PRESENT: CHWMN. SHIRLEY KILKELLY DONNA STARCK DAVID NORTON ABSENT: MARGARET MIQUELON - EXCUSED THOMAS CECRLE - UNEXCUSED ALSO PRESENT: · JOHN ALMADA, ADVISOR CHRIS MCCARTHY, PUBLIC WORKS DEPT. DAWN CORAPI, SECRETARY SHIRLEY SUGGESTED POSTPONING THE APPROVAL OF THE MINUTES, FOR THE MARCH 4, 1996 MEETING, STATING SHE DID NOT GET A CHANCE TO READ THROUGH THEM. THE OTHER MEMBERSAGREED. SHIRLEY WELCOMED JOHN ALMADA, THE NEW ADVISOR, TO THE BOARD. SHIRLEY EXPLAINED TO JOHN THAT THE BOARDS BIGGEST GOAL RIGHT NOW IS TO APPLY FOR TREE CITY U.S.A. SHE ASKED HIM IF HE HAD ANY EXPERIENCE WITH THAT. HE SAID THAT HE IS FAMILIAR WITH IT FROM BEING A MEMBER OF THE ARBOR DAY FOUNDATION SINCE 1988. SHIRLEY INFORMED THE BOARD THAT BOTH THE TERMS OF DAVID AND MARGARET HAVE EXPIRED AND THEY BOTH STATED THEY DO NOT WISH TO CONTINUE ANY LONGER. DAVID STATED THAT MAYBE HE WOULD COME BACK AS A MEMBER NEXT YEAR AND THAT HE WOULD STILL LIKE TO WORK ON THE TREE INVENTORY PROJECT. SHIRLEY EXPLAINED THAT THE CAMERA HAS BEEN UNUSABLE BECAUSE THE BATTERY CHARGER IS NOT WORKING PROPERLY TO CHARGE THE BATTERIES NEEDED TO TAKE IT iNTO THE FIELD. SHIRLE~ EXPLAINED TO THE MEMBERS THAT DAWN ADVERTISED FOR THE TWO MEMBERtVACANCIES BUT NO ONE HAS APPLIED. DAWN E~PLAINED THAT SHE ADVERTISED FIRST WITH A DEADLINE DATE OF MARCH~6TH AND NO ONE APPLIED, SO SHE HAD THE CITY CLERKS OFFICE RE-ADVERTISE WiTH A DEADLINE DATE OF APRIL 30TH IN HOPES THAT THERE WOULD ~E APPLICANTS TO iNTERVIEW AT THE MAY MEETING. SHIRLEY' ASKED THE BOARD MEMBERS IF THEY HAD ANY SUGGESTIONS AS TO WHOM T~EY WOULD LIKE TO SEE ON THE TREE BOARD. DAVID SUGGESTED THAT, THE TWOADVISORS, JANICEANDJOHNSHOULD FILL THE SLf.TS iF THEY WERE WILLING. JOHN S]~ID THAT WHAT HE WILL BE DOING AS AN ADVISOR IS TOTALLY APPROPRIATE FOR HIM, THOUGH HE APPRECIATED THE SUGGESTION. DONNA ~TARCK SUGGESTED JEAN BRANTMEYER AND ANNE PUTMAN. SHIRLE~ SAID THAT BOTH MAY BE A POSSIBILITY AND SHE WILL LET THEM KNOW THERE IS AN OPENING. JOHN S~GGESTED CAROLYN CORUM. ] SHIRLE~ SAID THAT THE TERM FOR THE CHAIRPERSON EXPIRES MAY 6TH. SHE ASKED THE MEMBERS IF THEY WANTED TOELECT A NEW CHAIRMAN NOW OR MAYBE WAIT UNTIL THEY HAVE A FULL MEMBERSHIP. BRIEFLY EXPLAINED HER IDEAS ABOUT THE TREE MAINTENANCE SHE PASSED AROUND AN EXAMPLE OF HER IDEAS FOR THE INDEX HAT THE CITY EMPLOYEES WILL BE ABLE TO TAKE OUT iNTO THE 'ITH THEM. DONNA OFFERED TO HELP SHIRLEY BY REDUCING ILLUSTRATIONS FOR THE MANUAL AND THE CARDS. SHIRLEY ASKED CHRIS WHAT HE THOUGHT THE BOARD SHOULD DO REGAP, DING THE BUDGET FOR TREE CITY U.S.A. CHRIS SUGGESTED CALLING