The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday March 6, 2000, in the
City Council Chambers at 5:30 p.m.

MINUTES OF REGULAR MEETING
MARCH 6, 2000
Chairman Cardinale called the meeting to order at 5:33 p.m.
The Pledge of Allegiance was said.

I make a motion to approve the minutes of February 7h.
A voice vote was taken. Motion carried 5 — 0.
ANNOUNCEMENTS:
Chmn. Cardinale indicated that additional thank you letters were sent to Joe Collins,
George Anderson, and Fran Adams for their participation in Arbor Day.
PRESENTATION:
Member of Florida Yards
Sherri Shipley, an advisor for the Florida Yards program, was present and gave a brief
presentation on ecosystems as affected by storm water run off.
NEW BUSINESS:
1. Blossom Park: Discussion on suggestions by Ellen Stewart.
Ms. Ellen Stewart was present and indicated that her desire is to see this park cleaned
up. She noted that several other residents of her street are in attendance today.
Ms. Helena Aiello of Seneca Street also spoke of cleaning up the park, keeping it

natural, and possibly more trees and grass. She indicated that the neighbors do not
want any benches or structures at this site.
Mr. Leslie Peters of Blossom Drive spoke of the small size of Blossom Park, and
suggested that sod be placed in this park since soil is piled up there. He also suggested
that maintenance needs to be done more than four (4) times a year.
Mr. Moore thanked all residents for attending this meeting. He indicated that when the
present construction in this area is completed, enhancement of Blossom Park will be
done, possibly with sod and additional trees, etc. He suggested another session could
be held at a later date to discuss types of plants that residents desire.
Mr. Peters suggested minimal improvements, simplicity, and ease of maintenance. He
offered other suggestions.
There was consensus of the Board to agree with Mr. Moore's plan to proceed with Park
improvements after the present area construction is completed.
John Almada suggested leaving the wild flower areas as they are, and placing sod in
other areas.
Chmn. Cardinale indicated that he would compile a list of issues presented today and
discuss it at a future meeting, with Mr. Peters in attendance.
Shirley Kilkelly suggested saving the "Sun Dew" plant that grows in the sand at this Park.
Chris McCarthy commented that the soil that piled up at this Park would probably be
removed, but his Department would have no problem making suggested improvements.
John Almada suggested that Board members look at this Park to determine the most
advantage placement of additional plants.
It was also noted that Blossom Park's lake is a retention pond.
2. Work Plan for 2000: Discuss preliminary plan and make suggestions.
Chmn. Cardinale referred to the seven (7) items he listed on a handout, and suggested
discussion.
1. Arbor Day - John Almada suggested that the time of day for this
ceremony be changed to 4:00 p.m. There was discussion on this issue. He also
suggested inviting the local nurseries to participate with a tree donation for which they
would be recognized. There was more discussion.
Mr. Moore commented on this discussion.
Chmn. Cardinale commented that the Arbor Day ceremony needs better press coverage
than it received this year.

There was discussion about contacting teachers in local schools for an essay contest in
the Fall of this year.
MOTION by Cardinale/Davies
I would like to make a motion that we rearrange some of the things on the
agenda to discuss model planting at this time.
A voice vote was taken. 5 — 0 motion carried.
2. Model Planting
Chmn. Cardinale noted that as of his last conversation with George Anderson at the
High School, Mr. Anderson's class would be interested in helping with the physical
planting of this area at City Hall.
John Almada commented that this planting area will be strategically located for home
owners and builders to view with some uncommon plants that grow locally and could
become popular, and also beautify the City grounds. He also indicated that he would
welcome a professional design opinion on this plan. Another of his suggestions was to
create an informational folder identifying all the plants at this site. A plaque with a
directory was also suggested identifying the plant selections. There was more
discussion on this issue.
The issue of an irrigation system was briefly mentioned. Chris McCarthy gave
information on this issue.
Chmn. Cardinale will contact Janice Broda and Sally Gore for their input on John's
layout design.
Mr. Moore suggested that the issue of benches should be addressed after the planting is
complete. The Board members agreed.
Chris suggested that after he receives the final order to proceed, it should take him
approximately two (2) months to complete the project. He noted that obtaining these
plants may take the longest amount of time.
MOTION by Cardinale/Davies
1 would like to make a motion to go ahead and approve the preliminary
design that John Almada has put forth pending changes recommended by
experts.
A voice vote was taken. 5 — 0 motion carred.
Chmn. Cardinale commented that the Boy Scouts and the High School class may help
with the planting with advance notice.

Mr. Moore left the meeting at this point.
3. Pepper Bashing
It was suggested that Chris McCarthy develop a list of city properties that could have
pepper trees eradicated, and it will be discussed at a future meeting.
4. Display at library
John Almada agreed to do the display at the library possibly in October, or when it is
available.
5. KIRB
There was brief discussion on this organization. Ruth Davies agreed to obtain some
pamphlets.
6. Shadehouse Operations
Chmn. Cardinale noted that Dottie McCue has volunteered for another month at the High
School shadehouse.
PUBLIC COMMENT:
Shirley Kilkelly commented on Article XIII of the Land Development Code. She noted
that there is no explanation for a "protected tree' . (This definition is in Article XXII,
Language and Definitions.)
Anne Dann commented that the Carrotwood tree will soon be on the undesirable list.
Anne Putman commented that a historical tree must be at least fifty (50) years old.
Shirley Kilkelly noted that there are about ninety (90) coffee plant seedlings at the High
School greenhouse.
CHAIRMAN MATTERS:
Chmn. Cardinale asked the members for ideas to be included on the annual workplan.
MEMBER MATTERS:
Cathy Fulton noted that she has been selected to be a member of the CR 512 Task
Force, and the first public hearing is scheduled for Wednesday. The Task Force will be
presenting some suggestions and changes about landscaping, enforcement, and
median. Cathy noted that she will call the City and verify Wednesday's public hearing.

STAFF MATTERS:
Chris McCarthy commented that a resident on the comer of Atlantis Terrace and Barber
Street who requested red cedars to extended down to her house. He noted that pines
are planted in that same area and would have to be moved around the comer. There
was brief discussion on this issue.
There was consensus of this Board to leave the pines where they are presently planted.
Chmn. Cardinale adjourned the meeting at 7:10 p.m.
