BASKETBALL COURTS
DESCRIPTION: .
A. Construction: The work in this section consists of construction of Basketball Courts including
curb, post nets and related equipment. The Tennis Courts shall consist of 1" of Type III asphalt
surfacing course over 6" compacted limerock, a surface preparation coat and applications of a
color finishing course.
B. The contractor shall famish all labor, paint, equipment, appliances, and materials and perform all
operations in connection with the complete installation in strict accordance with these
specifications and applicable drawings, and subject to the terms and conditions of the contract. A
written guarantee for one year in workmanship and materials must be submitted before contract
completion.
C. Contractor's Personnel: The installation of the surface as described in these specifications require
the services of a superintendent who has had experience in this particular type of construction. In
the event such an experienced superintendent is not available from the Contractor's normal
personnel, it shall be required of the Contractor that he secures the service of such a person. The
qualifications of the person shall be furnished to and approved by the Parks Administrator, before
starting the installation of the materials.

1.00 GENERAL

1.05 All surfacing materials for the project shall be as manufactured by California
Products Corporation or equal in all respects
2.00 GENERAL
2.01 The sub grade shall be compacted to 98% density minimum, as determined by
AASHO-7-180-57 method. Testing of grade shall be by Owner.
2.02 The sub grade must be shaped to true lines and elevations as to assure uniform
thickness of the base course. Surface of the sub grade shall not be more than 3W,
above or below sub grade elevation shown on drawings. Compaction of sub
grade shall extend 10' outside offence line.

3.00 SLOPE REQUIREMENTS
3.01 All excavating, filling, compacting, grading and leveling work required
hereunder shall be performed so that the finished court surface slopes one inch
(I") in each ten feet (10') on a true plane from end to and of court or side to
side, as so indicated on the drawings.
4.00 BASE CONSTRUCTION: Base area 94 It x 50 ft
4.01 A base course as indicated on drawings shall be installed over the sub grade
detailed herein before.
4.02 Base material shall be lime rock and shall meet applicable SRD specifications,
Sec. 200 (except 200-1). Compacted thickness shall be 6" minimum.
4.03 The material shall be spread by methods, and in a manner, proposed by the
contractor to produce a uniform density and thickness, and the grades and
dimensions shown on the drawings, and elaborated herein after. Base shall
extend 1'-0" minimum outside offence line.
4.04 The material as spread shall be compacted by rolling with a powered steel wheel
tandem roller weighing not less than eight (8) or more than ten (10) tons, or by
other equipment producing 95% density minimum (AASH -7-180-57). Surface
of the base course as compacted shall not vary from the specified grade more
than'/," in ten feet (10') measured in any direction.
5.00 SURFACE COURSE: Base Area 94 ft x 50 ft
5.01 Furnish and install 1" minimum compacted thickness of asphaltic concrete
surface, Type III, as per D.O.T. Manual 1977. All asphalt material must be
virgin material and screenings (iron) pyrite free.
5.02 Tolerance of the surface course shall be 1/8" in 10' when measured in any
direction.
5.03 The asphalt shall be compacted with a 4 to 6 ton roller to maximum density.
5.04 The job mix formula shall be such as to produce a mixture possessing a Marshall
Field stability of not less than 2000 pounds.
5.05 Extraction and gradient test shall be performed on surface course, if required.
5.06 Surface course shall extend 6" outside of the fence line and edge of court where
water drains off shall be turned down to prevent erosion of the base course
unless concrete perimeter curb is provided.
5.07 All edges shall be neatly trimmed to true lines.

6.00 CONCRETE PERIMETER CURB (OPTIONAL)
6.01 A concrete curb shall be constructed around the entire perimeter of the court (6"
wide x 12" deep).
7.00 POSTS AND GOALS
7.01 Basketball goals to be by "Bison Co" or equal Model #PR -50
Support post 4 '/•_" O.D. Galy. W/48" extension backboard Model BA475
aluminum fan shape.
Rim model BA39U heavy-duty rim. Net Model nylon cord net. (Lifetime
warranty of backboard).
7.02 Support post to be set on a concrete Footer 3 ft x 3 ft sq x 3,6" deep. Bottom of
Post to set on a concrete block. Installation of equipment to be as Manufacture's
recommendations.
8.00 COLOR FINISH SYSTEM
8.01 Prior to application of court surfacer or color system the entire paved surface
shall be flooded with water, then (5) minutes after flooding, allareas that hold
water over the thickness of a nickel shall be patched and leveled with Court
Patch Binder as manufactured by California Products Corporation or approved
equal.
8.02 The paved area then shall have one (1) coat of Acrylic Resurfacer as
manufactured by California Products Corporation or approved equal, squeegeed
over the entire paved area, except area outside of fencing.
8.03 Then two (2) coats of Fortified Plexipave color coating as manufactured by
California Products Corporation or approved equal, shall be squeegeed over
entire paved area. All coats shall be parallel with net. Color Selection shall be
by Owner. Alternate One (1) additional coat of color coating (3 coats total).
9.00 MATERIALS AND APPLICAITON
1.01 Materials for the surfacing and color systems shall be delivered to the site in
sealed, properly labeled containers, and any water used in mixing shall be fresh
and clear. Spreading rates shall be as per manufacturer's recommendations.
Surfacing materials shall be applied only if weather conditions are as
manufacturer's recommendations. Material shall be strictly applied as per
manufacturer's directions.
10.00 LINES
10.01 Courts shall be lined with white regulation markings in accordance with
American Sports Builders Specification. All lines must be sharp and true.
Basketball line material shall be Hi -Hide Plexicolor Line Paint as manufactured
by California Products Corporation or approved equal.

11.00 FENCING
11.01 No fencing is proposed on plans for the basketball courts.
12.0 SCOPE OF WORK
WORK BY THE OWNER OR OTHERS
12.01 Furnish water as required for work.
12.02 Pay for all required testing of materials, soils, etc
12.03 Grassing or sodding on exterior of the court.
NOTE: Contractor shall pay for retesting should any original test fail.
13.0 WORK BY THE CONTRACTOR
13.01 Provide and install complete Basketball Courts as per these specifications, ready
for play.

TECHNICAL SPECIFICATIONS
EXISTING TENNIS COURT RESURFACING
The following scope of work shall be completed when resurfacing the existing tennis courts:
SCOPE OF WORK:
Furnish all supervision, labor, tools, material and equipment necessary for the resurfacing of
Courts 1 through 6 at the Schumann Tennis Park
2. WORK REQUIREMENTS
All court reconditioning and resurfacing shall take place inside the fence line, +/- 108' X 120'
unless stated otherwise.
2.1 Surface Preparation:
Remove all mildew, oil spots, loose dirt and foreign matter from courts 1 through 6. Pressure clean
surface as needed. All mildew is to be removed with pressure washer and detergent. Surface shall
be left smooth.
22 Crack Repair:
All cracks 3/8" and wider shall be cleaned out and filled with acrylic crack filler. All cracks
narrower than 3/8" shall be cleaned out and filled with acrylic resurfacer. All repaired areas shall
be flush, after curing, with the surrounding areas, If not, they shall be compacted or grounded
down, and/or additional material added to make them flush and even with the surrounding areas.
2.3 Patching:
Prior to resurfacing, the entire surface area shall be checked for depressions or irregularities. All
areas holding water 1/8" deep or greater one hour after Flooding shall be patched and leveled with
an approved Court Patch Binder, which shall be installed in accordance with the manufacturer
recommendations. Tack coating area may be required.
2.4 Fiberglass Membrane:
Furnish and install a 10x20 mesh fiberglass membrane over the entire surface area of all courts.
The fiberglass membrane shall be installed with the manufacturer recommended bonding agent in
strict accordance with all the manufacturer requirements.
2.5 Surface Course:
Apply over the entire area a minimum of two (2) coats of concentrated acrylic resurfacer fortified
mineral fillers, fiber and silica sand. Resurfacer shall be placed over the cured fiberglass
membrane and shall fill, mask and embed the membrane.
2.6 Texture Course:
Apply two (2) acrylic filler coats to provide a tough, durable texture surface with acrylic green
color material to give in depth color. Materials shall be mixed and applied in accordance with the
manufacturer recommendations in order to obtain the proper application consistency and a
homogeneous mix. The color of both entire courts will be green. The finished surface shall have a
uniform appearance and be free from ridges and tool marks.

2.7 Playing Lines:
Four hours minimum after completion of the resurfacing, accurately locate, mark and paint two (2)
inch wide playing lines as specified by the U.S. Tennis Association using a white stripping heavy
bodied acrylic latex paint for application to asphalt or acrylic coated surfaces.
2.8 Net Posts:
Sand and clean the existing net posts and apply two (2) coast of Rustoleum Forest Green.
3. MATERIALS:
Contractor shall use only materials approved for the intended purpose. The Fiberglass Membrane
with the Plaxipave Acrylic System manufactured by California Products Corporation or approved
equals shall be used on this project.
4. WORK STATIONS:
All work shall be done in a workmanlike manner and shall conform to standards for tennis court
construction as specified by the United States Court and Track Builders Association.
5. GUARANTEE:
Contractor shall warrant all work done against defective materials and workmanship for a period
Of two (2) years from the date ofcompletion.
6. SITE ACCESS AND CLEAN UP:
Access to Schumann Park Tennis Courts to perform any work or related activity shall be

Contractor shall maintain the work site clean at all times and remove all debris from Schumann
Park on a daily basis or as directed by the Parks Superintendent. Upon completion of all the work,
Schumann Park shall be let} in a condition acceptable to the Parks Superintendent.

TECHNICAL SPECIFICATIONS FOR LIGHT FIXTURES
1.00 INSTALLATION OF LIGHT POLES & STANDARDS, FIXTURES, AND FOUNDATION
Description:
The Contractor shall construct a minimum of two (2)) new pole foundations for the
full size basketball courts following the installation of the electrical conduit
and prior to application of the color surfacing system.
Installation:
The Contractor shall excavate a 3'0" deep by 3 foot diameter hole for each light pole
foundation. DO NOT OVERDIG THE HOLE FOR THE FOUNDATION during
construction. If the hole is overdug, the concrete will have to be poured to the limit
of the undisturbed soil at the Contractor's expense. Each foundation to anchor bolts
of the type and in the configuration required by the manufacturer of the fixtures / poles.
The bolt circle shall be placed as per manufacturer's inspections. The electrical
conduit sweeps shall all be set in place prior to pouring the concrete. Concrete shall
be 2500 psi minimum and shall be poured in place against the undisturbed soil wall.
The top of the foundation shall be set flush with the top of the asphalt and shall have
a light broom finish. All anchor bolt shall be covered with threaded PVC caps or
custom made plastic or sheet metal covering which shall be anchored with one bolt
in the middle of the foundation. It shall be green in color to match the finish surface
of the court. A sketch or shop drawing of the cover shall be furnished to the City
Engineer for prior approval before fabrication. Tops of the foundations shall be
slightly sloped away from the center to the outside of the foundation.
Lighting fixtures / poles shall be MUSCO or demonstrated equivalent in meeting the
needs and best interests of the City.
ADDITIONAL ITEMS
1. ADA Ramp per FDOT Index 303 and 304.
2. Remove and salvage existing light pole and fixtures, including removal and disposal of light
pole foundation.

TECHNICAL SPECIFICATIONS
1-00 CLEARING AND GRUBBING - Clearing and grubbing shall
consist of complete removal and disposal of all brush,
stumps, roots, grass, weeds, and all other obstructions
resting on or protruding through the surface or within
a 3" depth of the final grade elevations of the areas
to be cleared and grubbed. It shall also include removal
of the existing asphalt walkway and shell parking lot on
the south side of the existing tennis courts. All debris
shall be hauled to and dumped at approved sites such as
the County landfill or other sites as approved by the
City of Sebastian.
Side slopes and backslopes shall be protected immediately
upon completion of rough grading. All earthwork shall be
planned and conducted in such a manner as to minimize
erosion during construction. Silt fences and screens
shall be placed wherever necessary to prevent silt from
being carried off site and into the existing drainage
ditch along the west perimeter of the site. Refer to
Section 3-00 "Soil Erosion Control" below.
2-00 TREE REMOVAL
2-01 Description - The Contractor shall remove three (3)
large diameter pine trees shown on the Plans. Any
additional trees to be removed that are not shown on the
plans shall be authorized by the City Public Works
Director through the use of a Change Order.
2-02 Removal - Trees designated for removal shall be removed
in their entirety and disposed of off site. Burning will
be strictly prohibited. Stumps and major roots near the
surface shall be excavated and removed to assure
construction of the parking lot subgrade without
interference. Roots shall be removed to at least 6 inches
below the bottom of the pavement subgrade. Sites of
removed trees shall be properly backfilled, graded and
compacted.
3-00 SOIL EROSION CONTROL
3-01 Description - Soil erosion control is necessary to
prevent silt from being carried off site and into
existing drainage systems. All earthwork shall be
conducted in such a manner as to minimize erosion during
construction. Silt fences and hay bales are to be used in
accordance with the Specifications and locations listed
on the Plans and as follows:

3-02 Materials
1. Synthetic filter fabric shall be a pervious sheet
of propylene, nylon, polyester or ethylene yarn and
shall be certified by the manufacturer or supplier
as conforming to the following requirements:

Synthetic filter fabric shall contain ultraviolet ray
inhibitors and stabilizers to provide a minimum of 6
months of expected usable construction life at a
temperature of 0° F to 120° F.
2. Burlap shall be 10 ounces per square yard fabric.
3. Posts for Silt Fences shall be either 4 -inch
diameter wood or 1.33 pounds per linear foot steel
with a minimum length of 5 feet. Steel posts shall
have projections for fastening wire to them.
3-03 Silt Fence: This sediment barrier utilizes standard
strength or extra strength synthetic fabrics. It is
designed for situations in which only sheet or overland
flows are expected.
1. The height of a silt fence shall not exceed 36
inches (higher fences may impound volumes of water
sufficient to cause failure of the structure).
2. The filter fabric shall be purchased in a contin-
uous roll cut to the length of the barrier to
avoid the use of joints. When joints are
necessary, filter cloth shall be spliced together
only at a support post, with a minimum 6 -inch
overlap, and security sealed.