VERO BEACH AND GETTING A COPY OF THE INITIAL BUDGET THEY SUBMITTED FOR TREE CITY U.S.A. DONNA OFFERED TO PICK IT UP AFTER CHRIS MADE THE CONTACT. LOOKING AT LAST YEARSAPPLICATION FOR TREE CITY U.S.A., CHRIS SAID THAT THE MONEY WOULD HAVE TO ~O UNDER IMPROVEMENTS, PART OF THE CAPITAL OUTLAY, AS LONG AS WE HAVE THE BACK UP FOR IT. HE SAID MR. VOTAPKA MIGHT NOT WANT TO STICK ALL THE MONEY UNDER PARKS HE MIGHT WANT TO PUT IT IN THE OVERALL ENGINEERING PUBLIC WORKS BUDGET. SHIRLEY SAID, THE BUDGET FOR THE BOARD DOESN'T HAVE TO ~O IN THERE DOES IT? CHRIS SAID NO. SHE SAID THAT IS A SEPARATE ITEM. DONNA ASKED HOW MUCH DID WE sPEND? SHIRLEY SAID LESS THAN $200 OUT OF $1,000. DONNA ASKED ABOUT THE SUBSCRIPTIONS THE BOARD AGREED TO BUYAND IF THEY WERE INCLUDED iN THAT AMOUNT SPENT. BOTH THE MEMBERS AND DAWN SAID THEY RECALL DISCUSSING POSSIBLY ORDERING SUBSCRIPTIONS TO A COUPLE OF MAGAZINES, BUT NEITHER CAN REMEMBER IF A DECISION WAS MADE. DAWN SAIDTHAT THE BOARDVERYWELLMAYHAVE AGREED ON SOMETHING BUT SHE DIDN'T FOLLOW THROUGH BECAUSE SHE DIDN'THAVEANYPAPER WORK OR ADDRESSES TO DO SO. SHIRLEY SAID WE'LL GET THAT STRAIGHTENED OUT. SHIRLEY PASSED ON THE TREE PRUNING VIDEOS, THE BOARD ORDERED, TO CHRIS SO HE CAN SHOW THEM TO THE EMPLOYEES. DONNA SUGGESTED TO CHRIS THAT IF AFTER VIEWING THE TAPES HEDECIDES ONE OF THEM IS NOT APPROPRIATE FOR HiS MEETINGS THE BOARD WILLTAKE IT RACK AND PUT IT IN THEIR LIBRARY. DONNA QUESTIONED IF THE BOARD HAD ANY AUTHORITY TO MONITOR NEWLY DEVELOPED LOTS TO ENSURE THAT THE MINIMUM NUMBER OF TREES REQUIRED, BY THE TREE PROTECTION ORDINANCE, ARE PLANTED. SHIRLEY SAID THAT WE DO NOT HAVE THE AUTHORITY TO TELL THEPROPERTY OWNERSWHAT TO DO. WE CAN ONLY TAKE CARE OF TREES ON CITY PROPERTY. DONNA ASKED WHAT SHE SHOULD DO IF SOMEONE CALLS HER ABOUT A PROPERTY THAT THEY THINK DOESN'T HAVE THE MINIMUM NUMBER OF REQUIRED.TREES~ PLANTED. JOHN SUGGESTED HAVING SOME TYPE OF MAINTENANCE ROUTE, SENDING SOMEONE QUALIFIED TO GO TO ALL THE PROPERTIES TO DO A MAINTENANCE CHECK TO LOOK AT THE HEALTH OF THE TREES TO SEE WHAT NEEDS TO BE DONE AND LET THE EMPLOYEES KNOW. SHIRLEY ASKED CHRIS IF HE HAD THAT TYPE OF MAN POWER. HE SAID THAT THE MOWING CREW IS NOT UNDERNEATH HIM, BUT HE CAN MAKE THEM AWARE OF THOSE TYPES OF THINGS. DONNA SUGGESTED BUDGETING AN ANNUAL INSPECTION. CHRIS SAID THAT CAN GO INTO THE TREE CITY U.S.A. BUDGET. JOHN SAID THE ONE THING HE SAW LACKING IN THE MANUAL WAS THE SUBJECT OF FERTILIZER. SHIRLEY SAID SHE WAS THINKING THIS MIGHT BE A CONFLICT WITH JANICE BRODA'S THOUGHT OF DOING THINGS NATURALLY.
