PRESENT: MR. COLLINS (CHAIRMAN) MR. SMITH (VICE CHAIRMAN) MR. WILD MR. MOORE MR. CHAPIN MR. BENNETT (ARRIVED LATE) MS. CORUM MR. THOMPSON (ALTERNATE) ABSENT: MR. KRULIKOWSKI (ALTERNATE) - UNEXCUSED ALSO PRESENT: MR. BOB MASSARELLI, CITY PLANNER DAWN CORAPI, SECRETARY MR. COLLINS NOTIFIED MR. THOMPSON THAT AT THAT TIME HE COULD VOTE. (BEING MR. BENNETT HAD NOT ARRIVED YET). APPROVAL OF MINtJTES-* MEETING OF Jb'NE 17, 1996. MR. COLLINS ENTERTAINED A MOTION TO HAVE THE MINUTES APPROVED. MR. THOMPSON MOVED TO APPROVED THE MINUTES OF THE REGULAR RIVERFRONT COMMITTEE MEETING FOR MONDAY JUNE 17, 1996 AS WRITTEN. MR. SMITH SECONDED THE MOTION. THE MOTION WAS UNANIMOUSLY APPROVED. MR. COI,LINS THANKED MR. SMITH AND THE COMMITTEE FOR FILLING IN FOR HIM WH]'.LE HE WAS..GONE, .HE ALSO THANKED THE HISTORICAL SOCIETY FOR THEIR ?RESENTATION AND STATED IT APPEARED FROM THE MINUTES THAT THEY M~)E A VERY GOOD PRESENTATION AND HE LEARNED A LOT JUST FROM READING THEM. MR. SMITH COMMENTED THAT THE MINUTES WERE VERY DETAILED AND CAPTURED A LOT OF INFORMATION ON THE HISTORICAL SOCIETY PRESENTATION. MR. MASSARELLI ANNOUNCED THAT THE NEXT MEETING WOULD BE JULY 29, 1996 AT THREE O'CLOCK TO WALK ALONG INDIAN RIVER DRIVE TO DISCUSS THE PROPOSED SIDEWALK. HE SAID THAT IT WOULD BE A JOINT MEETING WITH THE CITIZENS ADVISORY TASK FORCE AND THAT THEY WOULD BE MEETING IN THE COUNCIL CHAMBERS FIRST TO HAVE A BRIEF OVERVIEW BEFOREiTHEY GO DOWN TO THE RIVER. HE SAID THAT THEY WILL STAKE OUT THE RIGHT OF WAYS AND HAVE MAPS AVAILABLE. HE ALSO INVITED THE PUBLIC!TO JOIN THEM AS AN OPPORTUNITY TO PROVIDE INPUT iNTO THE PLANNING PROCESS. STATUS PROCEDI MR. HE SAID [E A.I.A. IS LOOKING FORWARD TO WORKING WITH THEM. HE SAID fTLY AS A CHAPTER OF THE A.I.A THEY ARE STRONGLY ENCOURAGED PUBLIC PROJECTS TO ASSIST THE COMMUNITY. HE INFORMED THEM HAS BEEN CONTACTING VARIOUS COMMUNITIES TO GET THEIR ICES. MR. MAI~SARELLI SAID THAT WHAT HE INTENDED TO DO WAS AN OUTLINE OF WHAT AN ORDINANCE SHOULD INCLUDE AND SOME RECOMMENDATIONS. MR. COLLINS ASKED WHAT HIS TIME FRAME WAS ON THAT. HE SAID THAT THE DIFFICULTYHE WASHAVING WAS COORDINATING WITH THE A.I.A.!ABOUT WHEN HE COULD MEET WITH THEM. HE SAID THAT HE WOULD LiKE TO AIM FOR THE END OF AUGUST TO HAVE SOMETHING FOR THEM. MASSARELLI WENT OVER WHAT THE COMPREHENSIVE PLAN VISION STATEMENT WAS, FOR THE PUBLICS BENEFIT. MR. COLLINS OPENED THE DISCUSSION BY STATING HE FELT IT REFERRED A LOT TO SPECIFIC THINGS BUT, GENERALLY HE HAD A GOOD WARM FEELING ABOUT IT. MR. SMITH SAID HE AGREED WITH MR. COLLINS AND STRONGLY EXPRESSED HIS FEELING OF IT BEING SO TIED DOWN WITH SPECIFICS USING A LOT OF BRICK