3. Posts shall be spaced a maximum of 10 feet apart
at the barrier location and driven securely into
the ground (minimum of 12 inches). When extra
strength fabric is used without the wire support
fence, post spacing shall not exceed 6 feet.
4. A trench shall be excavated approximately 4 inches
wide and 4 inches deep along the line of posts and
upslope from the barrier.
5. When standard strength filter fabric is used, a
wire mesh support fence shall be fastened securely
to the upslope side of the posts using heavy duty
wire staples at least 1 inch long, tie wires or
hog rings. The wire shall extend into the trench a
minimum of 2 inches and shall not extend more than
36 inches above the original ground surface.
6. The standard strength filter fabric shall be
stapled or wired to the fence, and 8 inches of the
fabric shall be extended into the trench. The
fabric shall not extend more than 36 inches above
the original ground surface.
7. When extra strength filter fabric and closer post
spacing are used, the wire mesh support fence may
be eliminated. In such a case, the filter fabric
is stapled or wired directly to the posts with all
other provisions of Item No. 6 applying.
8. The trench shall be backfilled and the soil
compacted over the filter fabric.
9. Silt fences shall be removed when they have served
their useful purpose, but not before the upslope
area has been permanently stabilized.
4-00 EXCAVATION AND FILL
4-01 Excavation - The Contractor shall excavate to the depth
of the bottom elevation of the retention basins and the
base course for the parking area, driveways, and tennis
courts. All suitable excavated material shall be reused
where needed on site. All unsuitable or excess material
shall be reused on the jobsite in non -load bearing areas
i.e. not under the pavement, or under or around culverts
and drainage structures by the Contractor. All side
slopes shall be protected immediately upon completion of
rough grading to minimize erosion.

In areas to be sodded, fill should be brought up to and
cut shall be excavated to a minimum of one tenth
(0.1) of a foot below finished grade to receive sod.
4-02 SUPPLEMENTAL (BORROW) FILL - Any areas on site which may
require fill , shall be filled with suitable material
excavated from either Retention Basin No. 1 and Retention
Basin No. 2. The fill shall be spread, graded, and
compacted. The City Public Works Department reserves the
right to reject any fill material which it deems
unsuitable for reuse on the project. Fill must be
compacted to a minimum of 980 of maximum density under
all areas to be paved, and to a minimum of 85% of maximum
density under all non -paved areas.
5-00 CONCRETE DRAINAGE
5-01 Description: Under this heading, the Contractor shall
construct modified FDOT Type C inlet structures as shown
on the plans and detail sheet.
5-02 Materials: The materials used in construction of these
structures shall comply with Sections 346 and 347
"Concrete Class I", Section 415 "Reinforcing Steel", and
Section 425-3 "Materials" of the 1996 Edition of the
Florida D.O.T. Standard Specifications for Road and
Bridge Construction. All concrete shall be a minimum of
3000 psi, 28 day breaking strength. All steel shall be a
minimum of Grade 40 and shall be relatively free from
rust at the time of placement. All steel shall be tied
together and positioned so that it meets the minimum
cover requirements as set forth by the American Concrete
Institute.
5-03 Construction: The FDOT Type "C" inlet structures should
be precast. All exposed edges on the concrete surfaces
shall be rounded using an edging tool having a 1" radius.
All steel ties, shall be severed flush or recessed within
the face of the walls. All lifting rings shall be either
removed or bent over flush with the face of the concrete
surface and covered with mortar. Concrete surfaces
having excessive honey -combing may be grounds for
rejection of the structure or portion thereof by the City
Project Co-ordinator. All structure walls shall be
straight lined and vertically plumb. The top of the
structures shall level with the horizontal and shall have
a light broom finish. Knock out sections or holes on the
wrong sides shall be cause for rejection by the City. A

new structure shall be cast and furnished to the City at
the Contractor's expense.
6-00 PIPE CULVERTS
6-01 Descriptions: Under this item the Contractor shall
furnish and place new pipe culverts of the size and type
and at the invert elevations as shown on the Plans.
6-02 Materials: Metal pipe culverts (CMP) and required
coupling bands shall be 14 gage, bituminous coated
corrugated steel, 20 feet long per section and shall
conform to the 1996 Florida Department of Transportation
Standard Specifications, Section 943 "Concrete Pipe".
The discharge pipe west of the underdrain in Retention
Basin No. 2 and also the cleanout pipe shall be non-
perforated 4" diameter SDR 35 PVC pipe as manufactured by
the JM Manufacturing Company, Inc. or approved equal.
6-03 Construction Details: All pipe shall be carefully laid
true to the lines and grades as shown on the Plans. The
bottom of the trench shall be shaped to give a substanti-
ally uniform circumferential support to the lower third
of each pipe.
No pipe shall be laid in the water nor on unsuitable
material. Where unsuitable material is encountered under
the bedding of the pipe, it shall be excavated to a depth
suitable to the City Project Co-ordinator and backfilled
with suitable material.
Backfilling of the pipe trench shall be done in three
stages as follows:
1. In the first stage, fill shall be compacted beneath
the haunches of the pipe, using mechanical or haunch
tampers suitable for this purpose.
2. In the second stage, a well -compacted bed shall be
prepared and fill compacted along the sides of the
pipe and to a point at least six (6) inches above
the top of the pipe.
3. In the third stage, the remainder of the trench
shall be backfilled with suitable material which
shall be compacted in lifts not to exceed twelve
(12) inches with a vibratory mechanical tamper.

Compaction in pipe trenches shall achieve a minimum
of 98% of the maximum density in accordance with Section
8-00 "Soil and Base Course Compaction Control" of these
specifications.
7-00 MITERED END SECTIONS
7-01 Description: Under this item the Contractor shall
construct concrete mitered end sections at both ends
of the driveway culverts at the end of the drainage pipe
within the retention basins and at the end of the pipe
from the underdrain.
7-02 Construction: The mitered end sections shall be
constructed in accordance with Sheet 1 of 5 of the latest
edition of the Florida Department of Transportation Road
Design Standards, Index No. 272 and in accordance with
Section 347 the 1996 Edition of the Standard
Specifications for Road and Bridge Construction.
Concrete shall be a minimum of 2500 psi breaking
strength. The surface of the concrete shall have a
light broom finish.
8-00 SOIL AND BASE COURSE COMPACTION CONTROL
8-01 Description: The Contractor shall be required to have
sufficient soil compaction tests made by an independent
testing laboratory as directed herein.
8-02 General: The testing laboratory will be selected by the
Contractor but shall meet the approval of the City. The
costs of all compaction testing shall be paid by the
Contractor. Retesting required as a result of failures
will also be at the Contractor's expense.
One copy of each test report signed, sealed, and dated by
a Florida Registered Engineer representing the testing
laboratory, shall be delivered immediately following the
test to the City for review.
In no case shall the Contractor proceed to construct the
coquina base course on the subgrade or the asphalt
wearing surface on the base course until the tests prove
satisfactory and approval is given by the City.
8-03 Compaction Testing In general, compaction tests on the
subgrade and base course will be in accordance with the
AASHTO T-180 (Modified Proctor) Test. Both the subgrade
and base courses shall be compacted to a minimum of 980

of the maximum density of the subgrade and base course
material. Exact locations of the tests will be
determined by the soils laboratory representative or City
Engineering Staff. The required minimum Florida Bearing
Value shall be 50 psi. In an area where the Bearing Value
is less than 50 psi, stabilizing material (marl) shall be
furnished by the Contractor at his expense. There shall
be two density tests taken per tennis court (total of 8),
three (3) tests for the parking area, and one optional
test for a total of 12 FBV tests on the subgrade only.
A minimum of four (4) Modified Proctor tests per AASHO-T-
180 shall be taken on the subgrade and on the coquina
base course in locations as designated by the City's
Project Co-ordinator. One Modified Proctor test shall be
taken on the tennis court subgrade and one shall be taken
on the parking lot subgrade. One Modified Proctor shall
be taken on the tennis court base course material and one
on the parking lot base course matrial.
Field density (compaction) tests shall be taken on both
the subgrade and the base course for the tennis courts
and parking lots, and shall be in accordance with ASTM D-
2167. The subgrade and base material shall be compacted
to a minimum of 95% of the maximum density. A minimum of
eight (8) field density tests (2 per court) will be
required on the subgrade and the base course for a total
of sixteen (16) on the tennis courts. A minimum of four
(4) density tests will be required on the parking lot
subgrade and the base course for a total of eight (8)
density tests.
The testing laboratory representative shall determine the
location of all tests in the trench areas within the
tennis court and parking lot areas. There shall be a
minimum of four (4) field density tests in the tennis
court trench areas and a minimum of four (4) tests in the
parking lot in addition to the minimum number of tests
required on the subgrade. Total minimum number of density
tests for the project shall be 32.
Compaction tests in the trenches for electrical conduit
over three (3) feet outside of the tennis court perimeter
will not be required. In general, backfill for the
trenches shall be compacted to a firmness approximately
equal to or greater than that of the soil adjacent to the
trench. Backfill in the trenches for electrical conduit
running beneath the tennis court area shall be compacted
to a minimum of 98% of maximum density.

Should more than the minimum number of Florida Bearing
Value, Modified Proctor, or compaction tests be required
in the opinion of the Engineering Division, the City
shall bear the additional expense. This statement shall
not apply, however, when retesting is required as a
result of failures. All retesting shall be at the
Contractor's expense.
9-00 CONCRETE SIDEWALK
9-01 Description: The Contractor shall construct concrete
sidewalks in accordance with the provisions of this
specification and to the lines, grades, cross sections,
and details shown on the Plans.
9-02 Materials: The concrete placed shall conform to the
Florida D.O.T. Standard Specifications for Road and
Bridge Construction, 1991 Edition, Section 345, for Class
I concrete. The sidewalks shall be constructed with Class
I, 2500 psi concrete. The strength shall be a minimum 28
day breaking strength in accordance with AASHTO T023.
Expansion joints shall be asphaltic felt, 1/2" thick
strips, 4" in depth for the sidewalk.
9-03 Formwork: The Contractor shall erect metal or wooden
forms on top of a prepared and compacted subgrade. Forms
shall not be aluminum. All forms shall be set true to
line and grade and held rigidly in position to resist the
pressure of poured concrete without springing. They
shall be straight and free from warps and bends.
9-04 Expansion Joints: Asphaltic felt expansion joints shall
be placed at 30 foot intervals and adjacent to any
existing concrete. All expansion joints shall be rigidly
held in place by the use of the stakes.
9-05 Contraction Joints: Contraction joints in the sidewalks
shall be saw cut with a concrete saw and carborundum
blade. The joint shall be approximately 1/8" - 3/16" wide
by 1" deep in the sidewalk and shall be cut on five (5)
foot centers. Joints shall be saw cut approximately two
to three days following construction.
9-06 Compaction: The concrete shall be compacted by hand
with wood floats and with spades worked along both side
forms and joints for the full depth. All compacting

shall be performed while the concrete is in a plastic
state and to such extend as will insure a dense mass with
even and uniform surfaces free from segregation,
aggregate pockets or honeycomb.
9-07 Finishing;_ The concrete surface shall be finished in
strict accordance with ACI Standard 302-69 Recommended
Practice for Concrete Floor and Slab Construction,
Chapter 7 "Consolidating and Finishing Sections" 7.1 and
7.2. Final finishing shall be accomplished by the use of
a soft broom. Sprinkling of the surface with dry cement
or sand will not be permitted.
The sidewalk shall be protected to prohibit imprints or
marking in the surface before the concrete has set to a
firm hardness. Imprints or markings in the fresh concrete
surface will not be acceptable and upon the option of the
Department of Public Works Engineering Division
replacement or sidewalk sections may be required.
9-08 Curing The concrete shall be cured in accordance with
ACI Standard 302-69 "Recommended Practice for Concrete
and Slab Construction".
10-00 CONCRETE CURB
10-01 Description: Under this item the Contractor shall
construct a 6"x20" unreinforced concrete curb at the
north and south perimeter of the tennis courts and along
the south end of the parking lot in conformance with the
typical section on the detail sheet.
10-02 Materials: The concrete placed shall conform to the
Florida D.O.T. Standard Specifications for Road and
Bridge Construction, 1996 Edition, Section 347 for Non -
Structural Class I, 2500 psi concrete.
10-03 Excavation and Formwork: Excavation shall be to the
required depth and the foundation material shall be
compacted to a minimum of 95% of maximum density in
accordance with AASHTO T-180 (Modified Proctor). All
forms shall be set true to line and grade and held
rigidly in position. Forms shall be either wood or metal,
and they shall be straight, free from warp or bends, and
of sufficient strength when staked to resist the pressure
of the poured concrete without springing. Concrete curbs
may be constructed by a slip from method approved by the
Engineer prior to construction.

