HomeMy WebLinkAbout03042002 TREE CITY OF SEBASTIAN TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING MARCH 4, 2002 Chairman Kathy Fulton called the meeting to order at 5:38 PM. The Pledge of Allegiance was said. ROLL CAI-,L~: PRESENT: Beverly T-Bell Anne Dann VC Cardinale Ruth Davies Lynn Albury Larry Birchmeyer(a) Chmn. Cathy Fulton ALSO PRESENT: Chris McCarthy, Supervisor, Parks and Recreation Dept. Ann Brack, Recording Secretary APPROVAl- OF MINUTES; There was a brief discussion about the minutes of February 4, 2002, and one of the items mentioned was that Janice Broda was not asked to speak at the Arbor Day Ceremony because she already has such a full schedule. MOTION by Davies/Cardinale I make a motion that we approve the minutes of February 4th. A voice vote was taken. 5 - 0, motion carried. ANNOUNCEMENTS: Chmn. Fulton noted that this meeting needs to adjourn in about forty-five (45) minutes. Corey Barber's report on his beautification project was added to the agenda under Old Business. All members agreed to this change. OLp BUSINESS: A. ARBOR DAY WORKSHOP, TUESDAY MARCH 19TM ~ 5:30 PM Chmn. Fulton called attention to the Arbor Day Workshop meeting to be held on March 19th 2002 in council chambers at 5:30 PM. Board members indicated that they could attend this extra meeting. TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MARCH 4, 2002 B. 2002 WORK PLAN - ACTION BY CiTY COUNCIL ON 2/27102 Chmn. Fulton indicated that City Council considered the Board's 2002'Workplan on 2/27/02, and they noted that any suggested changes to the Tree and Landscape Code must be sent to City Council who will then send them to be reviewed by the Planning and Zoning Commission for recommendations, then go back to City Council for action. She also noted that Sally Maio, City Clerk, indicated that she has asked for the County's intention to re-establish the urban forester, and will share that information with.this Board when she receives it. There was discussion among Board members about these two issues. C, COREY BARBER - PROJECT FOR EAGLE SCOUT DESIGNATION Corey Barber announced that he will be working on the landscape project at the sign on Sebastian Boulevard (CR 512) on Saturday at 9:00 AM. He submitted computer graphics of the three sights depicting their completed format. He indicated that landscape timbers stacked three-high will be used as an edging on Sebastian Blvd., plastic edging rim at Barber St. & U.S. #1 and Schumann Drive. He also indicated that Crown of Thorns, Ilex Shelling, and Coontie Palm will be planted. He then noted that the other two sites will be worked on the following weekend - Barber St. & U.S. #1 first, then Schumann Drive, March 30, at 9:00 AM. There was some discussion on the suggested revisions to the Landscape code. Chmn. Fulton indicated some problems in working with the scanned document and Larry Birchmeyer(a) noted that this entire code is available under the MUNIcode. The secretary also noted that it could be downloaded from the computer onto a disc. NEW BUSINESS: A. CITY OF SEBASTIAN APPLICATION FOR LAND CLEARING & TREE PROTECTION HOMEOWNERS PACKET There was discussion of the format, presentation, content, and enforcement of Land Clearing and Grubbing applications, as well as the Tree Protection Homeowners Packets. MEMBERS MATTERS: A. MR, ANDERSON - RESPONSE TO SHADE HOUSE ACCESSIBILITY B. SHADE HOUSE WORKDAY-SET DATE FOR APRIL Board members agreed to meet at the High School shade house on April 27, 2002, at 10:00 AM. Prior to this event, VC Cardinale will contact Mr. Anderson for identification badges of some kind. TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MARCH 4, 2002 Larry asked for clarification on his request for Meg Niederhoffer, City Arborist from Gainesville to speak at the Arbor Day event, and Chmn. Fulton responded that this request was turned down, as there is no funding. VC Cardinale asked if Paul Williams, Urban Forester for the City of Fort Pierce would be approved to speak on Arbor Day about urban forestry. There was discussion on this issue, and Charles was advised to contact the City Manager with this request. STAFF MATTERS:, There was discussion about the thirty (30)-foot slash pines requested for Blossom Park on Arbor Day, and Chris noted difficulty in obtaining them at that height. Chris also indicated that trees that high would need professional installation, Chmn, Fulton offered to get a donation if needed. Chris suggested also using oak trees and the Board members consented. Charles suggested making maps for the location of Blossom Park at Seneca and Blossom Drive, and after discussion, it was noted that the directions could be written out and a map would not be needed. Anne Dann informed the members that Rev. Canon Conger is leaving St. Elizabeth's Church and it was agreed that Rev. Thomas at the United Methodist Church would be asked to do the invocation. Charles noted that Dan Culbert has verbally agreed to his attendance. Charles also noted that t-shirts are available from KIRB after the meeting. Chmn. Fulton adjourned the meeting at 6:37 PM.
