SMITH (EXCUSED) MS. CORUM (EXCUSED) THE'. SECRETARY ADVISED THE.COMMITTEE THAT MR. THOMPSON WOULD BE VOTING IN MS. CORUM'S PLACE AND IF MR. SMITH DIDN'T SHOW UP MR. KRULIKOWSKI WOULD BE VOTING IN HIS PLACE. APPROVAL OF MINUTES: MEETING OF OCTOBER 14, 1996. MR. THOMPSON MADE A MOTION TO APPROVE THE MINUTES OF THE RIVERFRONT COMMITTEE REGULAR MEETING MONDAY, OCTOBER 14, 1996 AS PRESENTED. MR. WILD SECONDED THE MOTION. A VOICE VOTE WAS TAKEN. CORUM SHOULD BE RECOGNIZED FOR THAT HER ANDTHE VOLUNTEERS DID DOWN ALONGTHE RIVERFRONT, iG OUT THE PEPPER TREES. COLLINS ENTERTAINED A MOTION REGARDING N. ~IN MADE A MOTION THAT THE SIGN THAT WAS iNSTALLED BY THE ON INDIAN RIVER DRIVE BE TAKEN DOWN. :SARELLI SAID THAT IF IT WAS IN THE UNINCORPORATED PART THEY HAVE ANY JURISDICTION OVER IT. 3SARELLI MADE A SUGGESTION THAT THEY MAKE A MOTION TO :ND TO THE CITY COUNCIL THAT THEY NOT SUPPORT THE ERECTI~ON OF SIGN, WITHIN THE CiTY OF SEBASTIAN, ON INDIAN RIVER DRIVE. BRIEF DISCUSSION MR. COLLINS ENTERTAINED ANOTHER MOTION. PIN MADE A MOTION TO RECOMMEND THAT CITY COUNCIL RECOMMEND AN RIVER COUNTY THAT THE SIGN THAT HAS ALREADY BEEN ERECTED AN RIVER DRIVE BE TAEEN DOWN. IILD SECONDED THE MOTION AND ADDED TO THE MOTION THAT THEY WANT SUCH A SIGN IN THE CITY LIMITS EITHER. VOTE WAS TAKEN. ION WAS UNANIMOUSLY APPROVED. RIVERFROHT COMM3'TTEE MEETING OF OCTOBER 28. 1996 DISCUSS MAINTAINING ACCESS TO THE RIVERFRONT. MR. MASSARELLI DISCUSSED SOME OF THE "TOOLS" TO MAINTAIN PHYSICAL AND VISUAL ACCESS TO THE RIVERFRONT AND THEY WERE AS FOLLOW: ACQUISITION EASEMENTS TRANSFER OF DEVELOPMENT RIGHTS REGULATIONS USING MAPS ON THE OVERHEAD MR. MASSARELLI WENT THROUGH AN EXERCISE WITH THE COMMITTEE TO COME UP WITH SOME TYPE OF PRIORITY RANKING OF THE DIFFERENT UNIMPROVED AREAS ALONG INDIAN RIVER DRIVE. IN OTHER WORDS DETERMINE WHERETHEREWEREDEVELOPABLE PIECES OF PROPERTY AND WHERE THERE WERE PIECES OF PROPERTY THAT JUST COULD NOT BE DEVELOPED BECAUSE OF ENVIRONMENTAL RESTRICTIONS. AFTER GOING THROUGH THE EXERCISE iT WAS DISCOVERED THAT THERE WERE ACTUALLY JUST A FEW PARCELS OF LAND WITH SIGNIFICANT DEPTH TO THEM THAT SOME DEVELOPMENT COULD OCCUR TO CREATE A BARRIER TOTHE ACCESS OF THE RIVERFRONT, THERE WHERE A COUPLE LOTS THAT HAD LIMITED DEVELOPMENT POTENTIAL, BUT OVERALL THE RIVERFRONT WAS OF SUCH OF DEPTH AND WiTH THE SETBACK REQUIREMENTS AND ENVIRONMENTAL RESTRICTIONS AND THINGS LIKE THAT THERE DID NOT SEEM TO BE'A GREAT POTENTIAL FOR A SOLID WALL