10-04 Placement of Concrete: Concrete shall have a 3 to 5 inch
slump and shall be placed so as to eliminate honey-
combing. The concrete shall be compacted by working or
padding by hand along the faces of the rear and front
forms for the full depth. Spacer blocks previously placed
between and below the tops of the face and back forms
shall be removed immediately prior to their being buried
by the concrete pour.
Concrete shall not be placed during rain, when the threat
of rain is imminent, or when there is standing water
between forms. If, however, the concrete curb has been
cast and an unexpected rain shower passes over the site
before the concrete has had sufficient time to set, the
Contractor shall adequately protect the curb from water
damage. Repair or removal and replacement of the curb
because of water damage will be at the Contractor's
expense.
10-05 Expansionrd contraction Joints: Expansion joints shall
be required for this particular project at the locations
shown on the Plans. Contraction joints shall be saw cut
in the finished curb and gutter section for a minimum
depth of 2 inches within 72 hours after the concrete has
been poured. The contraction joints shall be sawn at ten
(10) foot intervals.
10-06 Removal 2 Forms ADd Finishing: After the concrete has
attained its initial set, the face forms shall be removed
and the exposed faces of the curb shall be immediately
tooled, rubbed down, and finished to a smooth, true, and
uniform surface. Any minor defects will be filled with
mortar composed of one part portland cement and two parts
fine aggregate. Any section of curb which appears to have
extensive defects, may be required by the City
Engineering staff to be removed and replaced at the
Contractor's expense. Back forms shall be left in place
at least 24 hours before being removed unless curbs are
slip formed.
10-07 Backfill: After the concrete has set sufficiently but not
less than two days after pouring, the excavated areas
adjacent to the face and back of the curb shall be
backfilled to the required elevation with suitable fill
material. The backfill shall be compacted to a firmness
approximately equal to or greater than that of the
undisturbed soil adjacent to the face and back of the

curb shall be backfilled to the required elevation with
suitable fill material. The backfill shall be compacted
to a firmness approximately equal to or greater than that
of the undisturbed soil adjacent to the curb. Any
section of curb which is disturbed or damaged during
backfill and compaction or other construction operations
may be required to be repaired or replaced as directed by
the City Engineering staff at the Contractor's expense.
11-00 SWALE GRADING
11-01 Description: The contractor shall grade the Swale areas
in accordance with the lines, grades, and cross sections
as shown on the Plans.
11-02 Grading: Grading of the swale to its final profile as
shown on the Plans shall be accomplished after the
existing ground has been excavated or filled as close as
possible to the design elevations. Fine grading of the
swale areas will be done by a motor grader unless
otherwise approved or directed by the Engineer. Hand
dressing will not be required except as necessary in
confined areas where equipment operation is restricted.
The Contractor shall maintain and keep open and free from
sticks, rubble, and other debris, all swales graded by
him until final acceptance of work.
12-01 Description The subgrade will be constructed such that
after being compacted, it will conform to the line and
grade, and cross section as shown on the Plans.
12-02 Construction Details - The subgrade shall be shaped,
graded, and rolled or tamped to conform to the lines and
grades as shown on the Typical Cross Section. Fine
grading of the subgrade to its final profile shall be
accomplished after the existing ground has been
excavated, or filled as required. If in a fill area, fine
grading of the subgrade shall be accomplished after fill
and stabilizing material is spread and compacted.
12-03 Compaction - The subgrade in both cuts and fills shall be
compacted to a minimum of 98% of the maximum dry density.
(See Item 8-00 "Soil and Base Course Compaction Control"
of these Specifications for testing procedures.)

The required density shall be maintained until the base
course has been constructed. The subgrade shall be
compacted with an approved self-propelled steel drum
roller or flat plate vibrating tamper. All hollows and
depressions which develop under rolling shall be filled
in with suitable material. The process of grading and
rolling or tamping shall be repeated until no depressions
develop. After compaction, the top surface of the fine
grade shall be true to line and grade at all locations
with a maximum tolerance of 1/2"± from plan grade. If
the fine grade becomes rutted or displaced due to any
cause whatsoever, the Contractor shall regrade it.
In no case shall the Contractor proceed to construct the
base course on the subgrade until the subgrade has been
tested for compaction, line and grade is checked and
approved by the City Public Works Dept.
13.00 BASE COURSE FOR ASPHALT WEARING SURFACE
13-01 Description - A compacted cemented coquina base course
shall be constructed in accordance with the typical
Section as shown on the plans. Materials shall be in
accordance with Section 915 of the 1996 FDOT Standard
Specifications for Road and Bridge Construction.
13-02 Cemented Coquina Base Course - The cemented coquina
base course shall be constructed in accordance with
the lines, grades, and typical sections as shown on the
plans, and with Section 260 "SHELL STABILIZED BASE"
of the Florida DOT Std. Specifications. The finished
surface of the base course shall be thoroughly wetted
and rolled to achieve a tight bond so that the material
does not spall or ravel prior to application of the
prime coat. The coquina shell shall be quarried from
a FDOT approved shell pit only.
13-03 Prime Coat: When the cemented coquina base course has
been completed and accepted by the City Public Works
Dept. as conforming to the above specifications, it
shall be primed with a rapid curing liquid cut-back
asphalt conforming to Grade RC -70 or RC -250 as specified
in Section 300 of the 1992 Florida DOT Standard Spec-
ifications. The surface of the base material is to be
cleaned after final compaction and the moisture content
of the base shall not exceed 90 per cent of the optimum
moisture before the prime coat is applied. The prime
coat shall be applied uniformly with a pressure

distributor. The entire length of the spray bar shall be
set at the height above the surface recommended by the
manufacturer for even distribution. The rate of
application of prime coat shall be between 0.15 and 0.25
gallons per square yard at a temperature between 100°F to
150°F. The prime coat surface shall be kept free from
traffic until the surface dries. NO ASPHALT SHALL BE
PAVED ON THE BASE UNTIL 48 HOURS AFTER THE PRIME COAT IS
APPLIED, UNLESS PRIOR APPROVAL IS OBTAINED FROM THE CITY
PUBLIC WORKS DEPARTMENT. If the application of the prime
coat ponds in any one area on top of the base course, the
excess prime coat shall be removed by the Contractor
prior to laying of the asphalt, so that the prime coat
will not bleed through the asphalt wearing surface.
13-04 Construction - (General): The cemented coquina base
course shall be constructed on top of a compacted
subgrade accepted by the Engineer. The base course shall
be compacted to a minimum of 98% of maximum density in
accordance with AASHTO T-180. The base course shall
extend a minimum of 6" beyond the proposed finished edge
of asphalt. The base course shall be constructed to
the line and grade as shown on the typical cross section.
Tolerance for thicknesses and variances from surface
grade shall be in accordance with the 1996 Florida D.O.T.
Specifications.

14-01 Description: The Contractor shall construct an asphalt
concrete wearing surface for pavement upon a previously
prepared base course conforming to the lines and grades,
as shown on the typical cross section.
14-02 Limitation _(21 Laying Operations: Bituminous materials
shall be applied only when the temperature of the air in
the shade is above fifty degrees Fahrenheit (50°F). Any
bituminous mixture caught in transit by a sudden rain may
be laid at the Contractor's risk. However, no work
shall be started if local conditions indicate that rain
is imminent, and under no circumstances shall the mixture
be laid while rain is falling, or when there is standing
water on the base course. When wind is blowing to such
an extent that sand, dust, etc. are being deposited on
the surface being paved such that the bond between the
base course and asphalt will be diminished, the bitum-
inous materials shall not be spread on the surface. The
prime coat on the base course must be broomed clean prior
to receiving the asphalt.

14-03 Tack Coat: Where a tack coat is required prior to
application of the asphaltic concrete wearing surface
against as existing asphalt or concrete surface, an
Emulsified Asphalt, Grade RS -2 shall be used which meet
the requirements of Section 916-4 of the 1996 Florida DOT
Standard Specifications. The tack coat shall be applied
uniformly with a pressure distributor or by hand at the
rate of 0.05 gallons per square yard and at a temperature
between 100°F and 150°F. The tack coat shall be applied
uniformly with a pressure distributor or by hand at the
rate of 0.05 gallons per square yard and at a temperature
between 100°F and 150°F. The tack coat shall be applied
uniformly with a pressure distributor or by hand at the
rate of 0.05 gallons per square yard and at a temperature
between 100°F and 150°F. The tack coat surface shall be
kept free from traffic until the subsequent layer of
asphaltic concrete has been laid. Excessive application
of tack coat on the existing asphalt surfaces will be
eliminated by the Contractor prior to paving the asphalt
concrete.
14-04 Asphaltic Concrete Wearing Surface: The wearing
surface for the parking areas and tennis courts shall be
Florida D.O.T. Type S -III asphaltic concrete conforming
to the requirements of Section 331 of the 1996 Edition of
the Florida D.O.T. Specifications. The material will be
laid uniformly so that it will result in a minimum of one
(1) inch rolled (compacted) thickness and a maximum of
one and one quarter (1-1/4) inch thickness. The
asphaltic concrete compacted shall be applied at a
temperature of between 270°F to 350°F. Heating within
these limits shall be constant, and wide fluctuations of
temperature during a day's production will not be
permitted. Asphalt concrete whose temperature is less
than 270°F when delivered to the jobsite may result in
immediate rejection for application by the City Public
Works Dept. All material rejected by the City Public
Works Dept. shall be replaced with specified material, by
the Contractor at no additional cost to the City.
The asphaltic concrete shall be spread by a suitable type
of paving machine designed especially for the spreading
of asphalt. The paving operation shall be maintained as
continuously as possible, and the speed of the paver
should be controlled depending on the type and thickness
of the mix being placed. The screed shall be heated
prior to paving.
Immediately after the asphaltic concrete is spread, any
deviations from the typical section shall be remedied by

placing additional material or by removing surplus
material while the mixture is still hot.
Rolling with tandem steel wheeled rollers should begin as
soon as possible after the asphaltic concrete has been
spread as specified. Rolling of the longitudinal joint
should be immediately behind the paving operation. The
initial pass with the roller should be made as soon as it
is possible to roll the bituminous mixture without
cracking the mat or having the mix adhere to the roller
wheels. To prevent adhesion of the mix to the roller,
the wheels should be kept moist with only enough water to
avoid picking up the material.
Finish rolling should be done while the material is still
workable enough for removal of roller marks; before the
pavement temperature has dropped below 140° F. Abrupt
turning of rollers on the paving mix which causes undue
displacement should not be permitted. Finish rolling
should preferably be accomplished by use of a pneumatic
tired roller, whose kneading action provides a traffic
seal on the pavement surface.
Should any irregularities or defects remain in any course
after compaction, they should be removed promptly and
replaced with new material to provide a uniform textured
surface conforming to line and grade. The finished
surface shall be such that it will not vary more than
one-fourth inch (1/4") from the ten foot (101) straight-
edge applied both parallel and perpendicular to the
center line of the pavement. The thickness of the
pavement shall vary no more than one-fourth inch (1/4")
greater or less than the specified thickness. Correction
of deficiencies in pavement thickness will be in strict
accordance with those procedures described in Section
330-14 of the 1996 Florida D.O.T. Specifications for
Road and Bridge Construction.
The asphalt surface for the tennis courts shall be
allowed to cure for a minimum of 21 days before the color
paving system can be applied. During this time the
asphalt surface shall be protected by the Contractor from
any motor vehicles or other which may tend to rut or
displace the asphalt. The Contractor shall be responsible
to correct any ruts or displacements at this expense and
at the satisfaction of the Public Works Director.

