MR. MOORE MADE A MOTION TO APPROVE THE MINUTES AS WRITTEN.
MR. WILD SECONDED THE MOTION.
A VOICE VOTE WAS TAKEN.
THE MOTION WAS UNANIMOUSLY APPROVED.

NEW BUSINESS:
DISCUSS PROPOSED SIDEWALK ALONG INDIAN RIVER DRIVE.
MS. CORUM EXPLAINED THAT MR. MASSARELLI CREATED SLIDES TO
ILLUSTRATE ON THE OVERHEAD THE AREAS THAT HAVE "ISSUES". SHE SAID
THAT THEY WOULD TAKE EACH ITEM ONE BY ONE FOR THE COMMITTEE TO
DISCUSS AND THEN THEY WOULD ALLOW THE PUBLIC AN OPPORTUNITY TO MAKE
ANY COMMENTS BEFORE THEY WENT ON TO THE NEXT ITEM.
MR. MASSARELLI BEGAN BY MAKING A PRESENTATION STARTING WITH THE
FOLLOWING ISSUE: WAS THE PROPOSED BOARDWALK EXTENSION ADEQUATE TO
CONNECT THE SIDEWALK/BOARDWALK TO RIVERVIEW PARK? OR SHOULD THE
SIDEWALK BE INCLUDED?
THE FOLLOWING COMMENTS WERE MADE:
COMMITTEE:
MR. WILD SUGGESTED THAT THE SIDE WALK EXTENSION FOLLOW THE SAME
PATH AS THE BOARDWALK BUT THAT IT BE DONE IN CONCRETE ETCHED TO
LOOK LIKE WOOD IF FDOT WOULD DO THAT. HE EXPRESSED HIS FELLING THAT
THEY SHOULDN'T EXTEND IT WITH MORE BOARDWALK BECAUSE THE EXISTING
BOARDWALK WOULD PROBABLY BE TORN UP IN A COUPLE YEARS ANYWAY. /!
MR. MOORE ASKED WHO WOULD BE RESPONSIBLE FOR REPLACING THE
BOARDWALK IF IT FAILED IN TWO YEARS?
MR. MASSARELLI STATED THAT BECAUSE IT WOULD BE ON CITY PROPERTY THE
CITY WOULD BE RESPONSIBLE FOR REPLACING IT.
MR. CHAPIN SAID THAT HE WOULD LIKE TO SEE FDOT WOULD CONSIDER THE
AREAS WHERE THERE WOULD BE CONCRETE THAT IT ALL BE THE STAMPED
CONCRETE. HE ADDED NOT STAMPED TO WHERE IT WOULD BE LIKE
COBBLESTONE AND WOULD BE DIFFICULT FOR BABY CARRIAGES, HANDICAPPED
PEOPLE OR BICYCLES, BUT LIKE THE WAY DISNEY HAD THEIR CONCRETE
STAMPED.
MR. MASSARELLI ADVISED THE PUBLIC THAT THE CROSSWALKS ACROSS INDIAN
RIVER DRIVE WERE PROPOSED BY FDOT TO BE STAMPED CONCRETE.
MS. CORUM ADVISED THE COMMITTEE THAT THE CONSULTANT ENGINEER TOLD
HER THAT ETCHED CONCRETE WAS MORE MONEY BUT BECAUSE THEY HAD OPTED
NOT TO PUT IN THE EXTRA BIKE BATH ON EITHER SIDE OF THE ROAD THAT
THEY HAD A LOT MORE MONEY TO SPEND.

