CALL TO ORDER. 2. PLEDGE OF ALLEGIANCE. 3. ROLL CALL. 4. APPROVAL OF MINUTES: Regular Meeting of January 4, 1999 5. ANNOUNCEMENTS: 1. The thank you letters, for the Arbor Day donations, have been sent out. 2. No applications have been received for the alternate member position. 3. The Recommendation, from the Tree Board, on the suggested plantings, for the golf course, will go before City Council, after the new golf course plan is complete. 6. OLD BUSINESS: 1. Discuss the transfer of the seedlings to the Sebastian River High School's shade house. 2. Arbor Day 1999 Recap / Future Arbor days? - Charles 3. Continue discussion of City/ High School relationship - Charles. 7. NEW BUSINESS: 1. Discuss whether or not to keep advertising for alternate member position, being that we have not had any response to this point. 2. Discuss memo from Keep Indian River Beautiful 3. CITY OF SEBASTIAN TREE ADVISORY BOARD MINUTES OF REGULAR MEETING FEBRUARY 1, 1999 Vice Chairman Fielding called the meeting to order at 5:32 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Charles Roth (a) Charles Cardinale VC Clay Fielding EXCUSED ABSENCE: Shirley Kilkelly & Chmn. Carl Behr UNEXCUSED ABSENCE: Danne Herlan ALSO PRESENT: Chris McCarthy, Parks Department Supervisor Ann Brack, Recording Secretary John Almada, Advisor APPROVAL OF MINUTES: (1/4/99) MOTION by Roth/Cardinale I make a motion to approve the minutes of 1/4/99. A voice vote was taken. 3 — 0 motion approved. ANNOUNCEMENTS: VCh. Fielding read the three announcements from the agenda. There was a brief discussion about the thank you letters and to whom they were sent. It was advised that any Board member who wants to check the names on this list should stop by the Growth Management office and check with Dawn, the secretary. Information was provided that the plant species that this Board recommended for use at the Golf Course will be used to work up the plan, and will come back before this Board for final approval, then go to City Council. OLD BUSINESS: 1. Discuss the transfer of seedlings to Sebastian River High School's shade house. Mr. Cardinale reported that all of the seedlings have been moved to the High School. Approximately 240 seedlings have been placed in the shade house TREE ADVISORY BOARD r"*N MINUTES OF REGULAR MEETING OF FEBRUARY 1, 1999 Chris McCarthy informed the Board that he was not notified about a work day that was planned at the High School on January 22nd. Mr. Cardinale responded that though it was planned, it never took place. Mr. Almada commented that this meeting was just to view the location of the seedlings and no work was scheduled. Mr. Cardinale suggested that each volunteer should be responsible for one month's care of these seedlings, and keep in touch with Mr. Anderson with the Environmental Science Academy, and Chris, with needs, etc. to coordinate everyone's efforts. The volunteers for the next three months are: John Almada (Advisor) - February Charles Roth (Alternate Board member) - March Anne Putman (Volunteer) - April There was discussion about tending the seedlings once a week, or at least once every two weeks, then in the summer, more often. George Anderson's telephone number is 589-4180, and is available from 6:30 to 8:00 am, and at 12:30 noon, or 2:45 pm. It was also determined that fertilizing should take place after February 15`h. Chris noted that there is already fertilizer (milorganite) in the large trash can at the school. Ms. Putman noted that 100 eight or ten gallon containers are needed, plus mulch. Chris agreed to look into the pot size and the ability to purchase them. Mr. Cardinale noted that the High School Academy has repotted 75 seedlings already. All persons working on this project were encouraged to keep in touch with Chris McCarthy as well as Mr. Anderson. Chris reminded volunteers to always check with Mr. Anderson before fertilizing, as he may have the students do it. There was discussion about pot size. Chris suggested that he visit Mr. Anderson and make an assessment of the pot sizes needed. Board members agreed. Chris also noted that he will deliver soil and mulch to the High School. Chris reminded members and volunteers to keep him informed about any and all activities, and contact him when supplies are needed. 2. Arbor Day 1999 Recap / Future Arbor days? — Charles All members present noted how well the Arbor Day ceremony was handled, and that it was very successful. Mr. Cardinale noted that the Sebastian High School Science Academy class would like to be involved in the next Arbor Day Ceremony. It was suggested that members think on this, and it will be discussed again at a future meeting, possibly in July. Mr. Almada noted that Vero Beach planted two (2) trees, and Sebastian planted twelve (12) trees on Arbor Day 1999. He noted the children that attended the Vero Beach ceremony, and discussion took place on school children's participation at this event. Mr. Roth volunteered to do some research on this issue. At this point, Mrs. Joseph (Jane) Barczyk was present and spoke in favor of Sebastian being a Tree City. She introduced a booklet/catalog, by the American Forest that makes available seedlings from authentic Historic Trees, located in Historic sites across 2 14� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF FEBRUARY 1, 1999 America. The available trees cost $35.00 plus $8.00 shipping. She suggested that a unique situation for Sebastian would be to carry on the tradition of these historic trees. She also suggested that the Tree Advisory Board go to City Council and obtain funds to purchase a few of these trees for Arbor Day. She felt that this could generate a lot of interest in the Tree Board and in the tree itself, watching it grow and knowing what the