ROLL CALL: PRESENT: MR. MR. MR. MR. MR. MS. MR. SMITH (VICE CHAIRMAN) WILD MOORE CHAPIN BENNETT CORUM THOMPSON (ALTERNATE) ABSENT: CHMN. COLLINS (EXCUSED) MR. RRULIROWSKI - ALTERNATE (UNEXCUSED) ALSO PRESENT: MR. BOB MASSARELLI, CITY PLANNER DAWN CORAPI, SECRETARY DAWN ANNOUNCED THAT MR. KRULIROWSRI WAS NEXT IN LINE TO VOTE, BUT IN CASE OF HIS ABSENCE MR. THOMPSON WOULD VOTE FOR MR. COLLINS. DAWN CLARIFIED TO THE COMMITTEE A QUESTION THAT WAS RAISED AT THEIR PREVIOUS MEETING ABOUT ALTERNATE MEMBERS MAKING MOTIONS. SHE EXPLAINED THAT ALTERNATE MEMBERS COULD VOTE AND MARE MOTIONS ONLY IF THEY WERE FILLING IN FOR A REGULAR MEMBER. APPROVAL OF MINUTES: MEETING OF JUNE 3, 1996. MS. CORUM SAID THAT SHE HAD A COMMENT ON THE MINUTES. SHE STATED THAT ON PAGE 9F SIX, UNDER DIRECTIONS TO STAFF, IN THE SENTENCE "MS. CORUM SUGGESTED THAT THEY ENCOURAGE THE TYPE OF LANDSCAPING THAT NATURALLY GROWS IN THE ARVAND MAYBE SOME XERISCAPE". SHE SAID THAT WHAT SHE BELIEVED SHE SAID WAS STRONGLY ENCOURAGE XERISCAPE. SHE REQUESTED THAT WORDS MAYBE AND SOME BE CROSSED OUT AND CHANGED TO STRONGLY ENCOURAGE. RIVERFRONT COMMITTEE PAGE TWO .� REGULAR MEETING OF JULY 1, 1996 MS. CORUM THEN MOVED FOR APPROVAL OF THE MINUTES. MR. MOORE SECONDED THE MOTION. MR. SMITH SAID THAT HE HAD A COMMENT ON THE MINUTES. HE SAID THAT THERE WAS A FEW PLACES IN THE MINUTES WHERE IT STATED "BOB SAID" AND HE SUGGESTED THAT THE MINUTES BE MADE MORE FORMAL FOR POSTERITY DOWN THE ROAD. A VOICE VOTE WAS TAKEN. AND THE MOTION WAS UNANIMOUSLY APPROVED. ANNOUNCEMENTS: NONE. NEW BUSINESS• PRESENTATION BY: THE CITY OF SEBASTIAN TREE ADVISORY BOARD. SALLY GORE, A MEMBER OF THE TREE ADVISORY BOARD, IN ADDITION TO A LANDSCAPE CONSULTANT/DESIGNER AND A FLORIDA YARDS ADVISOR, BEGAN THE PRESENTATION. n SOME OF THE DETAILS SHE TOUCHED UPON WERE: ACCURATE SITE ANALYSIS A SITE ANALYSIS FOR LANDSCAPING IS THE MOST ESSENTIAL THING THAT CAN BE DONE AND MUST BE DONE ON SITE. BOTTOM LINE — SUCCESS OF THE PLANT IN THE LANDSCAPE IS GOING TO BE THE RESULT OF THE SITE SPECIFIC PLANTS THAT ARE CHOSEN AS A RESULT OF THE ANALYSIS. FUNCTION OF TREES IN THE LANDSCAPE THE FRAME WORK OF THE DESIGN STARTS WITH THE TREE SELECTION BASED ON THE LANDSCAPE STYLE. CHOOSING THEN FOR FUNCTION OF WHAT YOU WANT THAT TREE TO BE IN THE FRAME WORK YOU CAN USE MORE NATIVE MATERIALS. A QUEEN PALM HAS TO BE FERTILIZED. CABBAGE PALMS WILL ONLY GROW IF THE FERTILIZER AND THE WATER IS THERE. INTERMINGLING OF NATIVES AND NON—INTRUSIVE MORE DROUGHT TOLERANT EXOTICS IS VERY NICE. A GOOD DESIGN IN HER OPINION IS WHEN IT IS AESTHETICALLY PLEASING BECAUSE IT HAS CONTINUITY. ?oft� RIVERFRONT COMMITTEE PAGE THREE REGULAR MEETING OF JULY 1. 