15-00 WHEEL STOPS
15-01 Description: The Contractor shall install concrete
wheels stops at the front of each parking space as shown
on the Plans.
15-02 Materials and Installation: The wheel stops shall be
precast concrete (minimum 3000 psi) stops with a minimum
of one continuous No. 5 bar running the length of the
stop. The wheel stop shall be 6 feet long, a minimum of
4" high, and 7" wide at the base. The stop shall have
two 1/2" diameter holes one foot from both ends in which
two No. 3 bars can be driven through to anchor the stop
to the pavement. The wheel stops shall be placed 6" from
the edge of pavement and centered within the space. The
No. 3 dowels, 9" long, can be driven through the asphalt
pavement. The holes for the dowels must be drilled
through the concrete pavement prior to setting them.
16-00 COLOR SURFACING SYSTE
16-01 Description: The Contractor shall construct an
acceptable type of color surfacing system over a
previously constructed asphaltic concrete pavement
course. The California Products Corporation "Plexipave"
system is specified herein. Substitutions will be
accepted only when submitted with the Bid Proposal as
outlined in the "Instructions for Bidders" for this
Project and must meet the approval of the City Public
Works Department. The minimum number of surfacing coats
or course must be complied with regardless of the type
system substituted. The "Plexicushion" coats shall be bid
as an alternate only, an addition to the base bid.
16-02 Materials: All materials must be "new" and written
certifications from the manufacturer must be furnished to
the Public Works Director prior to application of the
materials guaranteeing their date of manufacture and
acceptability for use of the time of application. Drums
containing materials to be used in the color surfacing
shall be rejected if the seals are found to be opened
upon their arrival at the jobsite. The City reserves the
right to inspect all materials arriving on the jobsite
prior to their application. Any rejected materials as
determined by the Public Works Director shall be removed
from the jobsite and replaced by the Contractor at his
expense.
Water for use with the color surfacing shall be clean and
practically free of oil, acid, alkali, chlorides, organic
matter, and other deleterious substances. Public water is

available on site and can be used by the Contractor at
his expense. The Contractor shall be charged for the
amount used based upon actual meter readings on the water
meter servicing the tennis court complex.
16-03 Limitations o—f Application: No part of the color
surfacing system shall be applied until 14 days after the
completion of the asphalt pavement. No work shall be
started if local conditions indicate that rain is
imminent. No materials of the color surfacing system
shall be applied when the surface to receive the material
is wet. The wet surface must be allowed to dry
thoroughly before any materials may be applied.
When wind is blowing to such an extent that sand, dust,
and other foreign matter are being deposited on the
surface being coated, the color coating materials shall
not be applied.
Should rain, wind, or other natural and man-made causes
damage the already applied color coat materials, the City
Engineer may require that the Contractor at his expense
remove and replace the damaged portion, if a satisfactory
repair is not possible.
All color surfacing materials shall be applied as a
continuous film and of uniform thickness free from pores.
Any thin spots or areas missed during application shall
be recoated and permitted to dry thoroughly before the
next coat of surfacing material is applied.
16-04 Patching Course: After the 14 day curing period for the
asphalt surface, the patching course shall be applied.
The courts are to be flooded with water. After the
courts have been flooded, any depressions which have been
created by the footings constructed for the fence posts,
light posts, and tennis net post, or paving shall have
Court Patch Binder applied. The surface to be coated
shall be cleaned thoroughly from dirt, sand, dust, oily
substances, and other deleterious materials. The Court
Patch Binder shall consist of a mixture having the
following proportions or multiples thereof;
100 lbs. 45-60 mesh silica sand (dry),
3 gallons Plexipave Court Patch Binder,
and 1 gallon Portland Cement (dry)
depending on humidity and temperature. Tack coat is
necessary under patches only and shall be proportionately

mixed as follows: Plexipave Court Patch Binder diluted
with 1 part Court Binder to 2 parts water applied to the
area to be patched and allowed to thoroughly dry prior to
patching. The patching mix shall then be applied by a
firm rubber squeegee 18" to 36" wide. Any patching of
over 1/4" in thickness shall be rolled with a small water
filled drum hand roller until firmly compacted. After
rolling, the patched surface must not vary more than 1/8"
in 10 feet as measured in any direction. The patching
surface shall be allowed to dry for a minimum of 48 hours
before proceeding with other work including flooding.
After all patching of the depressions surrounding the
light poles, fence posts, and tennis net post footings,
the Contractor shall flood the entire tennis court
surface with water to allow it to drain. Then, all bird
baths, depressions, and other irregularities shall be
outlined with chalk. After the asphalt is thoroughly dry,
apply tack coat and patching mix where needed in
accordance with the above procedure.
The courts shall be flooded a second time by the
Contractor has finished correcting all birdbaths,
depressions, and other irregularities determined from the
initial flooding. After the second flooding of the
courts surfaces, the identical procedure shall be
followed by the Contractor as outlined previously in this
Specification.
16-05 Surface Course Preparation: A minimum of one application
of California Acrylic Resurfacer shall be applied to the
surface at the rate of 0.05-0.07 gallons per square yard
in order to provide a smooth dense underlayment. In no
case, shall the Contractor proceed with a succeeding
application of Acrylic Resurfacer until thoroughly cured.
Dilution with water and sand is required utilizing the
following mix:
Acrylic Resurfacer 55 gallons
Water 20-40 gallons
Sand (45-60 mesh) 600-900 lbs.
Liquid Yield = 112-138 gallons
Water fogging of hot surfaces prior to application shall
be allowed only when approved by the Public Works
Director at a time immediately before application. Any
ponding, puddling, or standing free water on the surface
to receive the surface course preparation will not be
permitted.

Following the 48 hour drying time of the acrylic
resurfacer, the area shall be checked for any ridges,
depressions, pits, and other irregularities. At the
option of the Public Works Director, the City may elect
to flood the courts. Any areas holding over 1/16" - dime
depth of water when measured in any direction with a 10'
straight edge, shall be leveled with filler coat and
allowed to thoroughly dry. The finished surface shall be
smooth, free from ridges, roller marks, birdbaths, and
other irregularities.
16-06 Plexipave Color Base and Plexichrome Application: After
the Acrylic Resurfacer application has thoroughly dried,
application of the Plexipave acrylic textured coats may
begin. A minimum of three (3) coats shall be applied, two
filler coats and one finish coat. The finish coat shall
be applied with a flexible rubber squeegee 24" to 36"
wide. The second and third coats shall be applied in a
direction 90 degrees to the direction of the prior coat.
Wet material on the surface shall not be allowed to dry
in windrows once application has begun. Plexichrome and
Plexipave Color Base may be diluted with water to obtain
proper application consistency as Plexipave Color Base -
30 gallons, Plexichrome- 20 Gallons, Water - 20 gallons.
The mixture shall be applied at the rate of not less than
0.15 gallons nor more than 0.23 gallons per square yard
per coat based on the material prior to any dilution. The
mixture shall be carefully and correctly proportioned at
the jobsite. It shall be thoroughly stirred or agitated
to insure uniform consistency and particle suspension;
and it shall be mixed constantly in the container during
application. Segregation shall not be tolerated. The
initial finish coat shall be allowed to dry thoroughly
before application of a second coat. The finished surface
shall have a uniformly colored, blemish -free appearance
satisfactory to the Project Co-ordinator.
The courts shall be dark green in color while the paved
area surrounding them shall be a light green color
constituting a Two Color System. The Contractor shall
carefully mask and protect one color material in place
from the other color material being installed. Should
there be any spillage of one color material onto the
other, the Contractor shall repair any damage at his
expense to the satisfaction of the Director of Public
Works.
16-07 Plexicushion Application (Alternate Bi Only)
If chosen by the City to be included in addition to the
standard Plexipave System application, the Plexicushion

coats shall be applied between the one coat of the
Acrylic Resurfacer and three (3) Plexipave acrylic
textured coats. A minimum of one (1) coat and maximum of
four (4) coats of Plexicushion shall be applied depending
upon the option of the City Public Works Department.
The Plexicushion shall be applied after the Acrylic
Resurfacer application has thoroughly dried. It shall be
applied with a flexible rubber squeegee 24" to 36" wide.
Each coat shall be applied in a direction 90 degrees to
the direction of the prior coat. Wet material on the
surface shall not be allowed to dry in windrows once
application has begun. Plexicushion may be diluted with
water at a dilution ratio of 6 to 1. The mixture shall
be applied at the rate of not less than 0.10 gallons nor
more than 0.13 gallons per square yard per coat based on
the material prior to dilution. The mixture shall be
carefully and correctly proportioned at the jobsite. It
shall be thoroughly stirred or agitated to insure uniform
consistency and particle suspension; and it shall be
mixed constantly in the container during application.
Segregation shall not be tolerated. The initial finish
coat shall be allowed to dry thoroughly before
application of a second coat. Once the final coat of
Plexicushion has dried, the Plexipave filler coats may be
applied.
16-08 Striping: Application of the striping shall not proceed
until the final color finish coat of Plexipave Color Base
and Plexichrome is approved by the Public Works Director
or his representative and until the material has
thoroughly dried. Striping material shall be Plexicolor
acrylic latex Line Paint. Lines delineating the court
boundaries and zones shall be two (2) inches wide. All
lines must be accurately located and marked prior to
application of the paint. The court surface on both
sides of the two inch line shall be sufficiently
protected by a minimum of two (2) inch wide masking tape
that will not harm the surface of the court when removed.
Rubber mats, weighted plastic tarpaulins, or other
protective covers as approved by the Public Works
Director shall extend from the center of the tapes to a
minimum of 18 inches away from them to form a protective
zone from overspray. The lines shall then be spray
painted. No spraying shall be done when winds are in
excess of 10 m.p.h. unless otherwise directed by the
Public Works Director. The Contractor shall be
responsible to clean off any overspray from the court
surface at his expense.

17-00 FENCES AND GATES
17-01 Description: Under this item, the Contractor shall
furnish and erect a forest green vinyl coated chain link
fencing of the size and type as shown on the Plans and in
accordance with these Specifications and in conformity
with the notes and details shown on the Plans.
17-02 Materials: Materials other than those specified herein
may be substituted only if approved by the Public Works
Director prior to installation. When the Contractor
desires to submit a substitute item, he shall furnish the
Public Works Director for his approval, duplicate shop
drawings of the item which shall contain all necessary
dimensions, details, and adequate materials description.
One signed and dated copy of the approved shop drawing
will be returned to the Contractor who may then proceed
to order the item. All materials shall be new, and the
use of rerolled or open seamed materials will not be
permitted for the posts or rails. All components shall
be hot -dipped galvanized inside and out with a minimum
coating of 2.0 ounces of zinc per square foot. Any areas
of exposed non -galvanized steel shall be smoothed and
painted with silver-grey zinc rich paint within two hours
after cutting or bending.
A. Fabric: The chain link fence fabric shall be No. 9
gage steel wire, galvanized after being helically
woven in a 1-3/4" chain link diamond pattern. The
fabric shall be of the height and width specified
on the Plans and elsewhere herein. The top selvage
of the ten foot high fabric and the transom panel
fabric over the gates shall have been twisted and
cut on a bias to form sharp or barbed points prior
to being galvanized. The top selvage of the four
foot high fabric, the top selvage of the gate
fabric, and the bottom selvage of all fabrics shall
be "knuckled" prior to being galvanized.
B. Fence Posts: The corner, gate, "T" Intersection,
and Terminal Posts, as identified on the Plans,
shall be 2-7/8" o.d. steel pipe weighing not less
than 5.79 pounds per lineal foot. The Line and "+"
Intersection posts shall be 2-3/8" o.d. steel pipe
weighing not less than 3.65 pounds per lineal foot.
C. Rails: The Top, Brace, and bottom Transom rails
over the gates shall be 1-5/8" o.d. steel pipe
weighing not less than 1.73 pounds per lineal foot

except for the top rail of the four foot high
fencing which shall be 1-5/8" o.d. steel pipe
weighing not less than 2.27 pounds per lineal foot.
D. Truss Rods: The truss rods shall be 3/8" minimum
o.d. steel and provided with a threaded tensioning
device, as approved by the Public Works Director.
E. Post Caps: All post tops shall be capped to
exclude moisture. Each post top, where the top
rail terminates, shall have a "dome cap", and each
post top that the top rail passes shall have a
"loop" cap to support and pass through a continuous
top rail. The caps shall be made of cast steel
alloy and shall be sized for a secure drive fit
over the posts without splitting or cracking the
caps. All dome caps and all loop caps shall be of
the same pattern and manufacture.
F. Rail Ends: The rail end cups shall be made of a
cast steel alloy and shall be sized to provide a
snug fit on the rail ends without splitting or
cracking the cups. Where two rails are at 180
degrees to a common post, they may be secured by
the use of pressed steel line rail clamps as
approved by the Public Works Director.
G. Tension Bars: The tension bars at the terminus of
the ten foot or four foot high fabric panels and at
the sides of the gate and transom panels shall be
one continuous piece, minimum 3/16" x 3/4" flat
galvanized steel strips.
H. Clamps: The clamping bands used to secure then
tension bars, rail cups and truss rods ends to the
fence and light poles shall be formed from 3/4" x
1/8" minimum galvanized steel straps and shall
utilize galvanized carriage or step bolts of not
less than 1/4" diameter in their fastening. The
light pole bands shall be formed of 1/8" x 3/4"
galvanized steel and shall conform to the light
pole sections at their mounting height. No
drilling, cutting, or machining of the light poles
shall be permitted in mounting the fence.
I. Tension Wire: A No. 7 gage aluminum coated or
galvanized steel coiled spring tension wire shall
be stretched taut between the posts at each end of