OF CONSTRUCTION FROM ONE END OF THE CITY TO THE OTHER END OF THE CITY. MR. MASSARELLI RECOMMENDED THAT THEY TAKE THE FOUR "TOOLS" THAT THEY HADAVAILABLE, SEE IF THEY WERE THE "TOOLS" THEY WANTED TO USE AND ASSIGN A PRIORITY TO THEM. HE 'THEN GAVE SOME EXAMPLES. MR. MASSARELLI STRONGLY RECOMMENDED THAT THEY DID NOT GET INTO A SITUATION WHERE THEY IDENTIFIED SPECIFIC PIECES OF PROPERTY 'FOR ACQUISITION. HE SAID.THAT_THEY COULD. CERTAiNLY IDENTIFY THE TYPES 'OFiPROPERTY'THAT'.iTHEY.iCONSIDERED.A PRIORITY. AT'THISTIMEMR..MASSARELLIiASKED'FORQUESTIONSFROMTHE'COMMITTEE. MR. COLLINS EXPRESSED HIS FEELING OF IT BEING A LITTLE BIT TOO PREMATURE TO TALK ABOUT ACQUISITION OF PROPERTY BECAUSE THEY REALLY DIDN'T RAVE A "MASTER PLAN" YET. HE SAID TRAT HE WOULD LiKE TO ENCOURAGE THE COMMITTEE TO GET THROUGH WHAT THEY WERE GOING TO DO TO ENCOURAGE A PROPERTY OWNER WHO HAD A MARGINAL PIECE OF PROPERTY EAST OF INDIAN RIVER DRIVE TO COOPERATE WITH THE CITY SO THEY DO NOT DEVELOP ON THAT SITE. HE THEN GAVE SOME EXAMPLES. MR. MASSARELLI MADE A RECOMMENDATION THAT THEY IMPLEMENT SOME PRACTICAL REGULATIONS LIKE PROHIBITING THE USE OF BARRICADE FENCES ON THE EAST SIDE OF INDIAN RIVER DR. TO MINIMIZE THE AFFECT OF ANY MINIMAL USE THAT SOMEONE WOULD PUT TO THAT SIDE OF THE PROPERTY. RIVERFB REGUI, A~ 'THE COM OWNERS MRS. S ASSOCIA PEOPLE DENSITY LESS PR ONT COMMITTEE MEETING OF OCTOBER PAGE FOU.~ HITTEE DISCUSSED IN LENGTH POSSIBLE INCENTIVES FOR PROPERTY ILLIVAN, PRESIDENT OF THE INDIAN RIVER PROPERTY OWNERS TION, EXPRESSED HER CONCERN THAT TO GIVE INCENTIVES TO WHO DID NOT HAVE BUILDABLE LOTS WOULD JUST TRANSFER MORE WHICH WOULD MEAN MORE BUILDING IN THE RIVERFRONT AREA AND OPERTY ON THE TAX ROLLS. THERE WAS A LENGTHY DISCUSSIONAMONG MRS. SULLIVAN, MR. MASSARELLI & COMMITTEE MEMBERS REGARDING TAXES ANDTHE EFFECT ITWOULDHAVE ON THE CITIZENS OF SEBASTIAN IF PROPERTY WAS TAKEN OFF..THE TAX ROLLS FOR INCENTIVE PURPOSES. AFTER A LENGTHY DISCUSSION, MR. COLLINS ASKED IF MR. MASSARELLI COULD T~KE THE INPUT THAT HE GOT FROM THE COMMITTEE AND COME BACK TO THEM WITH SOME SORT OF RECOMMENDATION. MR. MA~SARELLI SAID TEAT BASEDON THE COMMENTS HE HEARDHE WOULD COME UF~'"'"WITH A LIST ON HOW THEY WOULD IMPLEMENT ACCESS TO THE RIVERFRDNT AND ALLOW THEM TO RESPOND TO IT, MASSAGE AND ADJUST iT. MR. HE SAID THAT HE FELT THAT THE ~ WAS ONE OF THE BEST VISUAL VIEWS TO THE RIVERFRONT FROM HE SAID THAT HE WAS NOT THERE TO NEGATE WHATTHE HISTORICAL WANTED TO