CHAIRWOMAN KILKELLY OPENED THE MEETING AT 5:30 P.M.

SHIRLEY ANNOUNCED THAT CARL FISCHER WAS INVITED TO THE MEETING BY
DONNA AND SHE ASKED HER TO iNTRODUCE HIM.
DONNA BRIEFLY EXPLAINED CARL'S INVOLVEMENT WORKING ON THE TREE
PROTECTION ORDINANCE AND HOW SHE THOUGHT HE WOULD BE A PERFECT
CANDIDATE TO FILL ONE OF THE OPENINGS ON THE BOARD.
CARL SAID THAT HE HOPES THAT HE CAN COME A BOARD AND HE HAS GOTTEN
A LOT OF INFIELD ADVICE FROM JANICE BRODA.
SHIRLEY SAID THAT SHE THOUGHT CARL WOULD BE A GREAT ADDITION TO THE
BOARD STATING HiS VARIOUS INVOLVEMENTS INCLUDING THE MULCH HE AND
HiS FAMILY DONATED FOR ARBOR DAY AND HIS KEEN KNOWLEDGE OF TREE
PRESERVATION WITH THE FRIENDS OF THE SEBASTIAN RIVER.
SHIRLEY ASKED THE MEMBERS IF THEY HAD TIME TO READ CARL'S
APPLICATION.
THE MEMBERS GESTURED THAT THEY READ THE APPLICATION AND DONNA
STARCKMADE A MOTION TO NOMINATED CARL FISCHER AS A MEMBER OF TREE
PROTECTION COMMITTEE.
TOM SECONDED THE MOTION.
VOICE VOTE WAS TAKEN.

ADVISORS IF THEY WOULD LIKE TO BE CONSULTED BY THE RIVERFRONT
COMMITTEE IF THEY MAKE ANY DECISIONS ON TREES AND LANDSCAPING.
JANiCESAIDTHAT SHE WOULD PLEASED TO HELP OUT IF SHE COULD.
SHIRLEY SAID THAT SHE WOULD MAKE CERTAIN THAT THE RIVERFRONT
COMMITTEE IS AWARE THAT THEY HAVE TWO RESPECTFUL ADVISORS ON THE
TREE BOARD TO MAKE USE OF.
SHIRLEY ASKED DAWN IF SHE COULD SEEK OUT COPIES OF THE "VISIONS OF
THE RIVERFRONT", THAT WAS WRITTEN SEVERAL YEARS AGO, FOR JANiCEAND
JOHN SO THEY WOULD AT LEAST HAVE SOME BACKGROUND BECAUSE IT SEEMS
THAT MOST OF THE MEMBERS WANT TO ADHERE TO THOSE SUGGESTIONS.
REFERRING TO ITEM #5 ON THE OUTLINE, TALK TO FPL RE TRIMMING OF
TREES, THE BOARD TALKED BRIEFLY ABOUT THE PROBLEMS OF TREES NOT
BEING TRIMMED PROPERLY AROUND POWER LINES. TOM QUESTIONED IF IT IS
FPL THAT DOES THE ACTUAL TRIMMING. JANICE SAID THAT MANY TIMES FPL
HIRES TREE SERVICES AND IT IS KiND OF POT LUCK AS TO WHETHER THEY
ARE RESPONSIBLE OR IRRESPONSIBLE. SHIRLEY SAID THAT MR. FRAME SAID
HE WAS HAVING A MEETING WITH FPL WITHIN A FEW DAYS OF THEIR MEETiNG
AND HE WOULD BRING IT UP TO THEM AT THAT TIME, MEANWHILE SHIRLEY
SAID THAT THE BOARD COULD PREPARE SOMETHING AND TALK TO MR. FRAME
ABOUT IT AND EVENTUALLY GO TO FPL IF WE FIND OUT THERE REALLY IS A
PROBLEM AND MAYBE WE CAN GET THEM TO LISTEN TO US.
REFERRING TO #6 ON THE OUTLINE, ESTABLISH A TREE BANK, SHIRLEY SAID
THAT MR. FRAME THOUGHT THE IDEA FOR A TREE BANK WAS A GREATi BUT HE
REMINDED ME THAT HE DOES NOT ESTABLISH POLICY AND SO WE' WOULD HAVE
TO GO TO THE CITY COUNCIL TO GET APPROVAL TO CONSIDER ERECTING A
TREE BANK. THE MEMBERS DISCUSSED IDEAS ON HOW AND WHERE TO~.SET UP
A TREE BANK.
REFERRING TO #7 ON THE OUTLINE (STRENGTHEN TREE ORDINANCE) THE
BOARD BRIEFLY DISCUSSED WHAT THEIR RESPONSiBILiT~ESARE REGARDING
CITY TREES AND PRIVATE TREES. SHIRLEY SAID THAT WE AS THE TREE
BOARD HAVE BEEN GIVEN THE TASK OF PROTECTING THE CITIES TREES BUT
I DON'T SEE ANYTHINGWRONG WITH TRYING TO HELP THETREES ON PRIVATE
PROPERTY AS WELL. DONNA SAID THAT IF WE ARE GOING TO GO THROUGH
WITH MAKING SUGGESTIONS ON PRIVATELY OWNED TREES PERHAPS WE CAN
WORK ON IT A WHILE INSTEAD OF ASKING THE CITY CO~CIL TO
INCORPORATE ONE ITEM AT A TIME. WE JUST WANT TO MAKE SURE WE CAN
HEAD DOWNTHAT PATH ANDMAYBE THAT IS SOMETHING WE CAN GET STARTED
ON IN ADDITION TO THE MUNICIPAL TREES. SHIRLEY SAID THAT SHE WOULD
TALK TO THE CITY PLANNER AND SEE HOW FAR THEY CAN GO.