EDRA P#AK, RESIDENT OF SEBASTIAN, ASKED THE COMMITTEE THAT WHATEVER
THEY DID THEY DIDN'T MAKE IT AS ROUGH AS THE EXISTING BOARDWALK
BECAUSE IT WAS ALMOST UNBEARABLE FOR HANDICAPPED PEOPLE.
THE CONSENSUS OF THE COMMITTEE ON THAT ISSUE WAS THAT THE NEW
BOARDWALK BE DESIGNED TO INCLUDE CURVES RATHER THAN A STRAIGHT LINE
TO THE EXISTING BOARDWALK.
MR. THOMPSON MADE A MOTION TO MAKE THE CONNECTION BETWEEN INDIAN
RIVER DRIVE AND THE EXISTING BOARDWALK IN A CURVE.
MR. CHAPIN SECONDED THE MOTION.
A VOICE VOTE WAS TAKEN.
THE MOTION WAS UNANIMOUSLY APPROVED.
AFTER A BRIEF DISCUSSION, MR. BENNETT MADE A MOTION THAT THE
PATHWAY BE MADE OF ETCHED CONCRETE.
MR. WILD SECONDED THE MOTION.
MR. CHAPIN ASKED TO INCLUDE IN THE MOTION THAT THE SURFACE OF THE
CONCRETE RESEMBLE SOMETHING OTHER THAN PLAIN CONCRETE EITHER THE
BOARD LOOK OR THE COQUINA LOOK.
MRS. CORUM ASKED IF THE WORD ETCHED COULD SATISFY THAT BECAUSE
THAT COULD MEAN A VARIETY OF THINGS.
AFTER A BRIEF DISCUSSION A VOICE VOTE WAS TAKEN ON MR. BENNETT'S
ORIGINAL MOTION.
THE MOTION WAS UNANIMOUSLY APPROVED
MR. MASSARELLI BEGAN HIS PRESENTATION ON THE FOLLOWING ISSUE: IF
CURVES ARE USED IN THE DESIGN, HOW SHOULD THEY LOOK - A LONG GENTLE
CURVE OR A SERIES OF SHORT CURVES?
THE FOLLOWING COMMENTS WERE MADE:
RUTH SULLIVAN, RESIDENT OF INDIAN RIVER DRIVE, STATED THAT SHE
PREFERRED TO MAKE HER COMMENTS AFTER THE TOTAL PRESENTATION, BUT
SINCE THEY WERE VOTING ITEM BY ITEM SHE WAS FORCED TO MAKE HER
COMMENTS NOW FOR THE ENTIRE PROJECT.
MS. CORUM ASKED THAT SHE JUST SPEAR ON THE ITEM AT

RUTH SULLIVAN EXPRESSED HER BITTER OBJECTION TO THE COMMITTEE
VOTING ON ITEMS PIECE BY PIECE. SHE SAID SHE FELT THAT PLACED THE
PEOPLE OF THE TOWN AT A DISADVANTAGE IN NOT BEING ABLE TO TALK
ABOUT THE WHOLE PROJECT. SHE SAID THAT SHE HAD NO PROBLEM WITH THE
COMMITTEE TAKING A CONSENSUS ON EACH ITEM, BUT THE LAST ITEM THEY
DIDN'T TAKE A CONSENSUS THEY TOOK A VOTE AND SHE EXPLAINED THAT SHE
DIDN'T WANT TO SEE A VOTE TAKEN UNTIL THE PIIBLIC HAD AN OPPORTUNITY
TO BE HEARD.
MS. CORUM SAID THAT THEY WOULD TAKE A CONSENSUS FROM NOW ON.
MS. CORUM ASKED IF THERE WERE ANY OBJECTIONS TO LISTENING TO A
PRESENTATION FROM RUTH SULLIVAN.
NO OBJECTIONS WERE VOICED FROM THE COMMITTEE.
RUTH SULLIVAN IN HER PRESENTATION VOICED THE FOLLOWING CONCERNS OF
THE INDIAN RIVER DRIVE HOMEOWNERS ASSOCIATION:
THEY WANT A STANDARD SIZE BIKE PATH WITH A MAXIMUM WIDTH
OF 6 FEET, THAT WOULD RUN ALONG THE EDGE OF INDIAN RIVER
DRIVE TO BE CONSTRUCTED EAST OF INDIAN RIVER DRIVE TO
AVOID ESTABLISHING LEGAL LIABILITY FOR PRIVATE PROPERTY
OWNERS. SHE STATED THE REASON FOR THAT POSITION WAS TO /ft
ELIMINATE THE 10 FOOT WIDE SETBACK FROM THE ROAD EDGE
THAT WAS REQUIRED FOR THE PROPOSED EIGHT FOOT WIDE
WALKWAY.
THE PROPOSED EIGHT FOOT WIDE WALKWAY WOULD RESULT IN AN
EIGHTEEN FOOT WIDE DEVELOPMENT OF INDIAN RIVER LAND THAT
WOULD DEPRIVE BUSINESS OWNERS OF THE NEEDED PARKING
DELIVERY SERVICES (A GRANDFATHERED USE). IT WOULD ALSO
BRING THE PROPOSED WALKWAY WITHIN INCHES OF THE FRONT
DOORS OF HISTORICAL HOMES AND BUSINESS BUILDINGS WHILE
DESTROYING LANDSCAPING, MATURE TREES AND AN UNUSUAL
NATURAL STAND OF BAMBOO.
PARK BENCHES AND OTHER PIIBLIC USE EQUIPMENT SHOULD BE
BUILT AND INSTALLED ON PIIBLIC PARK PROPERTY ONLY TO AVOID
CREATING POTENTIAL LEGALLY LIABILITY FOR PRIVATE PROPERTY
OWNERS.
THE NEW STREET LIGHTING SHOULD BE ORNAMENTAL POLES ALONG
THE EAST BORDER OF THE BIKE PATH PLACED SO THEY DO NOT
INTERFERE WITH THE HOMES AND THE BUSINESSES.
BOAT RAMPS AND FISHING PEERS SHOULD BE IMPROVED AND IF
POSSIBLE THE CITY SHOULD LOOK INTO DEVELOPMENT OF A THIRD
BOAT RAMP.

