Chairman Fulton called the meeting to order at 5:32 PM. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Anne Dann * VC Cardinale Ruth Davies Lynn Albury * Chmn. Cathy Fulton UNEXCUSED ABSENCE: Larry Birchmeyer(a) and Beverly T-Bell(a) ALSO PRESENT: Chris McCarthy, Supervisor, Parks and Recreation Dept, Ann Brack, Recording Secretary APPROVAL OF ,MINU,,TES: :~' MOTION by Davies/Cardinale March 4, 2002, and Workshop Mtg. March 19, 2002 I make a motion the minutes of the regular meeting of March 4th, 2002, and the Workshop Meeting, March 19, 2002, be approved as submitted. A voice vote was taken. 3 -0, motion carried. *Lynn Albury and Anne Dann arrived. OLD BUSINESS: A. ARBOR DAY UPDATE VC Cardinale called attention to samples of the Arbor Day program and press release that John Almada will exhibit at the Library. He noted that the press release will be placed on the City government channel, and in the newspapers in this area. Other areas ,,_o_f exposure were discussed for next year such as the Chamber of Commerce and the IRC Community Calendar. Lynn Albury verified that Dr. Thomas will give the invocation. It was also verified that wdtten directions for the speakers and participants will be mailed the week prior to the ceremony. Charles indicated that Keep Indian River Beautiful will be donating some type of item to be handed out. Charles and Anne Dann will meet Chris at the site on Monday, Apr. 15t~ at 10:00 AM to TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF APRIL 1, 2002 mark where the new trees will be planted. Charles was reminded to call all of the speakers and the Pelican Island Garden Club one week before the ceremony for final verification. B. 2002 Work Plan - Response by Tree Board and 2-27-02 Council Action - Minutes from Council Meeting Chmn. Fulton addreSsed City Council action as noted in the 2-27-02 minutes. There was discussion on this issue. There was also discussion on where this Board wants to go with the Urban Forester issue. It was determined that this Board wants to support the request and establishment of a County level Urban Forester. There was further discussion on how to get together with City COuncil members, and it was suggested to request a workshop with Council before a City Council meeting to discuss this issue. Chmn. Fulton agreed to contact the City Clerk to request this workshop. Anne Dann suggested asking a Vero Tree Commission member to also attend this workshop for added dimension to the Urban Forester request. C, Corey Barber- Welcome Sign Progress Corey Barber was present to give an update on his Eagle project. He noted that the project has been completed at Barber St. & US #1, CR 512, and Schumann and US #1. He then requested a letter of recommendation from this Board for his Eagle candidate form. Corey's address is 8360 97th Ave., Vero Beach, FL 32967 (Vero Lake Estates). He then informed the Board that they should let him know if there are any community service type jobs to be done :as his troop would do them for advancement. He can be reached at 388-5354. He then thanked the Board for their time. ,All Board members congratulated and praised Corey for a job well done. NEW B~INESS: A. City of Sebastian Application for Land Clearing & Tree Protection Home Owners Packet There was discussion on this information, and it was noted that the tree protection information in the builder's information packet is in the process of being updated. Recently constructed Tall Tree Plaza was noted as an example of having retained tall trees on the site even through construction. Chris commented that on residential lots in Sebastian, there is not much room left to plant trees after the larger homes are constructed, and many original trees must be removed within the "footprint" of the home, A suggestion was made to request that an ad informing residents that Sebastian is a "Tree City, USA" be placed on the City local access cable channel. TREE AND LANDSCAPE ADVISORY BOARD MINUTES OF REGULAR MEETING OF APRIL 1, 2002 MEMBERS MATTERS: A. Mr. Anderson response to shade house accessibility and watering -set date for April Chmn. Fulton noted that April 27th has been scheduled for Board members to meet at the High School shade house to work on the plantS. There was discussion about donating trees to the elementary schools for Earth Day. Ruth Davies noted that Bonnie Swanson is the principal at Pelican Island Elementary, and Patricia Donovan is principal at Sebastian Elementary. Chmn. Fulton will draft letters of conveyance for the trees. Charles and Anne will get the trees on April 15th and Ruth will deliver them on April 19th and April 22nd. Charles will continue to attempt to contact Mr. Anderson about identification badges or cards for the Board members to access the shade house. STAFF MATTERS: A, Chris McCarthy- Status of Tree Availability for Arbor Day Chris reported that he has received some price quotes for the Arbor Day trees, and he is waiting for two more. Charles commented that the Champion Tree. program might be the next program for this Board to get going after Arbor Day. There was discussion on this issue and it was noted that more information would be available after the presentation by Dan Culbert on Champion Trees. Chron. Fulton adjourned the meeting at 6:44 P.M.
