IN THE CITY COUNCIL CHAMBERS. DAWN M. CORAPI, S~CRETARY TREE ADVISORY BOARD NOTE: IF ANY PERSON DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES, HE/SHE MAY NEEDTOENSURETHAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICHRECORDINCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. ROLL C. JtLL: PRESENT: CHWMN. SHIRLEY KILKELLY THOMAS CECRLE DAVID NORTON ABSENT: MARGARET MIQUELON - EXCUSED DONNA STARCK - EXCUSED ALSO PRESENT: JANICE BRODA, ADVISOR DAWN CORAPi, SECRETARY SHIRLEY INTRODUCED CHRIS MCCARTHY, OF THE PUBLIC WORKS DEPARTMENT, AND ANNE PUTMAN, DIRECTOR OF F.S.S.R., TO THE BOARD MEMBERS. SHIRLEY EXPLAINED THAT ANNE PUTMAN HAS BEEN NURSING ALONG SOME TREES THAT SHE WOULD LIKE TO GIVE TO THE BOARD TO PLANT OR SHE WILL PLANT THEM HERSELF, AT BLOSSOM PARK. BEFORE ANNE BEGAN HER PRESENTATION, SHE TOLD THE BOARD THAT THE PELICAN ISLAND PRESERVATION SOCIETY WANTS TO SPEND A LIMIT OF $50 TO BUY A NATIVE HOLLY OF SOME KIND FOR THE ARBOR DAY CEREMONY. JANICE SAID THAT A DAHOON HOLLY WOULD DO BEST. ANNE BEGAN BY PRESENTING AN ILLUSTRATED DIAGRAM OF BLOSSOM PARK, SHE MADE, SHOWING THE AREAS WHERE TREES ARE EXISTING AND SHE MADE SUGGESTIONS AS TO WHERE TREES ARE NEEDED. SHE ALSO SAID SHE WOULD DONATE SOME RED MAPLES FOR THE BARBER STREET SPORTS COMPLEX. TREK ADV:~SORY BOARD RRGtULAR MEBTZIIG OF JAFdAR, Y: 8. ].996 TOM SUGGESTED THAT THE BOARD MAKE A TRIP OUT TO BLOSSOM PARK DURING THE NEXT MEETING TO DECIDE WHERE TO PLANT THE DONATED TREES. ANNE INQUIRED ABOUT THE CARE OF THE TREES AT BLOSSOM PARK AFTER THEY ARE PLANTED. CHRIS SAID THAT ONCE THE TREES ARE PLANTED HIS CREW WILL TAKE CARE OF THEM, ALTHOUGH HE WILL NOT BE ABLE TO GET IRRIGATION TO THEM LIKE HE CAN AT THE SPORTS COMPLEX. ANNE OFFERED TO GO TO THE PARK AND WATER THEM UNTIL THEY GET A C~OOD START. JANICE SUGGESTED THAT THE MAPLES AND THE HOLLIES THAT LIKE THE MOISTURE BE PLANTED IN THE WETTER AREAS SO THAT THEY WILL NOT REALLY NEED TO BE IRRIGATED AS MUCH. THE MEMBERS AGREED TO MEET AT BLOSSOM PARK FEBRUARY 5, 19.96 DURING THEIR REGULAR MEETING. TOM TOLD ANNE BEFORE SHE LEFT THAT HE WOULD CONTACT RUTH DAVIES OF P.I.P.S. TO LET HER KNOW WHERE TO TAKE THE DONATED HOLLY TO BE PLANTED. CHRIS TOLD ANNE THAT HE WILL PICK THE TREES UP FROM HER WHEN HE KNOWS WHERE THEY WILL BE PLANTED. TOM MADE A MOTION TO APPROVE THE MINUTES OF MEETING HELD NOVEMBER 6, 1995 AS WRITTEN. DAVID SECONDED THE MOTION. VOICE VOTE WAS TAKEN. MEMBERS UNANIMOUSLY APPROVED MOTION. SHIRLEY ASKED, THAT THE SENTENCE IN THE FIRST PARAGRAPH OF THE MINUTES OF DECEMBER 4, 1995 BE CHANGED TO SAY "SHIRLEY ANNOUNCED THAT THE CITY COUNCIL APPROVED THE NATIVE TREE LIST AS THE BOARD RECOMMENDED, INCLUDING DELETING THE ROYAL PALM". DAVID MADE A MOTION TO APPROVE THE MINUTES OF MEETING HELD DECEMBER 4, 1995. TOM SECONDED THE MOTION. VOICE VOTE WAS TAKEN. MEMBERS UNANIMOUSLY APPROVED MOTION. SHIRLEY ASKED TOM TO BRING EVERYONE UP TO DATE REGARDING THE ARBOR DAY CEREMONY. TRBB ADV?8ORY BOARD Rg~ NBBTI'EG OF ~AllUARY 8. 