REGULAR MEETING MINUTES
FEBRUARY 25, 1991
CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MR. CHAPIN, MR. CALVIN, MRS. TRIPP,
MR. DILL, PETER JONES STEVEN LULICH, ALTERNATE,
MRS. FOSTER, AND MR. KRULIKOWSKI
ABSENT: MR. COLLINS, EXCUSED, MR. GILLIAMS, MR. MOSBY,
RESIGNED
ALSO PRESENT: LINDA KINCHEN, SECRETARY
ANNOUNCEMENTS: CHAIRMAN ANNOUNCES THAT A RADIO TALK SHOW
HOST WANTS A MEMBER FOR HIS SHOW ON WEDNESDAY FROM 9-9:30 THE
27TH OF FEBRUARY, 1991. ALSO THE ELEMENTARY SCHOOL FOURTH
GRADE CLASS WANTS A REPRESENTATIVE FOR A TALK TO THE STUDENTS
CHAIRMAN STATES HE IS NOT AVAILABLE FOR RADIO SHOW HAS A
PREVIOUS ENGAGEMENT - CONCENSUS TO HAVE VICE CHAIRMAN ATTEND
IN HIS PLACE - ALLISON ACCEPTS AND WILL ADVISE. MR. LULICH
VOLUNTEERS TO SPEAK TO THE FOURTH GRADE STUDENTS.

APPROVAL OF MINUTES: FEBRUARY 14TH, 1991 - A MOTION TO
APPROVE AS SUBMITTED BY MR. DILL SECOND MR. CHAPIN-PASSED
UNANIMOUSLY.

PETER STATES THAT HE WILL BE OUT OF TOWN FOR THE NEXT MEETING
ON THE 28TH OF FEBRUARY AND CANNOT HAVE THE OUTLINE PREPARED
FOR REVIEW. ALLISON ASKS IF WARREN CAN PICK UP THE BALL AND
TRY TO COME UP WITH SOME ACCEPTABLE WORDING - DISCUSSION
TURNS TO LAND USES AND MR. DILL FEELS WE SHOULD JUST GIVE
PERCENTAGES OF DIFFERENT USES AND NOT PINPOINT WHERE THEY
SHOULD BE. PETER IS HESITANT TO HANDLE THRU PERCENTAGES
11. LAND USE
A. COMMERCIAL, PUBLIC AND HISTORICAL LAND USES ADJACENT
TO PARKING AREAS.
B. SPECIFIC RESIDENTIAL LAND USES.
C. FOCUS PUBLIC AND CULTURAL LAND USES AROUND MAIN ST AND
CR 512 LOCATIONS.
D. THAT INDIAN RIVER DRIVE BE A MIXTURE OF RESIDENTIAL,
PUBLIC, COMMERCIAL AND HISOTICAL LAND USES AND NOT A
COMMERCIAL STRIP.
A MOTION BY MR. DILL THAT NO BUILDING EAST OF INDIAN RIVER
DRIVE BE ALLOWED WHICH MEANS THE CITY MAY NEED TO LOOK INTO
PURCHASE OF PROPERTIES 2ND BY MR, LULICH FOR DISCUSSION.

THERE IS SOME DISCUSSION THAT THIS MOTION WILL PROHIBIT PARK
AND PUBLIC USES BEING CONSTRUCTED ON THE EAST SIDE OF INDIAN
RIVER DRIVE. MR. DILL WITHDRAWS HIS ORIGINAL MOTION AND MOVES
THAT WE RESTRICT ALL LAND USES EAST OF INDIAN RIVER DRIVE TO
PUBLIC USE, RECOGNIZING THAT THE CITY MAY HAVE TO PURCHASE
SOME PARCELS IN ORDER TO PROTECT PROPERTY RIGHTS SECOND BY
MR. LULICH AGAIN. MOTION PASSES 5-2 MR. JONES AND MRS. TRIPP
VOTED NO. - ENCOURAGE WATER RELATED USES EAST OF INDIAN RIVER

12. DEVELOPMENT GUIDELINES
A. HEIGHT - (ENCOURAGE WELL DEFINED ROOF LINES)
B. ENCOURAGE CLUSTERED DEVELOPMENT TO OBTAIN MAXIMUM
RIVERVIEW AND OPEN SPACE.
C. ALLOW FLEXIBILITY IN SETBACK REQUIREMENTS AS INCENTIVE
FOR QUALITY DEVELOPMENT AND OPEN SPACE.
DISCUSSION TURNS TO AREAS FOR FINAL RECOMMENDATIONS THE
FOLLOWING IS A LIST OF THE TOPICS AND WHO WILL PREPARE THEM.
WARREN DILL WILL TAKE RECOMMENDATIONS 1, 2, AND 3.
KEN CHAPIN WILL TAKE RECOMMENDTIONS 5 AND 9.
STEVE LULICH WILL TAKE RECOMMENDATIONS 7 AND 8.
TOM COLLINS WILL TAKE RECOMMENDATION 10 - SECRY TO ADVISE HIM
ANN FOSTER WILL TAKE RECOMMENDATION 6
PETER JONES WILL TAKE RECOMMENDATIONS 4, 11 AND 12.
PETER STATES CANNOT ATTEND THE NEXT MEETING ON THE 28TH OF
FEBRUARY - MEMBERS STATE NEED MORE TIME TO COMPLETE THERE
ASSIGNED RECOMMENDATIONS - CANCEL THE 28TH MEETING AND
RESCHEDULE FOR MARCH 11TH AT 7:00 P.M.
SECRETARY IS ASKED TO READ THE NAMES OF THE DISTRICT WHICH
HAVE ALREADY BEEN SUBMITTED.
MEETING WAS ADJOURNED AT 9:25 P.M.
