City of Sebastian 1225 MAIN STREET [] SEBASTIAN, FLORIDA 32958 TELEPHONE (407) 589-5330 [] FAX (407) 589-5570 PUBLIC MEETING The Tree Advisory Board of the City of Sebastian, Indian River County, Florida, will hold their Regular meeting on Monday February 7, 2000, in the City Council Chambers at 5:30 p.m. Dawn M. CITY OF SEBASTIAN TREE ADVISORY BOARD MINUTES OF REGULAR MEETING FEBRUARY 7, 2000 Chairman Cardinale called the meeting to order at 5:35 p.m. The Pledge of Allegiance was said. RQLL CALL: PRESENT: Chmn. Cardinale Lynn Albury Ruth Davies Anne Dann EXCUSED ABSENCE: VC Cathy Fulton ALSO PRESENT: ChdS McCarthy, Parks Department Ann Brack, Recording Secretary APPROVAl- OF MINUTES,: MOTION by DaVies/Cardinale I make a motion we approve the minutes. (1/3/00) A voice vote was taken. 4 - 0 motion carried. ANNOUNCEMENTS: OLD BUSINESS: Discuss Arbor Day 2000 Chmn. Cardinale announced that thank-you letters were sent to the participants of the Arbor Day ceremony. He noted that there were some participants that were not on the Secretary's list, and he drafted a letter to be sent to them. He also commented'that he and Cathy Fulton sent an open letter to the editor about Arbor Day. The Board members congratulated Chris McCarthy on the good quality of trees that he obtained for Arbor Day. There was discussion about the lack of coverage by the local newspapers. ..NEW BU,~INESS: Discuss future projects. There was some discussion of setting up a plan whereby residents could donate a tree in someone's memory. TREE ADVISORY BOARD MINUTES Of REGULAR MEETING OF FEBRUARY 7, 2000 Mr. Joel Tyson, representing the Tree Committee with Keep Indian River Beautiful was present and gave information on this organization's Grow a Gift program for donation of memodal trees. He noted that KIRB may not plant a tree within the city limits of Vero Beach without paying a one hundred dollar ($100) fee to the Tree Commission. He indicated that KIRB would welcome Sebastian's participation and would help in any way they could to publicize it and provide pamphlets, etc. It was suggested that Ruth Davies be designated as liaison from Sebastian Tree Board to KIRB. Mr. Tyson plugged Fellsmere Day on February 19, 2000. Shirley Kilkelly recalled conversations in past years with KIRB about planting trees in Sebastian. At this point, Chin. Cardinale supplied the new Board members with information and history of the seedlings which are at the High School. He then asked for volunteers for the next few months to care for these seedlings. February - Dottle McCue, volunteer March - Charles Cardinale April - Ann Danne May - John Almada, Advisor John Almada suggested obtaining local one (1) gallon size seedlings and caring for them until they reach a five (5) or ten (10) gallon size before planting, and in the process, acclimating them to local growing conditions. There was further discussion and the Winged Elm and Dahoon Holly were mentioned along with native trees. There was discussion about the improvements being made to the park on Cownie Lane and Cheltingham Dr. by the City Parks Department. Chris McCarthy noted some of the difficulties encountered in this effort. There was also discussion on renewing the orange tags on recently planted seedlings. Anne Putman gave the name of a resident who would like to be involved in any planting done at Blossom Park - Ellen Stewart, 826 Hards Street, phone # 589-2531. Chin. Cardinale called attention to the list of suggested locations for planting created by Shirley Kilkelly and former City Manager, Tom Frame. It was requested that this list be provided to each Board member for discussion at the next meeting. There was discussion of organizing an effort to identify "Champion trees" in the community. Chin. Cardinale noted that the local Boy Scout troop would be receptive to clearing some Brazilian Pepper trees at Hardee Park in February or March. He also mentioned the seedling project at the High School, the landscape project at City Hall, and beautification project at Blossom Park. Anne Putman suggested getting neighbors in the TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF FEBRUARY 7, 2000 Blossom Park area involved in the planting, and she provided the name of Ellen Stewart who offered to do some public relations in the neighborhood to accomplish this. Anne Putman suggested that Ms. Stewart be invited to the next Tree Board meeting to discuss this issue. Chmn. Cardinale noted that all of the above projects will be listed on the Work Plan for 2000 to be presented to City Council for their approval. There was discussion with Chds McCarthy about sites for removal of Brazilian Pepper trees, and the request was made that "Pathfinder" or "Garlon" be made available to the Scouts for this endeavor. There was discussion about whether to cut Brazilian Pepper trees before or after the berdes drop. Chmn. Cardinale listed the upcoming projects as: 1. Set up a schedule for maintenance of seedlings at the High School 2. Have a Brazilian Pepper Bashing event in the Fall 3. Model planting with George Anderson's class at the High School 4. Beautification project at Blossom Park Chds suggested completing the model planting project befOre starting any other projects. He referenced the planting design that John Almada had submitted.. There was more discussion on this issue. It was determined that at the next meeting, John's proposed plan be provided to all Board members for review. CHAIRMAN MATTI~R~; Chmn. Cardinale noted that coffee plants will be potted and placed at the H.S. greenhouse by Shidey Kilkelly and Sylvia Vonburg. It was noted that these coffee plants are being donated by Frank DeJoia. The Board members agreed to this and several offered to help with the potting. MOTION by Cardinale/Davies I would move that we accept Mr. DeJoia's invitation to take his coffee plants from his yard and transplant them into pots to be cared for in the shadehouse. A voice vote was taken. 4 - 0 motion carried. Chmn. Cardinale reminded the members to call the Secretary if they cannot attend a meeting so they will have an excused absence. He also reminded Lynn Albury to apply for reappointment by April if she wants to remain on the Board. Chmn. Cardinale adjourned the meeting at 6:55 p.m.
