER TO
DETERMINE WHAT IS OUT THERE BEFORE BE CAN PROCEED.
SECRETARY STATES CAN PROVIDE HIM WITH THE ASSESSED VALUES AND
PROPERTY OWNERS FOR INDIAN RIVER DRIVE PROPERTY.
THE AGENDA FOR THE NEXT MEETING IS DECIDED THAT GOAL ONE AND
TWO OF PETERS PRESENTATION WILL BE DISCUSSED. MEMBERS TO
BRING BACK THEIR IDEAS FROM ADVANCE COPIES OF PETERS
PRESENTATION MAILED TO THEM WITH THE AGENDA.
