Dear Mr. Gallagher:
The St. Johns River Water Management District has received your
application for a Management and Storage of Surface Waters
General Permit. This project is Phase II of Vicker's Land Mine,
which is currently undergoing the permitting process. Please be
advised that this application has been given a modification
status to the existing Individual Permit application pursuant to
Section 6.2.3(b), Applicant's Handbook. Please note that under
the status of Individual Permit application, a permit can no
longer be issued by rule and must now be considered by the
Governing Board at the next timely Regulatory meeting.
The proposed sand mine is located on the Atlantic Coastal Ridge
crest. District staff feels that site specific hydrogeologic
information is required to adequately evaluate impacts to the
drinking water interface in the surfical aquifers north, west and
east of the project. Pursuant to the authority vested in the St.
Johns River Water Management District under Chapter
373.413(2)(h), F•S•, and Sections 40C-4.101 and 40C-4.301,
F.A.C., the following information is requested.
Please provide detailed documentation showing that the operation
of the mine and the existence of the final lake will not
adversely affect the hydrology of the sandridge and the
surrounding area. Include information on the following:
A. An inventory of all wells which exist in the area north, west
and east of the project boundaries (see yellow area II on
enclosed map). Area III (blue area) shall be inventoried for
adjacant owner impacts to the northwest. The inventory shall
include:
1. Name and address of owner.

2. Well casing size.
3. Total depth.
4. Screened interval.
5. A map showing locations of all wells in area.
B. Site specific hydrogeologic information on the upper unit of
the surficial aquifer, obtained from wells drilled at 51, 10'
and 35' elevations between the ridge crest and the Indian
River (approximate locations are shown on the enclosed map -
line B -B'). The following information must be collected
from each well:
1. Water table elevation.
2. Specific conductance measured every 5 feet.
3. A major ion analysis at the top of the aquifer, at
approximately 301, and at the bottom of the aquifer.
4. Geologic samples every 10 feet and at any major
lithologic change.

The wells must not penetrate the confining unit which separates

the Anatasia Formation from the underlying shallow rock zone.
Confining unit is approximately 50 feet below M.S.L. in the area.:;
Notification must be given at least 48 hours before the wells are
drilled and tested so a District representative can be on-site.

In accordance with Section 40C-4.101(4), F•A•C., if the applicant

desires to dispute the necessity for any information requested on

an application form or at a pre -application conference, he may do
so at a regularly scheduled regulatory meeting of the Governing

Board. An applicant should submit a written request to present
evidence regarding such dispute at least 21 days prior to the
regulatory meeting at which he plans to present the evidence.

Please be advised, pursuant to Sections 6.4.4, Applicant's`�`
Handbook, and 40C-1.07(3), Florida Administrative Code, any 1O"�/�d'�
application which has not been technically completed within sixty U
(60) days from the date of receipt of a request for additional
information by the District, will be prepared for an Intent to
Deny at the next timely Governing Board meeting. If you require
more than the allotted sixty (60) days, please indicate this to
the staff.
In addition, no construction shall begin on the proposed project
until a permit is issued by the St. Johns River Water Management
District, pursuant to Section 40C-4.041(1), F.A.C.
