Applicant must submit 4 copies of proposals for staff's review. In addition, major
subdivisions must submit the following:
1. Written Statement. Copies of a written statement generally describing
the condition of the site and the proposed development of the entire sub-
division. This statement shall include, but, is not necessarily limited
to, date on existing covenants, location of utility, facilities, general
soil characteristics and information describing the subdivision proposal
such as number of units, lot dimensions and areas, anticipated utility
source and any other information considered pertinent.
2. Sketch Plan. Copies of a sketch plan including the following on a twenty-
four -inch by thirty -six -inch -sheet or such other size approved by the
city engineer; a vicinity sketch showing the location of the land to be
subdivided; approximate acreage; natural features such as low or wetland
areas, streams, lakes or canals; identification of adjacent lands; a brief
description of the land to be subdivided, name, telephone number and ad-
dress of the applicant, date, north point; street, general lot and block
layout; layout of all adjoining streets; comprehensive plan map designation
and zoning classification of the tract and adjacent properties, location
of existing improvements and any other significant features.
Resolution R-85-62 requires a fee of $100.00. The Planning and Zoning Secretary
will confirm a conference date within 48 hours of application and payment of fee.
Any opinion set forth by the City Staff shall be advisory only.

Dear Mr. Masteller:
This letter is to follow up your pre -application meeting with
Mr. David Fisher (City Engineer) and Mr. Peter Jones (City
Planner) concerning the above referenced project.
First, let me explain the procedure concerning the submission
of this preliminary plat in relation to the zoning and land
use. This property was annexed into the City several years
ago, but the property still has a County land use and zoning
designation.
Dr. Henry Fischer has submitted a request to amend the zoning
and land use to the City designation of RS -10, RM -8 and
Industrial. This property, due to its size, must be
submitted to the D.C.A. for its review after Planning and
Zoning and City Council has reviewed the proposal. To make a
long story short, this process will not be complete for final
action by City Council until at least March of 1990.
Staff will process the preliminary plat through Planning and
Zoning, but will not submit the plat to the City Council for
approval until the land use and zoning has been approved.
The City cannot approve any development order unless the
property has the City of Sebastian's land use and zoning
designation.
I was on vacation during your meeting, so I will just point
out that you must meet Section 20A-16.4 (B) (1) and Section
20A-17.1 (Land Development Code) concerning items on the
preliminary plat and submit a statement of fact concerning
Section 20A-16.4 (B) (2).

Along with the above mentioned items, staff has specific
concerns from your sketch plat as follows:
1. Who will own and maintain the lake?
2. What streets are private or public?
3. Verify traffic barricade access road
for emergency vehicles.
4. All lots must meet minimum lot size.
