PUBLIC MEETING
The Sub-Committee of the Tree Advisory Board, of the City of Sebastian, Indian
River County, Florida, will hold a special meeting on Tuesday, March 18,1997, in
the City Council Chambers at 5:30 p.m., to discuss the Landscape and Tree
Protection Ordinances.

MINUTES OF WORKSHOP MEETING
TUESDAY, MARCH 18, 1997
The meeting was called to order by Donna Starck at 5:32 P.M.

ANNOUNCEMENTS:
Ms. Starck introduced the guest speaker, Ms. Peg Rondeau, who will speak on the North Indian
River County Library property.
Ms. Rondeau gave some background on the landscaping design at the Library, along with the
present status and some of the problems encountered with original plantings. She also displayed
and recommended several brochures from several local agencies.
Ms. Rondeau also spoke on the islands in the parking lot, in comparison to problems being
encountered in the new Winn Dixie project going in on CR 512. She noted ~ plants that
failed to survive on the Library property, and noted that these were replaced with grass. She also
noted a Southern Red Cedar Uee, which is a Carmen Roth memorial, that is growing into the power
lines.
There was discussion on the tree list included in the Homeowners packet. Mr. Massamlli noted that
he didn't think anyone pays much attention to this list.
There was discussion on proper plants for different areas, maintenance and irrigation, and cost.
Ms. Starck noted that this group would look into imgntion, and at~r first year maintenance.
The nex~ itcun of discussion was parking lots.
Ms. Starek mentioned non-vehicular open space. Mr. Cox commented that he felt that the table of
requirements for non-vehicular open space peaalizes the small developments and small cowanercial
establishments by requiting a greater density of trees than larger developments. He felt this area
should be discussed for other options, percentage requirements, or reverse the present
requirements, or just look at tree requirements for the total size of the property.

t elsewhere, allowing possibly more parking spaces.
~ilkelly noted that seeing a large expanse of parking lot pavement was not desirable, and that
be why she would agree to small island plantings.
Jnmda gave an example of Wal Mart's large parking lot with fewer but larger planting
with groups of trees and under plantings.

the next meeting. She also noted her notes on incentives for parking lot minor variances.

~ese are all recent projects that have begn permitted in the last year or so, and each have
[ed difficulty in enfo .r0ing the code. He then proceeded to show the members a copy of the
ape plan for Winn Dixie which appeared to be a beautiful plan. He then explained the
xns that have arisen, and p~ to present slides showing ti~ reality problems
~nced with this laadscape plan.
~ggestion present~ byMr. Massarelli was that all utilities be shown on the drawings for site
particularly for the landscap~ plan.
,'ts discussed during the presentation of the slides were soil type and amount, plauts with low
aaintenance, power lines, utilization of right-of-way for plantings by &welopers, type of
flants, and ground cover.
assarelli noted that Planning and Zoning Members need to be more knowledgeable when
g at s/to plans to be able to judge the laadscape plan to avoid problems, such as mentioned
in the future.

Ms. Kilkeily suggested a liaison between the Tree Advisory Board and Planning and Zoning as an
aid for decisions m the landscape plans.
Mr. Massarelli suggested looking at some alternative grasses for ground cover on slopes around
drainage swales, gtc., where mowing could be a problem.
He then showed a couple of new homes under construction that don't have very much room to
plant the minimum number of trees, because of septic system, ~ahffield and steep side easements,
yet they meet code,
Mr. Massarelli noted that this Board needs to define their goals and what they are trying to
achieve.
Ms. Starck suffl~sted that the Board start at this point at their next meeting, and come to a
consensus on additions, deletions and e, ahanges so information can be discussed with Mr. Mnssarelli
and Mr. I-Iass.
She noted that the next meeting will be on March 25, 1997 at 5:30 P.M.
Mr. Massarelli suggested that if Board members find sites that look good and reflect what they
want to achieve, he will photograph them and present them at a meeting for discussion.
Ms. Starck suggested planning another meeting time in April and asked for dates that would suit
everyone.
