City of Sebastian 1225 MAIN STREET E] SEBASTIAN, FLORIDA 32958 TELEPHONE (407) 589-5330 r-I FAX (407) 589-5570 PUBLIC MEETING The Tree Advisory Board of the City of Sebastian, Indian River County, Florida, will hold a workshop meeting on Monday, May 19, 1997, in the City Council Chambers at 5:30 p.m. Dawn M. Corapi, Secretary Tree Advisory Board NOTE: IF ANY PERSONS DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, HE/SHE MAY NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSES, HE/SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY IN EVIDENCE ON WHICH THE APPEAL IS BASED. CITY OF SEBASTIAN TREE ADVISORY BOARD MINUTES OF WORKSHOP MEETING MONDAY, MAY 19, 1997 Acting Chairperson Donna Starck called the meeting to order at 5:34 P.M. ROLL CALL: PRESENT: Shirley Kilhelly Sally Oore ALSO PRESENT: Tracy I-iass, Planner II John Almada, Advisor ANNOUNCEMENTS: Ms. Kilkelly commented on the memo from Chris McCarthy. There was discussiOn on paragraph 5) of this momo which dealt with the planting area of Bald Cypress trees. Planting distances varied from 15' - 20', to 1' - 1'. It was detetmin~ that the Tree Advisory Board had no inte~on to be critical of the Parks Division, but to offer constructive advice to make this Division betten Ms. Gore notea that Aeoor~ trains is basically education in prunins, and that it does not cover planting distances. She also commented that there should be no animosity between the Parks Division and the Tree Advisory Board, that everyone should be working together. Ms. Kilkelly suggested a meeting with the City Manager to "iron this out", with possibly a representative from the Parks Diviskm or Public Works Director, from Community Devei~t, and from the Tree Board. Mr. Almada commented that he felt the~ didn't seem to he coordination between the Drainage Division and the Parks Division and any oth~ Depamnmts involved regarding the care of trees. He felt the Tree Board had some concerns to address. This issue will be presented to the full Board at the next regular meeting. There was awareness from the Board that the Public Works employees do have their hands full with daily work and that it will take extra effort to apply advice from this Board. TREE ADVISORY BOARD MINUTES OF WORKSHOP MEETING OF MAY 19, 1997 OLD BUSINESS: REVIEW RIVERFRONT DISTRICT LANDSCAPE CODE. Ms. Starck commented on page 5, item 5.C., and n~muncnded that the "Riverfront Tree Trust" be changed to "Sebastian Tree Trust" so that one account would administer fmcs, mitigation fees and donations for the entire City. She also noted page 4. item 3,c., and suggested the inclusion of levying a permlty for removing or destroying exceptional (large) trees. Ms. G-ore commented on page 4, item3.c, and objected to thc cxception of palm trees, and the inclusion of "existing tall trees..." which opens the door for prohibited trees.to he encouraged, and not giving credit to the Cabbage Palm, which is the State Tree, which sometimes works beO~ in smaller locations. She also comment~ on item 4.a., and noted objection to the wording '~Fhe ground cover and/or understory plant material shall b~ adequate to cover the lands~ strip at the. time of installation.". She noted that this does not promote healthy growth of the plants, and seems Mr. Ha~s co~ that the wording of this paragraph has been discussed and will be reworked. Ms. Gore also commemed that the tree survey should be required. Ms. Starck commented that she would incorporate these suggestions into a memo to give to staff, and express the support of the Tree Board for this Riverfront Landscape Code. DISCUSS NATIVE TREE LIST At this point Ms. Starck proposed disCUssing the list of recommended native tree~, worked on by Ms. Gore and Mr. Almada. She called attention to and zsked for comments on an intreducto~ paragraph that she had worked up to place at the top of this native tree list. Mr. Richard Walter commemed on this list, and noted that as a landscaper, he goes beyond lndiau River County to buy his stock because of price. He did note that for individual homeowners, it would be a good idea to distribute this list for retail~ in the Sobastian area. There was further discussion on distribution of this list and target businesses. Ms. Starck noted that she would have the list in final format ready for the next Board Meetin8 and requested that it be placed on the agenda. ~ NEW BUSINESS: REVIEW REVISIONS TO THE RESIDENTIAL TREE PROTECTION CODE. Ms. Gore noted the tree protection requirem~ from Indian River Shores, copies of which were handed out to all members. She noted that it contains a required protective area of "...not less than five (5) feet measured radially from the center ofthe tree at its base." TREE ADVISORY BOARD WORKSHOP MEETING OF MAY 19, 1997 Ms. Gore also noted the third page, noting the measurmn~s of~'ce canopy. Ms. S~arck commenU~i on ~e Commercial Ordinance revisions that were handed over m staff. Mr: I-l~s responded that he hand~ everything over to Mr. Massarelli that was discussed ~t the la~ regular meeting as well as the ~ two workshop me~,s. Ms. Starck asked that Mr. Massarelli get in touch with her Wtum he has had a chance to go over this ~, as well as the photos. At th/s point, Ms. Kilkelly gave a presentation c~ non-vehicular .open space. She recommended the deletion of the non-vehicular open space percentages and requirements as they are now in the code, and also suggested deleting the statement in the code that.says "all ground, not covered by building, paving, and other structures stroll be treated w/th grass, ground cover, shrubs and other landscaping". She sugsested usin8 instead, protection o~ open space. It shall bc encouraged to protect lands designatcd as open space. The natural vegetation shall remain functionally intact. There was discussion on this issue and some members felt they ne~led to read the open space MEMBERS MATTERS: Ms. Kilkelly made suggestions for inclusion in the Tree Trust as follows: The Tree Trust should include all of Sebastian, perhaps a separate section for the Rivcrfront. The destruction or ~fion without a permit, of any native plant, shall be considered a violati~. When an owner of new construction is unable to meet the tree or landscape requircsmmt, without undue hardship, he may make a contribution to the Trust on a one-for-one basis. He must moet at least 50% of the requiremmts on his property. When clearing the land for new construction, for all specimzn trees that are removed, the applicant shall contribu~ to the trust .... (number) of dollars for each caliper-inch lost. Assuming that the City will one day have a tree nursery, transplanted trees and plants will be accepted as donations to the Trust. The value of a tree may be det~uined in accordance with the Tree City USA bulletin number 28, titled "Placing a Value on Trees", or other means in monetary contributions made to the Trust in lieu ora tree. All trees, plants and money shall be used to improve or enhance the landscaping an City properties or for beautification of same; funds collected for the Riveffront would go to the
