The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday January 4,1998, in the
City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
JANUARY 4, 1999
Chairman Carl Behr called the meeting to order at 5:30 pm.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: (12/7/98)
MOTION by Kilkelly/Fielding
I move that we accept the minutes of the regular meeting of December 7, 1998.
A voice vote was taken. 5 — 0 motion carried.
ANNOUNCEMENTS:
Chmn. Behr welcomed Mr. Charles Roth as a new alternate member to the Tree
Advisory Board. Mr. Roth provided a brief presentation of his interests.
Chmn. Behr then recognized Anne Putman, an ex -member of this Board who was
attending tonight's meeting.
Chmn. Behr then read the announcements from the agenda, and asked the members to
pitch in and fold the flyers for volunteers to be handed out at the Arbor Day Celebration.
On item #3, Girl Scouts helping to plant trees at Atlantus Terrace on Jan. 9, 1999 at
10:00 am. Supplies were discussed and Chris McCarthy and Anne Putman will make
sure supplies and trees are made available at the site. Mr. Fielding indicated that he
had spoken with Mrs. Tozzolo and she and her Girl Scouts (ages 12 and up) are all
ready to do the project. Ms. Putman noted that she will pick up the fertilizer and meet
Chris McCarthy at 10:00 am Friday, January 8th, at McDonald Park to direct him to pick
up twenty-two (22) trees, and she will bring some tools. Mr. Fielding noted that a few
boy scouts may also be available. He will also bring some tools.

There was discussion about a press release for the Atlantus Terrace event. Shirley
Kilkelly volunteered to do this.
There was a brief discussion of the ad for the alternate member position.
OLD BUSINESS:
1. Discuss moving seedlings to Sebastian River High School's shade
house.
Mr. Cardinale noted that he was unable to reach Mr. Anderson over the holidays, but
that he hoped to reach him very soon.
Mr. McCarthy commented that he could transfer the seedlings any day this week except
Tuesday.
Mr. Cardinale noted that the empty pots should also be transferred to the High School,
and Ms. Putman donated the trash can that holds the fertilizer. Mr. McCarthy suggested
that he volunteer these items to Mr. Anderson, and he can choose what he wants.
Ms. Kilkelly noted that all of the seedling pots have been marked with white spray paint.
Mr. Cardinale suggested that Board members forward their ideas to him for suggested
types of relationship between the Tree Board and the High School, and this could be
discussed at the next meeting. There was a brief discussion on this issue. John Almada
suggested a planting on City property that closely resembles what the High School did
on their property, by identifying a variety of species planted in one area.
There was also some discussion about including the High School Science Academy in
the Arbor Day Ceremony. Ms. Broda suggested speaking to Mr. Anderson for his ideas
on what his class can do for Arbor Day and what would be appropriate for his students.
She also noted that it is rather late to have them come up with an Arbor Day plan. She
also cautioned Mr. Cardinale that doing a high-quality landscape needs funding, and
someone who will maintain it.
Chmn. Behr suggested this discussion might better take place in a month from now.
2. Arbor Day 1999.
Mr. Fielding asked for suggestions for the role of Master of Ceremonies on Arbor Day.
There was discussion on suggestions of Margaret Miquelon of the Pelican Island Garden
Club, and Chmn. Carl Behr. Chmn. Behr preferred that Ms. Miquelon be contacted.
Mr. Fielding noted that he has lined up the minister for the invocation, and Mr. Culbert is
committed to be Guest Speaker, along with Florida State Representative Charles
Sembler II, and Fran Adams, County Commissioner.
In response to a question by Mr. Fielding about refreshments, Chmn. Behr noted that

