MR. SMITH SUGGESTED, BASED ON THE FACT THAT THE DIDN'T RECEIVE THE
MINUTES UNTIL SHORTLY BEFORE THE MEETING, THAT THEY SHOULD MOVE THE
APPROVAL OF THE MINUTES UNTIL NEXT MEETING.
THERE WERE NO OBJECTIONS TO MOVING THE APPROVAL OF THE MINUTES
UNTIL THE NEXT MEETING.
ANNOUNCEMENTS:
MR. SMITH BRIEFLY WELCOMED THE CITIZENS IN THE AUDIENCE AND
EXPRESSED HIS APPRECIATION OF THEIR ATTENDANCE.

ABOUT.'
MR. SMITH PROPOSED THAT THEY ADD A STEP TO THE AGENDA THAT WOULD
ALLOW FOR A FINAL APPROVAL OF THE NIGHTS AGENDA WHERE SOMETHING
COULD BE ADDED, DELETED OR REVISED.
AFTER A LENGTHY DISCUSSION MR. SMITH MAD A MOTION THAT IN THE
FUTUR]: ANY MEMBER THAT HAD ANY CONCERN, CHANGE TO THE AGENDA OR
KNEW )F AN~ TIME SENSITIVE ISSUE SHOULD BRING IT UP DURING THE
ANNO~rCEMENT PORTION OF THE MEETING TO MAKE SURE THE PUBLIC WAS
FULLY INFORMED OF THE iTEMS TO BE DISCUSSED.
MR. M()ORE SECONDED THE MOTION.

MR. H~SSARELLI GAVE SOME BACKGROUND INFORMATION AS TO WHY THEY
WOULD BE PARTICIPATING IN AN EXERCISE TO DEFINE AN "OLD FLORIDA
FISHI~IG VILLAGE". HE EXPLAINED THAT THE LOCAL CHAPTER OF THE AiA
HAD R~:QUESTED FROM THEM THAT THEY ARTICULATE WHAT THEY MEAN BY AN
"OLD ~LORIDA FISHING VILLAGE" IN ORDER FOR THEM TO PROCEED WiTH THE
PREPAraTION OF DESIGN STANDARDS, REGULATIONS AND ORDINANCES
CONCE~ING THE IMPLEMENTATION OF THE COMMITTEES RECOMMENDATIONS.
HE TH~N EXPLAINED TO THE COMMITTEE AND THE PUBLIC HOW HE PROPOSED
TO G~THROUGH THE EXERCISE WITH THEM USING 80 SLIDES OF VARIOUS
ARcHiTECTUR3t STYLES.
AT TH~$ TIME MR. MASSARELLI WENT THROUGH THE EXERCISE SHOWING EACH
SLIDE]FOR ABOUT 15 - 20 SECONDS TO ALLOW EVERYBODY TO WRITE DOWN,
ON TH~ FORMS MR. MASSARELLI PROVIDED, WHETHER IT REMINDED THEM OF
AN OL~ FLORIDA FISHING VILLAGE OR NOT AND WHY?
AS THE SECRETARY TALLIED UP THE SCORES THE COMMITTEE AND MEMBERS OF
THE PI'BLIC EXPRESSED THEIR OVERALL OPINIONS.

THE NORTHERN MOST PROPERTY OF INDIAN RIVER DRIVE AND WAS

MR. MASSARELLI ALSO SAID THAT IN THE NEAR FUTURE HE WOULD LIKE TO
START TO DISCUSS PRESERVING ACCESS TO THE RIVERFRONTAND COMING UP
WITH A METHODOLOGY ON HOW THEY DEFINE THE AREAS THEY WANT TO
PRESERVE EITHER BY PHYSICAL ACCESS (BOAT RAMPS, DOCKS OR PIERS) AND
EVEN VISUAL ACCESSTHROUGH POSSIBLE SCENIC EASEMENTS ORTRANSFER OF
DEVELOPMENT RIGHTS. HE SAID HE THOUGHT WHAT DR. UNDERILL WAS
PROPOSING TIED DIRECTLY INTO THAT.
MR. SMITH SUGGESTED THAT THEY GET TO THAT SPECIFIC ISSUE SOONER BY
PUTTING IT ON AN EARLIER AGENDA. HE SAID TO DR. UNDERILL THAT HE
APPRECIATED HiM BRINGING IT UP, BUT HE THOUGHT THE MATTER WAS
DESERVING OF MORE THEN THE WANING MINUTES OF THE MEETING SO IF HE
DIDN'T MIND HE WOULD LIKE TO MAKE IT A MAJOR AGENDA ITEM FOR A
FUTURE MEETING.

MR. SMITH ANNOUNCED THAT MR. COLLINS PROVIDED INPUT IN WRITING FOR
THEIR MEETING REGARDING ARCHITECTURAL STYLES HE THOUGHT SHOULD BE
INCLUDED AS BEING "OLD FLORIDA FISHING VILLAGE" AND A REPORT OF HIS
FOLLOWING UP WiTH MR. MASSARELLI ON VARIOUS ISSUES.
MR. SMITH ASKED THAT COPIES OFBOTH BE MADE AVAILABLE TO THE PUBLIC
AT THEIR NEXT MEETING.
MR. SMITH ALSOANNOUNCED THAT THEYRECEIVED A COPY OFTHE COMMUNITY
VALUES AND PRINCIPLES: CITY OF SEBASTIAN PROLOGUE TO THE VISION
STATEMENT. HE EXPRESSED HIS FEELINGS OF iT BEING A BIG IMPROVEMENT
FROM THE PREVIOUS DOCUMENT. HE ENCOURAGE EVERYONE TO READ IT.
MR. MASSARELLI EXPLAINED, FOR THE BENEFIT OF THE PUBLIC, THAT IT
WAS THE PROLOGUE AND THE VISION STATEMENT THAT WAS BEING
INCORPORATED iN THE EVALUATION AND THE APPRAISAL REPORT FOR THE
COMPREHENSIVE PLAN AND IT WAS GOING TO A PUBLIC HEARING PROBABLY IN
NOVEMBER.
MR. SMITH ASKED MR. MASSARELLI TO REVIEW THE ROAD AHEAD FOR FUTURE
MEETINGS.
MR. MASSARELLI SAID THAT LOOKING AT WHAT OTHER THINGS WERE GOING ON
IN THE CITY IT APPEARED THAT THE SECONDAND FOURTH MONDAY'S SAY FOR
THE NEXT TWO MONTHS WOULD PROBABLY BE A GOOD PLANNING SCHEDULE.