THEY WANT THE CAV -CORP. PROPERTY LEFT IN ITS NATURAL
STATE FOR CONTINUED USE FOR BOAT TRAILER PARKING AND FOR
USE BY LOCAL ORGANIZATIONS SUCH AS THEIR YEARLY FUND
RAISING CARNIVAL.
SHE CLOSED BY SAYING THAT THE PEOPLE WHO LIVED AND HAD BUSINESSES
ON INDIAN RIVER DRIVE WANTED A BIKEPATH NOT A SIDE WALK. A BIKE
PATH WOULD CAUSE THE LEAST INFRACTION UPON THE PEOPLE IN THAT AREA
AND IT WOULD KEEP IT MOST NATURAL LOOKING VS. HEAVY DEVELOPMENT.
MR. MASSARELLI EXPLAINED THAT IN ORDER FOR FDOT TO DO A BIKEPATH
THEY HAD TO PUT 5 FEET OF ASPHALT ON EITHER SIDE SO THAT THEY DID
NOT HAVE CONFLICTING TRAFFIC WITH THE BIKES.
MR. MASSARELLI CLARIFIED THAT THEY WOULD HAVE TO WIDEN THE ROAD TEN
FEET TO ACCOMMODATE THE BIKEPATH. THE ALTERNATIVE TO THAT WOULD BE
MOVE THE BIKE PATH TO WHERE THEY PROPOSED THE SIDEWALK, BUT IT
WOULD HAVE TO BE TEN FEET OPPOSED TO THE EIGHT FEET IF IT WAS A
SIDEWALK.
MR. MASSARELLI RESUMED HIS PRESENTATION ON THE CURVE ISSUE.
THE CONSENSUS OF THE COMMITTEE ON THAT ISSUE WAS LONG GENTLE CURVES
IN THE SIDEWALK DESIGN OPPOSED TO A SERIES OF SHORT CURVES.
MR MASSARELLI MADE A PRESENTATION ON THE FOLLOWING: SHOULD PAVER
BRICKS BE USED IN AREAS WHERE PIPE FAILURE WAS PROJECTED TO ALLOW
FOR THE REMOVAL OF THE BRICKS WHEN THE PIPE WAS REPLACED AND THE
BRICKS RE -USED TO RE-ESTABLISH THE PARKING LOT? IN ADDITION HE
TALKED ABOUT POSSIBLY REMOVING THE CROSS WALK AT MARTIN AVENUE
BECAUSE THERE WAS NO PLACE FOR THE SIDEWALK TO TIE INTO. HE
SUGGESTED THAT THEY TIE INTO THE EXISTING SIDEWALK AT WASHINGTON.
THE FOLLOWING COMMENTS WERE MADE:
COMMITTEE:
MR. CHAPIN ASKED IF FDOT REQUIRED THEM TO HAVE A HAND RAIL ANYWHERE
THEY WOULD GO ACROSS A CULVERT.
MR. MASSARELLI SAID THAT THERE WAS NO DITCH IN THAT AREA SO NO THEY
WOULD NOT NEED A HAND RAILS.
MR. MOORE INQUIRED IF THE BAMBOO STANDS IN THAT AREA COULD BE
SAVED.
MR. MASSARELLI SAID THAT HE SPOKE TO THE FDOT ENGINEER ON THAT AND
HE SAID THAT THEY COULD INCLUDE IN THE PROJECT SPADING OF TREES,
PALM TREES AND BAMBOO TO RELOCATE THEM IN OTHER SUITABLE LOCATIONS.

