The proposed Tree Ordinance is pending on the Land Development Code Regulation updates, that are currently being reviewed by Sohn & Associates. Boy Scout, Brian Barbour will discuss his Eagle Scout project at Easy St. Park. 7. OLD BUSINESS: Model Planting Project update • Budget Needs • Vendors 8. CITY OF SEBASTIAN TREE ADVISORY BOARD MINUTES OF REGULAR MEETING MAY 39 1999 VChmn. Fielding called the meeting to order at 5:38 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Shirley Kilkelly Virginia Gordon Charles Cardinale Danne Herlan VCh. Clay Fielding UNEXCUSED ABSENCE: Charles Roth ALSO PRESENT: Chris McCarthy, Parks Department Supervisor Ann Brack, Recording Secretary John Almada, Advisor APPROVAL OF MINUTES: MOTION by Cardinale/Kilkelly I move that we approve the minutes of 4/5/99. A voice vote was taken. 5 — 0 motion carried. ANNOUNCEMENTS: VChmn. Fielding welcomed new member Virginia Gordon, who replaces Mr. Behr. There was a brief discussion on the status of current members and the search for new members. VChmn. Fielding read a press release about Sebastian's Tree City USA designation for 1998. There was a brief discussion of the status of the proposed Tree Ordinance. VChmn. Fielding introduced Boy Scout Brian Barbour, who will present his Eagle Scout project for the island in the Easy Street Park lake. Mr. Barbour noted that this project will take place on Saturday, May 8, 1999, and he will remove all of the Brazilian Pepper trees on this island and apply a herbicide to kill off the roots. He inquired about types of native trees to be placed on this site. He also noted that the wax myrtles and palmetto trees will remain. In response to a question from TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 311999 Board members, he said that he will begin at 8:00 am, and should finish up around 4:00 pm. Chris noted that he is supplying chain saws and lopper shears, and he assisted in obtaining a flat bottom boat to be used. He noted that City employee, Mark Veidt will have this equipment at his home on Saturday morning, and may even join the Scouts on this project. There was discussion about the various types of herbicides and how to use them. Mr. Almada mentioned the trees at the shade house at the High School, and it was determined that Chris McCarthy would obtain about six (6) of the best Bald Cypress seedlings for replanting on this island. Mr. Barbour was instructed to plant these seedlings back away from the edge of the water. There was more discussion on this project. There was a brief discussion about Mr. Barbour's Scout troop possibly helping to care for the seedlings at the High School during the summer months as a service project. Several Board members indicated that they would be at the Easy Street Lake on Saturday morning. OLD BUSINESS: Model Planting Project update Mr. Cardinale spoke of the proposed flow charts, one of which will be forwarded to George Anderson at the High School Academy, and asked for input from the Board. After discussion of the proposed flow chart, changes were suggested to re -prioritize in the following manner: 1. List of city vendors forwarded to George Anderson by Chris McCarthy 2. Elevation illustrations including parking lots and buildings 3. High School ESA to visit city property (Mr. Anderson to notify secretary; TAB to be informed of the visit) 4. Submittal of landscape design from the high school to TAB 5. Discussion of the plan with Public Works, City Engineer, and Police Dept. 6. Discussion of the budget 7. Irrigation of City property 8. The plan will be submitted to City Manager and then to City Council for approval There was discussion on which section of City Hall property should be used for the first model planting. Mr. Cardinale will take the drawing of building placement for the City Hall complex to Mr. Anderson with the thought in mind that if this drawing will suffice, a new elevation 2 /" N TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 3, 1999 drawing would not be needed and time would be saved in the planning of this project. Chris McCarthy noted that there are a very limited number of native plants available in this local area. He also reminded the Board that the City has a strict process to be used in the purchase of anything for the City, and he would need to be informed of a purchase with enough time to meet these requirements. Mr. Almada suggested conferring with Janice Broda about suppliers since she is a past president of the Florida Native Plant Society. NEW BUSINESS: Discuss Pepper Tree Eradication Committee — Danne Herlan Mr. Herlan noted that Brian Barbour's presentation pretty much explained what this eradication program is all about. He suggested that the attempt should be made to find groups that will come in and