a fabric run (except for the gates and transoms)
and securely attached at each end, in a manner
acceptable to the Public Works Director.
J. Tie Wires: The tie wires used to attach the fabric
to the rails and posts shall be No. 9 gage aluminum
wire.
K. Hoa Rings: The hog rings for fastening the fabric
to the tension wire shall be No.11 gage galvanized
steel, or heavier.
L. Gates: The seven (7) foot high gates shall be
fabricated of 1-5/8" o.d. galvanized steel pipe
weighing 1.79 pounds per lineal foot. The members
of the frame shall be welded where they join, all
welds to be solid and continuous around the joint.
The top or bottom member to vertical member joints
shall be mitered, and the middle horizontal member
to vertical member joints shall be faired for
strength and appearance. There 1/8" minimum
diameter holes shall be drilled in the bottom of
the bottom rail at 3" + from each end and at the
center. After fabrication, the joints shall be
ground smooth, treated with an acid, and wire
brushed or sand -blasted to remove scale, and
painted with a zinc -rich paint silver-grey that
will blend with the coloration of the galvanizing.
Each gate shall be furnished completed with at
least two 180 degree pivot hinges sets secured to
the gate posts and the gate by approved tooth
clamps. The gates shall be installed so that their
lower edges clear the pavement by at least 3/4 but
no more than 1-1/2 inches. Each gate shall be
equipped with a fork latch suited for receiving a
padlock.
M. Concrete: The concrete for the post footings shall
conform fully to Florida D.O.T. 1996 Specifications
for Class I (2500 p.s.i.) Concrete.
N. Padlocks: The Contractor shall furnish and install
keyed -alike padlocks (one for each gate)
immediately after fencing is installed. The
padlocks shall be Master No. 81KA or an equal as
approved by the Director of Public Works. The
Contractor shall hand over the keys to the
Department of Public Works prior to the padlock
installation, and shall hand over all remaining
keys at the completion of the Project work.

17-03 Installation: The Contractor shall not install the fence
until three days after the completion of asphalt paving.
Materials and equipment are to be handled and stored in
such a manner as to avoid damage to the fencing materials
or any tennis court component. Any damage to the tennis
court system caused by the erection of the fence and any
fencing material which are themselves damaged during the
course of installation, shall be repaired or replaced by
the Contractor at no cost to the City.
A. Posts: Holes for the concrete footings shall be
excavated to the specified dimensions as shown in
the footing schedule of the Plans. The fabric face
shall be specifically set on the court side of the
posts where shown on the Plans. The concrete shall
be rough cast in the ground around the posts in a
continuous pour, agitated and tamped for
consolidation. The top of the concrete shall be
levelled to within two (2) inches from the top of
the asphalt surface and shall have a rough finish.
The posts shall be set plumb, to a tolerance of no
more than 1/16 -inch misalignment per foot of height
above grade, and aligned so that the fabric will
run in a straight line.
Any posts not set true to the tolerance previously
specified shall be removed and replaced at the
Contractor's expense. Bending posts to make them
plumb will not be permitted.
All posts shall be spaced in the line of the fence
not further than 10'-0" apart unless otherwise
shown on the Plans.
B. Rails and Trusses: After the concrete post anchors
have attained sufficient strength, a top rail with
a rail cup at each end shall be installed for each
run of fabric and between all three gate posts at
each set of gates. Railing runs over twenty feet
in length may be spliced with properly sized
standard 6" long, crimped center, steel top rail
coupling but not two couplings shall be closer than
on 20' centers. Each 10' terminal or gate post
shall have one brace rail assembly, each corner or
intersection post shall have two brace rail
assemblies, and the two "+" intersection posts
shall have four brace assemblies installed at a
height of five feet above the court surface and
extending to the next adjacent line -post. The

perimeter gate posts and each intersection or
corner post shall have a 3/8" diameter adjustable
truss rod installed from just above the base of the
post up to the brace rail cup at the next adjacent
line post. Each rail or brace cup and truss rod
end shall be securely clamped to the post at each
end. The truss rod shall be adjusted so that the
posts are plumb and the brace rails secured before
the fabric is installed.
C. Tension Wire: The tension wire shall be stretched
in and secured to the post at each end of a run of
fabric at a height of 2 to 4 inches above the final
court surface.
D. Fabric: Fabric that is found to be mis-woven shall
be replaced by the Contractor at no cost to the
City. The fabric shall not be installed before 7
days after the posts have been permanently
positioned in their concrete foundations.
The fabric shall be installed so that the top rail
passes along the horizontal centerline of uppermost
diamond of the weave pattern and the bottom selvage
of the fence is 3/4 to 1 inch above the final court
surface. The fabric shall be placed by securing
one end and applying sufficient tension to remove
all slack from the fabric before making permanent
attachments at the intermediate points and at the
other end. The fabric shall remain taut after the
initial tension is released. The tension bars
shall be secured to the posts by offset clamps
starting a 3 to 3 inches from the top and bottom
selvages and spaced at 15" maximum intervals in
between. The 9 gage aluminum tie wires shall be
used to securely attach the fabric to the rails and
truss rods at six to twelve inches from the post
and at 18 inch maximum intervals. The 9 gage
aluminum tie wires shall secure the fabric to the
line posts at 18 inch maximum intervals starting at
6 inches from the top and bottom selvages. The
galvanized steel hog rings shall be used to attach
the fabric to the tension wire at 6 inches from the
top and bottom selvages. The galvanized steel hog
rings shall be used to attach the fabric to the
tension wire at 6 inches from each post and 12"
maximum intervals. All splices in the fabric shall
be securely and neatly made and the splices shall
not be permitted at less than 20 foot intervals.
The bottom selvage shall be knuckled; the top

selvage shall be barbed for 10 foot high fence. Top
and bottom selvages for 4 foot high fencing shall
be knuckled.
The chain link fabric for the gates shall be tautly
attached to the gate frames by tension bars clamped
at 3 inches from each selvage and at not greater
than 15 inch intervals. The 9 gage aluminum tie
wires shall be used to securely attach the fabric
to the horizontal gate members starting at 3 inches
from each end and at 10 inch intervals between.
The transom panels shall be tautly secured by
tension bars clamped to the post at fifteen inch
vertical intervals. There shall be 3 clamps per
tension bar. The 9 gage aluminum tie wires shall
be fastened 3 inches from each end at 12 inch
minimum intervals to attach the fabric to the top
and bottom rails.
E. Fasteners: Where possible, the fasteners shall be
placed so that the nuts are not readily accessible
from outside the court area. Any fasteners whose
threads become stripped during installation while
tightening shall be replaced at the Contractor's
expense.
F. Clean-up _Q_f_ Area: After completion of the fence
installations, the Contractor shall clean up and
remove all scrap materials from the site.
18-00 TENNIS NETS, POSTS, ADD ANCHORS
18-01 Tennis Nets: Tennis nets shall be 42'-0" x 3'-3" Super
Pro 5000 nets as manufactured by MacGregor Sporting
Products or an equal as approved by the City Public Works
Director. BSN Sports of Dallas, Texas (1-800-527-7510) is
the exclusive distributor of MacGregor products. The nets
shall have a minimum 3 year warranty. The net shall have
a minimum of 38 ounce heavy duty reinforced vinyl
headband with 4 rows of heavy lockstitching connecting
the headband to the 3.6 mm braided polyethylene body.
Side and bottom tapes shall be heavy duty vinyl coated
nylon lockstitched to the body. Side pockets shall be
equipped with dowels made of HD metal. The net cable
shall be of white vinyl -coated steel for appearance and
protection from the elements, and shall be of 2600 pounds
minimum breaking strength with crimped, non -rusting,
splicing sleeves forming an eye in each end of the cable.

18-02 Tennis Net, Posts: The net posts shall be of 3-1/2 inch
minimum o.d. tubular steel or iron pipe having a minimum
wall thickness of 3/16 of an inch. Each post shall be
provided with a PVC -pipe sleeve set at least 24" into a
2500 p.s.i. concrete foundation, tension cable sheave
caps secured to the post, and 1/4 inch minimum shank
diameter eyes for attaching the lower edge of the mesh to
the posts. The concrete footings shall be installed as
shown on the plans after the asphalt pavement has been
constructed.
One post shall be provided with a ratcheted winch from
which the handle is removable, and the other post shall
have a 3/8 inch minimum shank diameter hook or eye for
net cable attachment. The PVC sleeve shall have a 3/8
inch minimum diameter pin through both sides to maintain
the proper post height. The sleeves shall be set plumb in
the concrete footing. The sleeves shall be provided with
caps to exclude surfacing materials during surfacing
operations, and shall be set equidistant from the court
centerline, having a 42'-0" clear space between them, and
providing a 3'-6" net height at the posts. All ferrous
components shall be rust -free and have a zinc -base primer
and a double coat of dark green enamel or vinyl coated
finish. Two shop drawings shall be furnished to the
Public Works Director prior to installation for his
review and approval.
18-03 Tennis Net Anchoring System: The adjustable net center
strap shall be of the type as manufactured by MacGregor
and shall consist of 100% synthetic nylon webbing. The
straps shall be securely bolted to the MacGregor ground
anchors or approved ground anchors utilizing bronze or
stainless steel bolts, nuts, and washers (i.e. bolt
through the washer, strap grommet, anchor bolt eye, the
other strap grommet, if any, another washer, and the nut
in sequence). The anchor bolt shall be a shouldered
bronze or stainless steel eye bolt of 5/16" minimum shank
diameter. A compatible metallic washer of sufficient
outside diameter shall cover the hole drilled for an
expanding metal anchor. The anchor shall be set in the
12" x 12" 2500 p.s.i. concrete block poured in place,
approximately 1/2 inch lower than the asphalt surface at
the center of the court.
19-00 RELOCATION OF EXISTING PLAYGROUND EQUIPMENT
19-01 Description: Presently there are five (5) pieces of
playground equipment located on the Schumann Drive Tennis
Court site. All five pieces must be relocated to a new

area as shown on the Plans. Each new area shall be
prepared to receive white sand under and around the
equipment.
19-02 Materials: White sand shall either come from the site
excavation, if suitable, or be required to be hauled and
spread to each area where the playground equipment is to
be relocated. The sand shall be clean without lumps and
shall not have any foreign soil, vegetation, debris, or
any other matter mixed in with it or it shall be rejected
from the job site.
Concrete shall be placed around all poles to be embedded
into the ground. A minimum of 12" diameter hole two feet
deep shall be excavated around each pole which is to be
anchored in the ground and it shall be filled with a
minimum of 2000 psi concrete.
19-03 Relocation: The Contractor shall prepare each new site to
receive the playground equipment prior to relocating the
equipment. The area to be excavated shall be the overall
outside length and width of each piece of playground
equipment plus five (5) feet all around and 4" deep.
Approximate limits of where the sand for the playground
equipment should be placed are shown on the site plan.
The excavated area shall be filled with clean, white sand
following the placement of the relocated playground
equipment.
Once the site is excavated, the Contractor shall
carefully remove the existing piece of equipment, remove
any concrete footings, excavate holes for each pole to be
anchored into the ground. After the equipment is properly
set into place with approval of the Department of Public
Works Project Coordinator, all anchor poles shall be
concreted in place. The top of the concrete footings
shall be approximately 4" below the top of ground. Once
the concrete has set but not less than three days after
the pouring of the anchors, the Contractor shall dump,
spread, and grade the sand around the piece of equipment
being careful not to damage the equipment. Any damage to
the equipment shall be repaired by the Contractor. If
damage is so severe that the equipment can't be repaired,
then it should be replaced with an equal or better piece
of equipment as approved by the Director of Public Works.
20-00 PAVEMENT MARKINGS AND SIGNS
20-01 Description: The Contractor shall be responsible to
install the designated traffic signs, arrows, handicap
parking symbols, stop bars, and striping where shown on

the Plans. All signs shall meet the requirements of the
latest edition of the Manual on Uniform Traffic Control
Devices.
Materials:
a. Traffic i n : Two standard 36" diameter octagonal
"STOP" signs, two 30"x24" "Parking Signs" (P4-1),
two 30"x30" "Do Not Enter" signs (R5-1), and two
12"x18" "HANDICAP PARKING" (R7-8) signs shall be
installed in the driveway and parking lot areas
where shown on the Plans. The signs shall be
aluminum; standard sign posts shall be galvanized
steel.
b. Arrows. Striping and Stop Bars: All 4" wide stripes
between parking spaces, directional arrows, and 24"
wide stop bars shall be white thermoplastic as
specified and applied in accordance with Section
711 of the F.D.O.T. Standard Specifications for
Road and Bridge Construction, 1991 Edition.
Installation:
a) Traffic i n : Traffic signs shall be installed at
the locations shown on the Plans. They shall be
installed at the recommended heights and offset
from the pavement a distance of 6 feet within the
right-of-way and 3 feet within the site. The signs
shall be erected vertically plumb and perpendicular
to the edge of pavement. All mounting hardware
shall be stainless steel.
b) Striping: Between each 10' x 20' parking space, 4"
white divider thermoplastic lines shall be applied;
edge lines are necessary along the sides of those
spaces adjacent to grassed or landscaped areas. All
striping shall be done near the end of the project.
All lines shall be straight and uniform in
thickness, color, and width. The pavement shall be
swept clean prior to the application of the
striping. In no case shall the striping be applied
if the pavement is wet or the threat of rain
appears imminent. The Contractor shall lay out all
lines with chalkline or other approved methods
prior to applying the actual thermoplastic lines.
c) Arrows. Handicap Symbols, Thermoplastic lines and
Stop Bars: Directional arrows and handicap symbols
shall conform to the detail as shown on the Plans.
The arrows, symbols, and stop bar shall be applied
to the pavement in accordance with Section 711.