1996 TOM BEGAN BY TELLING THE BOARDTHAT THE SEB. OLD BOYS SOFTBALL TEAM WOULD LIKE TO DONATE TWO LAUREL OAKS TO PLANT AT THE SPORTS COMPLEX. HE ALSO MENTIONED THAT HENRY FISCHER AND SONS OFFERED TO DONATE MULCH. DURING A LENGTHY DISCUSSION TOM USED A DIAGRAM OFTHEBARBER STREET SPORTS COMPLEX TO POINT OUT, AND DESCRIBED WHICH TREES HE THOUGHT SHOULD GO WHERE AND THE MEMBERS GAVE THEIR THOUGHTS AND SUGGESTIONS. EVERYONE AGREED ON WHAT THEY DISCUSSED CONCERNING WHAT TO PLANT, WHERE TO PLANT, AND WHEN TO PLANT THE TREES FOR ARBOR DAY. SHIRLEY SAID THAT SHE COMPOSED A LETTER OF INVITATION FOR THEARBOR DAY CEREMONY ANDTHAT SHE SENT ONE TO ALLTHE PEOPLE ON THE. MAILiNG LIST. SHE WENT OVER WHO WAS ON THE LIST AND ASKED THE BOARD TO MAKE ANY NEEDED CHANGES. JANICE BRODA MENTIONED THAT DAN CULBERT SAID HE WAS WILLING TO SPEAK AT THE ARBOR DAY CEREMONY. TON SUGGESTED REV. JOHN HILL OF THE SEB. UNITED METHODISTCHURCHTO DO THE INVOCATION IF SHIRLEY CANNOT GET ONE OF THEOTHER:REVERENDS SHE HAS CONTACTED. THE MEMBERS BRIEFLY DISCUSSED THEAREAS AT THE SPORTS COMPLEX WHERE THE ARBOR DAY EVENT WILL TAKE PLACE AND THE SEATING ARRANGEMENTS. CHRIS OFFERED TO GET FOLDING CHAIRS, FROM THE COMMUNITY CENTER FOR THE EVENT. SHIRLEY BRIEFLY SPOKE OF ITEMS NEEDED FOR INCLUSION WITH THE APPLICATION FOR TREE CITY USA. ONE OF THOSE ITEMS BEING NEWSPAPER ARTICLES REGARDING THE ARBOR DAY CEREMONY. SHIRLEY SUGGESTED THAT THE BOARD DEFER ITEM #6 ON THE AGENDA, (MEMBERSHIP/SUBSCRIPTION TO ORGANIZATION), TO THE NEXT MEETING. SHIRLEY SAID THAT THE LANDSCAPE PLAN FOR THE BARBER STREET SPORTS COMPLEX NEEDS TO BE UPDATED AND COMPLETED FOR THE BOAKD TO REVIEW AND THEN SENT TO CITY COUNCIL RECOMMENDING iTS APPROVAL, EVEN THOUGH IT WiLL BE AFTER THE FACT. TOM ADDED, THAT IN ADDITION TO WHAT WAS PLANTED FOR ARBOR DAY, THERE ARE FUTURE PLANS THAT WILL BE SHOWN AS PROPOSED ON THE LANDSCAPE PLAN. CHRIS MCCARTHY SPOKE BRIEFLY OF THENEEDED BUDGET TO ENABLE THEMTO GET A TREE CITY USA DESIGNATION. JANICE BRODA: NONE. SHIRLEY TOLD THE MEMBERS THAT DAWN RECEIVED THE TREE CITY USA BULLETINS THE BOARD SENT AWAY FOR AND THEY ARE IN THE BOARDS LIBRARY. SHIRLEY OFFERED TO PASS AROUND HER SET FOR THE BOARD MEMBERS TO LOOK AT. TOM RELAYED TO THE BOARD WHATTHE CITY ATTORNEY TOLD HIMREGARDING THE SUNSHINE LAW. HE EXPLAINED THAT MEMBERS CAN COMMUNICATE TO A CERTAIN DEGREE AMONG THEMSELVES ABOUT ONGOING PROJECTS, BUT AS FAR AS DECISIONS THE BOARD SHOULD MAKE, TWO PEOPLE CAN'T MAKE A DECISION THAT THE BOARD SHOULD VOTE ON. AS LONG AS ONE MEMBER DOESN'T DO SOMETHING WITH ANOTHER MEMBER THAT TAKES A FULL VOTE OF THE BOARD. MEETING ADJOURNED AT 6:55. TBM1896.WP
