TREE ADVISORY BOARD
MINUTES OF REGULAR MEETING
FEBRUARY 5, 2001
Chairman Cardinale called the meeting to order at 5:32 pm.
The Pledge of Allegiance was said.

A. PPROVAL OF MINUTES:'

I'd like to make a motion to approve the first set of minutes from January 8th,
2001.
A voice vote was taken. 4 - 0, motion carried.

ANNOUN,,,,CEMENT$:
Chmn. Cardinale suggested that New Business be placed before Old BUsiness because
guests are present. A consensus of the Board was in favor of this change.

Mrs. Geiger, Biology teacher, and student, Michelle Artlip, were present to make a
presentation on the Envirothon 2001 competition. Mrs. Geiger spoke of selecting a
piece of public property, namely the east side of the City Hall building, developing a
landscape plan to become a Florida Certified Yard, and writing a grant proposal. They
also need a partnership, which would be with the City of Sebastian, for hours of
manpower and a donation of plants. This grant proposal would be one-sixth of the
competition, and if they win, they would implement the plan with matching funds.
Mr. Moore spoke of a beautification program for City Hall property and how the High
School project would fit in with this program. He also noted that on public property,
funding and manpower would not be a problem and the City would accept responsibility
for maintenance.
The subject of irrigation was discussed, and Ms. Geiger submitted a rough sketch of the
site showing a berm and mulched areas intended to retain water run-off.
Ms. Geiger then noted that her class will need a letter from the Tree Board committing to
a partnership for guidance, etc.
MOTION BY Cardinale/Bell
I would like to make a motion that we join in partnership with the Sebastian River
High School's Environmental Science Academy to landscape the east side of
City Hall.

The vote was 4 - 0. Motion carried.
Chmn. Cardinale volunteered to write a partnership letter of general commitment from
the Board for the Envirothon requirements.
There was much discussion between Board members on all of the issues involved with
grant writing and the items that the ESA will be dealing with in the competition.
Janice Broda reminded all present that the students are ultimately responsible to write
the grant and complete the process.
There was consensus by the Board to hear Public Comment at this time.
PUBLIC COMMENT:
Ms. Carolyn Corum spoke of her concern for the long-term care of the plants in the
median on Schumann Drive. She gave her description of the plantings done by the City,
mentioning an irrigation system, and noting that most of the plants have died.

There was much discussion on this issue, and Chris McCarthy gave more precise
information from his Department's involvement in this project. There was more
discussion about the types of plants that have been scheduled to be planted in the
Schumann Drive project, and it was noted that Oleander is very poisonous.
Ms. Corum noted that approximately $14,000 will have been spent on this project and
eventually all plants will die because of the poor planting conditions and lack of available
water. She advised that a well be established for irrigation.

The following items were discussed for the 2001 Work Plan:
1. Arbor Day - Discuss changing the date for 2002.
2. Model Planting - Re-adjust and improve
3. Beautification of Main Street project
4. Pepper Bashing Projects
5. Continue displays at Library
6. KIRB - Grow a Gift
7. Shade House Operations at High School
CHAIRMAN MATTERS:
Chmn. Cardinale congratulated the members on a very successful Arbor Day
Celebration. It was noted that future Arbor Day Ceremonies should have fewer
speakers and more hands-on planting, and more involvement with children.

Since there were only two regular members present the following motion was made:

All things considered, I'd like to move that the election of officers be postponed
until next month's meeting.
A voice vote was taken. 3 - 0, motion carried.
Chmn. Cardinale adjourned the meeting at 7:20 pm.