21-00 4" PVC UNDERDRAIN
21-01 Description: Under this item, the Contractor shall
construct an underdrain in Retention Basin No.2 which
shall include a cleanout at the east end. A discharge
pipe shall be installed at the west end of the underdrain
but shall be paid for under a separate item.
21-02 Materials: The underdrain shall consist of a 4" diameter
perforated SDR 35 PVC underdrain pipe having two (2) rows
of 1/4" diameter holes spaced approximately 3" apart. The
pipe shall be manufactured by JM Pipe Company or approved
equal by the City Public Works Engineering Division. The
pipe shall be encapsulated with a polyester knitted sand
filter sock meeting ASTM D 231.62 and D 737.61
requirements. The pipe and sock shall be surrounded by
hard, durable, clean quartz sand meeting the Florida
Department of Transportation Specification 902-4. In lieu
of the sock and sand, 1/2"-3/4" diameter clean, washed,
coarse gravel or stone may be substituted. The sand or
gravel shall be wrapped with Mirifi 140N or other
approved type filter fabric around the entire perimeter.
21-03 Installation: The trench shall be dug to the length,
slope, and width as shown on the plans and cross section.
The filter cloth shall be placed in the trench first,
followed by placement of the sand or gravel. The 4"
perforated pipe shall be laid to grade using a laser to
maintain the required slope. The cleanout shall be
installed as per the detail. The cleanout shall be non-
perforated pipe. Once the pipe has been laid, the trench
shall be filled with sand or gravel to the required
height and covered over with filter cloth. Ends of the
filter cloth shall overlap by a minimum of 12 inches.
Following the closure of the filter fabric, the remainder
of the trench shall be filled with good, clean sand
backfill to the bottom of the retention basin. The fill
shall not be compacted to any specififed density but
loosely placed so as to not decrease the permeability of
the soil.
21-04 _4." PVC Cleanout:
a. Description: The Contractor shall construct a 4"
PVC cleanout at the east end of the underdrain in
Retention Basin No. 2.

b. Materials: The cleanout shall consist of two 4"
diameter long radius 45° bends or sweeps attached to
4" non -perforated SDR 35 PVC sewer pipe. The top
of the cleanout shall be a 4" PVC stub covered with
a threaded end cap especially made for cleanouts.
The square operating nut shall be inverted so it
doesn't protrude upward. A concrete collar shall be
poured.
C. Installation: The cleanout shall be installed after
the underdrain pipe is laid. The end cap shall be
set approximately one inch above finished grade of
the bottom of the retention area. After the trench
for the underdrain has been completely backfilled
and graded, an 18" square by 4" thick concrete
collar (2000 psi concrete) shall be poured from the
top of the cleanout and slightly tapering away at
approximately 1/2" per foot slope. The concrete
surface shall have a smooth trowel finish.
22-00 INSTALLATION OF WATER FOUNTAIN, CHILLER, AND WATER LINE
22-01 Description: The Contractor shall install a water
fountain on a concrete slab north of the center walkway
between the north and south courts as shown on the Plans.
A separate chiller unit shall be installed within ten
(10) feet of the water fountain. Both the electrical
conduit and cable and water line shall originate from the
existing concession building and run west to the location
of the water fountain.
22-02 Materials: A Haws Drinking Faucet Company Model 3300 "Hi -
Lo" dual water fountain or approved equal shall be
installed. It shall be vandal resistant 10 gauge steel
construction with steel bubbler guards and recessed push
button valves. The fountain is distributed by Charles H.
Liphart and Son in Jacksonville, Florida (904-731-777).
The separate independent chiller unit Model No. HCR8
shall be installed on a nearby two foot by two foot
concrete pedestal (4" thick). A PVC Schedule 40 conduit
and copper tubing shall run from the chiller unit to the
water fountain. The chiller is distributed by Brocdell
Plumbing (at 407-930-6767) or Gorman Plumbing at 407-723-
4121. The chiller cabinet shall be painted the same color
as the fountain or shall be a stainless steel enclosure.

22-03 Installation: The water fountain shall be securely
fastened to the concrete sidewalk. The lower arm shall be
positioned in a way to allow wheelchair bound occupants
to be able to position themselves to easily utilize the
fountain. A 3/4" PVC Schedule 40 water line shall be
installed at a depth of 12" to 15" from the existing
concession stand to the chiller unit. A shut off gate
valve and valve box shall be installed at the chiller. A
110 volt electrical cable THWN shall be installed in a
3/4" inch diameter PVC gray electrical conduit from the
existing concession building to the water chiller. The
electrical service shall be installed a minimum of 5 feet
apart from the water service to the chiller unit.
23-00 ELECTRICAL SPECIFICATIONS
23-01 General: The Contractor shall furnish all labor,
equipment, material, and incidentals necessary to
complete the installation of all electrical work for the
tennis court and parking lot lighting systems.
Electrical work shall include trenching, and installation
of conduit, pull ropes for wiring, and construction of
foundations for future light poles.
23-02 Standards. Codes. and Permits: The installation of the
conduits shall comply with all local Codes applying to
such installations and in accordance with the current
provisions of the National Electric Code. The Contractor
shall apply for the permit but there will be no fee being
this is a City project.
23-03 Materials: All electrical materials shall be new and
shall be the current product of the manufacturers. All
materials shall bear the label certifying Underwriters'
Laboratories approval. Where equipment or materials are
specified by manufacturers, substitution of other manu-
facturers' products must be approved in writing by
the Public Works Director prior to installation.
23-04 Installation of Lighting Control Equipment for Existing
Courts Only (Alternate Item 3): The lighting control
equipment to be installed inside the existing electrical
building shall consist of the following, or an equal as
approved by the Public Works Director as follows:

B. Contactors: There are two Square D, Class 8903,
Type SHG 3, 240 volt, 30 amp lighting contactors,
with 115 volt control which shall be used
individually for each existing court but must be
rewired.
C. Astronomical Time Clock L Required)- Allen Bradley,
Bulletin 700 Type HR 52TA17 120 volt with DPDT 2
pole, 2 Form Contacts, having Multifunction, Multi
Range Timing Relay with 11 Pin Style Terminations.
D. Pushbutton Switch: The push button will be an
Allen Bradley, Bulletin 800T NEMA Type 4/13
Watertight assembly to be housed in an Allen
Bradley No. 800T-lTZ one hole NEMA 4/13 watertight
enclosure on the south face of the exterior wall of
the electrical building.
The Contractor shall submit a schematic drawing
showing the lighting circuits for the tennis courts
incorporating the above described lighting control
equipment. Each court lighting circuit shall have a
test switch, lighting contactor, astronomical time
clock, and push button switch. All control
equipment shall be installed inside the existing
61x81x6'-8" electrical building with the exception
of the exterior pushbutton switches. A diagram of
the existing east wall of the electrical building
is included in these specifications for the
Bidder's information.
23-05 Conduit. Pull Rope• & Conductor Installation:
A. Material: These Specifications and Plans are based
on the use of PVC conduits only.
B. Plastic (PVC) Conduit: Plastic Conduit shall be
used for all underground conduit and shall be
manufactured of polyvinylchloride (PVC) in
accordance with the latest NEMA and NEC
specifications and is characterized as "Schedule
40-Heavywall rigid conduit." The horizontal runs of
underground conduit shall be at least 30" below

grade and all underground runs that will not be
under a pavement shall be marked with yellow Brady
Identoline", or equivalent, marking tape placed 12"
below grade during the backfilling operation to
prevent future excavation damage. Each 90° elbow at
the light poles shall be sealed off to exclude dirt
and moisture at 6" below the finished grade, in
order that an extension to 12" above grade may be
fitted prior to pouring the concrete pole
foundation. The ends of all conduit runs shall
have insulating bushings and shall be capped.
C. Pull Rope: The Contractor shall install a minimum
of 1/8" diameter nylon pull rope in all conduit
from beginning to end of each run. The ends of each
rope shall extend at least 12" beyond the ends of
the conduit and shall be permanently affixed to the
inside of the end cap to be placed over each
conduit. The Contractor may elect to install the
pull rope after completion of the conduit by using
a method of compressed air and a device known as a
"rabbit" or may elect to install the pull rope
through each section of conduit laid in the trench.
If the latter method is used, the Contractor shall
make sure that the pull rope does not become wedged
in a pipe joint or become affixed to any glue used
to cement solvent weld joints. All pull ropes shall
be checked for unobstructed movement through the
conduits at the completion of each run.
D. Excavation: All trench excavations shall be
excavated to such a width as may be necessary for
proper laying of the conduit, with trench walls as
nearly vertical as practicable. The bottom of the
trenches shall provide uniform bearing on
undisturbed soil so that undue stress shall not be
placed on the conduit when the trench is backfilled
and compacted. The minimum cover over the conduit
placed in the trench shall be 30" unless otherwise
specified or approved by the Project Co-ordinator.
All trenching for conduits beneath the tennis courts
shall be completely backfilled and compacted prior
to any construction of the subgrade.
E. Backfill: After the electrical conduit has been
properly laid in the trench, the Contractor shall
backfill the trench with suitable material. The

backfill material shall be placed, spread, and
tamped in layers not exceeding 811. All fill
material shall be free from vegetable matter, wood,
and other deleterious substances, and shall not
contain rocks or lumps having a diameter of more
than three inches. Conduit which is damaged by the
Contractor in the course of his backfilling
operations shall be replaced in kind by the
Contractor at his expense.
F. Compaction: Backfill will be compacted in
accordance with the provisions of Section 8-00,
Soil and Base Course Compaction Control. Equipment
suitable and adequate for uniform compaction to the
specified density shall be used for backfill
operations subject to the approval of the Project
Co-ordinator. All compaction equipment shall be in
good working order and any worn or defective
equipment shall be immediately replaced or
repaired.
G. Conductors and in Methods for Existing Tennis
Courts (Alternate Bid Only Item 1). All conductors
shall be made only of copper and shall be of the
American Wire Gage (AWG) size as required by the
National Electric Code. The conductors shall be of
the type known as "THWN" stranded wire and shall be
rated for 600 volts. The main service shall be
copper 3/0 THWN or approved equal. All wiring
installed shall be enclosed in electrical conduit.
Junction boxes shall be installed where required
even though not shown on the Plans. Wire
connectors of insulating material or solderless
pressure connectors, property taped or otherwise
insulated, shall be utilized for all splices in the
wiring. All splices at the poles shall be made with
sufficient slack to permit withdrawing the wires
through the handhole in order to make any necessary
splices or repairs.
H. Electrical Bonding: The galvanized steel conduit
systems, the light poles, and all metal enclosures
for electric or electrified equipment shall be
bonded by means of a No. 10 wire.