1996 "HODGE PODGE" LANDSCAPING (LITTLE INDIVIDUAL PLANTS HAVING A TINY LITTLE AREA THAT IS DESIGNATED IN THE LAWN) ENVIRONMENTALLY IS NOT A GOOD THING TO DO AND IT ALSO BREAKS THE CONTINUITY AS FAR AS THE AESTHETICS. SHADE CANOPY SOLUTION 50% CANOPY ON A LOT WILL REDUCE RUN OFF BY 25% IF YOU PLACE THE TREES WISELY ESPECIALLY ON THE WESTERN SIDE OF THE HOUSE YOU CAN REDUCE AIR CONDITIONING COSTS BY 50%. * PERCENTAGES PROVIDED BY THE FLORIDA YARDS AND NEIGHBORHOODS. DON'T ISOLATE THE TREES PUT THEM IN GROUPS EXPAND THE BEDS AND YOU HAVE CREATED A TWO FOLD SOLUTION: 1. YOU HAVE REDUCED THE LARGER AMOUNT OF HIGH MAINTENANCE TURF. 2. YOU ALSO REPLICATED MORE CLOSELY ASSIMILATED WHAT NATURE DOES. PUT TREES IN GROUPS AND YOU WILL HAVE THREE BENEFITS: 1. THE SOD, IF YOU THINK OF IT IN A MIRROR TYPE IMAGE, ROOT ZONE CORRESPONDS TO THE HEIGHT OF THE GRASS AND YOU CAN TELL RIGHT AWAY THAT THE ROOTS OF THE GRASS ARE GOING TO BE A LOT LESS THEN SHRUBS OR TREES. THEREFORE YOU CAN UNDERSTAND WHY IT IS GOING TO TAKE MORE OF WATER. 2. ONLY APPLY A CHEMICAL TO THAT PLANT OR TO THAT PORTION OF THE LAWN WHERE IT IS NEEDED. AT THIS TIME JANICE BRODA, AN ADVISOR TO THE TREE ADVISORY BOARD IN ADDITION TO THE FLORIDA YARDS AND NEIGHBORHOODS MULTI—COUNTY EXTENSION AGENT FOR THE INDIAN RIVER LAGOON, BEGAN HER PRESENTATION USING SLIDES TO ILLUSTRATE. SOME OF THE DETAILS SHE TOUCHED UPON WERE: — MYTH 1: ALL LANDSCAPES REQUIRE IRRIGATION. IN THE RIVERFRONT AREA THERE IS AN OPPORTUNITY TO BUILD INTO THE WATERFRONT THE FLEXIBILITY OF HAVING DIFFERENT HINDS OF LANDSCAPES THAT AREN'T SO RESOURCE HUNGRY AND ARE JUST AS BEAUTIFUL. THERE ARE A LOT OF ALTERNATIVES OUT THERE IF YOU WANT TO BE CREATIVE, FOR EXAMPLE: ''mft� BEACH SUNFLOWER SUNSHINE MIMOSA VINE ENDANGERED BEACH VERBENA MYTH 2: MULCH IS UNNECESSARY AND YARD WASTE SHOULD GO TO THE LANDFILL. BY PRODUCT MULCH AND RECYCLED MULCH IS ENCOURAGED. UNIVERSITY OF FLORIDA RESEARCH SHOWS THAT THERE IS NO BENEFIT TO CYPRESS MULCH APPOSED TO THE OTHER MULCHES AVAILABLE. CYPRESS SHOULD BE USED AS A TREE IN OUR LANDSCAPE IN WET AREAS AND PAWN CYPRESS WOULD PROBABLY DO WELL ALONG THE INDIAN RIVER. — ENCOURAGE A BUFFER AREA ADJACENT TO THE WATER WHERE PESTICIDES AND FERTILIZERS ARE NOT APPLIED OR APPLIED AT REDUCED RATES TO AVOID RUN OFF IN THE LAGOON. SHE ADVISED THE COMMITTEE THAT INDIAN RIVER COOPERATIVE EXTENSION SERVICE WOULD BE AVAILABLE TO HELP THEM WITH