HE SAID UNFORTUNATELY BECAUSE THE WAY THE BAMBOO WAS GROWING THERE
WOULD BE NO WAY TO WORK AROUND IT, SO WHAT THEY WOULD DO WAS
RELOCATE IT TO ANOTHER LOCATION.
THE CONSENSUS OF THE COMMITTEE ON THAT ISSUE WAS TO USE PAVER
BRICKS IN THE AREAS WHERE PIPE FAILURE WAS PROJECTED.
THE COMMITTEE TOOK A FIVE MINUTE BREAK AT 8:30.
THE COMMITTEE RESUMED THE MEETING AT 8:35 WITH ALL THE MEMBERS AND
STAFF PRESENT.
MR. MASSARELLI MADE A PRESENTATION ON THE FOLLOWING ISSUES:
WITH THE TRAFFIC AT THE BOAT RAMP WAS IT DESIRABLE TO
HAVE THE SIDEWALK ALONG THE STREET?
- SHOULD A BOARDWALK OR SIDEWALK BE CONSTRUCTED ALONG THE
RIVERFRONT?
SHOULD THE CITY REQUEST FDOT TO INCLUDE AREAS ADJACENT TO
THE BOARDWALK USING PAVER BRICKS WHERE BENCHES COULD BE
LOCATED IN THE FUTURE?
- SHOULD THE EXISTING SIDEWALK, WHICH WAS COLLAPSING, BE
REMOVED AND PAVER BRICKS USED IN ANTICIPATION OF THE PIPE
REPLACEMENT?
THE FOLLOWING COMMENTS WERE MADE BY THE PUBLIC AND COMMITTEE
MEMBERS:
BETINA BOUDROT, 1302 INDIAN RIVER DRIVE, EXPRESSED HER CONCERN OF
THE SIDEWALK GOING ACROSS HER FRONT YARD. SHE SATED THAT SHE NEEDED
ACCESS TO HER FRONT DOOR AND PARKING FOR WHEN SHE HAD COMPANY. SHE
SAID THAT SHE WISHED TO BE TREATED FAIRLY.
MS. CORUM EXPLAINED TO MS. BOUDROT THAT THE CITY HAS COME IIP A
PROPOSAL TO MAKE A CURB IN ORDER MOVE THE SIDEWALK AS FAR AWAY FROM
HER HOUSE AS POSSIBLE. SHE ASKED HER IF THAT WAS A GOOD PROPOSAL OR
WAS THERE ANOTHER WAY THAT IT COULD BE DONE IN HER VIEW KNOWING
THAT FDOT COULD NOT STOP AND START THE SIDEWALK OR MAKE IT GO
ACROSS THE STREET.
MS. BOUDROT EXPRESSED THAT HER MAIN CONCERN WAS HAVING SUFFICIENT
ROOM FOR PARKING.

MR. MASSARELLI SAID THAT PARKING IN THE RIGHT OF WAY WAS NOT
ALLOWED UNDER THE LAND DEVELOPMENT CODE. HE SAID HE HAS NOT BEEN
ABLE TO COME UP WITH A WAY FOR HER TO KEEP PARKING IMMEDIATELY IN
FRONT OF HER HOUSE. THIS PROPOSAL WOULD ALLOW YOU TO CONTINUE TO /"ft�
PARK IN THE BACK PART.