I. As -Built Plans: Exact locations of all underground
conduits shall be marked on a copy of the site plan
and submitted to the Public Works Director before
final payment.
24-00 INSTALLATION OF LIGHT POLES & STANDARDS, FIXTURES,
AND FOUNDATIONS
24-01 Description: The Contractor shall construct a minimum of
three (3) light pole foundations in the center of each
two court complex for a total of six (6) following the
installation of the electrical conduits and prior to
application of the color surfacing system. Installation
of additional light pole foundations around the perimeter
of the tennis courts and in the parking lot area may be
constructed at the option of the City Public Works
Department depending upon available funds. Installation
of lightoP les and standards shall only be bid in the
Alternate Bid for the Existing Tennis Courts,
24-02 Installation: The Contractor shall excavate a 3'-0" deep
by 3 foot diameter hole for each light pole foundation.
DO NOT OVERDIG THE HOLE FOR THE FOUNDATION during
construction. If the hole is overdug, the concrete will
have to be poured to the limits of the undisturbed soil
at the Contractor's expense. Each foundation shall have
four galvanized steel 3/4" x 30" anchor bolts set in the
bolt circle to support Model RLS - 20 -AB light poles as
manufactured by RLS Lighting, Inc. (1-800-226-1757). The
bolt circle shall be placed as per manufacturer's
instructions. The electrical conduit sweeps shall all be
set in place prior to pouring the concrete. Concrete
shall be 2500 psi minimum and shall be poured in place
against the undisturbed soil wall. The top of the
foundation shall be set flush with the top of the asphalt
and shall have a light broom finish. All anchor bolts
shall be covered with threaded PVC caps or custom made
plastic or sheet metal covering which shall be anchored
with one bolt in the middle of the foundation. It shall
be green in color to match the finish surface of the
court. A sketch or shop drawing of the cover shall be
furnished to the Public Works Director for prior approval
before fabrication. Tops of the foundations shall be
slightly sloped away from the center to the outside of
the foundation.

24-03 Installation Q, Poles L -u -d Standards for the Existina
Tennis Courts only (Alternate Bid Item 3). The Contractor
shall obtain and install a round light pole with anchor
bases for mounting the light fixtures as shown on the
Plans. Each base shall be covered with an anodized
aluminum anchor bolt cover the color of which shall be
the same as the light pole.
The light poles for the tennis courts shall be RLS
Catalog No. RLS -20 -AB 20 feet high with anchor base as
manufactured by RLS Lighting, Inc. or an equal as
approved by the Public Works Director. The current
bracket shall be Model RLS -A -C for the single fixture and
RLS -C -C for the double fixture. The finish shall be
"tennis green" to match the luminaires. Light poles and
brackets shall be 4" diameter anodized aluminum shaft.
The poles shall each have an electrical access (NEC 410-
15) 2 1/2" x 4 1/2" hand hole with a waterproof cover.
The light poles shall each be mounted on a poured -in-
place concrete foundation incorporating the electrical
conduits. The concrete foundations (bases) are bid
separately and are described in detail elsewhere in these
Specifications. Heavy equipment will not be allowed on
the courts to place the light poles. All poles shall be
set vertically plumb.
24-04 Installation gj Exterior Lighting Fixtures for the
Existing Tennis Courts Only (Alternate Bj_d Only): The
tennis court lighting fixtures shall be the RLS Lighting,
Inc. Model RLS-TE-1000MH or approved equal with the
curved bracket mounting (6 singles and 3 doubles
required), with 1000 watt metal -halide lamps and ballasts
for 240 volt service, with the clear, fully tempered,
impact resistant glass lens as per ASTM C1048, framed in
aluminum and silicone sealed on each, having an the
asymmetrical reflector, and a "tennis green" finish, as
distributed by the Veazy Lighting Group, Orlando, Florida
(407-843-9020). They shall be mounted on the poles as
shown on the plans and so that the upper surface of the
fixture is approximately 23 feet above the playing
surface.
25-00 PERIMETER HEDGE
25-01 Description: The Contractor shall employ an established
local landscaping firm to accomplish all of the planting
of the perimeter hedges indicated on the plans and in
accordance with these specifications.

25-02 Materials:
A. Plants: All plant material shall be nursery grown
native vegetation as shown on the plans and shall
comply with all required inspection, grading
standards and plant regulations, as set forth by
the Florida Department of Agriculture's "Grades and
Standards for Nursery Plants". The minimum grade
for all trees and shrubs shall be Florida No. 1.
B. Prepared Top Soil: The prepared topsoil shall
consist of approximately four parts of acceptable
natural topsoil and one part pulverized pest or
sterilized manure, and to each cubic yard shall be
added and incorporated by thorough mixing, four
pounds of commercial fertilizer having an analysis
of 6-6-6 or other as may be approved by the City
Engineering Division.
Acceptable artificially prepared planting material,
approved by the City Engineering Division will be
permitted, in lieu of the pulverized peat or
sterilized manure, in the prepared natural topsoil
mixture for use as backfill material.
C. Water: Water used for landscaping purposes shall be
obtained from the public water supply on site at
the Contractor's expense. The Contractor shall be
charged for the amount of water used based upon the
actual meter readings on the water meter servicing
the tennis court complex.
25-03 General Planting Requirements
A. Excavation Qf Plant doles: Plant hole excavations
shall be roughly cylindrical in shape, with the
sides approximately vertical. Plants shall be
centered in the hole with the trunk location as
shown in the plans. Bottoms of the holes shall be
loosened at least six inches deeper then the
required depth of the excavation.
B. Setting Qt Plants: When lowered into the hole the
plant shall rest on a prepared hole bottom such
that the roots are level with or slightly above,
the level of their previous growth and so oriented
such as to present the best appearances.

The backfill shall be made with prepared topsoil,
as specified above and shall be firmly rodded and
watered -in, so no air pockets remain. The quantity
of water applied immediately upon planting shall be
sufficient to thoroughly moistened all of the
backfilled earth. Plant shall be kept in a
moistened condition for the duration of the
planting period.
The root ball of all plants shall be properly
protected until they are planted. The plant shall
be handled only by the earth ball, and not by the
plant itself. Plans shall be set with the burlap
cover intact, thence cut away to ground level or
below, and completely covered with soil.
Disposal Qf. Surplus Materials and Debris: Surplus
excavated material from plant holes shall be dis-
posed of by scattering, or otherwise as might be
directed. All plastic pots, debris, and other
objectionable material shall be removed from the
site and the entire area cleaned up and left in
neat condition.
Contractor's Responsibility for Condition Qf the
Plantings: The Contractor shall assure that the
plants are kept adequately watered, that all
planting areas are kept free of weeds and
undesirable plant growth and that the plants are
fertilized as necessary so that they are healthy,
vigorous and undamaged at the time of acceptance.
The Contractor shall repair, restore or replace any
plant or planting areas which might become damaged
as a result of any negligence by him in complying
with these requirements. As a specific requirement
of these conditions, the Contractor shall be
responsible for assuring that all plants at the
time of final inspection, exhibit the
characteristics and qualifications required for the
grade of plant as originally specified.
Establishment Period: The Contractor will be respon-
sible for the proper maintenance and the survival
and condition of all landscape items until the
final acceptance of the entire work under the
contract.

Replacement gf Defective Plants: Any plants showing
indication of probable nonsurvival or lack of
health and vigor, or which do not exhibit the
characteristics and conditions such as to still
qualify for the minimum grade as originally
specified and, in the opinion of the City
Engineering Division, will not recover and be
within Grade shall be replaced by the Contractor
with a plant of the specified Grade.
26-00 BASIS OF PAYMENT
26-01 General: Basis of payment for all items shall generally
include all equipment, labor, materials, tools, and
incidentals necessary to complete the work, in addition
to any other specified requirements stated below:
26-02 Clearing and Grubbing: Basis of payment for clearing and
grubbing shall be a unit price per acre to clear and grub
areas as specified and shall include any transportation
costs and landfill fees required for disposal off site.
26-03 Tree Removal: The unit price bid per each tree shall
include the cost of furnishing all labor and equipment
necessary to remove the tree and root system to a level
below the bottom of the stabilized subgrade and to
dispose of the tree off site at an approved location.
26-04 Soil Erosion Control: Basis of payment shall be a lump
sum for providing, placing and removing all materials
such as a silt fence, filter fabric, hay, and any other
devices or items used to control erosion. Included
herein shall be the cost of any cleanup of silt during
the course of construction.
26-05 Excavation: Basis of payment shall be a unit price per
cubic yard. Earthwork calculations were based on the
typical cross section of the retention basins, and
existing and proposed elevations for tennis courts,
parking lot, and retention basins.
26-06 Concrete Drainage Structures: Basis of payment shall be
a unit price per each type drainage structure installed
as per Plan.

26-07 Pine Culverts: Basis of payment shall be a unit price per
linear foot of culvert installed. Waste pipe and
sections of pipe not installed will not be paid for by
the City.
26-08 Mitered End Sections: Basis of payment shall be a unit
price per each mitered end section constructed as per
FDOT plans and specifications.
26-09 Soil and Base Course Compaction Control: Basis of payment
shall be a unit price per each test. Four (4) Modified
Proctor tests shall be taken; 32 density (compaction)
tests and twelve(12) Florida Bearing Value tests shall
be taken on the Project in accordance with Section 8-00
"Soil and Base Compaction Control".
26-10 Concrete Sidewalks: The basis of payment for the concrete
sidewalk shall be a unit price per square foot to
complete the items in accordance with the Plans and
Specifications.
26-11 Concrete Curbs: Basis of payment shall be a unit price
per linear foot of curb constructed.
26-12 Swale Grading: Basis of payment shall be a unit price per
linear foot to fine grade the roadside and interior
swales in accordance with the lines, grades, and cross
section on the plan in preparation of receiving the sod.
26-13 Preparation 9f,lhg Subgrade: Basis of payment shall be a
unit price per square yard to stabilize, grade, and
compact the subgrade in accordance with the lines,
grades, and cross section as shown on the plan to receive
the base course.
26-14 Base Course for Asphalt Pavement: Basis of payment shall
be a unit price per square yard to grade and compact the
coquina base course in accordance with the lines, grades,
and cross section as shown on the plans and shall include
the cost of the prime coat.
26-15 Asphalt Pavement: Basis of payment shall be a unit price
per square yard to lay and compact the asphalt wearing
surface equal to or more than the specified thickness as
per the typical cross section as shown on the plan.

26-18 Color Surfacing System: Basis of payment shall be a unit
price per square yard to construct the complete Plexipave
color surfacing system or approved equal on top of the
asphalt on all four tennis courts.
26-19 Application �Lf Plexicushion: Basis of payment shall be a
unit price per coat to apply the Plexicushion over the
entire four new tennis courts (3200 square yards) as an
alternate bid only. Plexicushion is not included in the
base bid for the Plexipave Color Surfacing System.
26-20 Striping for Tennis Courts: Basis of payment shall be a
unit price per linear foot of 2" wide stripes to
delineate four standard tennis court boundaries and
zones.
26-21 Tennis Nets, Posts, and Anchors: Basis of payment shall
be a unit price per each assembly consisting of
furnishing and installing the tennis net, posts, winch,
associated hardware, and center court anchoring system.
26-22 Tennis Court Fencing and Gates: The quantity of chain
link fence to be paid for shall be the total number of
linear feet of fence of the height indicated, furnished
and erected complete with gates in accordance with the
Plans and Specifications. Only the fence fabric shall be
green vinyl coated. All line and corner posts, gates, top
rails, and all associated hardware shall be non -vinyl
galvanized steel.

26-23 Relocation 2 Existing Playground Equipment: The lump
sum bid price for this item shall include all the
necessary labor, tools, and equipment to remove the
existing playground equipment from its present location
to a new site. The bid shall include all ground
preparation including excavation, grading, and instal-
lation of concrete footings. The white sand used for the
bed under and around the play ground equipment shall be
paid for under a separate item entitled "White Sand".
26-24 Water Fountain ArW Chiller Installation: Basis of payment
shall be a lump sum price to furnish and install a water
fountain and chiller on a proper size concrete pad with
the necessary plumbing connections and anchoring devices
at the location shown on the Plans.
26-25 Water and Electrical Services for Water Fountain an
Chiller: Basis of payment shall be a linear foot price to
furnish and install the 3/4" PVC water line and
electrical conduit and wire from the existing restroom
building to the water fountain/chiller unit.
26-26 Trenching and Installation gL Conduits: The cost of
excavating, backfilling, and compacting the trenches
required for and the installation of the underground
electrical conduits shall be included in the lump sum bid
for this Item. The cost of installing the nylon pull rope
in the conduit and electrical identification tape over
the conduit shall be included under this item.
26-27 Installation of, Light Pole Foundation: Basis of payment
shall be on a per each unit price to excavate and pour
the concrete light pole foundation and shall include
furnishing and setting all anchor bolts and nuts, and
protective PVC and caps or covering over the anchor
bolts.
26-28 Installation gf New Poles and Fixtures for Existing
Tennis Courts (Alternate BidnO ly): Basis of payment
shall be a unit price per each complete RLS Lighting Inc
or approved equal light pole and fixture with bulb
installed on top of the light pole foundation for the
existina tennis courts only. The anchor bolt cover
specifically made by the pole manufacturer shall be
included as well as all electrical work necessary to
connect the fixture to the underground conductor.