Ms. Miquelon wants to make sure that the Pelican Island Garden Club is mentioned in
the news release, and from the podium during the ceremony, as serving refreshments.
Mr. Fielding will be meeting with a writer for the Press Journal tomorrow, and agreed to
express the desire of Ms. Miquelon. It was also noted that David Kearns writes for the
Florida Today newspaper, and the Press Journal prints the Sebastian Sun.
There was discussion on formulating the agenda. It was noted that the secretary needs
specific details in order to write up the agenda. It was suggested that Mr. Fielding get
together with Dawn to work out these details and he agreed to do this tomorrow
morning.
Chmn. Behr noted that he wanted to take a minute during the ceremony to thank
Representative Sembler for the donation of the flag that will be flying during the
ceremony.
There was discussion about donations for Arbor Day, and Chris McCarthy indicated that
he will get with Mr. Brognano this week to get the details. Chris also asked what kind of
trees this Board wants planted at this site on Arbor Day. After much discussion, there
was consensus to recommend Live Oaks, Red Maples, Dahoon Holly and Magnolia. It
was noted that Anne Putman, while with this Tree Board, planted some trees on the
north and south side of the Easy Street Lake, and Chris McCarthy suggested that the
Arbor Day trees be planted on the East and North sides of the Lake.
There was discussion on the life of Laurel Oaks (40 — 60 yrs), and Live Oaks (100 —130
yrs).
Mr. McCarthy indicated that he would have everything available to set up this ceremony.
It was agreed that Ms. Kilkelly would hand out the newest brochures for volunteering,
and have available the leaflet with the new Tree Ordinance. An eight -foot (8') table
would be needed. It was noted that the Tree City, USA flag will be displayed on poles.
Chris McCarthy noted that last year, the Tree City flag was displayed on poles behind
the podium. It was noted that there is no literature available for handout on Arbor Day.
It was suggested that this be looked into for next year. It was also determined that Ms.
Kilkelly would hand out the previously mentioned agendas and Tree Ordinance leaflets.
It was determined that Chris McCarthy would provide three (3) eight foot (8') tables, and
fifty (50) chairs.
Ms. Kilkelly requested that Chris get a list of names of people who are making donations
in the form of a tree, or a money donation toward the purchase of trees. These names
are to be included on the agenda. It was also suggested that the donor names be
included in any press release that is run after the ceremony.
Mr. Fielding asked for volunteers from the Board to attend Saturday's planting at
Atlantus Terrace. Charles Roth and Charles Cardinale indicated that they plan to attend.
Chris noted that the water truck will be on this site.
It was determined that Mr. Fielding and Mr. McCarthy would meet at the Easy Street

park on Wednesday, January 13, at 10:00 am to determine where everything will be set
up.
Chmn. Behr suggested that Sebastian's Volunteers from the Police Department be
requested to direct traffic at Easy Street Park on Arbor Day. All present agreed and
Chmn. Behr agreed to contact them.
The draft press release was discussed, and it was agreed to insert "The Pelican Island
Garden Club will be providing refreshments" after the end of the second sentence. It
was also agreed to insert "Contributions for Arbor Day plantings were received from
the following:" after the fifth sentence, insert contributors names, and designate
paragraphs where necessary.
There was further discussion on who would be asked to be Master of Ceremonies, and it
was determined that if Margaret Miquelon could not do it, Chairman Behr would. Chmn.
Behr felt it might not be appropriate for him to be Master of Ceremonies while in his
American Legion uniform. Several names of City officials were suggested, including the
Mayor, City Manager, Vice Mayor, and Council Members.
There was further discussion on the press release for the Arbor Day Ceremony.
After much discussion, Chris McCarthy agreed to get together with Bill Brognano and get
the information needed for the press release and the agenda.
3. Make recommendations to City Council re: Landscape plan for Golf
Course.
Chmn. Behr called attention to the memorandum submitted by Janice Broda that
suggests substitution plants for the Golf Course landscape plan. This item was
discussed.
MOTION by Kilkelly/Cardinale
I move that we concur with the memo dated January 4th, from Janice Broda to
Carl Behr regarding the Sebastian Golf Course Planting Plan, and recommend
that a letter of transmittal be prepared and accompany this memo and (be)
forwarded to City Council.

There was discussion about where the request for Tree Advisory Board participation
came from in reference to the landscape plan. It was noted that if a cover letter is
needed, Dawn, the secretary, will prepare it.

NEW BUSINESS: None
PUBLIC COMMENT:
Ms. Putman suggested that if donations are small for Arbor Day, the Board might
consider one large magnolia tree be planted at Easy Street Lake.
CHAIRMAN MATTERS: None
MEMBER MATTERS:
Mr. Cardinale verified his project of having the seedlings moved to the High School. He
also encouraged ongoing efforts of the Boy Scouts in planting pine trees. He asked the
other members for suggestions and input on a program to care for the seedlings at the
High School.
Ms. Kilkelly commented on the suggestion of a Magnolia Tree by Ms. Putman. A
consensus indicated that all Board members concurred. She also noted that the Marine
Resources Council is making a survey of the various groups around the County to get
input on how they believe they are impacting the lagoon with the work they are doing.
She commented that this Tree Board might have some input in this. She agreed to get
more information.
Mr. Roth commented about being a new member and volunteering to help with some of
the present projects, and offered his phone number. The secretary reminded him of the
Sunshine Laws and there was some discussion on this issue.
Ms. Kilkelly offered a written background of the Tree Board to Mr. Roth to give him some
background information.
The secretary offered copies of past minutes to Mr. Roth.
STAFF MATTERS:
Ms. Broda noted the Grand Opening of the Oslo Riverfront Conservation Area on
Saturday, January 9'" at 10:00 am, and invited all to attend.
She also noted that the Eugenia Chapter of the Native Plant Society will be hosting Dr.
Craig Huegel on Thursday, January 21s, at 7:30 pm in the boat house of the Florida
Entomology Lab (on Oslo Road, east of US #1), on attracting wildlife to your yard. She
commented that he is a particularly entertaining speaker.
Ms. Kilkelly noted that the mail is on the table for members perusal.
Chmn. Behr adjourned the meeting at 7:32 pm.
