TREE ADVISORY BOARD
MINUTES OF REGULAR MEETING t s
MARCH 5, 2001
Chairman Cardinale called the meeting to order at 5:35 pm.
The Pledge of Allegiance was said.

move that we accept the minutes as presented to the meeting of February
5, 2001.
A voice vote was taken. 6 — 0, motion carried.
OLD BUSINESS:
A. Environmental Science Academy Presentation
Michele Artlip was present and reported that the SRHS group who entered the
Envirothon won the competition for the grant to place their project at the east side of the
main City Hall building. She furnished copies of their winning proposal to all members.
Michele did not know what the dollar amount of the grant is at this time. There was
discussion of this project and Larry Birchmeyer noted that the prices quoted for the
various plants seem to be retail, and he suggested that wholesale prices would be
available. Michele will take this information back to her class, and commented that final
decisions may vary from what is contained in the proposal. Maintenance of the finished
project was discussed and it was repeated that the City has accepted responsibility for
ongoing maintenance. The project may get started within the next month or so, but may
not be completed until the Fall.
There was some discussion on the design of the irrigation system, some of the
suggested plants, and the width of the foot path.

Michele noted that she will be giving this Board monthly reports on this project until
school closes. (Since she is a senior, another representative will probably take over
after she graduates.)
B. Finalize Work Plan
Arbor Day:
The first item to be discussed was reducing the number of speakers at the Arbor Day
ceremony. It was also suggested to move the date of the ceremony to March or April
of 2002, after the last possible freeze. Cathy Fulton noted that the Arbor Day
Foundation has a time span for different regions, and she will check into the "window" for
Florida. Larry suggested the first or second week of March.
Beautification of Main Street:
Anne Dann asked if there was a plan for this project, and Chris responded that no
definite plan has been designed, but money has been allocated in the budget. He noted
that City dollars used for the Envirothon project will come out of this budget. Anne noted
that this Board might recommend tree species for planting along Main Street on
City owned property. It was noted that there are many water and cable lines buried
along this route.
Model Planting:
It was suggested to design a plan for the inter -connecting area between the East side of
main building and the model planting next to Council Chambers.
Pepper Bashing Projects:
After some discussion, it was suggested that Indian River Drive, Blossom Park, and
various other sites around the City would be good sites for this endeavor. The City will
provide locations and the Boy Scouts will be invited to participate.
Displays at Library:
John Almada commented that he will reserve the display case in February, 2002 to
publicize Arbor Day. He requested help with this project. Other Board members will
work on displays for educating the public.
Keep Indian River Beautiful:
Ruth Davies reported that a new Chairman is needed for this organization and the tree
planting (Grow a Gift) program seems to be dormant at this time.
Shade House Operations at High School:
Ch. Cardinale noted that the shade house is being remodeled at this time. He
suggested that some of these potted trees are big enough to be replanted in the City.
John Almada suggested planting 10 or 15 of the water oaks at Hardee Park near the
water. Easy Street Park was also suggested as a planting site for some of these trees.
It was also noted that planting during this drought is rather foolish. It was suggested that
the work plan should contain the following: Continued maintenance and designation
of plants when drought is over.

Volunteers for the shade house revised their schedule as follows: March, John Almada;
April, Cathy Fulton; May, Ruth Davies; June, Lynn Albury.
It was determined to place the subject of Blossom Park on the agenda for the next
meeting.
Anne Dann suggested that this Board make a recommendation to City Council about the
tree requirement for commercial properties, mentioning the new Publix Supermarket on
Barber Street. There was much discussion on this issue, and enforcement of existing
codes was discussed. It was suggested that the landscape code be reviewed by this
Board and discussion took place. Another suggestion was to educate the public on
landscaping.
Items for the future agendas include Blossom Park, enforcement of Landscape
Code and a plan to educate the public.
John Almada was informed which of his landscape codes were current.
NEW BUSINESS:
A. SHADE HOUSE OPERATIONS
The subject of fertilizer for the shade house was discussed. A 50 Ib. bag of 8-8-8 was
requested from Chris.
B. MODEL PLANTING
This subject was discussed earlier in the meeting.
MEMBERS MATTERS:
A. ELECTION OF OFFICERS:
Anne Dann nominated Charles Cardinale for Chairman. There were no other
nominations and Charles Cardinale was elected Chairman.
Cathy Fulton nominated Beverly T -Bell for Vice Chairman. There were no other
nominations and Beverly T -Bell was elected Vice Chairman.
Chmn. Cardinale adjourned the meeting at 7:10 pm.