26-29 Installation Qf Lighting Control Equipment for Existing
Tennis Courts (Alternate BidnO ly): Basis of Payment
shall be a lump sum price to install one new push button
switch, reconnect existing push button switch, and
install two conductors, test switches, and astronomical
time clocks in a control circuit inside the existing
electrical building on site at the northeast corner of
the existing tennis courts. The shop drawing electric
schematic design, mounting of all equipment, and wiring
of all equipment shall be included.
26-30 Restoration Qf Existing Tennis Court Pavement _& Fencing
(Alternate Bj_dnO 1y): Following the trenching through the
existing court surface for installation of the electrical
conduit and light pole foundations, the court pavement
and color surfacing shall be restored to conform with the
cross section for the new court pavement and color
resurfacing as shown on Sheet 2 the Detail Sheet. Any
fencing that must be taken down to accomodate
construction equipment for installation of conduit,
replacement of the paving, or setting the light poles
must be reset to its original state prior to
construction. Resurfacing shall conform to the Plexipave
System and the finish coat shall match the existing
surface color and elevation. The basis of payment shall
be a lump sum price.
26-31 Removal Qf Existing Light Poles, Fixtures, Bn_d Bases
(Alternate BidnO ly): The basis of payment shall be a
unit price per each for the Contractor to carefully
remove the existing light poles, fixtures, and associated
hardware, for storage by the City Public Works
Department. Each light pole base shall be removed and the
void shall be backfilled and completed with suitable
fill. Any existing electrical conduits which would
be abandoned shall be appropriately capped before
backfilling. The contractor shall dispose of the concrete
light pole foundations at a legal dumpsite. The unit
price shall include all of the costs associated with
removal and restoration.
26-32 Installation of Underdrain: Basis of payment shall be a
linear foot price to furnish and install a 4" perforated
PVC underdrain pipe within a sand or gravel containment
wrapped with filter cloth as shown on the typical section
for Retention Basin No. 2. The clean out and discharge
pipe are to be bid under separate items.

26-33 9E PVC Cleanout: Basis of payment shall be a per each
unit price to construct the cleanout assembly consisting

26-34 White Sand: The unit price bid per cubic yard shall
include the cost to haul, place, and grade white sand
within areas surrounding the relocated playground

The 1989 Florida Legislature passed Senate Bill 458 creating Sections 287.132 - 133,

TECHNICAL SPECIFICATIONS
BASKETBALL COURTS
DESCRIPTION: .
A. Construction: The work in Ellis section consists of construction of Basketball Courts including
curb, post nets and related equipment. The Tennis Courts shall consist of I" of Type III asphalt
surfacing course over 6" compacted limerock, a surface preparation coat and applications of a
color finishing' course.
B. The contractor shall furnish all labor, paint, equipment, appliances, and materials and perform all
operations in connection with the complete installation in strict accordance with these
specifications and applicable drawings, and subject to the terms and conditions of the contract. A
written guarantee for one year in workmanship and materials must be submitted before contract
completion.
C. Contractor's Personnel: The installation of the surface as described in these specifications require
the services of a superintendent who has had experience in this particular type of construction. In
the event such an experienced superintendent is not available from the Contractor's normal
personnel, it shall be required of the Contractor that he secures the service of such a person. The
qualifications of the person shall be furnished to and approved by the Parks Administrator, before
stetting the installation of the materials.

1.00 GENERAL
1.01 These specifications are intended to describe the construction of two (2) (94'x 5(),)

Products Corporation or eoual in all respects
2.00 GENERAL
2.01 The sub grade shall be compacted to 98% density minimum, as determined by
AASHO-7-180-57 method. Testing of grade shall be by Owner.
2.02 The sub grade must be shaped to true lines and elevations as to assure uniform
thickness of the base course. Surface of the sub grade shall not be more than '/l'
above or below sub grade elevation shown on drawings. Compaction of sub
grade shall extend 10' outside of fence line.

3.00 SLOPE REQUIREMENTS
3.01 All excavating, filling, compacting, grading and leveling work required
hereunder shall be performed so that the finished court surface slopes one inch
(I") in each ten feet (10') on a true plane from end to end of court or side to
side, as so indicated on the drawings.
4.00 BASE CONSTRUCTION: Base area 94 ft x 50 ft
4.01 A base course as indicated on drawings shall be installed over the sub grade
detailed herein before.
4.02 Base material shall be lime rock and shall meet applicable SRD specifications,
Sec. 200 (except 200-1). Compacted thickness shall be 6" minimum.
4.03 The material shall be spread by methods, and in a manner, proposed by the
contractor to produce a uniform density and thickness, and the grades and
dimensions shown on the drawings, and elaborated herein after. Base shall
extend 1'-0" minimum outside of fence line.
4.04 The material as spread shall be compacted by rolling with a powered steel wheel
tandem roller weighing not less than eight (8) or more than ten (10) tons, or by
other equipment producing 95% density minimum (AASH -7-180-57). Surface
of the base course as compacted shall not vary from the specified grade more
than'/," in ten feet (10') measured in any direction.
5.00 SURFACE COURSE: Base Area 94 ft x 50 it
5.01 Furnish and install 1" minimum compacted thickness of asphaltic concrete
surface, Type ill, as per D.O.T. Manual 1977. All asphalt material must be
virgin material and screenings (iron) pyrite free,
5.02 Tolerance of the surface course shall be 1/8" in 10' when measured in any
direction.
5.03 The asphalt shall be compacted with a 4 to 6 ton roller to maximum density.
5.04 The job mix formula shall be such as to produce a mixture possessing a Marshall
Field stability of not less than 2000 pounds.
5.05 Extraction and gradient test shall be performed on surface course, if required.
5.06 Surface course shall extend 6" outside of the fence line and edge of court where
water drains off shall be turned down to prevent erosion of the base course
unless concrete perimeter curb is provided.
5.07 All edges shall be neatly trimmed to true lines.

6.00 CONCRETE PERIMETER CURB fOPTIONALI
6.01 A concrete curb shall be constructed around the entire perimeter of the court (6"
wide x 12" deep).
7.00 POSTS AND GOALS
7.01 Basketball goals to be by "Bison Co." or equal Model 4PR-50
Support post 4 '/i' O.D. Galy. W/48" extension backboard Model BA475
aluminum fan shape.
Rim model BA39U heavy-duty rim. Net Model nylon cord net. (Lifetime
warranty of backboard).
7.02 Support post to be set on a concrete footer 3 ft x 3 ft sq x 3.6" deep. Bottom of
post to set on a concrete block. Installation of equipment to be as Manufacture's
recommendations.
8.00 COLOR FINISH SYSTEM
8.01 Prior to application of court surfacer or color system the entire paved surface
shall be flooded with water, then (5) minutes after flooding, all areas that hold
water over the thickness of a nickel shall be patched and leveled with Court
Patch Binder as manufactured by California Products Corporation or approved
equal.
8.02 The paved area then shall have one (1) coat of Acrylic Resurfacer as
manufactured by California Products Corporation or approved equal, squeegeed
over the entire paved area, except area outside of fencing.
8.03 Then two (2) coats of Fortified Plexipave color coating as manufactured by
California Products Corporation or approved equal, shall be squeegeed over
entire paved area. All coats shall be parallel with net. Color Selection shall be
by Owner. Alternate One (1) additional coat of color coating (3 coats total).
9.00 MATERIALS AND APPLICAITON
1.01 Materials for the surfacing and color systems shall be delivered to the site in
sealed, properly labeled containers, and any water used in mixing shall be fresh
and clear. Spreading rates shall be as per manufacturer's recommendations.
Surfacing materials shall be applied only if weather conditions are as
manufacturer's recommendations. Material shall be strictly applied as per
manufacturer's directions.
10.00 LINES
10.01 Courts shall be lined with white regulation markings in accordance with
American Sports Builders Specification. All lines must be sharp and true.
Basketball line material shall be Hi -Hide Plexicclor Line Paint as manufactured
by California Products Corporation or approved equal.

11.00 FENCING
11.01 No fencing is proposed on plans for the basketball courts.

TECHNICAL SPECIFICATIONS
EXISTING TENNIS COURT RESURFACING
The following scope of work shall be completed when resurfacing the existing tennis courts:
1. SCOPE OF WORK:
Furnish all supervision, labor, tools, material and equipment necessary for the resurfacing of
Courts I through 6 at the Schumann Tennis Park
2. WORK REQUIREMENTS
All court reconditioning and resurfacing shall take place inside the fence line, +/- 108' X 120'
unless stated otherwise.
2.1 Surface Preparation:
Remove all mildew, oil spots, loose dirt and foreign matter from courts I through 6. Pressure clean
surface as needed. All mildew is to be removed with pressure washer and detergent. Surface shall
be left smooth.
22 Crack Repair:
All cracks 3/8" and wider shall be cleaned out and filled with acrylic crack filler. All cracks
narrower than 3/8" shall be cleaned out and filled with acrylic resurfacer. All repaired areas shall
be flush, after curing, with the surrounding areas. If not, they shall be compacted or grounded
down, and/or additional material added to make them flush and even with the surrounding areas.
2.3 Patching:
Prior to resurfacing, the entire surface area shall be checked for depressions or irregularities. All
areas holding water 1/8" deep or greater one hour after flooding shall be patched and leveled with
an approved Court Patch Binder, which shall be installed in accordance with the manufacturer
recommendations. Tack coating area may be required.
2.4 Fiberglass Membrane:
Furnish and install a 10x20 mesh fiberglass membrane over the entire surface area of all courts.
The fiberglass membrane shall be installed with the manufacturer recommended bonding agent in
strict accordance with all the manufacturer requirements.
2.5 Surface Course:
Apply over the entire area a minimum of two (2) coats of concentrated acrylic resurfacer fortified
mineral fillers, fiber and silica sand. Resurfacer shall be placed over the cured fiberglass
membrane and shall fill, mask and embed the membrane.
2.6 Texture Course:
Apply two (2) acrylic filler coats to provide a tough, durable texture surface with acrylic green
color material to give in depth color. Materials shall be mixed and applied in accordance with the
manufacturer recommendations in order to obtain the proper application consistency and a
homogeneous mix. The color of both entire courts will be green. The finished surface shall have a
uniform appearance and be free from ridges and tool marks.

2.7 Playing Lines:
Four hours minimum after completion of the resurracing, accurately locate, mark and paint two (2)
inch wide playing lines as specified by the U.S. Tennis Association using a white stripping heavy
bodied acrylic latex paint for application to asphalt or acrylic coated surfaces.
2.8 Net Posts:
Sand and clean the existing net posts and apply two (2) coast of Rustoleum Forest Green
3. MATERIALS:
Contractor shall use only materials approved for the intended purpose. The Fiberglass Membrane
with the Plexipave Acrylic System manufactured by California Products Corporation or approved
equals shall be used on this project.
4. WORK STATIONS:
All work shall be done in a workmanlike manner and shall conform to standards for tennis court
construction as specified by the United States Court and Track Builders Association.
5. GUARANTEE:
Contractor shall warrant all work done against defective materials and workmanship for a period
of two (2) years from the date of completion.
6. SITE ACCESS AND CLEAN UP:
Access to Schumann Park Tennis Courts to perform any work or related activity shall be
previously scheduled and coordinated with Mr. Chris McCarthy, Parks Superintendent (772) 228-
7054.
Contractor shall maintain the work site clean at all times and remove all debris from Schumann
Park on a daily basis or as directed by the Parks Superintendent. Upon completion of all the work,
Schumann Park shall be left in a condition acceptable to the Parks Superintendent.

TECHNICAL SPECIFICATIONS FOR LIGHT FIXTURES
1.00 INSTALLATION OF LIGHT POLES & STANDARDS, FIXTURES, AND FOUNDATION
Description:
The Contractor shall construct a minimum of two (2)) new pole foundations for the
full size basketball courts following the installation of the electrical conduits
and prior to application of the color surfacing system.
Installation:
The Contractor shall excavate a 3'0" deep by 3 foot diameter hole for each light pole
foundation DO NOT OVERDIG THE HOLE FOR THE FOUNDATION during
construction. If the hole is overdug, the concrete will have to be poured to the limits
of the undisturbed soil at the Contractor's expense. Each foundation to anchor bolts
of the type and in the configuration required by the manufacturer of the fixtures / poles.
The bolt circle shall be placed as per manufacturer's instructions. The electrical
conduit sweeps shall all be set in place prior to pouring the concrete. Concrete shall
be 2500 psi minimum and shall be poured in place against the undisturbed soil wall.
The top of the foundation shall be set flush with the top of the asphalt and shall have
a light broom finish. All anchor bolts shall be covered with threaded PVC caps or
custom made plastic or sheet metal covering which shall be anchored with one bolt
in the middle of the foundation. It shall be green in color to match the finish surface
of the court. A sketch or shop drawing of the cover shall be furnished to the City
Engineer for prior approval before fabrication. Tops of the foundations shall be
slightly sloped away from the center to the outside of the foundation.
Lighting fixtures / poles shall be MUSCO or demonstrated equivalent in meeting the
needs and best interests of the City.
ADDITIONAL ITEMS
1. ADA Ramp per FDOT Index 303 and 304.
2. Remove and salvage existing light pole and fixtures, including removal and disposal of light
pole foundation.