ANDMORTARTYPE COMMENTS. HE STATED THAT THEY SHOULD CAPTURE THE CORE VALUES AND THE THINGS THAT ARE IMPORTANT TO THE CITIZENS OF SEBASTIAN MORE THAN JUST BRICK ANDMORTARSOTHAT YEARS FROM NOW IF THEY ARE NOT BUILDING THINGS EXACTLY THE WAY IT WAS STATED IN THE "DREAM" AT LEAST THERE WOULDBE SOMETHING STILL THERE AS "GUIDE POST" IN THE NIGHT TO HELP THEM DEVELOP AND NOT LOSE WHAT THEY STARTED OUT TO DO IN 1996. MR. COLLINS SAiD HE AGREED WITH MR. SMITH TO A POINT BUT, STATED THAT IT WAS SUCH A BROAD DOCUMENT AND AT THE TOP OF WHAT THEY FILTER DOWN TO. HE EXPLAINED THAT IT IS OFTEN USED TO CONVEY, TO PEOPLE WHOADMINISTER GRANTS, FEDERAL AND STATE PEOPLE, WHAT THEIR TOWN IS SUPPOSED TO BE ALLABOUT. HE SAID THAT THIS DOCUMENT IS NOT GOING TO BE USED AS MUCH AS YOU THINK INTERNALLY WITHIN THE TOWN OF SEBASTIAN BUT, FOR GENERATING A BASIC IMAGE FORiPEOPLE OUTSIDE THAT ARE TRYING TO GET A VISION OF WHAT THEIR TOWN IS ALL ABOUT AND IN THAT REGARDS IT IS PROBABLY IMPORTANT THAT IT DOES HAVE ~SOME SPECIFICS. MR. MASSARELLI SAID THAT THERE ARE SOMEPEOPLE THAT REQUIRE THIS TYPEOF STATEMENT TO EXPRESS THEIR FEELINGSABOUT THE COMMUNITY. IN OTHER WORDS THEY WANT TO PAINT A PICTURE. THERE ARE OTHER PEOPLE WHO HE SAID HAVE BEEN DESCRIBED AS ENGINEERS THAT WANT BULLETS. iN OTHER WORDS THIS IS WHAT THE COMMUNITY IS AND WHAT IT LOOKS LIKE. HE SAID WHAT MR. CEYLON HAS SUGGESTED IS THAT THEY DO A BLEND OF THE TWO. BOB SAID THAT TO REMOVE SOME OF THE POINTED DETAIL IN IT CERTAINLY WiLL NOT ADVERSELYAFFECTWHAT THEY ARE TRYING TO ACHIEVE AND BY INCORPORATING THE PRINCIPLES THAT THE RIVERFRONT COMMITTEE HAS DEVELOPED AS A PREFACE TO IT. HE SAID LOOKING AT BLENDING OF THE TWO HE THINKS THEY CAN ACHIEVE'WHAT THEY ARE LOOKING FOR. MR. WILD SAID THAT HE THOUGHT THE ARCH SMITH HOUSE WAS IN THERE SPECIFICALLY BECAUSE ITWAS ON THE NATIONAL HISTORIC REGISTRY AND IT iS NICE TO LET PEOPLE KNOW THAT IT WILL STILL BE THERE IN 20 YEARS AND THEY DIDN'T TEAR IT DOWN~ MR. REFERENCES THE CAV-CORP. PROPERTY. lAPIN EXPRESSED HIS OPINION THAT FOR A GENERAL KIND OF PTION HE THOUGHT IT WAS PRETTY WELL DONE, BUT THOUGHTiMAYBE LD BE IMPROVED IF IT WASN'T QUITE SO POINTED. ORE EXPRESSED HIS FEELING OF THE WORD "BUSTLING", iN THE ~E "THE SEBASTIAN RiVERFRONT ACCOMMODATES A BUSTLING~MIXED " AS MAYBE NOT BEING AN APPROPRIATE WORD TO DESCRIBE WILL BE LIKE IN THE FUTURE. HE SAID THAT WORD COULD MEAN F TRAFFIC, LOTS OF PEOPLE COMING IN, OR PEOPLE JUMPING ALL {E PLACE. IN OTHER WORDS AHECTIC LiKE ATMOSPHERE. RUM STATEDHER OPINION ABOUT THE WORD "VOLUNTEERISMi' AS 3 THE PEOPLE OF THE COMMUNITY AND SHE DIDN'T THINK IT.SHOULD ~N OUT OF THE VISION. SHE ALSO SAID THAT SHE WAS SURPRISED ~LICAN ISLAND WAS NOT MENTIONED IN IT. RIV~RFRO~IT CC)H~ITTEE MEETING OF ,.TUL~ 15, 1996 MR. SMITH SAID THAT HE WAS NOT AGAINST THE DREAM AND SOME OF THE SPECIFICS, BUT IF THEY DON'T CAPTURE WHAT IS REALLY IMPORTANT TO THE CITIZENS OF SEBASTIAN IN THIS DOCUMENT THEN IT BECOMES NOTHING MORE.T.