Eckis, P.E orks Director City Engineer/Public RE: Schumann Drainage Study A meeting was held with the residents that were contacted by mail to explain in detail the proposed construction for the drainage improvements. Five residents attended the meeting including myself, Robert S. McClary, and Earl Mastellar, who gave a brief introduction and opened the meeting immediately to questions and answers. Ed and Ramona Hue at 946 Schumann Drive, lot 29 at the intersection of Canal and Schumann were concerned for the restoration of their sprinkler system. Their adjacent next door neighbor, Edna Moore at 936 Canal Circle also has a sprinkler system and expressed concern. It was agreed that the restoration of sprinkler systems would be completed by the contractor. Elizabeth McFaden at 886 Lance Street Lot 33, who also oversees her rear neighbor's Lot 14, expressed concern that she would like to have a two week notice given by the contractor prior to the commencement of his work in that area. She had requested that trees on her property be removed since they were undesirable and could possibly conflict with the installation of the storm sewer pipe. In addition, she expressed concern over a raw sewage smell that exists following a moderate to heavy rainstorm and wished to report it to the City of Sebastian. Jane Cook at 831 Schumann Drive, Lot 5, described a private drainage problem in which the lot behind her home is higher and has water running from that property down across side lot swales that outfall into the Schumann Right of way and into the existing catch basin in front of her home. It was explained that a proposed drainage study was for the improvement and replacement of existing culvert drainage pipe from inlets to the point of outfall and would not be involved with private drainage issues. The meeting was adjourned at approximately 7:42 P. M. By copy of this memorandum the Engineer of Record shall be directed to make the following revisions to the drawings: 1. Indicate the Contractor shall be responsible to repair and replace sprinkler systems encountered. 2. Increase one week notice to two weeks to allow ample time for homeowners to make arrangements to move items in the easements. 3. Indicate on the drawings for the two trees to be removed described by Elizabeth McFaden. cc: Earl Mastellar, Consulting Engineer meet.doc