historic background is. Board members and John Almada suggested that only trees that would thrive in this area should be considered, and preferably one that was grown in our planting zone. 2. Continue discussion of City - High School relationship — Charles (This discussion took place earlier in the meeting.) NEW BUSINESS: 1. Discuss whether or not to keep advertising for alternate member position, since we have not had any response to this point. The secretary suggested holding off on advertising for the alternate position till April, when three (3) full member positions will be advertised, since no applicants have come forward so far. There was discussion on this issue, and since several present members do not plan to re -apply, it was suggested that advertising should start now. MOTION by Cardinale/Roth I move that we recommend that we advertise again for positions on the Tree Advisory Board, ASAP. There was a brief discussion on this issue. A voice vote was taken. 3 — 0 motion carried. 2. Discuss memo from Keep Indian River Beautiful The Secretary passed out minutes of the KIRB and an agenda of its tree committee. She noted that Ms. Kilkelly urged this Board to take active participation with KIRB, and choose a representative to attend those meetings. There was discussion on attending the tree planting on February 25 at 9:00 am. The only member present who could attend would be in his work uniform. The secretary offered to get in touch with Chmn. Behr and Ms. Kilkelly, and if neither of them can attend, she will get in touch with Mr. Roth. 3. Earth Day (April 22, 1999) - Charles Mr. Cardinale gave a brief presentation on this issue, and indicated that the suggestion came from George Anderson of Sebastian River High School. 3 TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF FEBRUARY 1, 1999 This issue was discussed and it was suggested that this idea be presented to the City Manager before attempting a project. MOTION by Roth/Cardinale I make a move that we bring up the discussion of Earth Day at the March meeting. A voice vote was taken. 3 — 0 motion carried. A brief discussion took place on the suggestion of planting a tree at one or more schools in Sebastian as a way to celebrate Earth Day, and include children in the event. Chris McCarthy commented that his budget may possibly increase in the near future because of donations made in the past. He will keep this Board posted on this issue. Mr. Almada suggested this Board obtain some tree "plugs" and raise them to a size appropriate for planting. He noted that the available trees from Tree City USA is very limited in variety, and he suggested obtaining seedlings of other varieties. ,eft1 Mr. Cardinale explained that Board members and volunteers can reach the tree seedlings at the High School by going through the hole in the fence in the back! He also indicated that Mr. Anderson will be providing a key in the near future. It was suggested that this Board send a letter to Mr. Anderson stating the names of the volunteers who will be tending the seedlings. The secretary will take care of that. CHAIRMAN MATTERS: None MEMBERS MATTERS: Mr. Cardinale noted the letter to Mrs. Snell from Hales, thanking her for the juice that was donated for Arbor Day. He then referred to the sample thank you letter in the packet and asked members for input. All members consented to its format. There was discussion on the names on the list for thank you letters, and it was suggested that Mr. Cardinale drop by the office and check it out and give a report at the next meeting. Mr. Cardinale proposed planting some more slash pine seedlings. Chris suggested putting them in bigger pots because the roots are going into the ground. Mr. Cardinale will contact Anne Putman on this issue, and it should be coordinated with the Park Ranger, if moving them to the High School. VChmn. Fielding suggested that Mr. Cardinale attend a Home Owners Meeting and ask for volunteers. At this point, Chris noted that the watering truck is pretty heavily used to keep the 4 laob� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF FEBRUARY 1, 1999 present newly planted trees watered, and suggested that this Board hold off planting any new trees till the present ones don't need so much. Mr. Cardinale brought up the subject of a "model planting", containing different plants and trees with an identification plaque for each plant, on City property. There was discussion on the amount of land needed for such a project. Mr. Cardinale noted that in his discussion with Mr. Frame, they spoke of doing this project in phases on the east side of the City Hall building. VChmn. Fielding advised not planting trees too close, and advised an acre, but not less than a half acre. It was suggested that a preliminary plan be worked up and presented to this Board for their input. It was agreed to discuss this issue further at the next meeting. STAFF MATTERS: Chris McCarthy discussed pot suppliers with John Almada. Mr. Cardinale requested two (2) cans of white spray paint from Chris for the new plant pots at the High School. ADVISOR MATTERS: Mr. Almada spoke of talking to Mr. Adams of Collier Creek Estates about moving some trees from the subdivision property. He indicated that some Cabbage Palms and other trees may be available to the City free of charge, but must be moved. Chris noted that he is in the process of moving some trees presently. He indicated that he will talk to Mr. Frame about the Adams property. There was some discussion about the City owned property on Main Street and Indian River Drive including the Chamber of Commerce buildings, the old and the new. There was more discussion about planting the slash pine seedlings. VChmn. Fielding adjourned the meeting at 7:15 pm.