ANY TYPE OF TECHNICAL SUPPORT THAT THEY WOULD NEED. .om*� MR. SMITH THANKED SALLY AND JANICE FOR THEIR PRESENTATION. /'N RIVERFRONT COMMITTEE PAGE FIVE REGULAR MEETING OF JULY 1, 1996 AT THIS TIME SALLY AND JANICE FIELDED QUESTIONS FROM THE COMMITTEE MEMBERS. AFTER A LENGTHY DISCUSSION THE COMMITTEE MEMBERS AGREED ON NATURAL GROUND COVER AS A GOOD CHOICE, FOR ON THE RIVERFRONT, INSTEAD OF TURF PARTICULARLY AS A BUFFER FOR THE SIDEWALK. BOB ADVISED THE COMMITTEE OF THE FOLLOWING INTEGRATION ISSUES: THERE IS ADDITIONAL MONEY FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT THAT HAS JUST BEEN RELEASED TO THE CITY FOR LANDSCAPING. HE AND THE TREE ADVISORY BOARD ARE STARTING TO DISCUSS CHANGES TO THE TREE AND LANDSCAPE CODE. THE EVALUATION/APPRAISAL REPORT AND UPDATE OF THE COMPREHENSIVE PLAN. MR. WILD UPDATED THE COMMITTEE AS TO WHAT HE AND BOB FOUND OUT AT THEIR MEETING WITH FDOT. - THEY ARE DEFINITELY GOING TO ELIMINATE THE BIKE PATH (WIDENING OF THE ROAD). THERE WILL BE A 10 FT. GREEN STRIP BETWEEN THE ROAD AND WHAT WILL BE A 6-8 FT. SIDEWALK. THEY HAVE TO WORK STRICTLY IN THE RIGHT OF WAY, THEY CAN'T EVEN SOLICIT PEOPLE TO GIVE THEM PERMISSION TO USE THEIR LAND BECAUSE THAT WOULD PUT IT BACK ANOTHER TWO YEARS. THEY COULD MEANDER THE SIDEWALK. AT THIS TIME MR. SMITH ASKED FOR COMMENTS FROM THE PUBLIC. TUT CONNELY ASKED THE COMMITTEE TO TREAD LIGHTLY AND KEEP EVERYBODY BEHIND THEM. THE COMMITTEE AGREED TO MOVE ITEM #3 UP TO ITEM #2 ON THE AGENDA. REVIEW COMPREHENSIVE PLAN VISION STATEMENT. MR. MASSARELLI GAVE A BRIEF OVERVIEW OF WHAT THE VISION STATEMENT WAS. HE EXPLAINED THAT THEY WERE TRYING TO DISTRIBUTE IT AS WIDELY AS THEY COULD TO GET AS MUCH PUBLIC INPUT AS POSSIBLE. HE ADVISED THEM THAT IT WOULD BE ADOPTED BY THE PLANNING AND ZONING COMMISSION ,^ JULY 11, 1996 AND INVITED THE PUBLIC TO ATTEND THAT MEETING. RIVERFRONT COMMITTEE PAGE SIR ,m.lk, REGULAR MEETING OF JULY 1, 1996 HE SAID WHAT HE WOULD LIKE TO TRY AND GET FROM THEM WAS MAYBE A CONSENSUS OR SOME RECOMMENDATION ON THE THREE PAGES, AND IF THAT WAS NOT POSSIBLE HE SAID HE WAS SURE THAT THERE WOULD BE TIME IN THE FUTURE FOR OTHER ADJUSTMENTS INCLUDING WHEN IT GOES BEFORE CITY COUNCIL. MS. CORUM EXPRESSED HER OPINION THAT SHE DIDN'T THINK THE VISION ADEQUATELY DEPICTED WHAT THE RIVERFRONT DISTRICT WOULD LOOK LIKE IN THE FUTURE. SHE POINTED OUT SOME OF THE VERBIAGE USED AS NOT BEING APPROPRIATE PARTICULARLY THE WORD MARKET PLACE RECALLING THAT THE COMMITTEE AGREED TO NO OPEN FACILITIES SUCH AS MARKET PLACES AND FLEA MARKETS. MR. MASSARELLI