The Pledge of Allegiance was said. ROLL CALL: PRESENT: Beverly T -Bella) Anne Dann (late) Chmn. Cardinale Ruth Davies ALSO PRESENT: Ann Brack, Recording Secretary John Almada, Advisor APPROVAL OF MINUTES: (315101) MOTION by Cardinale/Davies Lynn Albury Larry Birchmeyer(a) VC Cathy Fulton I'd like to make a motion that we approve the minutes from our regular meeting of March 5th, 2001. A voice vote was taken. 5 — 0, motion carried. ANNOUNCEMENTS: Anne Dann arrived at 5:40 pm. OLD BUSINESS: A. LANDSCAPE — EAST SIDE OF CITY HALL (ESA) ENVIROTHON STUDENTS Chmn. Cardinale commented on his conversation with Dan Culbert from the Extension Agency, and noted that the Envirothon grant is for $1,250.00, and the students' budget was estimated at $567.00. He indicated that Mr. Culbert had some suggestions about the design including some "beds" around the oak trees. They also discussed the prices noted by the students and felt that these were retail prices. The date of April 20th was selected by the students to start planting, and the Tree Board members felt that that date should be used to plan the layout of the area, and do the planting after all the planning is complete. TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF APRIL 2, 2001 This entire issue was discussed by the Board including the method of payment of this project. There was also discussion about this Board being careful not to take over control of this project, that it is a project of the students. The Board agreed that one suggestion they could convey is about the pricing of the plants. Chmn. Cardinale, Ann Dann and Lynn Albury agreed to meet with Ms. Geiger to coordinate the Boards' assistance on this project. It was also suggested that if Dan Culbert has suggestions on the design, he should convey these ideas to the students. B. FINALIZE WORK PLAN Members analyzed the proposed work plan and did some editing. MOTION by Fulton/Albury I move that we present to the Council the Tree Advisory Board Annual Work Plan for 2001 with changes as noted and approved by Charles. Discussion: Anne Dann asked if this Board is going to work on changing the Landscape Code this year and if so, should it be included on the Work Plan. There was discussion on this issue. There were some members who felt this Board should review the Code, and there were some members who felt that this Board had not yet been requested to review it. A suggestion was also made to make a request to City Council for the Board to review it. Anne was satisfied that it didn't have to be part of the Work Plan, but felt it should be on an agenda in the near future for discussion. Roll call: Chmn. At this point, the Chairman explained to Beverly T -Bell that since she is an alternate member, she would not be able to hold the office of Vice President. Later in the meeting, a new election will be held to select a Vice President. As there was a member of the public in the audience who wanted to speak on an issue, the consensus of the Board was to allow public input at this time. There was a brief discussion about changing the agenda to place public comment after "Announcements". The secretary noted that she would check on this. PUBLIC INPUT: Ms. Judith Shuttleworth, 909 Louisiana Avenue (corner of CR 512 and Louisiana Ave) was present to speak about the CDBG grant that is going to be applied for to improve A E"� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF APRIL 2, 2001 and pave Louisiana Avenue. She noted that her house was built in 1916, and she was informed by a knowledgeable person that some old trees on her property were planted in 1920. Her concern is that if the street is widened her old trees will be damaged or ruined. There was much discussion about this issue and the possibility of a "Historical" designation for one or more trees at this site. Board members gave numerous suggestions to Ms. Shuttleworth on possible ways to obtain some information and help on protecting these trees. (MORE DISCUSSION ON WORK PLAN) There was a brief discussion about the research done by Vice Chmn. Cathy Fulton about the timing of Arbor Day in Florida. She provided the established dates and noted that the report includes the following comment: "Many states observe Arbor Day on different dates according to their best tree planting time." Anne Dann noted that she will speak before students at Beachland Elementary School on Earth Day on April 6h. MOTION by Danne/Fulton move that we advance Arbor Day from its present date to one around the first of Spring which is more compatible with planting. The Board members suggested that John Almada reserve the Library showcase for February 2002. C. SHADE HOUSE OPERATIONS John Almada gave a report on his activities at the shade house for the benefit of the members who will be working there next month. NEW BUSINESS: A. DISCUSS BLOSSOM PARK Chmn. Cardinale noted that Louise Kautenburg had been present to speak on Blossom Park, but she couldn't stay any longer, so he was speaking for her. He noted that Ellen Stewart (a resident near Blossom Park) had contacted him months ago about getting some planting done at that Park, and Louise Kautenburg is also in favor of some type of planting. He also reminded all present of an earlier meeting at which quite a few of the surrounding neighbors attended requesting that nothing be done other than some sod or grass seed. He also noted that Chris McCarthy of the Parks Dept. recently sent a letter (1106N TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF APRIL 2, 2001 to the neighborhood about work he plans to do at that Park. It was determined to get information about what Chris plans to do at that site, then discuss this issue again next month. B. ENFORCEMENT OF LANDSCAPING CODE / EDUCATION The suggestion was made for each member to read this Code and become familiar with both residential and commercial, then come to the meetings prepared with questions. There was further discussion on this issue. MEMBERS MATTERS: A. RE-ELECT VICE CHAIRMAN Chmn. Cardinale nominated Cathy Fulton for Vice Chairman. There were no other nominations, and Cathy Fulton was declared Vice Chairman for the year 2001. Chmn. Cardinale adjourned the meeting at 6:55 pm. The application and supporting documentation have been examined by my staff who feel that all standards for the award have been met. Accordingly, I recommend the award for the City of Sebastian.
