ROLL CALL: PRESENT: CHMN. COLLINS MR. SMITH (VICE CHAIRMAN) MR. WILD MR. MOORE MR. BENNETT (90411 MS. CORUM (ARRIVED LATE) MR. THOMPSON (ALTERNATE) MR. KRULIKOWSKI (ALTERNATE) ABSENT: MR. CHAPIN (EXCUSED) ALSO PRESENT: MR. THOMAS FRAME, CITY MANAGER MR. BOB MASSARELLI, CITY PLANNER DAWN CORAPI, SECRETARY MR. COLLINS ANNOUNCED, IN MS. CORUM'S ABSENCE, THAT MR. THOMPSON WOULD VOTE. APPROVAL OF MINUTES: MEETING OF MAY 20, 1996. MR. COLLINS REQUESTED A CHANGE IN THE MINUTES, SPECIFICALLY ON PAGE FIVE UNDER PUBLIC COMMENT. HE ASKED THAT MR. FRENCH'S COMMENTS, ON THE BIKE PATH, BE EXPANDED UPON. MR. COLLINS ENTERTAINED A MOTION TO APPROVE THE MINUTES SUBJECT TO EXPANDING ON MR. FRENCH'S COMMENTS. MR. THOMPSON SO MOVED THE MOTION. OLD BUSINESS: REVIEW RIVERFRONT COMMITTEE STATEMENT OF PRINCIPLES. MR. MASSARELLI ADVISED THE COMMITTEE THAT RESOLUTION R-96-431 WAS PASSED BY THE CITY COUNCIL. HE ALSO ADVISED THEM OF THE ONE CHANGE, THE ADDITION OF THE PRINCIPLES THAT HE AND MR. SMITH DEVELOPED. MR. COLLINS ENTERTAINED A MOTION THAT THEY FORMALLY ADOPT THE "PRINCIPLES", AT THEIR HEARING, EVEN THOUGH THEY HAVE ALREADY BEEN ADOPTED BY THE CITY COUNCIL. MR. MASSARELLI ADVISED THE COMMITTEE OF ONE ADDITION TO THE "PRINCIPLES". HE SAID UNDER # 31 HE INSERTED, AFTER THE WORDS ...ENHANCE THE EXISTING ASSETS, (,INCLUDING HISTORICAL STRUCTURES,). HE STATED THE CHANGE WAS IN THE RESOLUTION, BUT NOT ON THE SINGLE PAGE OF "PRINCIPLES". MR. COLLINS MADE A MOTION THAT SEBASTIAN'S RIVERFRONT COMMITTEE ARE SUBMITTED. THE MOTION WAS SECONDED. A VOICE VOTE WAS TAKEN. THEY FORMALLY ADOPT THE CITY OF STATEMENT OF PRINCIPLES AS THEY THE MOTION WAS UNANIMOUSLY APPROVED. NEW BUSINESS: REVIEW USES IN RIVERFRONT DISTRICT. MR. MASSARELLI EXPLAINED TO THE COMMITTEE THAT FOR THIS EXERCISE HE WOULD LIKE THEM TO GO THROUGH THE LIST HE PROVIDE TO THEM AND DISCUSS, IN GENERAL TERMS, THE TYPES OF USES THAT THEY THINK COMPLIMENT THE "OLD FLORIDA FISHING VILLAGE" THEME AND THE TYPES THEY THINK DO NOT COMPLIMENT THAT THEME . HE CLARIFIED THAT IT WAS NOT A ZONING EXERCISE. MR. COLLINS CLARIFIED TO THE PUBLIC THAT THEY ARE JUST MAKING RECOMMENDATIONS TO WHAT TYPES OF USES THEY WOULD LIKE TO SEE ON THE RIVERFRONT AND THEY ARE NOT TALKING ABOUT ANY CATEGORIES THAT RELATE TO ZONING FOR ANY PARTICULAR PIECE OF PROPERTY. COLLINS SKIPPED OVER THE TWO REMAINING ITEMS UNDER NEW BUSINESS AND REQUESTED PUBLIC INPUT. f � � RIVERFRONT COMMITTEE PAGE SIX REGULAR MEETING OF JUNE 10, 1996 PUBLIC COMMENT: SHIRLEY HOLDERNESS, RESIDENT OF SEBASTIAN, SPOKE ABOUT HER CONCERNS REGARDING ALLOWING CHILD CARE AND NURSING HOMES TO BE LOCATED ON THE RIVERFRONT. SHE ALSO ASKED HOW LONG THE MOBILE HOMES SOUTH OF THE PARK, IN THE "JUNKIE AREA", ARE GOING TO BE