CHAIRWOMAN KILKELLY OPENED THE MEETING AT 5:30 P.M.

SHIRLEY MADE A SUGGESTION TO INTERVIEW THE NEW APPLICANTS BEFORE
THEY PROCEED WITH MEETING.
SHIRLEY EXPLAINED TO THE APPLICANTS, THAT THE BOARD RECOMMENDED
CARL FISCHER FOR ONE OF THE POSITIONS, AT THE MAY 6, 1996 MEETING
AND NOW THEY ARE INTERVIEWING TO RECOMMENDFOR THE SECOND POSITION.
THE BOARD BEGAN BY ASKING SALLY GORE, THE FIRST APPLICANT, TO TELL
THEM A LITTLE BIT ABOUT HERSELF.
SALLY BRIEFLY EXPANDED ON HER EXPERIENCE IN THE LANDSCAPE INDUSTRY
AND HORTICULTURE. SHE ALSO TOUCHED ON SOME OF HER CONCERNS RELATED
TO LANDSCAPING, ON RESIDENTIAL PROPERTIES, IN SEBASTIAN.
ANNE INTERJECTED HER VIEWS CONCERNING LANDSCAPE ISSUES IN AGREEMENT
WITH SALLY.
SHIRLEY ASKED THE APPLICANTS TO STEP OUTSIDE WHILE THE MEMBERS
DISCUSS THEIR DECISION.
DAWN ASKED SHIRLEY IF SHE KNEW WHY THEY DID NOT ESTABLISH ANY
ALTERNATE MEMBER POSITIONS FOR THEIR BOARD.

BERS UNANIMOUSLY AGREED WITH ANNE'S SUGGESTION.

REQUESTING THAT THE CITY COUNCIL AMEND THE CODE TO PROVIDE FOR TWO
ALTERNATE POSITIONS.
SHIRLEY SO MOVED BOB'S RECOMMENDATION.

A VOICE VOTE WAS TAKEN.
THE MOTION WAS UNANIMOUSLY APPROVED.
AT THIS TIME SHIRLEY INTRODUCED THE CITY PLANNER, BOB MASSARELLI
TO THE BOARD AND ASKED HIM IF HE WOULD LIKE TO SAY A FEW WORDS TO
THEM.
BOB BRIEFLY SPOKE ABOUT HIS PAST EXPERIENCE AND INTERESTS WITH
WILDLIFE AND TREES AND SPOKE OF HIS HOPES FOR THE FUTURE OF
SEBASTIAN PARTICULARLY THE COMPATIBILITY OF CONSTRUCTION
REQUIREMENTS ANDLANDSCAPINGREQUIREMENTS. HE ADVISED THEM THAT HE
IS IN THE PROCESS OF UPDATING THE COMPREHENSIVE PLAN ANDHE INVITED
THEM ALL TO COME AND PARTICIPATE IN THAT PROCESS BY GIVING THEIR
INPUT.
HE ALSO TOLD THEM THAT THEIR INPUT AND GUIDANCE WILL BE CRITICAL TO
THE RIVERFRONT COMMITTEE.
SHIRLEY INTRODUCED BOB TO THE ADVISORS AND ASKED WHEN WOULD BE A
GOOD TIME FOR THEM TO TALK TO THE RIVERFRONT COMMITTEE.
BOB SAID THAT HE WAS SHOOTING FOR JUNE 24, 1996 FOR THEM To MEET
WITH THE RIVERFRONT COMMITTEE.
SHIRLEY ASKED BOB IF HE WANTEDTHEIR INPUT WHEN HE RE DOES THE LAND
DEVELOPMENT CODE SPECIFICALLY THE TREE PROTECTION ORDINANCE.
BOB EXPLAINED THE PROBLEMS WITH THE LDC AND SAID THAT HE DOES NOT
HAVE A COMPLETE PLAN ON HOW THEY ANEGOING TO GO ABOUTUPDATINGAND
REWRITING IT.
BOB ADVISED THE BOARD THAT GATHERING INPUT FOR THE TREE PROTECTION
ORDINANCE WOULD BE A GOOD IDEA FOR THEM TO INCLUDE AS PART OF THEIR
WORK PLAN FOR THE UPCOMING YEAR.