DO WITH IT, HE WAS IN STRONG FAVOR OF TRYING TO A PLACE FOR THEM ALONG THE RIVERFRONT. HE SAID THAT HE DID NK THAT THE BUILDING HAD ANY HISTORICAL SIGNIFICANCE AND ~T HE THOUGHT IF THE BUILDING WAS REMOVED IT WOULD PROVIDE OPPORTUNITY FOR THEM TO ENHANCE THE VISUAL ACCESS TO THE ~NT AND GIVE THEM SOME LAND TO POSSIBLY INCLUDE IN THEIR PLAN". STFALL, MEMBER OF THE HISTORICAL SOCIETY, GAVE A BRIEF OF THE HISTORY OF THE VACANT UTILITY BUILDING EXPRESSING WAS VERY IMPORTANT BUILDING FOR POST WAR SEBASTIAN. SHE FOLLOWING POINTS: IT WAS THE FIRST CITY HALL IT WAS THE FIRST FIRE DEPARTMENT IT WAS THE FIRST POLICE DEPARTMENT IT WAS THE FIRST PUBLIC LIBRARY BRIEF DISCUSSION THE COMMITTEE MEMBERS AGREED THAT THEY !O DISCUSS FURTHER THE .CITY PROPERTY, IN THE MAIN STREET N THE RIVERFRONT AND AGREED TO HAVE IT PUT ON A FUTURE _u_!VERFRONT COMMITTEE REGUT.n~ MEETING OF OCTOBER 28 1996 PAOE MR. MASSARELLI EXPLAINED TO THEM THAT IF THEY WANTED TO DISCUSS THAT BUILDING THEN IT WAS FII~E WITH HIM BECAUSE HE WAS THERE TO SERVE THEM, BUT HE SAID THE CITY COUNCIL HAS SPOKEN ON THAT ISSUE AND HE HAD DIRECTION FROM THEM THAT THE BUILDING WAS GOING TO BE USED BY THE CHAMBER OF COMMERCE ANDTHE HISTORICAL SOCIETY. HE SAID THAT WAS THE DIRECTION THEY WERE HEADED IN, BUT IF THEY WANTED TO DISCUSS IT AND COME UP WITH A DIFFERENT RECOMMENDATION FOR THE CITY COUNCIL THEN THEY WERE MORE THEN WELCOME TO, BUT HE SAID THAT AS FAR AS HE WAS CONCERNED THE DECISION HAS BEEN MADE. MR. COLLINS SAID TI{AT HE WAS NOT AWARE OF THAT ANDHE THOUGHT THEIR COMMITTEE WAS SUPPOSE TO BE MAKING RECOMMENDATIONS ON THE RiVERFRONT, DEVELOPING A "MASTER PLANt' AND THE HODGEPODGE SEEMED TO BE CONTINUING ON. HE SAID CLEARLY THAT AREA WAS SOMETHING THE COMMITTEE SHOULD BE INVOLVED IN. P~BLIC COMMENT~ NONE MATTERS: MR. COLLINS INQUIRED ABOUTTHE STATUS OF THE MIXED USE ZONING, SIGN ORDINANCE, AND LANDSCAPE ORDINANCE. MR. MASSARELLI SAID THAT HE MET WITH THE LOCAL CHAPTER OF THE AIA AND THEY WENT THROUGH THE RESULTS OF THE SLIDE SHOW AND THE EVALUATION THEY DID ANDTHEYWEREVERY POSITIVE ABOUTTHATANDTHEY COULD IDENTIFY WHAT PEOPLE WERE LOOKING AT AND WHAT WERE THE DESIRABLE FEATURES. HE SAID HE WAS GOING TO MAKE A PRESENTATION TO THE FULL CHAPTER MONDAY AND AT THAT TiME THEY WOULD SET UP THE WORKSHOP MEETING AND THE REST OF THE SCHEDULE. MR. COLLINS SAID THAT THEY TENTATIVELY AGREED TO GO TO THE CITY COUNCIL ON WEDNESDAY NOVEMBER 13, 1996 TO BRING THEM UP TO SPEED. HE ASKED TO