help us eradicate pepper trees on City property and set an example for the general public. There was discussion about how the herbicide is applied, the brands available, and the results expected. There was mention of the "Pepper Busters" who eliminated pepper trees along Indian eol� River Drive a few years back, and Chris McCarthy noted that that might be a good area for a present project. He also noted that finding a good site would not be a problem. Mr. Herlan commented that for the next meeting, he plans to have an outline and handout for discussion or modification. He also indicated that press coverage would be a positive thing. Mr. Herlan offered to contact the Press Journal, Sebastian Sun, and Florida Today newspapers for coverage of Mr. Barbour's project at Easy Street Lake island on Saturday. Mr. Herlan then noted that he won an Environmental Award at Disneyworld. He was one of four hundred and fifty out of fifty thousand employees that were nominated. He noted that only two hundred fifty-five got the award and there were four from his Disney Resort that got the award. PUBLIC COMMENT: Anne Putman, a former Tree Board member, made a request for help in watering recently planted trees that the Boy Scouts, Girl Scouts and Tree Board members have planted since the first of the year. Chris McCarthy commented that he is doing the best he can. He noted that he a has spoken to the Public Works Director, and the Acting City Manager has spoken to the 10'\ Director. He then noted that the one water truck that belongs to the City is an old truck and breaks down often. He also noted that his department was lacking manpower till some new employees were hired recently. 3 TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 311999 Ms. Putman commented that it is kind of an insult to the people who joined together for these projects, to just let these plants die. There was discussion on this subject. Mr. McCarthy offered to report to his Director that Ms. Putman is requesting that the water truck service these plants once a week. There was a brief discussion on whether or not Pathfinder herbicide can be used around water. Ms. Putman mentioned that care should be taken not to contaminate the Easy Street Lake. There was discussion of replacing the dead trees on Atlantis Terrace. Mr. McCarthy commented that he will take care of that. MEMBER MATTERS: Ms. Kilkelly asked if there is a provision in Brian Barbour's project to supply water to the newly planted trees on the island lake. Mr. Herlan commented that he will talk to Mr. Barbour about that on Saturday, and suggest that he water them for the first week or so. There was further discussion on the Park Departments ability to water new seedlings. Mr. McCarthy advised letting the seedlings get bigger before placing them out on their own. He reminded Board members that he just spent money on bigger pots for these seedlings, along with delivering mulch and potting soil to the High School shade house. He noted that some of the cypress trees are probably larger and ready for transplanting. Mr. Cardinale mentioned volunteers for the months of May, June, July and August for tree seedling care at the High School. The following is a list of volunteers for the summer months: May - John Almada June - Shirley Kilkelly July & Aug. - Danne Herlan Virginia Gordon and Danne Herlan both suggested that they meet another volunteer at the High School to see exactly what is expected. Charles Cardinale suggested that a Wednesday afternoon would be a good time for this. Shirley Kilkelly offered to meet Ms. Gordon and Mr. Herlan at the High School near the end of June. The Secretary reminded all members of observing the Sunshine Law when meeting to care for the seedlings. Mr. Herlan asked about the status of the Golf Course project. Mr. McCarthy commented that he thought that the City Manager is waiting for the Golf Course manager to submit his plan. 4 n TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 3, 1999 Mr. Almada requested that the Park Department mowers remain five feet away from the water and allow the wax myrtles and wildflowers to grow at Easy Street Park and Hardee Park. Chris agreed to do this. Mr. Almada also suggested that some water tolerant grasses might be planted on the island at Easy Street Park. He spoke of wildlife habitat. Charles Cardinale brought up the subject of a work plan for this Board for 1999. This topic was discussed and Ms. Kilkelly gave some input on it. VChmn. Fielding suggested getting some more Board members. Mr. Cardinale asked about Charles Roth. The Secretary noted that staff has heard nothing from him, and noted that she will check the previous minutes to see how many meetings he has missed. VChmn. Fielding adjourned the meeting at 7:11 pm.
