Box 781045 Sebastian, FL 32978 Reference: Traffic Study for Vicker's Grove Dear Stan: Attached is a letter dated February 28, 1991, from Mr. James W. Davis, Public Works Director for Indian River County. Under Mr. Davis's general comments, I would just note on our meeting dated August 28, 1990 I do not recall Mr. Dudeck's concern of the peak season counts. Maybe a letter from Mr. Buckholz stating that the different figures will not necessary change the recommendations as outlined in the traffic study. Since the traffic study made no attempt to assign the responsibility for the improvements or to specifically tie any improvements to the development, I would suggest that you contact Mr. Jim Davis to discuss his recommendation as outlined in his letter dated February 28, 1991. Prior to submitting this item before the City Council's approval, I will await your response regarding this matter. If you have any questions, please do not hesitate to give me a call at 589-5537. Box 780-127 Sebastian, Florida 32978 SUBJECT: Traffic Study for Vicker's Grove Dear Bruce: RECEIVE „� 1. 4 '1991 Suncom Telephone: 224-1011 The County Traffic Engineer, Michael Dudeck and I have reviewed the above subject Traffic Study dated October 1, 1990 and offer the following comments: General Comments 1) It appears that no A.M. Peak Hour analysis was performed. A justification that the P.M. Peak Hour Counts would control is requested. 2) The Traffic was seasonally adjusted downwards, even though the counts were taken in June, 1990. The Peak Season in Indian River County is January - April. The counts should be adjusted upward to reflect Peak Season conditions as indicated by County Historical Counts. 3) Indian River County Traffic Counts for Peak Season are as follows: 1990 - South of CR 512 20,800 1989 Annual ADT - South of CR 512 16,900 These figures are higher than those reported in the Study. The above items should be addressed by the Consultant. In analyzing the reported results at this time, the County Staff recommends that the following conditions be placed upon development approval: 1) Certificates of Occupancy should not be issued until the following improvements are completed: U.S. 1/99th Street Intersection Construct Northbound Left Turn Lane along U.S. 1 Construct Eastbound Right Turn Lane along U.S. 1 Construct Southbound Right Turn Lane along U.S. 1 Signalize 99th Street/U.S. 1 when warrant is met based on F.D.O.T. approval Mr. Cooper February 28, 1991 Page 2. 99th Street Widen pavement to 24' CR 512/U.S. 1 - Intersection improvements now being designed by Indian River County should be complete prior to project completion. CR 510/U.S. 1 - Construct an additional exclusive Left Lane at east and west approaches. Note - The developer may apply for Traffic Impact Fee Credits for all improvements except the widening of 99th Street to 24'. 2) Signage shall be installed to prohibit Industrial Truck Traffic from ingressing/egressing via Sebastian Highlands Subdivision and internal circulation shall be designed to discourage trucks from using residential roads. Please be advised that the Level of Service (LOS) of CR 512/U.S. 1 intersection, 99th Street/U.S. 1 intersection, and CR 510/U.S. 1 intersection will, in Staff's opinion, degrade to below LOS "D" in the Peak Season/Peak Hour condition if the project is completed without the above improvements being implemented.