MS. BOUDROT SAID THAT WOULD ONLY GIVE HER TWO PARKING SPACES.
MR. MASSARELLI SAID THAT ALL RESIDENTS IN SEBASTIAN ONLY HAVE TWO
PARKING SPACES.
MS. CORUM ASKED IF THERE WERE ANY OTHER PROBLEMS THAT SHE WANTED TO
BRING UP.
MS. BOUDROT SAID THAT SHE WAS NOT HAPPY THAT THE TREES WERE BEING
TAKEN DOWN AND SHE DIDN'T KNOW WHAT SHE WAS GOING TO DO WITH HER
MAILBOX. SHE SAID PERHAPS IF SHE COULD BE GRANTED PARKING ACROSS
THE STREET IN THE PUBLIC PARKING.
SHE ENDED BY SAYING THAT SHE APPRECIATED THE FACT THAT THEY PUT
CONCERN INTO HER PROBLEM AREA, BUT SHE WAS NOT REALLY HAPPY WITH
THE COMPROMISE AT THAT POINT.
KEITH MILLER, RESIDENT OF SEBASTIAN, SAID THAT IF THEY WERE GOING
TO JAM THAT DOW HER THROAT AND THEY WERE GOING TO PUT THE CURB
THERE WHERE WAS THE WATER GOING TO GO? IF THEY WERE GOING TO
CONSIDER DOING THAT WOULD THEY CONSIDER PUTTING PAVING BRICKS IN
FRONT OF HER HOUSE TO GIVE IT SOME AESTHETICS. HE ADDED THAT THEY
ALL PARK IN THE R.O.W. AND THERE WAS A TWELVE HOUR LIMIT ON THAT.
SAL NAGLIA, RESIDENT OF SEBASTIAN, REITERATED WHAT KEITH MILLER
SAID.
MR. CHAPIN ASKED WHAT WAS BEING RECOMMENDED AS THEY CROSS THE BOAT
RAMP.
MR. MASSARELLI SAID NOTHING BECAUSE OF THE FREQUENCY OF THE BOAT
USE IN THAT AREA.
MR. CHAPIN ASKED IF THEY COULD RECOMMEND THAT IN FRONT OF MS.
BOUDROT'S HOUSE BRICK PAVERS BE PLACED THERE TO MAKE IT A LITTLE
MORE AESTHETICALLY PLEASING.
MS. CORUM RAISED A POINT THAT IF THEY HAVE BRICK PAVERS ALONG THE
PARK AREAS TO DESIGNATE PUBLIC AREA AND THEN THEY PUT IT IN FRONT
OF HER HOUSE PEOPLE MIGHT THINK THAT IT WAS A PUBLIC SPOT TOO.
CINDY DIERKES, 1401 INDIAN RIVER DRIVE (TASTE OF PHILLY), EXPRESSED
HER CONCERN THAT THEY WERE TAKING SO LIGHTLY A WOMENS HOME. SHE
SAID FROM THE CONSENSUS SHE HAS GOTTEN FROM EVERYONE SHE TALKED TO
THE SIDEWALK WAS COMING IN AND RUINING HOMES AND BUSINESSES BECAUSE
A CERTAIN AMOUNT OF PEOPLE WANTED THIS SIDEWALK. SHE SAID THAT
MAYBE THEY SHOULD LOOK INTO HOW MANY PEOPLE WANTED THE SIDEWALK IN
AT ALL BECAUSE SHE THINKS THAT WAS A MUCH LARGER ISSUE RIGHT NOW.

AFTER A BRIEF DISCUSSION THE CONSENSUS OF THE COMMITTEE ON THE LAST
FOUR ISSUES WERE AS FOLLOWS:
THE SIDEWALK SHOULD NOT BE INCLUDED ALONG THE STREET.
A SIDEWALK SHOULD BE CONSTRUCTED ALONG THE RIVERFRONT.
THE CITY SHOULD REQUEST FDOT TO INCLUDE AREAS ADJACENT TO
THE BOARDWALK USING PAVER BRICKS WHERE BENCHES COULD BE
LOCATED IN THE FUTURE.
THE EXISTING SIDEWALK, WHICH WAS COLLAPSING, SHOULD BE
REMOVED AND PAVER BRICKS USED IN ANTICIPATION OF THE PIPE
REPLACEMENT.
MR. MASSARELLI MADE A PRESENTATION ON THE FOLLOWING ISSUE: HOW
SHOULD THE SIDEWALK BE CONSTRUCTED WHILE PRESERVING WHAT EXISTS IN
THE RIVERFRONT?
THE FOLLOWING COMMENTS WERE MADE:
CINDY DIERKES, PROPERTY OWNER ON INDIAN RIVER DRIVE, EXPRESSED HER
CONCERN OF THE THEM TAKING AWAY THE PARKING AT HER RESTAURANT
"TASTE OF PHILLY". SHE WAS TOLD WHEN THEY OPENED THE RESTAURANT
THAT THEY COULD USE THAT PROPERTY FOR PARKING BECAUSE IT HAS BEEN
DONE THAT WAY FOR YEARS AND NOW THEY ARE SAYING PARKING IS "NOT AN
ISSUE". SHE SAID THAT THEY WERE MAKING EXCEPTIONS FOR SOME AND NOT
FOR OTHERS AND THEY WERE NOT REPRESENTING THE PEOPLE OF THE
RIVERFRONT AS SHE THOUGHT THEY WERE SUPPOSED TO. SHE SAID IF THEY
TAKE AWAY HER PARKING HER BUSINESS IS DONE BECAUSE THEY ARE SMALL
BUSINESS OWNERS.
RUTH SULLIVAN SAID THAT THE PEOPLE IN THE AREA FELT THAT THE BEST
SOLUTION FOR THE PROBLEM WAS TO FORGET THE WALKWAY AND DO THE
BIKEPATH.
MS. BOUDROT ASKED IF IT WAS POSSIBLE THAT THEY COULD HAVE A SIMPLE
INEXPENSIVE SIDEWALK FINANCED BY THE CITY OF SEBASTIAN INSTEAD OF
HAVING SUCH AN ELABORATE FDOT PLAN.
MR. FRAME SPOKE BRIEFLY OF THE POSSIBLE LIABILITY TO THE CITY IF
THEY CONSTRUCTED THE SIDEWALK.