SAID THAT HE HAD THE SAME CONCERN WHEN HE READ IT BUT HE POINTED OUT THE LAST SENTENCE, IN PARAGRAPH THREE, ON PAGE TWO "....OF RIVERFRONT ACTIVITIES, INCLUDING ARTS AND CRAFTS, SMALL TOWN MARKET PLACE FESTIVITIES, SPECIAL EVENTS AND HOMESPUN CAMARADERIE". HE SAID THAT THE PLANNING AND ZONING COMMISSION INSERTED THE WORDS SMALL TOWN TO RELAY THAT THEY WERE NOT TALKING ABOUT A BIG MARKET PLACE, BUT A MARKET PLACE THAT SERVED THE IMMEDIATE SEBASTIAN AREA. REFERRING TO THE SAME PARAGRAPH MR. MOORE POINTED OUT THAT IT DID NOT MENTION THAT THERE WAS STILL A SUBSTANTIAL AMOUNT OF ham%' RESIDENTIAL HOMES IN THAT AREA. MR. MASSARELLI AGREED THAT THE LACK OF THE TERM RESIDENTIAL WAS A FAULT AND NEEDED TO BE CORRECTED. MR. SMITH SAID IT SEEMED TO HIM THAT THE BEST THEY COULD DO WAS INSTEAD OF ENDORSING THE WHOLE VISION STATEMENT THEY COULD COME UP WITH SOME BULLETS THAT WOULD MAKE SUGGESTIONS FOR IMPROVEMENT. MRS. SULLIVAN, RESIDENT OF INDIAN RIVER DRIVE, SAID THAT KEEPING THE RIVERFRONT PROPERLY DEVELOPED ON A SMALL SCALE WAS REALLY WHAT THEY WANTED TO SEE. AFTER A LENGTHY DISCUSSION BETWEEN THE COMMITTEE MEMBERS AND MEMBERS OF THE PUBLIC MR. MASSARELLI SUGGESTED THAT THEY RECOMMEND THAT THE RECOMMENDATION FROM THE RIVERFRONT COMMITTEE TO THE PLANNING AND ZONING COMMISSION SHOULD BE THAT THEY DON'T TAKE ACTION ON JULY 11TH, BUT THAT THEY PUT IT OFF UNTIL JULY 18TH TO ALLOW THEM TWO MORE WEEKS AND THEN WHEN THEY MEET ON JULY 15TH THEY COULD BE PREPARED TO MAKE THE ADJUSTMENTS AS THEY SAW NECESSARY. MR. CHAPIN MADE A MOTION THAT THEY ASK THE PLANNING AND ZONING COMMISSION TO PUT OFF THEIR REVIEW OF THE VISION STATEMENT FROM JULY 11TH TO THE FOLLOWING WEEK, THAT WAY AT THEIR JULY 15TH MEETING THEY WOULD HAVE HAD TIME TO STUDY IT AND THEY COULD HAVE A ?OM%l SHORT DISCUSSION ON IT AND MAYBE ADD AND DELETE SOME THINGS. /'N RIVERFRONT COMMITTEE PAGE SEVEN REGULAR MEETING OF JULY 1. 1996 MR. WILD SECONDED THE MOTION. A VOICE VOTE WAS TAKEN. THE MOTION WAS UNANIMOUSLY APPROVED. DISCUSS LAND USE LOCATIONS (U.S. 1 VS. INDIAN RIVER DRIVE). MR. MASSARELLI MADE A RECOMMENDATION THAT THIS ITEM BE PUT OFF UNTIL THE JULY 15, 1996 MEETING. THE COMMITTEE UNANIMOUSLY AGREED. MR. MASSARELLI PROPOSED THAT, ON THE WEEK OF JULY 29TH, THEY HAVE A JOINT MEETING WITH THE CITIZENS ADVISORY TASK FORCE DOWN ON THE RIVERFRONT WHERE THEY WOULD WALK THE LENGTH OF INDIAN RIVER DR. WITH DRAWINGS IN HAND TO DISCUSS ANY THING THEY MIGHT WANT TO DO IN THAT AREA. THEY WILL THEN BE ABLE TO COME BACK ON AUGUST 12TH TO MAKE A FORMAL RECOMMENDATION