:ATED. THEY QUESTIONED WHETHER THEY HAD TO SPEND EXACTLY
I ALLOCATED FOR BACH CATEGORY OR DID IT NOT HATTER HOW IT
iDED, BUT THAT THEY JUST HAD TO MEET THE BOTTOM LINE OF

SHIRLEY ASKED DAWN WHAT THE STATUS WAS FOR THE CAM-CORDER. SHE SAID
THE BATTERY CHARGER PART WAS IN IT WAS JUST A MATTER OF HER GOING
DOWN TO VERO TO PICK iT UP.
CARL OFFERED TO PICK IT UP FOR HER ON HIS WAY TO VERO THE NEXT DAY.
DAWN SAID THAT WOULD BE A GOOD IDEA.
SHIRLEY ASKED SOMEONE TO MAKE A MOTION TO APPROVE THE EXPENSE OF
APPROXIMATELY $55.00 TO LAMINATE THEFIELD CARDS.
SALLY MADE A SUGGESTION TO USE BOTH SIDES OF THE INDEX CARDS.
TO REDUCE THE COST.
BOB SAID HE DID NOT THINK THERE WAS A NEED FOR A MOTION, STAFF
WOULD jUST DO IT, BECAUSE WE HAVE THE MONEY IN THE BUDGET.
SHIRLEY TOLD TOM, THAT AT A PREVIOUS MEETING, WHEN HE WAS NOT
PRESENT, THEY DISCUSSED HAVING HIM, THROUGH A PRESS RELEASE, ADVISE
THE PUBLIC THAT WE HAVE LITERATURE AVAILABLE.
BOB MADE A SUGGESTION TO MAKE THE LITERATURE AVAILABLE AT THE NORTH
COUNTY LIBRARY AND HAVE THE LIBRARIAN HANDLE IT.
SHIRLEY PASSED AROUND TO THE MEMBERS AN ARTICLE IN THE PRESS
JOURNAL ABOUT FPL AND TREES.
DONNA SAID SHE SPOKE TO FPL AND THEY TOLD HER THAT THEY CONTRACT
TREE TRIMMING SERVICES OUT TO ASPUNDA TREE SERVICE. THEY ALSO
PROVIDED HER WITH A PAMPHLET THAT THEY SEND OUT TO HOMEOWNERS, UPON
REQUEST, THAT HAS INSTRUCTIONS ON HOW TO CALL IF THEY HAVE TREES
THAT ARE GROWING INTO POWER LINES.
DONNA ALSO BROUGHT UP AN AD THAT SHE SAW, IN THE PAPER, OF A TREE
SERVICE THAT IS ADVERTISING TOPPING TREES. THE BOARDDISCUSSEDWHAT
AUTHORITY THEYHADTO INTERVENE. AFTER A BRIEF DISCUSSION THE BOARD
AGREED THAT DONNA SHOULD CONTACT HIM AND ASK QUESTIONS BECAUSE IT
JUST MAY BE THE TERMINOLOGY HE IS USING.
BOB INQUIRED IF TOPPING WAS AGAINST THE CODE.
CARL SAID THAT IT STATES IN THE LDC THAT YOU CAN NOT DO ANY HARM TO
A TREE.
BOB AND DONNA AGREED TO GET TOGETHER TO CLARIFY WHAT THE CODE
STATES ABOUT TOPPING TREES BECAUSE BOB SAID IF SHE CALLS AND
MENTIONS THE CITY OF SEBASTIAN HE OR MR. FRAME WILL GET THE CALL
NEXT AND HE NEEDS TO MAKE SURE iT IS AN ISSUE.