~.A DREAM AND.IT..DOESN'THAVE ANYTHING GIVING IT STRUCTURE THAT WILL KEEP THEM ANDOTHER GENERATIONS ON TRACK AS THEY CONTINUE THE DEVELOPMENT OF THEIR CITY. AT THIS TIME MR. COLLINS ASKED FOR SOME PUBLIC INPUT. RUTH SULLIVAN, RESIDENT ON INDIAN RIVER, STATED THE FOLLOWING CONCERNS ABOUT THE VISION STATEMENT: IT DOESN'T MAKEANYMENTIONABOUT THE PROPOSED BIKE PATH, THE EXISTING BOAT RAMPS, THAT THEY HAVETHERE SO THATTHE PEOPLE CAN STILL HAVE ACCESS TO THE RIVER, AND THEIR PUBLIC FISHING PIERS FOR THE PEOPLE IN THE TOWN. IT MENTIONS THE ARCH SMITH FISH HOUSE BEING PRESERVED BUT THE CITY HADALREADYAPPROVED PLANS A COUPLE OF YEARS AGO TO BUILD A RESTAURANT PLATFORM THAT IS OUT THERE NOW AND PROPOSED SHOPS THAT WOULD BE DEVELOPED ALONG THE DOCK AREA. IT MENTIONS THAT THE HISTORICAL SOCIETY IS BEING TOLD THAT THEY CAN USE THE RECONSTRUCTION OF THE MAIN STREET RAILROAD STATION WHICH DOESN'T EXIST. IT MENTIONS A MARKET PLACE FOR THE LOCAL PEOPLE TO USE AS WELL AS OUTSIDE PEOPLE TO COME INWHICH LEADS TO TOURISM AND THEY REALLY DON'T WANT TO SEE THE RIVERFRONT HEAVILY DEVELOPED INTO A HEAVY TOURIST AREA. IT MENTIONS THE CITY IS RECOGNIZED FOR ITS CONSUMER FRIENDLY AND RESPONSIVE GOVERNMENT, AND HAS FOSTERED PUBLIC/PRIVATE PARTNERSHIPS WITH INDUSTRY COMMERCE. SHE FELT THE WORD "PARTNERSHIPS" SHOULD BE REPLACED WITH "CORPORATIONS" BECAUSE IF YOUR TALKING GRANTS THAT IS ONE THING BUT IF YOUR TALKING TAXATION SHE DOESN'T THINK THE PEOPLE OF SEBASTIAN WOULD APPRECIATE BEING TAXED TO DEVELOP INDUSTRY AND COMMERCE. SHE EXPRESSED HER FEELING THAT THE WAY IT IS WRITTEN NOW WITHOUT THESES CHANGES SHE HOPES THAT THE COMMITTEE REJECTS THE PLAN BECAUSE BASICALLY WHAT IT IS TALKING ABOUT IS A TOURIST CENTER AND NOT THE INTEREST OF THE PEOPLE OF THIS TOWN. STEVE MCKELVINt RESIDENT ON INDIAN RIVER DRIVE, MADE THE FOLLOWING COMMENTS REFERRING TO THE FIRST PARAGRAPH OF THE VISION STATEMENT: HE MADE A SUGGESTION TO THE CHANGE WORD "HOMEY" "HOMETOWN". HE ALSO HE THOUGHT THEIR PLAN WAS BASICALLY A GOOD PLAN, BUT IT WAS TOO COMMERCIALIZED. ;LIA, RESIDENT OF SEBASTIAN STATED THE FOLLOWING CONCERNS !HE VISION STATEMENT: HE WANTED TO KNOW WHAT KIND OF MARKET PLACE WAS PLANNED AND WHAT KIND OF SHUTTLE THAT THEY WERE TALKING ABOUT. HE SAID HE WOULD LIKE TO SEE THE ARCH SMITH'S FISH HOUSE REVITALIZED, BUT