TO THE CITY COUNCIL FOR THEIR AUGUST 14TH MEETING. THE CONSENSUS OF THE COMMITTEE WAS TO MEET MONDAY JULY 29TH AT 3:00 TO WALK ALONG THE RIVER AND TO MEET AUGUST 5TH INSTEAD OF AUGUST 12TH TO MAKE THEIR RECOMMENDATIONS. THE BOARD UNANIMOUSLY AGREED TO HAVE MR. MASSARELLI COORDINATE WITH THE CITIZENS ADVISORY TASK FORCE THE DATE AND TIME OF THE PROPOSED MEETING TO WALK ALONG INDIAN RIVER DR. PUBLIC COMMENT: RUTH SULLIVAN, RESIDENT OF INDIAN RIVER DRIVE, EXPRESSED HER OPINION OF BRICK PAVING ON INDIAN DRIVE AS NOT BEING PRACTICAL BECAUSE IT WAS VERY EXPENSIVE AND HIGH MAINTENANCE. ACTING CHAIRMAN MATTERS: MR. SMITH WENT OVER THE PROPOSED MEETING SCHEDULE: MONDAY JULY 15, 1996 (VISION STATEMENT & LAND USES ON U.S. 1 / INDIAN RIVER DR.) MONDAY JULY 29, 1996 (WALK ALONG) MONDAY AUGUST 5, 1996 ( MEMBER MATTERS: ONS ON THE SIDEWALK) Amokk MS. CORUM ADVISED THE COMMITTEE OF THE WATERSHED ACTION COMMITTEE'S PLAN FOR THE CITY'S OBSERVATION PIER. RIVERFRONT COMMITTEE REGULAR MEETING OF JULY 1, 1996 PAGE EIGHT ,^ MR. MOORE ADVISED THE COMMITTEE THAT THE CHAMBER OF COMMERCE REQUESTED THAT THE CHAIRMAN OF THE RIVERFRONT COMMITTEE GIVE A PRESENTATION ON THE GOALS AND OBJECTIVES OF THE COMMITTEE AT THEIR MONTHLY LUNCHEON AT 12:00 ON JULY 16, 1996 AT CAPT. HIRAM'S AND THEY INVITED ALL OF THE MEMBERS TO ATTEND. STAFF MATTERS MR. MASSARELLI REPORTED TO THE COMMITTEE ON THE FOLLOWING ISSUES: HE WAS IN THE PROCESS OF SETTING UP A MEETING WITH THE CHAPTER PRESIDENT OF THE AIA SO THEY CAN GO FORWARD WITH DRAFTING OF THE LANDSCAPE DESIGN AND SIGN ORDINANCES. THEY WILL NEED TO CLOSELY COORDINATE THE THINGS THEIR DOING WITH THE ACTIVITIES THAT THE CITIZENS ADVISORY TASK ARE INVOLVED WITH. THEY GOT WORD FROM THE STATE THAT THEY WERE GOING TO BE FULLY FUNDED FOR THE $600,000 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT AND THAT WILL PROVIDE FOR THE LIGHTING AND LANDSCAPING ALONG THE RIVERFRONT. HE ALSO ADVISED THEM OF THE FOLLOWING ACTIVITIES THAT HAVE BEEN �"► GOING ON IN THE RIVERFRONT AREA FROM THE COMMUNITY DEVELOPMENT DEPARTMENT. A SITE PLAN WAS SUBMITTED FOR A FUDGE, CANDY, PACKING, MAILING AND U -HAUL FACILITY ON U.S. 1. A SITE PLAN WILL BE SUBMITTED FOR THE WASHINGTON PLAZA ON U.S. 1 FOR A REDESIGN. - AN APPLICATION WAS SUBMITTED FOR A COMPREHENSIVE PLAN AMENDMENT AND REZONING, BY SEMBLER MARINA, FOR THE PROPERTY WEST OF SEMBLER MARINA ALL THE WAY TO N. CENTRAL AVE., TO CHANGE IT TO COMMERCIAL WATERFRONT AND GENERAL MARINE COMMERCIAL FOR SOME EXPANSION AND WORK WITH THE MARINA IN THAT AREA. ADJOURNMENT • MR.
