HomeMy WebLinkAbout05072001 TREE CITY OF SEBASTIAN TREE ADVISORY BOARD MINUTES OF REGULAR MEETING MAY 7, 2001 Chairman Cardinale called the meeting to order at 5:35 pm. The Pledge of Allegiance was said, ROLL CALL: PRESENT: UNEXCUSED ABSENCE: Beverly T-Bell(a) Anne Dann Chmn. Cardinale Ruth Davies ALSO PRESENT: APPROVAL,, OF ,M!N U. TE .~.:. MOTION by FultonlCardinale Lynn Albury Larry Birchmeyer(a) VC Cathy Fulton Chris McCarthy, Parks and Recreation Department Ann Brack, Recording Secretary 4/2/01 i move that we accept them as presented. Voice vote: 5 - 0, motion carried. ANNOUNCEMENTS: It was noted that Beverly T-Bell will vote in place of Ruth Davies, and Larry Birchmeyer will vote for Anne Dann when she leaves the meeting. VC Cathy Fulton suggested, and the remainder of the Board agreed, that Member Matters, Chairman Matters and Staff Matters should be listed on the Agenda in the future. VC Fulton noted that she has an application form for historic trees for Mrs. Shuttleworth on Louisiana Avenue. The Secretary agreed to send a copy of this form to Mrs. Shuttleworth. OLD BUSINESS: A. LANDSCAPE - EAST SIDE OF CITY HALL (ESA) Chmn. Cardinale gave a report on the Envirothon project at the East side of City Hall. He noted that trees from the High School Shade House were used as were some pine seedlings from behind the Police Station. TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 7, 2001 Chris asked when this group will get their grent money to reimburse his department for the expenditure, There was no definitive answer to this question, He then gave information on his sources for the plants. He will check with Dan Culbertson about reimbursement. B. ENFORCEMENT OF LANDSCAPING CODE I EDUCATION (Since Anne Dann stepped out of the meeting for a short time, it was determined to cover this issue later in the meeting,) NEW BUSINESS: A, DISCUSS BLOSSOM PARK Chmn. Cardinale noted that Mrs. Stewart and Mrs. Kautenburg have contacted him about improving Blossom Park with plantings. He then suggested having the next Arbor Day at this Park. There was discussion on this issue. Chris reminded the Board members that no planting should be done until Fall because of the watering problem, He also mentioned that residents close to that Park attended a Tree Board meeting some months ago and expressed their desires for that Park. Minutes from that meeting were produced and Chmn, Cardinale read the summary of that discussion which indicated the residents desire for sod and trees only with no structures. MOTION by CardinalelFulton I make a motion that Blossom Park be our choice for Arbor Day this coming year, and at a later time, we will make additional suggestions for sites if Blossom Park is not able to be used. Voice vote: 5 - 0, motion carried. B. DISCUSS LETTER FROM CITY OF VERO BEACH Chmn, Cardinale referred to a letter to this Board from the City of Vero Beach Tree Commission, After some discussion, Board members charged Chmn, Cardinale with the task of contacting Dr. Michael Baker to inquire about the purpose of a joint meeting, as requested in the letter. Board members noted that they cannot attend the May 17th, 9:30 am meeting in Vero since many of them work, but a suggestion was made to invite the Vero Beach Tree Commission to attend an evening meeting in Sebastian. Further information will be obtained and this activity will be presented to City Council for their approval. At this point, the discussion returned to item B. under Old Business, discussion of enforcing the Landscaping Code/Education. TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF MAY 7, 2001 Specifications for Historic Tree and Specimen Tree was discussed and members were unable to find this information in the Tree Protection and Landscaping code. Anne Dann mentioned that the Carrotwood tree should be placed on the invasive tree list and asked how to go about accomplishing this. Cathy Fulton asked that the Federal mandate on the Federal invasive Species Tree List be on the next agenda for discussion. Another item for the next agenda will be under Old Business - Landscaping Code - for discussion. After much discussion, it was determined to cover this Landscaping Code in several meetings, organize suggested changes, and then invite Tracy Hass, Growth Management Director, or whoever is designated to handle Code changes for a presentation of suggestions. Anne Dann was brought up to speed on issues discussed while she was away from the meeting. MEMBERS MA~ERS: Cathy Fulton provided information about the web site for the National Arbor Day Foundation and their invitation for members to vote for America's National Tree. She noted that the Oak came in first and the Redwood came in second. Chmn. Cardinale mentioned receiving a new Tree City flag and other items from Tree City USA. He was advised to take these items to the City Clerk or City Manager. Chmn. Cardinale adjourned the meeting at 6:47 pm. (5/10-01 AB)