SHIRLEY PASSED AROUND THE TREE MAINTENANCEMANUAL THAT SHE SAID HER

THE BOARD BRIEFLY DISCUSSED THEIR IDEAS FOR MAKING UP FIELD CARDS
FOR THE EMPLOYEES.
JANICE SUGGESTED STRIKING OUT REFERENCES TO DECORATIVE GRAVEL UNDER
MULCH, IN THE TREE MAINTENANCEMANUAL~ BECAUSE GRAVEL PULLS THE SUN
IN AND HEATS UP THE SOIL AND IS JUST A REALLY BAD CHOICE FOR
FLORIDA.
SHE ALSO SUGGESTED MAYBE MAKING A CITY POLICY NOT TO USE CYPRESS
MULCH, BECAUSE SHE SAID WHAT IS HAPPENING IS THAT CYPRESS MULCH
USED TO BE A BY PRODUCT AND NOW THEY ARE BEING CLEAR CUT JUST FOR
MULCH, WHEN WE CAN BE USING MELALEUCA MULCH OR MULCH FROM
LANDCLEARING INSTEAD OF TEARING DOWN FORESTS AND IF THIS IS ABOUT
TREE PROTECTION MAYBE A CITY POLICY NOT TO USE CYPRESS MULCH WOULD
BE VERY PROGRESSIVE.
SHIRLEY SAID THAT BECAUSE THE BOARD HAS DECIDED TO GO FORWARD WITH
THIS MANUAL, ANY WORK THE MEMBERS DO TOGETHER WOULD NOT COME UNDER
THE SUNSHINE LAW. SO RATHER THAN WAIT A WHOLE MONTH TO DISCUSS
THESE THINGS FURTHER, EVERYONE CAN FEEL FREE TO COMMUNICATE WITH
EACH OTHER, IN ORDER TO MOVE THINGS ALONG.

DAWN SAID THAT SHE LOOKED BACK IN THE MINUTES AND SAW THAT THEY DID
DISCUSS SUBSCRIBING TO THOSE MAGAZINES BUT SHE SAID THAT NOTHING
WAS EVER DECIDED.
DONNA ASKED JANICE WHICH OF THE TWO SHE WOULD RECOMMEND.
SHE SAID PROBABLY URBAN FORESTRY WOULD BE MORE APPROPRIATE FOR
SEBASTIAN AS A CITY.
THE BOARD BRIEFLY DISCUSSED HOW NEW PUBLICATIONS SHOULD BE
