REGULAR MEETING MINUTES
JANUARY 31, 1991
CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MR. BRODIE, ALTERNATE,MR. JONES, MR. GILLIAMS
MRS. TRIPP, MRS. FOSTER, MR. CALVIN, MR. DILL, MR. CHAPIN
MR. KRULIKOWSKI, MR. LULICH
ABSENT: TOM COLLINS, RANDY MOSBY BOTH EXCUSED
ALSO PRESENT: LINDA KINCHEN, SECRETARY,
ANNOUNCEMENTS: DIANE BARILE WILL BE HERE AT 7:30 P.M.
CHAIRMAN STATES ALLISON, ROBERT AND BARILE PRESENTATIONS WILL
BE FIRST ON THE AGENDA.
ROBERT BRODIE GIVES HIS PRESENTATION FIRST - REGARDING
TRANSPORTATION - GIVES A BRIEF HISTORY OF SEBASTIAN FIRST HE
FEELS WE SHOULD PUSH FOR NO TWIN PAIRS - SINGLE CORRIDOR ROAD
AND AN ELEVATED OVERPASS FOR TRAINS.

MR. CALVIN INTRODUCES DIANE BARILE - DIANE GIVES A BRIEF TALK
ON ENVIRONMENTAL MATTERS RELATING TO THE RIVER AND ALSO THE
TYPES OF GRANTS WHICH MIGHT BE AVAILABLE TO THE CITY.
DIANE STATES THE FOLLOWING THINGS SHOULD BE LOOKED AT CLOSELY
1) ACQUATIC PRESERVE FACTOR - (COMMERCIAL FISHING)
2) BOARDWALKS, DOCKS, RUNOFF NEED CLOSE CONTROL.
3) 1ST NATURAL WILDLIFE REFUGE.
4) ACCESS TO WATER FROM BOATS IS VERY IMPORTANT.
5) WILDLIFE REFUGE ACROSS THE LAGOON
STATES GREEN SEA TURTLES- STAY IN THE SURF ZONE AT
THE INLET AND COMES TO THE INDIAN RIVER LAGOON
6) TOUR BOATS AND CRUSISES WILL BE BIG.
REGIONAL POLICY MAKES DESTINCTIONS BETWEEN SHORELINE AND
COASTLINE. USES ON THE WATER SHOULD BE WATER DEPENDENT AND
NOT WATER RELATED.
FLOOD PLAIN ZONES ARE IMPORTANT AS WELL AS EROSION ZONES.
FOUR SPECIES OF FISH SPOON NOWHERE ELSE IN THE WORLD BUT OUR
LAGOON.
SHORELINES, MANGROVES, WETLANDS MUST ALSO BE LOOKED AT.
MANATEE COLLECTION AREAS NEED TO BE WATCHED.
1) BOATS GOING IN AND OUT MAJOR AVENUES- TO AVOID
MANATEES (NEED THREE FEET OF WATER) MOVE UP AND DOWN
EVERY THREE MINUTES.
2) SEA GRASS BEDS ARE IMPORTANT FOR TURTLES - NO RAMPS
OR BOAT TRAFFIC SHOULD BE THERE.
/001N 3) VISUAL ACCESS IS VERY IMPORTANT TO PRESERVE THE
BEAUTY.

GRANTS AVAILABLE ARE FLA INLAND NAVIGATION DISTRICT, BOATING
IMPROVEMENT TRUST FUND, STATE COASTAL MANAGEMENT, HISTORIC
PRESERVATION GRANTS, WATERSHED ACTION COMMITTEE, URBAN
FISHERIES GRANT.
RECESS CALLED AT 8:30 P.M. BACK AT 8;45 P.M. ALL PRESENT
PETER OPENS THE FLOOR TO THE PUBLIC.
MRS. GERRY REID SPEAKS AND STATES SHE WOULD LIKE TO SEE
THINGS LIKE RESTAURANTS, HISORICAL INTERESTS, HOW CLAMS OR
FISHERIES OPERATE.
HERMAN INKE OF INDIAN RIVER DRIVE STATES HE LIVES IN THE
NORTH COUNTY AREA AND SPEED CONTROL IS HIS INTEREST SUGGESTS
LIMITED SPEED POSSIBLE RUMBLE STRIPS AND SPEED LIMIT SIGNS
URGING FINES.
GEORGE REID - SPEAKS OF KEY WEST BEFOE AND NOW. SAYS KEY WEST
THE WAY IT IS NOW IS NOT WHAT WE WANT THERE.
GENE HARRIS - CAN CONTROL GROWTH - DRAW THE COMMERCIAL AWAY
FROM THE WATER BY CREATING A COMMERCIAL CORE ELSEWHERE.
PETER STATES HE FEELS NO OVERALL THEME IS NECESSARY THAT WE
ONLY NEED A FRAMEWORK FOR DEVELOPMENT. THE COMMISSION DOES
NOT AGREE.
MRS. PARKS LIKES THE FLEXIBLE MOTIF OR UNIQUELY SEBASTIAN
THEME.
A MOTION TO TAKE THE RECOMMENDATIONS TO THE PUBLIC WAS MADE
BY MR. LULICH SECOND MR. BRODIE FAILED THREE TO FOUR.

CHAIRMAN ASKS FOR A MOTION TO EXTEND FOR 5 MINUTES TO DECIDE
THIS ISSUE. MR. DILL MADE A MOTION TO EXTEND FIVE MINUTES
SECOND MR. LULICH PASSED UNANIMOUSLY.
IT WAS DETERMINED THAT A SPECIAL MEETING WILL BE HELD ON
TUESDAY FEBRUARY 5TH TO FINALIZE THE RECOMMENDATIONS SENT OUT
TO THE PUBLIC. FOR ONE HOUR OR SO.
MEETING WAS ADJOURNED AT 10:05 P.M.
