MINUTES OF REGULAR MEETING
FEBRUARY 4, 2002
Chairwoman Cathy Fulton called the meeting to order at 5:40 PM.

ANNOUNCEMENTS;
Chwmn, Fulton reminded Board members that the March meeting must adjourn
by 6:30 PM, so the agenda must be kept short.

A. EAGLE SCOUT PROJECT- COREY BARBER
Corey Barber was not present,
B, ARBOR DAY REPORT:
ChWmn, Fulton reported that on January 26th, Anne Dann, Charles Cardinale, Larry
Birchmeyer and she met at Blossom Park to discuss the type and location of trees for
Arbor Day. She noted that Larry had ideas on nurseries who would donate supplies.
There was discussion about the City donating three (3) thirty-foot (30') slash pine trees.
It was indicated that Larry Birchmeyer will obtain some other smaller trees, and Anne
Dann mentioned cabbage palms, bald cypress and live oaks as donated trees,

Anne also gave information about a bronze plaque, and small plaques with very few
letters that are available as memorials and would cost about $80,00, Plastic plaques
are available for less.
Charles brought up the subject of purchasing a memorial plaque for Carl Behr, a past
Tree Board Chairman, Chwmn. Fulton indicated that Macho Products would probably
make a donation for this purpose. She also suggested that Mr. Behr's family be invited,
Charles then asked about any City requirements pertaining to plaque size.
Charles then went through his Arbor Day list:

Speakers:
There was discussion about whether funding is needed for an urban
forester from Gainesville, obtained by Larry Birchmeyer, to speak at the Arbor Day
ceremony. Chwmn, Fulton nOted that this person is a City Arborist. Charles also
mentioned Paul Williams, and Chwmn. Fulton pointed out that Mr. Williams is a district
urban forester, and he is located in Ft, Pierce.
John Almada arrived at the meeting.
Chwmn. Fulton had a letter, forwarded by Larry Birchmeyer, from Meg Neiderhoeffer
from Gainesville.
John Almada noted that he reserved the showcase at the Library for March and agreed
to place some sort of sign advertising Arbor Day. Chwmn. Fulton agreed to provide a
sign.
It was agreed to send letters of invitation and notification to the City Manager, City
Mayor, and Janice Broda, It was suggested that Dan Culbert be asked to be the main
speaker and to speak about how to find Champion Trees, and to inform him that Meg
Niederhoeffer will be attending also and be a co-speaker. It was suggested that Janice
Broda would not be requested to speak this year.
Charles noted that the President of the Pelican island Garden Club is Ellie Stroker,
it was suggested that a reminder be included i:n the City Manager's letter that a
proclamation be prepared and that the Mayor be invited also. (With elections in March,
the Board does not know at this time who the new Mayor will be.) It was also suggested
that a reminder letter be sent to the speakers in mid-March.
There was discussion about having a photography contest for Arbor Day. It was
determined to consider this Project for next year since time is growing short.

At this point, Chwmn. Fulton resigned from the Arbor Day Committee. She then
nominated VC Charles Cardinale as Chairman of the Arbor Day Committee. There
were no other nominations, and Charles Cardinale was declared Chairman.
C. FINALIZE 2002 WORK PLAN - SUBMIT TO CITY COUNCIL
There was discussion about formulating a Champion Tree program within the City. It
was suggested to ask Dan Culbert for advice on this project.

Urban Forester efforts
There was discussion on the subject of the Urban Forester efforts.
MOTION by VC Cardinale/Dann
I would like to make a motion to approve the tree and Landscape AdVisory Board
2002 Work Plan.
A voice vote was taken. 3 - 0, motion carried.
Chwmn. Fulton noted that a cover letter will be formulated and the work plan will be
forwarded to City Manager, Terrence Moore.
D. LANDSCAPE CODE
It was suggested that proposed changes to the Landscape Code shall be placed on the
agenda for the month of March.
NEWBUSINESS:
John Almada introduced a new topic - America in Bloom, Beautification
campaign and contest for towns of various sizes, suggested by Dan Culbert, Director,
Extension Agency. Chwmn. Fulton took it under advisement for an educational project.

MEMBERS MATTERS:
There was discussion about flyers to be handed out on Arbor Day - Sebastian as Tree
City USA and the City of Sebastian Residential Tree Protection Ordinance, Anne Dann
suggested updating the Residential Tree Protection Ordinance pamphlet.
A. REPORT ON SHADE HOUSE WORKDAY 1126102
Chwmn. Fulton reported that Ruth Davies, Anne Dann, Larry Birchmeyer and Charles
Cardinale joined her at the shade house on 1/26/02 and they repotted many plants,
weeded the dead ones out, moved them and fertilized them. It was noted that some of
them are ready to be planted on City property, There was some discussion on what type
of oaks are at the shade house,
Charles inquired about some kind of notification to George Anderson at the High School
Environmental Academy for identification badges or passes for Tree Board members to
gain entrance to the shade house, It was also requested to ask Mr. Anderson to water
the trees once a week in the location they have been placed.
It was agreed that the Board members will meet quarterly and care for the plants at the
High School Shade house, which would make the next meeting in April, then July and
October,
John Almada agreed to trim the Model Planting outside Council Chambers.
John Almada brought up the subject of the new Parks and Recreation Committee and
how the Tree and Landscape Advisory Board will fit in with this new committee in
reference to development of the new park areas in the City. It was suggested that Tree
Board members attend some of these meetings,
There was discussion about either moving the March meeting to a different date, or
having an extra meeting. It was suggested to hold a March.workshop meeting for Arbor
Day during the third week, Monday, the 18th, or Monday, the 25th'
The meeting was adjourned at 7:02 PM.
