RIVERFRONT COMMITTEE
MINUTES OF REGULAR MEETING
MONDAY, MAY 19, 1997
Chairman Collins called the meeting to order at 7:03 P.M.

DISCUSS PROPOSED RIVERFRONT DISTRICT URBAN CODE.
Mr. Massarelli did a review of the physical location of the sub-areas within the Riverfront District
and their uses. He noted borrowing liberally fi-om the City of Stuart and their Urban Code. He
also noted that he is also using other infomlafion from the Stuart Code to incorporate into
Architectural Standards.
He stated that the purpose of the Urban Code is to maintain, enhance, or create a look or a feeling
within a neighborhood. He then proceeded with his presentation and referred to copies of the
proposed Urban Code for the Riverfrom, which had been provided to all members.
The sub-areas within the Riverfront Distric~ are as follows:
Type I - Intense Commercial
Type II - Low Intensity Residential/Commercial
Type III - Resort
Type IV - Downtown
Type V - Medium Intensity Residential/Commercial
Type VI - Waterfront
After explaining the uses intended in each sub-area, Mr. Massarelli noted that staff feels that this
would be an effective way of preserving the character of these individual areas.

time. Mr. Massarelli responded that proposed uses are more restrictive and give more protection to
current residential property owners.

Harry Thomas of Balboa Street spoke of the average character of u.s. 1, and opined that the

colors would be recommended.

Chmn. Collins asked for updates on the Sidewalk issue, and some of th~ ordinances, at the next
meeting.
MEMBE ,RS MAT'rERS:
Ms. Corum m~ntioned the issue of colors for the Riverfront District.
Mr. Massarelli suggested listing the prohibited colors; listing some encouraged colors; but he is at
a loss to come up with colors that are wanted. He also noted to Ms. Conun that he had received
the Code of Ordinances from Veto Beach.
Mr, Moore asked about having a workshop meeting to iron out the issues of colors a~d building
height.
STAFF MATTERS:
Mr. Massarelli gave a notice of men who came to the office and offered a style of beach with
advertising. The Committee members indicated ~a~ they were not interested in advertising m the
Riverfront District.
He also noted that he is working with Commumty Coach for kiosks in the City in various places
including the Riveffront area. He suggested that architectural style could be used on these kiosks
to make them blend with the "Old Florida Fishing Village" theme,

Council Chambers.
