Cardinale called the meeting to order at 5:34 pm. The Pledge of Allegiance was said. ROLL CALL: PRESENT: Beverly T -Bell Ch. Cardinale Ruth Davies ALSO PRESENT: Chris McCarthy, Parks Department Terrence Moore, City Manager Ann Brack, Recording Secretary APPROVAL OF MINUTES: (5/1/00) MOTION by Davies/Fulton QHA! MAN (BOARD APPROVED AP ROVED SUBJECT Lynn Albury Anne Dann Cathy Fulton I make a motion we approve the minutes of May 1st. A voice vote was taken. 6 — 0 motion carried. ANNOUNCEMENTS: None NEW BUSINESS: 1) Discuss and make landscape recommendations for the Kroegel statue and around City Hall. Chmn. Cardinale welcomed City Manager Terrence Moore to the meeting. Mr. Moore indicated that in the new budget year, a sum of approximately $10,000 has been allocated to landscaping and improvements for the entire area around City Hall. He requested ideas and suggestions from this Board for this purpose, to include sod and trees and shrubs. He also indicated that irrigation is being considered in this program. It was determined that plant choice should remain flexible, and it would not be necessary to use only native plants. There was discussion about landscaping around the Kroegel statue by Riverview Park. Ruth Davies noted that the Historical Society volunteered to help with this project. Chris McCarthy noted that this project could be started after the JUly 4'h activity at the Park. Z (40*� TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF JUNE 5, 2000 2) Discuss Work Plan Chmn. Cardinale noted that the Work Plan for 2000 has been approved by City Council. Mr. Moore suggested including a vision plan for the City Hall grounds in this Work Plan, and noted that this project should be started as soon as the budget is authorized. There was discussion about Blossom Park and the islands/medians on Schumann Drive. In line with the Work Plan for 2000, Mr. Moore introduced Mr. Peter Kahle who would speak on a planting program along canals in the City. Mr. Kahle, 402 Concha Drive, Sebastian, spoke of the State grant to dredge the St. Sebastian River, and spoke of the erosion problem along these canals, along with the ecosystem, wildlife, and maintenance of the sea-wall. He suggested planting saplings in the canal to hold the soil and support the sea-wall. He also suggested using volunteer help such as Scouts and civic clubs and organizations. He noted that the biggest problem is going to be with residents who want their clear-cut canal bank. Mr. Moore noted a word of caution in that the ownership of sea-walls is being argued statewide and nationally, and it has been considered a responsibility of the private homeowner in Florida. He further commented that the volunteer group would need to work with individual homeowners who would want saplings planted at their canal areas, and it is questionable whether or not the City could legally force a program of this type on homeowners. Anne Dann questioned the advisability of planting trees in the canal where the water flows. Mr. Kahle responded that presently, there are water oaks, wax myrtles and cypress trees growing in the canal. He also commented that any saplings that would be planted in the canal should be supported with a slowly, degenerative support like a peat stick, or pvc pipe, or some such method to keep them in place till they take hold. Beverly T. Bell mentioned the possibility that the tree roots might invade the sea-walls and cause erosion of them. There was more discussion on this issue. Chmn. Cardinale noted that up to this time, the Tree Board has only undertaken parks and greenways for their projects, and this project sounds like an endeavor that would take a lot of research from the ecosystem standpoint. Ruth Davies suggested consulting KIRB about this suggested project. It was suggested that a media campaign would be needed and property owners cooperation would be needed. Mr. Moore noted the undesirable vegetation that exists along the Elkam waterway that has been removed, and will continue to be removed in the future as new construction takes place. /Oft\ TREE ADVISORY BOARD MINUTES OF REGULAR MEETING OF JUNE 5, 2000 Chmn. Cardinale suggested contacting a Board advisor, Janice Broda for her input on this topic. There was general consensus that the Board will research this project. OLD BUSINESS: None PUBLIC COMMENT: None CHAIRMAN MATTERS: Chmn. Cardinale pointed out trees around the City that are very stressed because of the drought, and commented that Anne Putman has been watering as much as she can. Anne noted that she is caring for eleven trees only, and will no longer be caring for trees all over town. She commented about the Army Corp of Engineers plan to clean up the waterways, and stressed that something has to be done to clean up the pollution. She commented on two types of trees that are good filters. Chris McCarthy noted the water restrictions that are in place. He also noted that the water truck had been broken down, and very few public works personnel are licensed to drive this truck. Mr. Moore noted that the truck is being used to water plants around town between 7:00 and 9:00 am, but the best hope is that we get some rain. f There was discussion about labeling the plants in the Model Planting. It was determined to develop a guide on a post to be installed along the edge of the sidewalk, with a map of the plant layout and the names of the plants. Mr. Kahle volunteered to provide this item on a piece of exterior laminate if a Board member would draw up the diagram. Anne Dann volunteered to draw up the diagram. The periodicals requested by the Board will be ordered through Chris's Department. Kathy Fulton noted that she and Lynn will be working on a poster drive with the Pelican Island and Fellsmere elementary schools for Arbor Day. Sebastian Elementary School will also be contacted.
