The Tree Advisory Board of the City of Sebastian, Indian River County,
Florida, will hold their Regular meeting on Monday June 7,1999, in the
City Council Chambers at 5:30 p.m.

Vice Chairman Fielding called the meeting to order at 5:36 pm.

ANNOUNCEMENTS:
The secretary indicated that Mr. Roth will be resigning from this Board.
It was also noted that no applications have yet been received for the vacant member
positions, and the July meeting will take place on July 12th due to the July 4th holiday.
It was noted that an advertisement is presently running for new members.
APPROVAL OF MINUTES:
MOTION by Kilkelly/Cardinale
I move that we approve the minutes of the regular meeting of the Tree Advisory
Board for May 3, 1999.
A voice vote was taken. The vote was 4 — 0, motion carried.
OLD BUSINESS:
1. Model Planting Project changes — Charles C.
Charles Cardinale pointed out the revised listing of priorities for the Model Planting
Project
All members approved the above listing. It was also suggested that this list only needs
to be included in the meeting packets when there is a change in the listing.

Mr. Cardinale also noted that Mr. Carl Behr recently got some information from the
Building Department to be used in his elevation drawings of the City building complex.
John Almada submitted a drawing of a proposed model layout for landscaping the
rectangular' area between the Council Chambers and the Building Dept./Growth
Management building and indicated it should go to Mr. Anderson at the High School r as
an example. It was suggested that photos of the various plants depicted on this drawing
would be helpful. Mr. Almada noted that several of the plant species can tolerate a lot of
water.
This drawing was discussed.
MOTION by Cardinale/Kilkelly
I make a motion that we use John Almada's sketch as an example of what we're
looking for in the up and coming model project, and forward it to Mr. Anderson.
Discussion:
Mr. Almada indicated that the walkway depicted on his sketch would be done in mulch.
It was also mentioned to date the drawing as 6/7/99, and a north arrow was added.
A voice vote was taken. 4 — 0 motion carried.
On the model planting project update of June 7, 1999, it was suggested to add "(see
enclosure #1)" on the line of January 4, 1999.
2. Update tree list — Charles C.
After some discussion, it was agreed to make changes to the list.
Chris McCarthy noted that he does a report every year for the National Tree Trust on the
distribution of the trees in the nursery.
There was more discussion on additional trees planted in 1999, newly planted trees that
have died, and the quality and grade of trees.
It was also determined to include all trees planted in the various years, in the City and by
the City and Tree Advisory Board. Chris will prepare this list starting with 1995 & 1996,
with some help from Shirley Kilkelly.
Mr. Cardinale suggested that this list be updated each time additional trees are planted,
and will be presented to this Board periodically.
Mr. Henan apologized for not having his presentation for this meeting, but brought up the
subject of the newspaper article about the Easy Street Lake island project. He noted the
negative attitude conveyed in this article, and there was discussion on this subject.

3. Discuss Pepper Tree Eradication Committee — Danne H.
Chris McCarthy noted that the City used to mow that island, and there hadn't always
been pepper trees overrunning it. He also noted that the previous City Manager, Mr.
Frame, thought the Eagle Scout project of clearing the pepper trees from the island was
a great idea, and he mentioned other groups that eradicate pepper trees. There was
further discussion on this issue.
Ms. Kilkelly suggested that Mr. Herlan write a letter to Brian Barbour, the Eagle Scout
candidate, and encourage him not to be disheartened by this, and that the Tree Board is
behind him.
There was discussion of several discrepancies in the article relating to wildlife.
Mr. Herlan suggested that the Pepper Tree eradication on this island was the beginning
of the Pepper Tree eradication process for this area. He invited suggestions for
developing this program.
It was also suggested that a printed response to the negative article be obtained, and
approved by the City Manager before being sent to the newspaper.
4. General Discussion of Shade House
Ms. Kilkelly noted that she will be caring for the seedlings during the month of June. It
was agreed that Mr. Herlan will meet her there at an arranged time to receive
instructions about caring for the plants.
Mr. McCarthy noted that these plants at the High School look extremely good, and are
very much improved over their earlier condition behind the Police Department.
It was noted that John Almada donated 7 cypress trees to the tree nursery, along with 4
Florida privets. Mr. Almada also noted that more milorganite is needed there.
VChmn. Fielding gave information on lush trees in Lakeland, Florida.
It was suggested that on future agendas, the subject of "Report of Shade House
Operations/Scheduling" be included.
NEW BUSINESS:
1. Discuss getting plaques for the trees planted on Arbor Day — Shirley
Kilkelly
Ms. Kilkelly suggested placing plaques around trees planted around the City on Arbor
Day celebrations. There was discussion on this issue, and Chris McCarthy commented
that he could probably take care of this as the price is reasonable. Discussion followed.
Different sites around town were suggested. It was agreed by the Board that Chris will
take care of this.