CINDY DIERKES, PROPERTY OWNER ON INDIAN RIVER DRIVE SAID THAT SHE
WAS NOT TRYING TO MAKE A SPECIAL ISSUE OF THIS THEY WOULD NST LIEGE
THE SAME CONSIDERATION THAT WAS BEING GIVEN TO OTHER BUSINESS
OWNERS. SHE SUGGESTED THEY BRING THE SIDEWALK OUT STRAIGHT ACROSS

MR. MASSARELLI EXPLAINED THAT ONE OF THE CONSTRAINTS ON THAT
PROPERTY WAS THAT THEY NEEDED TO SWING AROUND THE FIRE HYDRANT.
SHE OFFERED TO GIVE THE CITY HER PROPERTY TO TAKE THE SIDEWALK
AROUND THE BACK OF HER PROPERTY TO CONTINUE TO ALLOW ROOM FOR
PARKING.
MR. FRAME SUGGESTED THAT HE MEET WITH HER BECAUSE THERE MAY BE SOME
THINGS THAT THEY COULD DO ON A TEMPORARY BASIS WHERE THEY COULD
STILL MEET THE REQUIREMENTS OF FDOT. SOMETHING OF THAT NATURE WHERE
THE CITY COULD TAKE ON THE RESPONSIBILITY AT A LATER DATE IN A
MANNER THAT WOULD NOT IMPACT HER BUSINESS. HE SAID THAT THERE WERE
SOME OPTIONS THERE THAT THEY SHOULD BE ABLE TO WORK IT OUT.
MR. MASSARELLI MADE PRESENTATION ON THE FOLLOWING ISSUE: SHOULD THE
CITY RECOMMEND A PEDESTRIAN BRIDGE IN TBE LOCATION OF OYSTER BAY
RESORT RATHER THAN THE PIPING AND FILLING IN THE DITCH?
AFTER A BRIEF DISCUSSION THE CONSENSUS OF THE COMMITTEE WAS TO PIPE
AND FILL IN THE DITCH TO CONTINUE THE SIDEWALK.
MR. MASSARELLI MADE A PRESENTATION ON THE FOLLOWING ISSUE: SHOULD
THE CITY REQUEST THE SIDEWALK BE WIDENED USING PAVER BRICKS TO
LOCATE BENCHES AND A SCENIC OVERLOOK IN THIS AREA?
AFTER A BRIEF DISCUSSION THE CONSENSUS OF THE COMMITTEE WAS TO
REQUEST THE SIDEWALK BE WIDENED USING PAVER BRICKS TO LOCATE
BENCHES TO THE NORTH OF SEMBLERS MARINA.
MR. MASSARELLI MADE A PRESENTATION ON THE FOLLOWING ISSUE: SHOULD
THE CITY REQUEST THE SIDEWALK TO BE TERMINATED AT THE SOUTHERN END
OF FLOODTIDE MARINA'S PARKING AREA, OR SHOULD THEY CONTINUE TO THE
END OF THE CITY LIMITS?
AFTER A LENGTHY DISCUSSION THE CONSENSUS OF THE COMMITTEE WAS TO
CONTINUE THE SIDEWALK TO THE END OF THE CITY LIMITS.