THERE. TED CONNELLY, RESIDENT OF SEBASTIAN, MADE A SUGGESTION THAT THE COMMITTEE STRONGLY CONSIDER SEPARATING U.S. 1 FROM INDIAN RIVER DRIVE. HE SAID THAT IT WOULD BE IMPOSSIBLE FOR THEM TO PROVIDE FOR THE WANTS AND NEEDS OF ALL CITIZENS IF THEY PROHIBIT FROM THE RIVERFRONT SOMETHING AS AN UNDESIRABLE PROPERTY AND ALSO PROHIBIT IT FROM U.S. 1. THE MEMBERS UNANIMOUSLY AGREED TO EXTEND THE MEETING FOR ANOTHER 20 MINUTES. DIRECTIONS TO STAFF CONCERNING THE SIGN AND LANDSCAPE ORDINANCES. MR. COLLINS MADE A SUGGESTION THAT MR. MASSARELLI DO A TWO OR THREE PAGE MEMORANDUM TO THEM ADDRESSING THE SIGN AND LANDSCAPE ORDINANCES. HE SUGGESTED THAT IT STATE WHAT HE WANTS TO RECOMMEND AND WHAT HE THINKS THE COMMITTEE WANTS AND THEN THEY CAN GO THROUGH IT LIKE THEY DID WITH THE USAGE. IN ADDITION TO THE LANDSCAPING AND SIGNAGE HE SAID HE WOULD LIKE HIM TO BE THINKING ABOUT THE DRAINAGE ISSUE ON THE RIVERFRONT MAYBE IN CONJUNCTION WITH THE LANDSCAPING. MS. CORUM SUGGESTED THAT THEY ENCOURAGE THE TYPE OF LANDSCAPING THAT NATURALLY GROWS IN THE AREA AND STRONGLY ENCOURAGE XERISCAPE. SHE ALSO COMMENTED ON HOW NICE THE SIGNAGE ON VERO BEACHES ISLAND LOOKED AND MADE A SUGGESTION THAT THEY POSSIBLY FOLLOW THAT SAME ORDINANCE. THE COMMITTEE UNANIMOUSLY AGREED TO WAIT AND BRING THESE ISSUES BACK UP WHEN THEY RECEIVE A MEMORANDUM FROM MR. MASSARELLI. PROPOSE ORDINANCE ALLOWING USE OF LAND EAST OF INDIAN RIVER DR. TO BE USED TO SATISFY GREEN AREA, OPEN SPACE, RECREATIONAL AREA, DENSITY, AND BUILDING COVERAGE REQUIREMENTS FOR ADJACENT LAND WEST OF INDIAN RIVER DRIVE. MR. COLLINS MADE A SUGGESTION TO TABLE THIS ITEM UNTIL THEY HAVE MORE TIME TO GO OVER IT. MR. MASSARELLI SAID THAT HE HAD NO PROBLEM TABLING IT, BUT HE NEEDED TO DOUBLE CHECK TO SEE WHAT THE DIRECTION FROM CITY COUNCIL WAS ON IT BECAUSE IF IT IS ON THE LIST THEN IT HAS BEEN MOVED TO THE TOP OF HIS PRIORITIES AND HE MAY HAVE TO AGENDA IT FOR THE NEXT MEETING. HE SAID THAT HE WOULD RESEARCH AND DISCUSS IT WITH MR. FRAME TO FIND OUT THE URGENCY OF IT AND WOULD GET BACK TO THEM. r"� /000� RIVERFRONT COMMITTEE PAGE SEVEN REGULAR MEETING OF JUNE 10, 1996 MR. THOMPSON DISAGREED WITH IT BEING TABLED BECAUSE HE FELT THAT IT WAS HOLDING UP A PARKING LOT THAT THE MEL FISCHER MUSEUM WAS PROPOSING TO CONSTRUCT. MR. COLLINS ENTERTAINED A MOTION THAT THEY TABLE ITEM #3 ON THE AGENDA. MR. COLLINS MOTION WAS SO MOVED. THE MOTION WAS SECONDED. A VOTE VOICE WAS TAKEN. THE MOTION WAS UNANIMOUSLY APPROVED BY ALL MEMBERS EXCEPT MR. THOMPSON. CHAIRMAN MATTERS: MR. COLLINS ASKED IF IT WAS POSSIBLE TO HAVE THE MEETINGS ADVERTISED TO THE PUBLIC. MR. MASSARELLI SAID THAT HE IS COLLECTING NAMES AND ADDRESSES OF VARIOUS ORGANIZATIONS TO SET UP A MAILING LIST TO SEND OUT A