JANUARY 7, 2002
Chairman Cardinale called the meeting to order at 5:33 P.M.
The Pledge of Allegiance was said.

i move that we accept the minutes as written.
A voice vote was taken, 5 - 0, motion carried.
ANNOUNCEMENTS:
Chmn. Cardinale wished everyone a Happy New Year. He then noted that the
March 4th meeting must adjourn by 6:30 P.M.
Larry Birchmeyer(a) informed Board members that security has become more strict at
Sebastian River High School, and everyone must check in at the office before
proceeding to the shade house. He noted that identification cards may be provided for
Board members in the future.

Burt Jones had not yet arrived at the meeting and item A. was postponed until later in
the meeting.
There was a brief discussion on the Parks in Sebastian north of CR 512, and the new
Parks and Recreation Board.

B. EAGLE SCOUTPROJECT-COREY BARBER
Corey Barber was present and gave a presentation on his project to plant gardens at
several of the city welcome signs. He also submitted photographs of the signs with
plantings superimposed by computer to provide a visual concept of his proposed
projects at Barber St. & U.S. 1, CR 512, and Schumann Drive, He suggested that the
borders could be wood, brick or plastic, He then suggested a dwarf version of Crown of
Thorns, Coontie Palm, and Ilex Schilling for plant types.
Larry Birchmeyer(a) suggested that Corey check with Chris Smith at Horizon Nursery
about availability of these plants, and he might be receptive to a donation, Larry also
offered to donate sixty (60) feet of plastic landscape border, if needed.
Corey noted that his troop will be doing the labor, but invited the Board and anyone from
the public who would like to help, Larry offered to provide tools for six (6) helpers.
All Board members were pleased with Corey's presentation and proposal.
C, ARBOR DAY DISCUSSION
There was discussion about Ruth Davies report on her visit to the local elementary
schools. There was also discussion on the date to hold the ceremony.

I move that we plan a tentative date for the Arbor Day celebration to be April 20th,
2002.

A theme was discussed and it was determined by consensus to maintain the theme -
"Florida's Hot, Trees are COol",
Chmn. Cardinale noted that he has been contacted by the Pelican Island Garden Club
about the date so that they can plan the refreshments.
It was determined to hold the ceremony at 10:00 A.M. on April 20th.

The next subject for discussion was the issue of speakers, It was suggested that the
following people be invited:
City Manager
Janice Broda
Minister for Invocation
Dan Culbert
City Mayor
Urban Forester-Gainesville
VFW/American Legion - Colors
There was discussion on the size and number of trees to be planted for Arbor Day at
Blossom Park, Larry is able to obtain some donations of trees and the size and number
were discussed and how they could best be utilized, it was suggested that some of the
dead trees along Gibson Street could be replaced with donated trees,
Anne Putnam from Sebastian was present and reminded the Board to check out
Blossom Park before planning too much improvement. This will be done on January 12"'
at 10:00 A.M.
Lynn Albury left the meeting at 6:30 P.M.
In reference to the possibility of a seedling sale, Cathy noted that it is too late to order
them so this will not be possible this year.
The suggestion was made to hand out cuttings of different plants to all who attend the
Arbor Day ceremony, The idea of an amateur photo contest for the best photo of "tree
hugging" was suggested.
Larry suggested that the Tree Board find three champion trees and designate them as
such, It was noted that this should probably go on the work plan for 2002,
D. WORK PLAN - DISCUSS
It was suggested to remove the following items from the proposed work plan:
The work plan for 2001 was analyzed for projects to be carried over to 2002 as follows:
1. Arbor Day - Blossom Park (first choice) with three (3) big trees

5. Shade House Operation - set up quarterly workday for Board members. The
first one will be on January 26"`, 2002, at 10:00 A.M. Repotting needs to be
done and fertilizer is needed. Chris will supply materials and Larry has pots.
6. Projects requested by City Council
7'. Change Landscape Code
8. Moral Support for the Boy Scout "Eagle" designation
9. Continuing effort for the Urban Forester
10. Filbert Street Park
11. Designate three (3) Champion Trees - Slash Pine, Sable Palmetto, and Live
Oak

Added to the work plan is the issue of designating three (3) champion trees - slash
pine, sable palmetto, and a live oak.

A. PRESENTATION BY BURT JONES ON HARDEE PARK IMPROVEMENTS
Burt Jones from the City Engineering Department gave a presentation on a grant
application for enhancing the Heart Trail at Hardee Park. He noted that the grant is from
the Recreational Trails Program with the State of Florida, He then noted that the new
facilities planned for this site are trail lights on poles, resurfacing of the trail, building a
new warm-up station, installing new picnic-activity shelters, and adding trees and
shrubs. He indicated that the entire cost is estimated at $54,000. $27,000 would be
grant money, matched by $27,000 from the City of Sebastian.
Board members were very enthusiastic about this project and agreed to write a letter of
support for this project.
E. LANDSCAPE CODE
Chmn, Cardinale informed the members that he had some complications with the
program while make changes to the code, and expects to complete it for the other
members within the next week.
There was discussion about when to present the work plan and the Landscape Code
changes to City Council. The Chairman noted that he hopes to have it ready for
presentation by mid-February.

A. ELECTION OF OFFICERS
Chmn. Cardinale nominated Cathy Fulton for Chairwoman. No other nominations were
received, therefore, Cathy Fulton was proclaimed Chairwoman,
Cathy Fulton nominated Charles Cardinale for Vice Chairman. No other nominations
were received, therefore, Charles Cardinale was proclaimed Vice Chairman,
The meeting was adjourned at 7:12 P.M.