HE ASKED WHAT PLAN THEY HAD FOR THAT. HE ASKED IF THERE WOULD BE A FEE FOR THE FERRY TO THE SEBASTIAN INLET DOCKS. HE SAID THAT HE DIDN'T UNDERSTAND WHAT WAS MEANT IN THE SENTENCE "RESIDENTS SHARE CONVENIENT ACCESS TO EMPLOYMENT AND SHOPPING OUTLETS AS WELL AS ABUNDANT RECREATIONAL EDUCATIONAL AND CULTURAL PROGRAMS FULLY STAFFED TO SERVE THE COMMUNITY'S MULTI'GENERATIONAL NEEDS". HE ASKED WHERE THE COMMUNITY CENTER WASGOING TO BE AND WHAT WERE THE FOUR CORNERS OF THE CiTY THAT THEY WERE SPEAKING OF. HE SAID THAT'IT MENTIONS A NEW LAKE FRONT SO HE GUESSED IT HAS ALREADY BEEN DECIDED THEY WERE GOING TO HAVE THE LAKE IN THERE. HE WANTED TO KNOW WHAT KIND OF IMPROVED EDUCATIONAL, CULTURAL, AND RECREATIONAL OPPORTUNITIES THAT WERE PLANNED FOR THE CITY. HE SAID THEY HAVE CREATED ANOTHER LEVEL OF BUREAUCRACY AND HE THOUGHT THE ANSWER TO ALL THOSE QUESTIONS WAS IF THEY WANT TO GET THE $20,000 TO PAY THE SOLINS OF THIS WORLD THEY MUST JUMP THROUGH THEIR HOOPS DANCE TO THEIR TUNES. HE ENDED BY SAYING THAT CEYLON WAS ONE OF THOSE DREAMERS AND PLANNERS AND HE 'KNOWS THE BUZZ WORDS AND WHEN IT COMES DOWN TO PUSHING AND SHOVING THEY ARE GOING TO PRETTY MUCH DO IT THEIR WAY ANYWAY SO LETS GET ON WITH SOME OTHER BUSINESS. MR. COLLINS MADE A SUGGESTION TO PASS SOME SORT OF RESOLUTION TO MAKING THE RECOMMENDED CHANGES THEY SPOKE OF. MR. SMITH STATED THAT THEY PICKED UP SOME REALLY GOOD INFORMATION AND ASKED IF THEY COULD SOMEHOW GET TO MR. CEYLON A LOT OF THE RAW INPUT THAT WAS PROVIDED TO THEM. SOME OF THE KEY POINTS THAT THE MEMBERS WANTED HIGHLIGHTED TO MR. CEYLON: - DO IT BUT DON'T OVER DO IT. - ECOTOURiSM. - PELICAN ISLAND. MR. IS WORKING ON A DATABASE TO GET MEMBER MATTERS: MR. SMITH STRONGLY SUGGESTED THAT THE CITY COUNCIL WALK ALONG INDIAN RIVER DRIVE WITH THEM JULY 29, 1996 OR AT A LATER DATE. MS. CORUM EXPRESSED HER CONCERN THAT OUT OF THE $600,000.00 BLOCK GRANT THE CiTY COULD NOT EARMARK APPROXIMATELY $25,000 FOR NEW SINAGE FOR U.S. I AND INDIAN RIVER DRIVE. MR. MASSARELLI SAID THAT HE WOULD CHECK TO SEE IF THE GRANT INCLUDED SINAGE IF SO THEN THEY CAN MAKE THAT SUGGESTION TO THE CITIZENS ADVISORY TASK FORCE BECAUSE IT IS REALLY~OING TO BE THEIR CALL AS TO WHAT CAN BE DONE WITH THAT MONEY. SHE ALSO STATED HER OPINION THAT THE "DERELICT" BOATS AND THE FALLING DOCKS IN THE RIVER SIGNIFY BEAUTY AND PONDER THE AMBIANCE OF AN "OLD FLORIDA FISHING VILLAGE" OPPOSED TO BEING NEGATIVE ON THE WATERFRONT. MR. WILD EXPLAINED THE POSSIBILITY OF THE SUNKEN BOATS ~'~ENTUALLY BEING HAZARDOUS. MR. MOORE ANNOUNCED THAT MR. COLLINS WOULD BE SPEAKING AT A CHAMBER OF COMMERCE LUNCHEON BEING HELD AT CAPT.