LETTER TO NOTIFY THEM OF THEIR MEETINGS AS WELL AS THE WORK ON THE EVALUATION AND APPRAISAL REPORT OF THE COMPREHENSIVE PLAN AND TO ASK THEM WHICH MEETINGS THEY WOULD LIKE TO BE NOTIFIED OF AND WHICH MEETINGS THEY WOULD LIKE TO GET THE MINUTES OF. HE ALSO SAID THAT THEY WILL WORK WITH THE PRESS JOURNAL TO ADVERTISE. MR. FRAME SAID THAT THEY CAN RUN A GENERIC ADD WEEKLY THAT THE RIVERFRONT COMMITTEE IS MEETING, BUT THEY DO NOT HAVE ENOUGH TIME TO RUN ONE THAT OUTLINES THE AGENDA BECAUSE THEY MEET ON A WEEKLY BASIS. MR. COLLINS ALSO NOTIFIED THE COMMITTEE THAT HE WILL BE GONE FOR THE NEXT TWO OR THREE WEEKS AND MR. SMITH WOULD TAKE HIS PLACE AS ACTING CHAIRMAN. HE SUGGESTED THAT MAYBE THEY SCHEDULE THE MEETINGS EVERY OTHER WEEK OR JUST SKIP A WEEK MAYBE IN JULY TO GIVE STAFF TIME TO CATCH UP. SOME ADDITIONAL SUGGESTIONS WERE MADE ABOUT HOW TO GET THE WORD OUT, TO THE PUBLIC, ABOUT THE MEETINGS: MR. COLLINS SUGGESTED THAT IN THE GENERIC ADD THEY LIST A PERSONS NAME AND PHONE # THAT THEY COULD CONTACT TO FIND OUT WHAT IS ON THE AGENDA. (FOR EXAMPLE - DAWN) MS. CORUM SUGGESTED RUNNING THE ADD ON CABLE. RIVERFRONT COMMITTEE PAGE EIGHT I09"1 REGULAR MEETING OF JUNE 10, 1996 MR. FRAME SUGGESTED PLACING AN AGENDA IN THE LIBRARY ON A FRIDAY AND THEY CAN ALSO ADVERTISE THAT AGENDAS ARE AVAILABLE IN CERTAIN LOCATIONS NOT JUST CITY HALL. MR. COLLINS SAID ANYTHING THEY CAN DO TO GET THE PUBLIC MORE INFORMED. MR. COLLINS INQUIRED ABOUT THE FOLLOW UP OF THE LETTER TO FDOT EXPRESSING THE COMMITTEES CONCERNS. MR. FRAME SAID THAT THEY HAVE WRITTEN THEM AND THEY ALSO HAVE AN APPOINTMENT TO MEET WITH THEM. HE SAID THAT THEY ARE GOING TO TRY TO VIDEO TAPE THE RIVERFRONT AREA ON INDIAN RIVER DRIVE SO THAT THEY HAVE SOMETHING TO SHOW THEM. MR. COLLINS ASKED IF IT WAS POSSIBLE FOR A COMMITTEE MEMBER TO GO DOWN WITH THEM. MR. FRAME SAID SURE. MR. WILD VOLUNTEERED TO GO. THERE WERE NO OBJECTIONS FROM THE COMMITTEE CONCERNING MR. WILD GOING TO THE MEETING. /90*111) MR. FRAME ALSO NOTIFIED THE COMMITTEE THAT MR. JOHNSON, FROM CRA, CALLED HIM AND SAID THAT THEY HAVE BEEN FULLY FUNDED ON THE CDBG GRANT WHICH GIVES THEM ANOTHER $200,000. BY REQUEST, FROM MR. COLLINS, MR. MASSARELLI UPDATED THE COMMITTEE AS TO THE STUDY THAT F.A.U. AND F.I.U. ARE DOING FOR THE D.C.A. COASTAL MANAGEMENT PROGRAM TO SEE HOW THE STATE CAN BE MORE RESPONSIVE TO COMMITTEE GROUPS. MEMBER MATTERS: MR. SMITH AGREED WITH MR. COLLINS ABOUT ADVERTISING THE MEETINGS AND REQUESTED THAT MORE DOCUMENTS ALSO BE AVAILABLE TO THE PUBLIC AT THE MEETINGS. HE THANKED MR. MASSARELLI FOR HIS HELP IN DEVELOPING THE STATEMENT OF PRINCIPLES AND AGAIN THANKED HIM, MR. FRAME AND THEIR WHOLE TEAM FOR ALL THEIR HARD WORK AND THEIR GREAT SUPPORT OF THE COMMITTEE.