BE PUTON THE AGENDA AND SAiD MAYBE TWO ORTHREE OF THE COMMITTEE MEMBERS COULD TALK. MR. COLLINS .SAID" THAT 'HE' THOUGHT THE COMMITTEE NEEDED TO START CONSIDERING WHAT HE~'CONSIDERED TO BE A "MASTER PLAN" FOR THE RIVERFRONT AREA. HE SAID THAT THEY HAVE TAKEN INDIVIDUAL AREAS AND HAVE CERTAINLY ACCOMPLISHED CERTAIN THINGS. HE SUGGESTED LOOKING INTO HIRING PROFESSIONALS THAT COULD MAKE DECISIONS ON TRAFFIC FLOW, WHERE PARKS SHOULD BE, ETC. TO ELIMINATE SOME OF THE HODGE PODGE THAT THEY WERE EXPERIENCING, BECAUSE THEY THEMSELVES WERE NOT MASTER PLANNERS. MR. MASSARELLI SAID THAT IT WOULD HELP HIM IF THEY COULD.EXPLAIN WHAT THEY MEANT BY A "MASTER PLAN". HE SAID AS A PLANNERHE COULD TELL THEM THERE WAS SEVERAL DOZEN DIFFERENT THINGS THAT MEAN A "MASTER PLAN". HE ASKED THEM WHAT THEY WERE LOOKING FOR AND WHAT THEY WANTED TO ACHIEVE. STREET PARKING WERE THEY GOING FOR THE RESIDENTS OF SEBASTIAN WHO WOULD WANT TO GO DOWNTO ~RFRONT, & HOW MUCH FUNCTIONAL LANDWERETHEYGOING TO!NEED. THAT HE DID NOT KNOW THOSE ANSWERS. 3SARELLI SAID THAT IF EVERYONE COULD COME UP WITH:'A L~ST OF )NS LIKE THAT, THEY COULD THEN FOCUS ON THOSE AND FIND OUT ONES THEY DID NOT HAVE THE IN-HOUSE CAPABILITY OF DOING & {EY COULD WORK UP A SCOPE OF SERVICE, A REQUEST FOR PROPOSAL THROUGH THE CONSULTANT SELECTION PROCESS TO GET THAT. A LENGTHY DISCUSSION AMONG THE COMMITTEE MEMBERS MR. ~LLI SUGGESTED THAT THEY DEVELOP A REPORT TAKIN~ EACH OF ~RINCIPLESANDMAKING RECOMMENDATIONS ON HOW THOSE WERE TO BE ~NTED. HE SAID THAT IF THEY WERE TO TAKE A MAP AND COLOR IT COULD BECOME VERY CONTROVERSIAL. HE ALSO SUGGESTED THAT THEY ~Y NEEDS AND FUNDING, ANDAS OPPORTUNITIES BECOME AVAILABLE THEM AND SOLVE THE PROBLEM. HE SAID THAT SEBASTIAN DiD NOT [E MONEY TO SOLVE ALL THE PROBLEMS RIGHT NOW. ~IN ASKED THAT THEY PUT ON A FUTURE AGENDA TO DISCUSS THE [TY OWNED PARCELS ALONG MAIN STREET. PROPERTY WAS AGI~ED TO AND WAS BEING :REFINED BY THE CONSULTANTS AND THEY WERE C¢IMING UP WITH SOME PRELIMINARY SKETCHES OF THOSE RESULTS. RIVERFRONT CONNITTEE REGULARMEETING OF OCTOBER 28, 1996 PAGE SEVEN HE DESCRIBED THE PLAN AS BEING: 1/3 OF THE PROPERTY BEHIND THE SHELL STATION WOULD BE USED AS A PARKING AREA, THE NEXT 1/3 WOULD BE USED AS AN OVERFLOW PARKiNG AREA OR A PARK AREAAND THE LAST 1/3 NEAREST TO INDIAN RIVER DRIVE WOULD BE A PARK AREA AND 1/2 OF FELLSMERE ROAD WOULD BE ELIMINATED TO TIE IT TOGETHER WITH RIVERVIEW PARK WITH SOME ADDITIONAL PARKING ALONG COOLIDGE STREET.