2. Discuss possible projects for the Boy Scouts — Charles C.
Chris McCarthy noted that Mr. Collins has quite a few candidates coming up for Eagle
Scout status.
Replacement of 6 pines at Atlantis Terrace was mentioned. VChmn. Fielding suggested
doing a physical count of the ones that need to be replaced.
VChmn. Fielding asked if a thank you letter was sent to the Girl Scouts. (The secretary
agreed to check on this.)
Further discussion determined that Chris McCarthy would take care of replacing the
dead trees at Atlantis Terrace.
John Almada noted a piece of property, approximately 3 acres, at the northeast comer of
Barber Street and George Street. He suggested that this might be a site for Pepper
Tree eradication.
Mr. McCarthy mentioned that the City's Filbert Street property will also need some
attention, as there is a consideration to convert it to a passive park with nature trail. He
noted that the Scout candidates might take part in some of this activity.

Mr. Cardinale noted that any projects that this Board might have for the High School
Environmental Science Academy will need to be furnished to Mr. George Anderson
before the end of summer for inclusion in next year's class plan. This subject was
discussed.
Ms. Kilkelly presented some information about Earth Day and the Friends of the
Sebastian River group working with High School students.
There was discussion about having -High School students participate in the Arbor Day
Ceremony. Ms. Kilkelly noted that the Garden Club will not be providing refreshments
next year.
Mr. Herlan suggested putting this issue on the agenda for next month under Old
Business, which will give everyone time to think about it. All members agreed.
MEMBER MATTERS:
Ms. Kilkelly asked who will water the slash pines, and Chris McCarthy responded that
the City will.
Mr. Cardinale suggested that Tree Board minutes be mailed to Mr. Anderson at the High
School. There was discussion, and it was agreed that since Mr. Cardinale is liaison
between the Board and the High School, he should, instead, give Mr. Anderson a
periodic update on discussions of the joint project in the shade house.

STAFF MATTERS:
Chris McCarthy noted that this Board should keep its next meeting short as there are
two meetings in this room that same Monday, July 12, and we need to end our meeting
by 6:45 pm at the latest.
ADVISOR MATTERS:
John Almada suggested putting more plants on the Easy Street island. Mr. Herlan
spoke about how much root system is left from the Pepper trees and indicated that it
would be difficult to plant anything at this time until those roots die away.
Mr. Almada spoke about writing a letter to the editor (about the clearing of Easy Street
lake island) and asked if any members have any problem with that. He indicated that he
would be doing it as a concerned citizen, not a representative of the Tree Board. He
also reminded the Board that several years ago residents on Easy Street asked the City
to remove the ducks that reside around the lake. Ms. Kilkelly remembered that a man
from Fellsmere used to remove the ducks, then some residents from Easy Street
complained about this removal of the ducks.
There was a brief discussion about several dead trees at the site of the last Arbor Day
celebration.
There was a brief discussion about funds received as donations for Arbor Day.