THE FOLLOWING COMMENTS WERE MADE BY THE PUBLIC:
SAL NAGLIA, RESIDENT OF SEBASTIAN, SAID THAT HE FELT THAT THE
SIDEWALK SHOULD END AT MAY'S MARINA FOR THE REASON THAT IT SHOULD
STAY AS THE OLD FISHING AREA AND THERE COULD BE A LIABILITY THERE
WITH PEOPLE WALKING BY WITH THE TRUCKS. HE ALSO SUGGESTED BUILDING
A BENCH THAT GOES AROUND THE TREES IN THE AREA WHERE THE TREES ARE
IN CONFLICT WITH PROPOSED BENCHES.
DAVE DEBROWSKI, 1532 INDIAN RIVER DRIVE (OFFSHORE MARINE),
EXPRESSED HIS FELLING THAT THEY WERE PUTTING A VERY SERIOUS BURDEN
ON THE THEIR BUSINESS'S AND EXISTENCE. HE SAID THAT THERE WASN'T
ANYTHING MORE ACCOMMODATING THEN PAVING THE SIDE OF THE ROAD AS
DONE IN SO MANY COMMUNITIES. HE SAID THAT WHEN THEY OPEN UP THAT
MUCH ACCESS TO PERSONAL PROPERTY THEY OPEN THEM UP TO LEGAL
RESPONSIBILITIES AND LIABILITIES.
ARLENE WESTFALL, RESIDENT OF SEBASTIAN, SAID THAT THEY WERE ALL TO
BE COMMENDED BECAUSE THEY WERE A VOLUNTEER GROUP, THEY HAVE WORKED
VERY HARD AND THEY HAVE LISTENED TO EVERY ONE. SHE SAID IT WAS NOT
AN EASY JOB AND SHE THOUGHT EVERYBODY HAD A REAL NEED TO TREAT THEM
WITH RESPECT. SHE SAID BY HER COMING TO ALL THEIR MEETINGS SHE HAS
LEARNED TO RESPECT THEM.

ACTING CHAIRMAN MATTERS:
MS. CORUM ASKED MR. MASSARELLI ABOUT HE SAID ABOUT FILLING IN
STORMWATER AT CAPT. HIRAM'S.
HE EXPLAINED THAT RIGHT IN FRONT OF THE PARKING THERE WAS A LITTLE
SHALLOW DEPRESSION AND IN RESEARCHING IT BY PUTTING THE SIDEWALK
OVER THAT IT DID NOT APPEAR THAT IT WOULD CREATE ANY PROBLEMS AND
IT WAS NOT AN ACTUAL STORMWATER SWALE.
MEMBER MATTERS:
MR. THOMPSON ASKED IF THE COMMITTEE COULD RE-EXAMINE THE CONSENSUS
OF THE LAND USE FOR VEHICULAR SALES AND RELATED SERVICES.
MR. WILD SAID, IN SUMMARY, AS A CLOSING STATEMENT FOR THE WHOLE
PROJECT THAT THEY WERE IIP THERE TO REPRESENT MORE THAN JUST THE
PEOPLE WHO OWN PROPERTY ON THE RIVER. HE SAID IF THEY GAVE PEOPLE
A PLACE TO WALK IT WOULD CREATE MORE FOOT TRAFFIC AND HOPEFULLY
CREATE PEDESTRIAN BUSINESS ALONG THERE.

MR. MOORE SATED THAT IF THE CITY WAS GOING TO TAKE PARKING AWAY
FROM SMALL BUSINESS'S WHETHER IT BE ACCIDENTAL OR INCIDENTAL
SOMEHOW THEY NEED TO GIVE THEM PARKING SOMEWHERE ELSE. HE ALSO SAID
THAT HE SAW SEVEN PEOPLE, ON HIS WAY TO THE MEETING, TRYING TO WALK
DOWN INDIAN RIVER DRIVE WITHOUT GETTING HIT BY CARS. HE SAID FOR
PEOPLE WHO SAY THAT OTHER PEOPLE DON'T WALK ALONG THERE HE THINKS
THEY WILL WALK THE RIVER IF SAFE ACCESS WAS PROVIDED.
